Research on development policy strategies for coastal areas in Blitar District is important and urgent, considering that there has been a disparity in development between the Blitar North and South Blitar Regions. In terms of community welfare, the Blitar Pesisir Selatan region tends to be poorer, education is still minimal, with poor infrastructure. This can be seen from the Village Development Index of Blitar District. This study seeks to identify the typology of the Village in the Coastal District of Blitar to then formulate a policy development policy for the Coastal Village. In addition to using the ABCD Theory, this study uses the results of the analysis of the Village Build Index and the SWOT analysis. The analysis stage in SWOT is to utilize all data and information in quantitative models of strategy formulation. SWOT analysis is carried out first scanning (scanning) which in essence is a data collection and identification as a pre-analysis. The models used in the SWOT analysis in typology analysis and the development of coastal villages in Blitar Regency are IFAS - EFAS (internal - external strategic factor analysis summary). Internal and external strategy factor analysis is the processing of strategic factors in the internal and external environment by giving a weighting and rating to each strategic factor. Strategic factors are the dominant factors of strengths, weaknesses, opportunities and threats that influence the existing conditions and situations and provide benefits if positive actions are taken. Analyze the internal environment (IFAS) to find out various possible strengths and weaknesses. Strategic issues to be monitored must be determined because these problems might affect development in the future. Analyzing the external environment (EFAS) to find out various opportunities and threats. Through the analysis phase as above, this research is expected to formulate an appropriate policy strategy in developing rural villages in the southern coastal region of Blitar Regency.

  ABSTRACT The problem to be answered in this study is the strategic factors that exist in the company which includes analysis of the external and internal environment to find alternative strategies that can increase sales. In line with the problem, this research was conducted using descriptive methods, which tend to describe the problems that occur in the company. To solve the problems that occur in the company, the External Strategic Factor Analysis (EFAS), Internal Strategic Factor Analysis (IFAS) and SWOT Analysis are used. The analysis shows that based on internal and external analysis of the company, it can be concluded that the main strategy of PT. Semen Indogreen Sentosa is a strategy of SO (Strength Opportunities) Improving product quality, completeness of distribution facilities, payment terms, product prices and delivery accuracy and low prices with the aim of expanding the market Such as internal factors namely completeness of distribution facilities and field tests, and external factors recruiting workers Experienced and educated experts aim to be able to rival competitors. The results of the analysis show that from the analysis of factors external strategies have. Objective – This paper examines the business strategy at cut flower area. The need for cut flowers, especially chrysanthemums, is very large. The farmers of cut flowers are concentrated in Java, namely Malang, Bandungan, Yogyakarta and Cianjur in West Java. Methodology/Technique – In this study the object is in Bandungan, Semarang area. With large market conditions, it is possible for cut flower farmers to plant various varieties of chrysanthemum that the market likes. In order to fulfil the market prospect that is still wide open, chrysanthemum cut flower farmers must have business strategies that are able to provide guidance on the business being run. Production activities will develop and have an impact on farmers if supported by organizational policies that not only