Theoretical and methodological substantiation of the relevance of professional training of future specialists in public administration, characterized the structure of professional competence of future specialists in public administration in the system triad of qualities in the components - personal as the ability to perform process-technological functions, personalized-intellectual, systematizing professional special oriented academic components of competence, business in the specialty, which is mutually consistent with the psychological and physiological characteristics of the individual and personified by the classification characteristics of their own ability to work in the criteria; the definition of "public administration specialist" is formulated in the author's interpretation.Key words: professional training, public administration specialist, professional competence, theoretical and methodological aspects, structure, relevance.

Abstract. The article deals with theoretical analysis of the problem of professional competence of future psychologists in preventive work with children with neurotic symptoms. The specifics and psychological features of this phenomenon are revealed due to the definition of different scientific approaches. Competence of future specialists in preventive activities is a multifunctional category that has a multilevel structure (professional knowledge and skills, values, attitudes to professional activities (motivation) and the ability to improve it, productivity, etc.), characterizes the individual as a subject of a particular activity and provides achieving success. The complex approach to a problem of the maintenance of professional training of psychologists concerning prevention of difficulties of personal formation of younger students with neurotic symptoms is offered. It is assumed that the formation of professional competence of future psychologists in the innovative conditions of higher professional education will be successful if an interdisciplinary approach to this problem is applied. For this purpose it is necessary to involve progressive researches of psychology, medicine, propaedeutics, pedagogics, sociology, etc. We present the results of an empirical study of the cognitive component of readiness of students-psychologists for preventive activities and determine the levels of readiness of future psychologists for preventive work ‒ reproductive (low), reproductive-productive (below average), productive (above average) and creative (high). The most important conditions for the preparation of future psychologists for preventive work with children with neurotic symptoms have been identified. Certain factors of formation of professional competence of future psychologists concerning preventive activity are highlighted.

The article describes the main components of the institutional framework of an archetypical approach to public administration. It is determined that the system of preparation of public servants is based on a chain of universal foundations of archetype, in particular, it is influenced by the principle of formation of personnel in the public service, formed on the basis of public opinion. Based on two basic principles relating to admission to public service, three basic models of training civil servants in the European country are defined: German. French and Anglo-Saxon. We analyze each of the models and define the archetypes that influenced their formation and development. The advantages of each model are determined, in particular, the benefits are: the German model of training managers is the balancing between the theoretical knowledge and practical skills that a public servant receives during training, but as a disadvantage one can distinguish the orientation of preparation for legal orientation, which limits the ability to hold managerial positions for many employees The French model of professional training of public servants should include a well-balanced understanding of tasks, namely: decentralization and territorial organization of public services, communication, support of territorial communities, in-depth knowledge and understanding of the need for cooperation with institutions of the European Commonwealth, high-quality human resource management and orientation towards environmentally friendly innovations, such a model of training of public servants is holistic, costly and effective; The Anglo-Saxon model of training of public servants is its orientation towards the implementation of the concept of public administration and the individual approach to employee training, taking into account all the specifics of its activities, providing for the formation of personnel capable of solving specific problems. It is concluded that today in most European countries dominated by mixed models that include elements of different models.

Cadets’ weapons practice is one of the important components of professional training. Its success is in the training hours’ distribution and mastering the main tasks at the early stages of military training. The correct distribution of weapon practice means and methods is very important. Planning of all weapon practice means begins with the definition of conditions and logistics. It is important to implement the principles of sports training. The implementation of the sports training basic principles during the school year allows expanding the cadets ’ body adaptation mechanisms to daily physical and mental stress. The development of innovative technologies for planning hours and the implementation of weapon practice tools allows to optimize and improve the effectiveness of cadets’ military training from the first year. Methodological aspects of planning and calculating hours by types of cadets’ weapon practice are presented, taking into account the tasks and direction of the training tools implementation. Difficulties are analyzed and ways to eliminate them in the process of improving the cadets weapon practice are found. The key tasks in the structure of weapon practice and the direction of their implementation are defined. The author’s version of cadets’ weapon practice planning allows to control and adjust both physical and mental loads.

