USING THE PERT METHOD IN CALCULATING LABOR COSTS AND RATIONING THE WORKING TIME OF CONTRACT SERVICE EMPLOYEES IN PROCUREMENT ACTIVITIES

Today, close attention is mainly paid to the aspects of placing an order, and the calculation of the effectiveness of procurement activities is based on a reduction in the contract price. At the same time, the optimization of the working time of contract service employees and the rationing of their labor are important areas of organizing an effective procurement system. The article presents the results of the calculation of labor costs for the organization of procurement activities and the implementation of accounting policies, based on the generalization of data from expert reports. Representatives of contract services, economists, lawyers, accountants, engineers, business managers, procurement specialists, contract managers were involved as experts. The obtained materials were used to build a network schedule for the process of work execution and delivery of goods using the PERT method. It is revealed that the main task of conducting effective procurement activities is to ensure uninterrupted and high-quality work of all employees of the organization. It is proved that the development of the customer's professionalism in the field of procurement is a key direction for improving the contract system. The conducted research will allow the managers of customers to balance their labor resources, improve procurement activities, avoid inappropriate spending of budget funds, and increase the efficiency of procurement.

The question of rationing the working time of a procurement specialist in the modern history of Russia is open. The share of purchases in the state segment of a huge amount of resources.127 ТРУД И СОЦИАЛЬНАЯ СФЕРА Development of regulations, recommendations for accounting and standardization of labor for specialists in the provision of services to optimize labor resources in the procurement sector. The article analyzes the costs of working time of procurement specialists, contract managers. It was revealed that the contractual system in the field of procurement is based on a significant number of labor functions. It has been established that labor standards depend on the level of training of procurement specialists. The main goal of a procurement specialist is the efficient use of funds allocated to meet state, municipal and corporate needs. The article calculates the composition of working time by cost elements. The structure of time expenditures of procurement specialists, contract managers by parameters is proposed: name of work; time spent, in minutes; concretization of work. In the course of the study, the time intervals of specific actions were recorded during the procurement procedures according to the following parameters: the indicator of the time spent by the respondent for one operation; number of respondents; average time for each position in one operation. Using the presented work flow chart of labor efficiency can vary the number of procedures and any other indicator of the work process. The conducted research will allow the managers of customers to balance the workforce and avoid negative consequences.

Subject. The working time of workers at any stage of economic development is a value reflecting the level of labor productivity. Any progress in productivity contributes to changes in the volume of labor costs and the number of employed. Depending on the relationship between the total volume of labor costs and the number of employed, the duration of working time per one worker may change (it may increase, decrease, or remain unchanged). Objectives. The study aims to confirm the importance of such a macroeconomic indicator as the number of employed in varying working hours. Methods. The study rests on the comparative analysis of countries with developed economies based on some indicators like dynamics of the working time fund, dynamics of the number of employed, average number of hours worked during the year per employee, etc. The analyzed timespan is 25 years (from 1991 to 2016). Results. The comparative analysis revealed that in the non-production sphere and the economy as a whole the macroeconomic determinants correlate so that the length of working time per worker reduces. When considering the analysis results for the manufacturing sector, no single trend was identified. Conclusions. One of the key factors affecting the change in working hours is the number of employed. The relationship between the working time fund and the number of employed directly determines the dynamics of working time per worker.

The influence of high-speed railway lines on the change in the structure of labor resources is revealed. The tasks of improving the resource management system and specific resources on railway transport are defined. Special attention is paid to railway automation and telemechanics systems, which will significantly reduce the labor costs of the HSR. The specific energy costs for different types of transport and per passenger-kilometer are given.

A necessary component of investment activity is the process of accumulating the necessary funds to finance investments. The natural state of limited internal own funds of the enterprise requires the attraction of additional (external) financing in the form of loans and borrowings. Investment lending is a promising area of activity of banks, the main task of which is the allocation of financial resources for the for-mation and development of production. Solving the problem of investment lending as a real sector of the economy pursues two goals: stabilization of the banking system in the rational allocation of financial resources and economic recovery through strengthening the position of commercial banks and small and medium enterprises (by attracting credit resources). Therefore, commercial banks engaged in investment lending should constantly and carefully study and analyze the condition of partner banks, both those with whom they are already working and those who are potential partners. The essence of the normative method of planning is to use a set of norms and standards when calculating the indicators of the indicative plan. The norm is the absolute value of the maximum allowable amount of material resources (ie, raw materials, fuel), as well as the cost of living labor for the manufacture of a unit of production. Standard – a relative indicator that characterizes the degree of use of tools, objects of labor, living labor costs. Norms and standards of consumption of paid services is a system of estimating the level of consumption by one person of certain types of services, which is based on scientifically based calculations of rational consumption. At the same time, in order to make specific decisions of the bank, it is necessary to be guided by a pre-thought-out strategy based on the "goal tree" and the system of plans of a commercial bank. In tactical terms, the main standard solutions can be provided in the credit policy of the bank for the period corresponding to the term of the project. At the same time, in the world economic literature, the standard deviation is called risk and is one of the most common absolute indicators of risk measurement.