manage internal activities but are also able to face challenges from a dynamic external environment. Findings & Novelty – The SWOT analysis were used at this research. The strategies that should be created are increasing cooperation, maintaining networks, and expanding marketing. The need for cut flowers especially chrysanthemums flowers in Indonesia is very large. This study aims to identify and examine the internal and external factors of the development of chrysanthemum agribusiness in Bandungan Village and to determine the priority of appropriate agribusiness strategies based on the farmer’s needs. This study is descriptive analysis research with a sample of 45 Chrysanthemum farmers. Using SWOT analysis, we found the strength, weakness, opportunity, and threat for the farmers and we could design alternative business strategies. Internal Strategic Factor Analysis Summary (IFAS) is used to identify and evaluate the key internal factors of the company, while External Strategic Factor Analysis (EFAS) is used to organize external strategic factors into generally accepted categories of opportunities and threats. Meanwhile, IE matrix is used to define the business strategy at the company level with greater details. The results suggest that the farmers should strengthen the internal conditions of the farmer groups, improve the production of chrysanthemum flower, and maximize the use of production facilities and equipment, These findings imply that production activities will develop and have a positive impact on farmers if supported by organizational policies that not only manage internal activities but are also able to face challenges of a dynamic external environment. Abstract: This study aims to analyze SWOT in the implantation of Mita's promotional Mix Dodol Production in Kapuh Kandangan Village. The variables used in this study are promotion and SWOT strategies. The population and samples in this study were 9 leaders and employees of Dodol Production Mita Kandangan Production. The technique of collecting data uses the method of observation, interviews, documentation, and literature. Data analysis techniques in this study are SWOT analysis (S) Strengths, (W) Weakness, (O) Opportunities, and (T) Threats. EFAS (External Strategic Factor Analysis Summary) and IFAS (External Factor Analysis Summary). This result that the promotion strategy to increase sales in the Production of Mother Mita Dodol in the Kapuh Kandangan Village is based on the EFAS Matrix analysis with a value of 2,843 indicating that the Ibu Mita Production Dodol in Kapuh Kandangan Village is able to anticipate opportunities that arise from the external environment and based on IFAS Matrix analysis obtained a value of 2,765, this indicates that the Production Mole of Mrs. Mita in Kapuh Kandangan Village has developed and can overcome weaknesses. Although externally able to anticipate external opportunities and threats, Ibu Mita's Production Dodol in Kapuh Kandangan Village needs internal improvement, so as to be able to use the power to take advantage of the opportunities. Keywords: promotion strategy, SWOT, dodol, Kandangan Vilage Abstrak: Penelitian ini bertujuan untuk menganlisis SWOT dalam implentasi promotional Mix   Dodol Produksi Ibu Mita di Desa Kapuh Kandangan. Hasil ini bahwa strategi promosi untuk meningkatkan penjualan pada Dodol Produksi Ibu Mita Di Desa Kapuh Kandangan adalah berdasarkan analisis Matriks EFAS diperoleh nilai sebesar 2,843 hal tersebut menunjukkan bahwa Dodol Produksi Ibu Mita di Desa Kapuh Kandangan  mampu mengantisipasi peluang yang muncul dari lingkungan eksternal dan mengantisipasi datangnya ancaman dan berdasarkan analisis Matriks IFAS diperoleh nilai sebesar 2,765 hal tersebut menunjukkan bahwa Dodol Produksi Ibu Mita di Desa Kapuh Kandangan  sudah berkembang dan dapat mengatasi kelemahan. Walaupun secara eksternal mampu mengantisipasi peluang dan ancaman eksternal, Dodol Produksi Ibu Mita di Desa Kapuh Kandangan perlu pembenahan secara internal, sehingga mampu menggunakan kekuatan yang dimiliki untuk memanfaatkan kesempatan yang ada. Kata kunci : Strategi promosi, SWOT, dodol, Desa Kandangan