The article deals with the problem of increasing the attention of the pedagogical community to culture as a phenomenon of human existence. The formation of multicultural competence among teachers and students contributes to the ability to work and study in a foreign culture. Multicultural competence is considered as an integrative property of the individual, which reflects his ability to solve professional and everyday problems and tasks on the basis of a culture-centered system of values. The definition of «multiculturalism» most succinctly conveys the interaction of the principles of dialogue and interaction of various cultures. Multicultural personality is one of the components of the «basic culture of personality». First of all, a certain cultural and educational environment contributes to the formation of the «person of culture», a multicultural personality. В статье рассматривается проблема усиления внимания педагогической общественности к культуре как феномену человеческого бытия. Формирование поликультурной компетенции у педагогов и студентов способствует умению работать и обучаться в условиях инокультуры. Поликультурная компетенция рассматривается как интегративное свойство личности, которое отражает его способность решать профессиональные и повседневные проблемы и задачи на основе культуроцентрированной системы ценностей. Дефиниция «поликультурность» наиболее емко передает взаимодействие принципов диалога и взаимодействия разнообразных культур. Поликультурная личность является одной из составных частей «базовой культуры личности». Формированию «человека культуры», поликультурной личности способствует, прежде всего, определенная культурно-образовательная среда.

The authors of the paper analyze the definition of “national self-consciousness” and outline its structure, which includes self-esteem, socio-psychological expectations, and self-identification. From the point of view of the authors of the paper, the national self-consciousness of future musical art teachers includes three interrelated components. They are: an information-cognitive one, which involves mastering the system of general knowledge and special knowledge, as well as the possession of certain information regarding one's own self-identification; an emotional and value one, which reflects patriotic feelings, the desire for the national ideal, the value attitude towards the Ukrainian cultural heritage; and a reflexive and activity one, which characterizes the awareness of the nationality, awareness of oneself as a bearer of cultural values and heritage of the nation, and awareness of one's role in future professional activities. As a result of the analysis of the researches on the problem under our consideration, we made some conclusions about the ways of forming the national selfconsciousness of young people. The authors of the paper conducted a pedagogical experiment that allowed identify methodological aspects and suggest forms and methods that should be used in the training process to form the national self-consciousness of future teachers of musical art.

The results of the analysis of foreign and domestic approaches to the interpretation and understanding of quest technologies are presented. It is noted that in order to create the proper conditions for the formation of future police officers professional competence, motivational focus on positive personal changes and the desire for professional self-development, it is advisable to use the possibilities of innovative teaching technologies, in particular, trainings and quests. During such classes, participants have the opportunity to learn how to quickly make the right decisions within the limits of their professional competence, applying the obtained theoretical knowledge, as well as to master and consolidate the necessary skills. The educational quest is highlighted as a separate form of design technologies. The features of the developed professional-psychological police quest with elements of the training "Features of the district police officer’s activities" are revealed, its consistent stages are characterized: organizational and preparatory, implementation and final. It is noted that the basis of the police quest is the situational method, the content of which is aimed at mastering the algorithm of actions by the cadets associated with the implementation of the service tasks of the police. It has been revealed that the use of a professional-psychological police quest is an active form of group work and provides the use of set measures aimed at increasing the level of professional training of police officers, developing and changing the structure of interpersonal relations, educational and professional motivation, and contributes to the self-realization of the individual within the professional space. The authors emphasize the advisability of using a police quest, which contributes to the increase of professional competence level due to the increase of the study time amount allocated for practical work, the independent acquisition and use of new knowledge and skills in practice, making the right decisions within the framework of their professional competence, and well-coordinated teamwork.