Background. The hypermedia environment, which has received a powerful technical infrastructure thanks to the WWW, has led to the study and emergence of new forms and tools of information and educational content presentation. Various methods and means of visualization of educational information increase clarity and facilitate the process of new knowledge perception. Such tools include a wide range of concept maps that have become widespread in many areas related to information technology and education. The challenge here is to find comprehensive solutions that will reduce computing and labor costs for the multifunctional use of concept maps in information and learning systems. Objective. The work is focused on the review of concept maps, research of preconditions for their origin, analysis of their types and purposes of application in the educational process and learning systems. The main task is to analyze the requirements for interactive concept maps in ontology-oriented information systems to support lifelong learning. Methods. The use of concept maps in educational systems is based on knowledge modeling, graph theory, ontological modeling of educational content and methods of adaptive e-learning systems. The paper reviews and analyzes the application of concept maps and requirements for them within the information and learning systems. Results. Concept maps have significant foundation in cognitive and educational psychology, computational linguistics, knowledge engineering and have widespread application in computer supported learning. Concept maps are used as a means of meaningful learning when constructed by students, used to assess knowledge, as well as a means of navigating information resources. Concept maps in educational systems are used to present knowledge to users and serve as interfaces in the process of exploratory search and review of study areas. Information systems provide enrichment of concept maps by means of interactivity, which allows diversifying and expanding its use. Conclusions. The key requirements for interactive concept maps in information and learning systems are formed, including automation of interactive concept map construction, availability of wide navigation capabilities together with cognitive load control, implementation of interdisciplinary links, media annotation of map elements, complex application of graph interfaces for different parts of the system and adaptation to mobile devices.

In the current conditions of economic development for many organizations operating in the field of agriculture, there are a number of uncertainties due to the lack of strategic planning of activities. On the other hand, it is the long-term goal setting that allows organizations to conduct highly effective activities and be competitive in the market. The main areas of the strategic planning of activities that ensure competitiveness include: branding (creating mental structures in the consumer’s mind), the development of a model of marketing relations with consumers and the management of distribution channels. However, strategic planning in the organization is possible only on the basis of high-quality situational analysis, which is a difficult task for many enterprises due to the significant financial and labor costs. An equally important aspect is the unwillingness of managers of organizations to invest in marketing assets, 95 primarily due to their unability to determine the effectiveness of these investments, as well as the lack of resources themselves. The authors believe it is necessary to provide significant support to organizations of small and medium-size forms of ownership in order to increase their competitiveness, which can be carried out by establishing regional marketing centers, the main task of which is to provide assistance in conducting a situational analysis of the organization’s activities, in particular the macro – and micro-environment of the organization, and determining strategic areas of activity. Equally important is the assistance in the preparation of business plans, in particular, the possibility of obtaining funding for the implementation of state program activities, training in the aspects of conducting effective activities, organizing contests, exhibitions and other events.

Veterinary specialists have been rationing the work in the Russian Federation for more than 60 years. During this period, a lot of material has been accumulated on the development of scientific, methodological and regulatory problems. Recommendations on the regulation of labor of specialists in the field of veterinary medicine have been developed and approved: the time standards for the implementation of anti-epizootic, treatment-and-prophylactic, veterinary-sanitary measures for servicing cattle, pigs, horses, sheep, birds; diagnostic tests carried out by veterinary laboratories, and veterinary and sanitary examination of animal and vegetable products as well. The market of veterinary services in the cities of our country requires the expansion of the list of veterinary services in the field of servicing small domestic, decorative, exotic and wild animals. The article presents: features of the regulation of labor of veterinary specialists; classification of veterinary work depending on their direction, labor capacity, significance for ensuring epizootic well-being; norms of time for performing about 300 types of veterinary work when servicing small pets, 35 wild animals, 32 decorative and exotic animals. The established norms of labor costs for the implementation of veterinary measures in small domestic, decorative, exotic and wild animals will be used for: analysis of personnel support for veterinary institutions; planning their staffing levels; studying the effectiveness of the use of labor resources; establishing reasonable prices for paid veterinary work; determination of reserves for increasing labor productivity of veterinary specialists.

The key task of each library is to ensure its high performance. Under the conditions of limited economic resources, the rational use, first of all, of labor resources, is of particular importance. The study of the working time of library specialists allows the solvation of a set of issues related to the organization and rationing of their work. However, this type of research is conducted in libraries rather rarely. Problems of studying the working hours of specialists and employees remain without due attention. The existing methods have been developed and are intended primarily for industrial production and the study of workers’ labor. Libraries have to adapt them basing on their goals, tasks, and capabilities. The purpose of the article is to present the results of the development and testing of an original methodology to study the expenditures of working time of specialists in order to normalize labor in the Far Eastern state research library (DVGNB).The author compares the methods of data obtaining, evaluates the possibility of using different types of observation in library, and justifies the choice of the photo-timing method. The main attention is paid to the technology of observation. The main points of the preparatory stage are described in detail and that of processing the obtained data. As a result, the methodology to study the expenditures of working time and labor processes is tested, and it can be used in library practice to determine the structure of production activities and time for their implementation, to rationalize techniques and methods of work, to identify reasons for non-compliance of targets, unsustainable expenditures and loss of working time, to determine quantitative characteristics of personnel potential, etc.

New practices and changes are appearing in personnel management in the same way as they occur in other areas of management. New trends, which have various ways of implementation, emerge, along with its impact on employees, managers and businesses. Employees are an important part of each business and therefore, it is important to have right people in right places. The objective of the paper is to find out how food businesses working in Slovakia are implementing an innovative approach to the personnel management. The research actively included 453 food businesses from all Slovakia. We decided to do research into these businesses because they are household names in the field of production of domestic food products. Production of high-quality domestic food products is considered important not only for people´s nutrition and availability of quality domestic products but also due to sustainability of the employment rate in this field, development and recruitment of professional, qualified and engaged employees. The statistical relations and correlations between variables were performed by Cronbach alpha, Spearman test, Kruskal-Walis test using programs EXCEL and SAS Enterprise Guide 7.1. We found out that food businesses in Slovakia had already started to implement innovative approaches to the personnel management, but there are still significant reserves and shortcomings. The positive aspect is that food business managers have understood importance of personnel management innovation because nowadays, their main task to find, recruit, select and retain a prospective employee.