Abstrak.  Dalam perekonomian Indonesia, kopi memiliki peranan penting baik sebagai sumber perolehan devisa maupun sebagai sumber penghidupan petani yang tersebar di seluruh Indonesia. Salah satu sentra produksi kopi nasional yang terkenal di Indonesia berada di Kabupaten Aceh Tengah yang terletak di Provinsi Aceh. Menghadapi persaingan usaha yang semakin ketat, perlu menerapkan strategi-strategi pengembangan yang dapat mendukung pengembangan industri tersebut. Penelitian ini dilakukan pada “Kampung Kupi Gayo”. Tujuan dari penelitian ini adalah untuk mengidentifikasi faktor internal dan eksternal yang dihadapi usaha “Kampung Kupi Gayo” serta menentukan strategi pengembangan usaha tersebut dengan menggunakan analisis faktor strategis Internal/ IFAS, analisis faktor strategis eksternal/ EFAS, dan analisis SWOT (Strength, Weakness, Opportunity, and  Threat). Hasil penelitian menunjukkan bahwa faktor strategis internal yang menjadi faktor kekuatan dan kelemahan usaha Kampung Kupi Gayo ada tujuh faktor. Adapun faktor yang menjadi kekuatan dominan usaha Kampung Kupi Gayo yaitu Lokasi usaha strategis, dan harga produk bersaing. Sedangkan yang menjadi kelemahan dominan usaha Kampung Kupi Gayo yaitu Jenis produk yang dihasilkan masih kurang. Faktor-Faktor Strategis Eksternal yang menjadi faktor peluang dan ancaman bagi usaha "Kampung Kupi Gayo" ada lima faktor. Adapun faktor yang menjadi peluang dominan usaha Kampung Kupi Gayo yaitu pangsa pasar kopi olahan masih sangat besar. Sedangkan yang menjadi ancaman dominan bagi usaha "Kampung Kupi Gayo" yaitu persaingan usaha sejenis. Strategi yang dapat digunakan Kampung Kupi Gayo yang diperoleh dari analisis SWOT adalah strategi agresif, yaitu strategi yang memungkinkan usaha ini untuk terus mengembangkan usahanya, meningkatkan pertumbuhan, melakukan ekspansi dan meraih kemajuan secara maksimal.Business Development Strategies Arabica Coffee Processing (Case Study: "Kampung Kupi Gayo", Aceh Tengah RegencyAbstract. In the Indonesian economy, coffee has an important role both as a source of foreign exchange gain and as a source of livelihood of farmers spread throughout Indonesia. One of the most famous national coffee production centers in Indonesia is located in Aceh Tengah district located in Aceh Province. In the face of increasingly fierce business competition, it is necessary to implement development strategies that can support the development of the industry. This research was conducted on "Kampung Kupi Gayo". The purpose of this study is to identify internal and external factors facing the "Kampung Kupi Gayo" business as well as to determine the business development strategy using Internal / IFAS strategic factor analysis, external strategic factor analysis / EFAS, and SWOT analysis (Strength, Weakness, Opportunity , and Threat). The result of the research shows that internal strategic factors which become the strength and weakness factor of "Kampung Kupi Gayo" are seven factors. The factors that become the dominant strength of "Kampung Kupi Gayo" business is the location of strategic business, and the price of competing products. While the dominant weakness business "Kampung Kupi Gayo" that type of product produced is still lacking. External Strategic Factors that become the opportunity and threat factors for the "Kampung Kupi Gayo" business are five factors. The factors that become the dominant opportunity of Kupi Gayo Village business is the market share of processed coffee is still very large. While the dominant threat to the "Kampung Kupi Gayo" business is a similar business competition. The strategy that can be used "Kampung Kupi Gayo" obtained from the SWOT analysis is an aggressive strategy, a strategy that allows this business to continue to expand its business, increase growth, expand and achieve maximum progress.