The purpose of the article is the definition of prospective areas of Euro-Atlantic integration of the system of professional training of future border guard officers on the basis of the National Academy of the State Border Guard Service of Ukraine. Results. The article reveals perspectives of Euro-Atlantic integration of the system of professional training of the personnel of the State Border Guard Service of Ukraine. The considered perspective directions envisage joining the system of joint training of specialists of various subjects of border guard activity in order to increase the level of interoperability of the personnel of the State Border Guard Service of Ukraine on the basis of NATO standards. It has been determined that it is necessary to carry out wide consultations with representatives of NATO and NATO member states on the implementation of training programs for personnel training on issues within the competence of the Ukrainian Border Guard Service, ensuring the participation of National Academy in new research projects between Ukraine and NATO, obtaining grants for research support. It was found out that in the conditions of introduction of informal models of education in the Ukrainian system of training of border guards of various specialties it is necessary to introduce experience of NATO countries on development and carrying out of trainings on relevant subjects, especially on formation of foreign language professional competence of border guards according to STANAG 6001. Practical implications and value. Modernization of the technical component of the educational process of a higher military educational institution includes: creation of an internal educational network on border security and management, introduction of a platform for information exchange and communication between national and foreign educational institutions; creation of a virtual contact center to provide video conferencing; intensive use of mobile learning, introduction of electronic tools, virtual simulators and simulators for use by teachers in personnel training. The paper focuses on the necessity of substantiating the essence and structure of the professional training of future skilled workers by the dual form of education. In the context of the formulated goal, an analysis of the concepts of “essence”, “structure” and “professional competence” is carried out. On the basis of the results of analysis and generalization of scientific researches, it has been established that the professional training of future skilled workers of the machine-building industry by the dual form of education should be assessed by motivational, cognitive, action-related and reflexive criteria. The structure of professional training of future skilled workers of the machine-building industry by the dual form of education is presented in the form of four interrelated components: valuable-motivational, innovational-cognitive, professional-action-related, reflexive-estimated. The model of the dual form of education in Germany is described. It has been determined that the interaction between vocational schools in Germany and employers at the individual and institutional level is considered to be one of the most effective tools for developing a system of vocational education. The author carries out a theoretical analysis of pedagogical sources of philosophical, educational, methodological, psychological, pedagogical literature and scientific works of domestic and foreign researchers, normative and legal documents; modeling (synthesis), comparison, classification, systematization and generalization of theoretical and experimental data. The article covers issues related to the professional training of students of the Humanities, their development and formation of professional culture during this training. In addition, the key problematic aspects related to the system of such education are identified, and various mechanisms for activating and involving students of the Humanities in the process of obtaining the necessary competencies are identified. The key mechanism for this activation was chosen a team-building technology, in accordance with the basic principles of which it is possible to maximize the motivational component of the process of acquiring professional competence. In addition, separate elements of the definition of “readiness” are considered, and the levels of readiness for teamwork among students of higher education are determined. The article is supplemented with a practical part in the form of the results of a survey conducted on the basis of leading universities of the Republic of Crimea in 2020. The subject of the study was to identify the General readiness of students of the Humanities to carry out team activities in order to achieve a common result. The survey was conducted in various areas: readiness to carry out collective and individual creative, project, educational, extracurricular and independent activities. The respondents were teachers of the Humanities who have extensive experience in the organization and management of educational activities in a modern University for humanities.

The purpose of the article is to identify the essence and basic principles of formation of professional competence of future logistics officers of the Armed Forces of Ukraine, to determine the algorithm of formation of professional competence by stages of professional training in the higher military educational institution, to identify methods and techniques corresponding to logistics. Research methods: theoretical analysis of primary sources, normative documents, conceptual principles of logistics; systematization, modeling, observation and testing. The results of the analysis revealed that the professional competence of future logistics officers is a personal education and an integral characteristic, which includes key and general competencies that are the result of training in higher military educational institution, covering the dynamic set of knowledge, skills and experience in this specialty, personal and socially significant qualities (ways of thinking, ability to self-study, learning styles, views, values, nature of behavior in unpredictable conditions, etc.) arising on the basis of the formed subject competences and provide an opportunity to perform the military logistics officer’s duties and professional tasks effectively. The principles of forming the professional competence of future logistics officers corresponding to their specialty as they are basic both in military-economic, and in pedagogical logistics are defined. These are: principle of systematization, principle of functionality, principle of integration and integrated goal setting, principle of «just in time», principle of «jit-reliability», principle of solving information problems by standardizing data, principle of prioritizing the needs of learners, principle of variability of strategies, methods and techniques, principle of focusing on the end result, principle of interaction of all components of the professional competence formation system, principle of coordination of actions of different divisions specialists. The influence of these principles on the formation of the future logistics officers’ professional competence is analyzed. An algorithm for the formation of professional competence was developed, which was modeled according to two opposite approaches – directions (direct and reverse): «bottom up», it means by stages of professional training in higher military educational institution – a sequence of courses, semesters and levels of training (bachelor, master) of future officers; and «top-down», it means from the principles of professional competence formation through the construction of a «goal tree» and the definition of its components (key competencies) and their manifestations in the material of subjects that form general subject competencies, to building a «competence tree» and designing them for each discipline and definition of subject competencies. There are a number of teaching methods and techniques that take into account the specifics of logistics, such as: methods of empirical adult learning, problem-based learning, the method of planned mistakes, visualization methods, methods of press conferences, dialogue, discussions, brainstorming techniques, case studies, which should be used in the educational process to form the professional competence of future logistics officers. Conclusions: the purpose of the study is achieved.
