AbstractThe continue phenomenon of fuel prices increasing in Indonesia arealways both between the two sides (there are government andcommunity). Debating the agree side and disagree side of being the maincontents of the escort policies. But we know the socio-economicscondition of ‘tragic’ Indonesia be raised expenditures greater thanrevenues, while expenditure was only focused on subsidies ofenergywhich unfortunatelymore widely used by the upper middle classsociety rather than small communities. Government needs healthy and permanent finance resource to carry out its functions successfully and effectively. Healthy and permanent finance resource depends on efficiency of tax system. There are two sides in taxation: the government who impose taxes and citizens who pay taxes. The relationship between these two sides, their views about each other's significantly influence the successiveness of tax system. In our study we research taxpayers' perceptions of the tax, their tax conscience and their opinions about tax system and government. The results of the survey carried out in capital city of Kyrgyzstan between 500 taxpayers showed that the tax culture is low and the most important factors affecting the tax culture are: trust in the government, quality of public services and the informal economy. Moreover, proposals will be given, in order to establish more efficient tax system by improving tax culture.

The index of government effectiveness captures perceptions of the quality of public services, the quality of the civil service and the degree of its independence from political pressures, the quality of policy formulation and implementation, and the credibility of the government's commitment to such policies. These perceptions are the main attributes of Government Effectiveness Index. The majority of the OIC member states remained negative on Government Effectiveness Index till 2014. What are the Islamic thoughts on these attributes of Government Effectiveness Index? How the government effectiveness can be improved according to the Islamic economic thoughts? These questions are dealt with in this exploratory paper. In the Muslim world, most of the countries are with low income and tax collection is less. This less collection creates a budget pressure to co-brand with government expenditures. The religion Islam not only confesses to the state to take of the poor but to the wealthy people also have a responsibility to take care of the poor. This Islamic thought will support the government to mark some strategies to motivate the wealthy for participating in poverty reduction programs.===============================================Atribut Efektivitas Pemerintah: Suatu Pemikiran Ekonomi Islam - Indeks efektivitas pemerintah menangkap persepsi kualitas layanan publik, kualitas layanan sipil dan tingkat independensinya dari tekanan politik, kualitas formulasi kebijakan dan implementasi, dan kredibilitas komitmen pemerintah terhadap kebijakan tersebut. Persepsi ini merupakan atribut utama dari Indeks Efektivitas Pemerintah. Mayoritas negara anggota OKI tetap negatif pada Indeks Efektivitas Pemerintah hingga 2014. Apa pemikiran Islam tentang atribut-atribut Indeks Efektivitas Pemerintahan ini? Bagaimana efektivitas pemerintah dapat ditingkatkan sesuai dengan pemikiran ekonomi Islam? Pertanyaan-pertanyaan ini dibahas dalam makalah eksplorasi ini. Dalam dunia Islam, rata-rata negara mempunyai pendapat dan pungutan pajak yang rendah. Hal ini mengakibatkan tekanan anggaran yang tidak bisa mengimbangi pengeluaran pemerintah. Agama Islam tidak hanya mewajibkan negara untuk mengurus orang, tetapi juga dibebankan kepada orang-orang kaya. Pemikiran seperti ini akan mendukung pemerintah untuk menciptakan strategi agar orang-orang kaya termotivasi untuk berpartisipasi dalam program pengentasan kemiskinan.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.

ABSTRACT   Banana fruit is a commodity that contributes a great value to both national and international fruit production achievement. The government through the National Standardization Agency establishes standards to maintain the quality of bananas. The purpose of this Project is to classify the stages of maturity of Ambon banana base on the color index using Naïve Bayes method in accordance with the regulations of SNI 7422:2009. Naive Bayes is used as a method in the classification process by comparing the probability values generated from the variable value of each model to determine the stage of Ambon banana maturity. The data used is the primary data image of 105 pieces of Ambon banana. By using 3 models which consists of different variables obtained the same greatest average accuracy by using the 2nd model which has 9 variable values (r, g, b, v, * a, * b, entropy, energy, and homogeneity) and the 3rd model has 7 variable values (r, g, b, v , * a, entropy and homogeneity) that is 90.48%.   Keywords: banana maturity, classification, image processing     ABSTRAK   Buah pisang merupakan komoditas yang memberikan kontribusi besar terhadap angka produksi buah nasional maupun internasional. Pemerintah melalui Badan Standarisasi Nasional menetapkan standar untuk buah pisang, menjaga mutu  buah pisang. Tujuan dari penelitian ini adalah klasifikasi tahapan kematangan dari buah pisang ambon berdasarkan indeks warna menggunakan metode Naïve Bayes  sesuai dengan SNI 7422:2009. Naive bayes digunakan sebagai metode dalam proses pengklasifikasian dengan cara membandingkan nilai probabilitas yang dihasilkan dari nilai variabel penduga setiap model untuk menentukan tahap kematangan pisang ambon. Data yang digunakan adalah data primer citra pisang ambon sebanyak 105. Dengan menggunakan 3 buah model yang terdiri dari variabel penduga yang berbeda didapatkan akurasi rata-rata terbesar yang sama yaitu dengan menggunakan model ke-2 yang mempunyai 9 nilai variabel (r, g, b, v, *a, *b, entropi, energi, dan homogenitas) dan model ke-3 yang mempunyai 7 nilai variabel (r, g, b, v, *a, entropi dan homogenitas) yaitu sebesar 90.48%.   Kata Kunci : kematangan pisang,  klasifikasi, pengolahan citra