Zakat is one of the pillars in the Islamic economy which is a pillar of the Islamic religion, the importance of zakat in the economy is why in the Qur'an zakat is always juxtaposed with prayer, there are even 29 words zakat which are always juxtaposed with prayer, because zakat is meritorious in Community economic empowerment must be managed properly by amil zakat, in this context is BAZNAS Bogor City. The purpose of zakat itself is not only to help asnaf but also to make mustahiq become muzakki, therefore the distribution of zakat funds must be right on target so that this goal is achieved. This study aims to determine the determination of recipients of zakat funds distributed by BAZNAS Bogor City through one of its programs, namely Bogor Berkah, whether with this program the zakat asnaf group is helped and this study takes the object of ta'lim majlis. The approach used in this research is descriptive qualitative with SWOT analysis approach, IFAS (Internal Strategic Factor Analysis Summary) and EFAS (External Strategic Factor Analysis Summary). The results of this study indicate that in determining the receipt of zakat funds distributed by BAZNAS Bogor City through the Bogor Berkah program is the majlis ta'lim criteria which have small or medium business groups. and with this program there are not a few ta'lim majlis that empower their congregations of ta'lim majlis. Planning is done by the current government is a plan that has been implemented by using the mechanisms of the Regional Planning Council (Musrenbang) both at the village, district, county /city and provincial level. Implementation plan based on community participation is based on Law No. 25 Year 2004 on National Development Planning System. Implementation Musrenbang conducted so far by the government still needs to search and study further. This relates to whether the processes are carried out only to be a legitimacy for the government to formulate a policy so that it becomes a justification that the policies established through a participatory process or mechanism of development policy formulation planning had been aspirational. Policies established through a participatory process has a high acceptability if implemented. This is because all stakeholders are involved in every stage of policy development planning. Perencanaan yang dilakukan oleh pemerintah saat ini merupakan perencanaan yang telah dijalankan dengan menggunakan mekanisme Musyawarah Perencanaan Pembangunan Daerah (Musrenbang) baik di tingkat kelurahan, kecamatan, kabupaten/kota maupun di tingkat provinsi. Implementasi perencanaan yang berbasis pada partisipasi masyarakat didasarkan pada Undang-undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional. Pelaksanaan Musrenbang yang dilakukan selama ini oleh pemerintah masih perlu penelusuran dan kajian lebih lanjut. Hal ini berkaitan dengan apakah proses yang dilakukan hanya menjadi sebuah legitimasi bagi pemerintah dalam menyusun kebijakan sehingga menjadi sebuah pembenaran bahwa kebijakan yang ditetapkan tersebut melalui proses yang partisipatif atau mekanisme perencanaan penyusunan kebijakan pembangunan memang sudah aspiratif. Kebijakan yang ditetapkan melalui proses yang partisipatif memiliki akseptabilitas tinggi jika diimplementasikan. Hal ini disebabkan karena semua stake holder merasa ikut dilibatkan dalam setiap tahapan penyusunan kebijakan perencanaan pembangunan daerah.

The purpose of this research is to identify the right development strategy in Tondei Village 1, Sub-district of West Motoling, South Minahasa Regency. The research was conducted in September until November 2017, using primary and secondary data with 10 respondents. Data primary collection through interviews using questionnaires. Secondary data collected from the office of Tondei 1 Village. Research data in the analysis using SWOT analysis. The result of the research shows that the result of internal strategic factor analysis shows that the total score of internal analysis result is 3.16 indicating that it is in a "moderate" position in harnessing the strength to face the weakness faced in the development of sugar palm agroindustry in Tondei Village 1. Result of external strategic factor analysis through opportunity and threatened to get a total score of its external analysis is 3.26 which indicates that the development of sugar palm agro-industry is in a strong external position in exploiting the opportunity to overcome the threats faced.*jnkd*

The use of Village Funds is not appropriate and there are still problems so that it has not reduced the poverty rate, this is because the guidance is not maximized by the Belu Regency PMD Office. This study aims to analyze performance of the Community and Village Empowerment Service in realizing community empowerment through the use of Village Funds. The theory used is the performance of Sinambela Lijan (2012), with indicators of productivity, responsiveness, responsibility and accountability. The approach to data analysis is the SWOT analysis with the Litmus test. This study used qualitative research method with descriptive approach, data collection techniques: interviews (17 informants) and documentation. The findings of the study indicate that human resource capacity is still low, infrastructure is still limited, lack of cross-sectoral coordination, lack of community understanding and weak institutional capacity in the village. Conclusion: The performance of the Community and Village Empowerment Service is quite good, but there are still some problems so that the authors convey several strategic issues, namely increasing the capacity of employees as trainers and facilitators so that community empowerment is more effective and maximizes the potential in the village so that it can be used to support community empowerment activities, with the aim of realizing Village independence.