In order for humans could reach the so-called falah (goodness), human behavior needs to be colored with the spirit and norms of Islamic economics reflected in its values. The principles and values of Islamic economics are considerably two inseparable things. The implementation of economic principles without being colored with values or values without being based on principles could keep people far away from their purpose, namely falah. The implementation of values not based on principles will tend to bring with it the normative economics, which would cause it trapped into injustice. While the implementation of values on the Islamic economic development is based on the five universal values, namely akidah (belief), 'adl (justice), nubuwwah (prophetic), khilafah (the government), and ma'ad (results). The five principles are used as the basis for building theories of Islamic economics. But strong and adequate theories not applied into a system will make the Islamic economics just as the study of science without giving positive impact on the economic life. Therefore, based on the five universal values, the three derivative principles should be built into the characteristics and the forerunner of the Islamic economic system. The Islamic economic system makes sure that there are no economic transactions that are contrary to the Shari'a. But business performance depends on the man behind the gun. For that reason, the economic actors within this framework could be held by non-Muslims. The Islamic economics could only be developed if the mindset and behavior of Muslims are already itqan (diligent) and ihsan (professional). It "may be" one of the secrets of the Prophet's statement, saying "Truly I was sent to perfect good character". Because good character could be an indicator of knowing good or bad behavior in determining both the success and the failure of business itself.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The ideological struggle deployed between the Syrian opposition groups and the government during the first year of the Syrian popular uprising is examined in this paper. Force alone was not enough for the regime to crush the revolt, at least during its first twelve months, while protesters were unable to bring down the government. The battle for cultural hegemony had to be won by one of the two sides. Protesters and the regime alike had to deploy their discourses along frames that resonated with the values, hopes and fears of Syrians. The effectiveness of the regime in securing the support of large sections of urban dwellers and its systematic violent repression led to frustration on the part of demonstrators, who ended up supporting at least morally the armed struggle. A stalemate was reached. This led to divergent framing activity within the opposition, which in turn led to its division.Spanish El artículo examina la lucha ideológica que se dio entre los grupos sirios de oposición y el gobierno durante el primer año del levantamiento popular en Siria. Durante los primeros 12 meses a partir de marzo de 2011, al régimen no le bastó con la fuerza bruta para aplastar la revuelta, aunque los manifestantes tampoco lograron tumbar al gobierno. Se dio un combate por la hegemonía cultural y uno de los bandos necesitaba ganarla. Tanto los opositores como el régimen frasearon sus discursos alrededor de aristas conceptuales (frames) en armonía con los valores, esperanzas y temores de la población siria. La e ficacia del régimen en obtener el apoyo de amplios sectores de los habitantes de las principales ciudades y la represión violenta sistemática condujeron a un sentimiento de frustración entre los manifestantes, que terminaron ofreciendo un apoyo al menos moral a la lucha armada. Se llegó a un impasse. Esto a su vez llevó a que diferentes grupos de oposición reconstruyeran su discurso en torno de aristas distintas, lo que generó división.French L'article étudie la lu e idéologique menée entre les groupes d'opposition et le gouvernement pendant la première année du soulèvement populaire en Syrie. Pendant les douze premiers mois, à dater du mois de mars de 2011, la force brute n'a pas suffiau régime pour écraser le mouvement, bien que les manifestants à leur tour n'aient pas réussi à faire tomber le gouvernement. Une lu e pour l'hégémonie culturelle s'est développée et un des deux côtés devait la gagner. L'opposition ainsi que le régime ont encadré (frame) leurs discours de sorte à qu'ils parlent aux valeurs, espoirs et peurs des syriens. Le succès du régime à gagner l'appui (ou le recul) de grands secteurs de la population des villes principales et la répression violente systématique ont produit un sentiment de frustration parmi les manifestants, qui ont fini par soutenir la lu e armée au moins moralement. La situation est arrivée à une impasse. Dans cet état, différents groupes d'opposition ont reformulé leurs discours au tour d'encadrements divergents, ce qui a mené à leur division.
