The government has enforced much socialization on health protocols and healthy lifestyle implementation during Covid-19, one of them through social media by presenting comics featuring utterances of characters. Accordingly, this research explains the utterances of comic characters that represent suggestions for implementing health protocols and healthy lifestyles during Covid-19. The objective of this study is to explain the strategy of delivering comic character messages that suggest health protocols and healthy lifestyles implementation. The data used in this paper are 38 Comics strips uploaded by the Indonesian Ministry of Health in their Instagram account entitled Komik Sehat. The results showed that of the 212 illocutionary speech acts, only 40.57% of utterances conveyed messages implementation of health protocols suggestions, and 6.6% of utterances conveyed messages implementation of healthy lifestyle suggestions. Therefore, the strategy of delivering messages on recommended health protocols and healthy lifestyles through stories in Healthy Comics is not effectively carried out by the Ministry of Health of the Republic of Indonesia.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

The freedom in social media communication have not been responded wisely by the citizen of the net (netizen). Sometimes while expressing themselves in the social media, netizens used the taboo words which potentially break the law. The problems chosen in this research is a type of taboo words used by the netizen and also whether these expressed words have a potential to violate the law. The method to collect the data is “Simak bebas libat cakap“(SBLC), it is a method where there is no active communication between interviewer and interviewee but it is only taken the data from internet, then to transcribe the taken data. The following step is analyzing data which used referential equivalent method, then the results of the analysis were presented informally. The findings showed that taboo words used in social media consisted of: (1) obscene words, (2) vulgar language, and (3) nick name and insult. These taboo words potentially violate the government regulation of the Republic Indonesia number 11 of 2008 concerning electronic information and transactions article 27 paragraph (3) and article 45 paragraph (1) as well as article 310 section (1) and article 311 section (1) of the Indonesian Criminal Code concerning defamation. Bali Local Government Regulation Number 5of 2012 on the Circulation of Alcoholic Beverage Control only requires each hasa label on alcoholic beverages issued by the Government of Bali has to bedistributed to the public, while the authority of the Food and Drug Administrationis regulated in the Regulation of Minister of Health of the Republic of IndonesiaNumber 382/MENKES/PER/VI/1989 on Registration of Food that requires allfood produced both by local producers and imported foods are required to beregistered to the Ministry of Health through the Food and Drug Administration.In the Regulation Number 5 Year 2012 did not include the authority of theFood and Drug Administration (the Empty Norms) so that the Food and DrugAdministration can not perform optimally the law enforcement againstmanufacturers, distributors and sellers of alcoholic beverages in violation. Tocope with the condition it should be a amendment in the Bali ProvincialRegulation Number 5 of 2012 by stating firmly and clearly the authority of theFood and Drug Administration related to the registration of food, which requiresthat for all foods and beverages that will be distributed to the public must beregistered to the Ministry of Health through the Food and Drug Administration.

AbstrakArtikel ini membahas satu jenis strategi penerjemahan yang berfokus pada penerjemahan pada level kata yang bersifat non-equivalent menurut Mona Baker. Tujuan penelitian ini untuk mendeskripsikan jenis strategi penerjemahan apa saja dalam taksonomi tersebut  yang diaplikasikan pada penerjemahan kata-kata non-equivalent yang ditemukan pada novel-novel Indonesia sebagai bahasa sumber ke dalam bahasa Inggris sebagai bahasa sasaran; dan juga untuk mengidentifikasi apakah pesan yang terdapat pada kata-kata bersifat non-equivalent pada bahasa sumber tersampaikan sama pada bahasa sasaran. Metode yang digunakan untuk membahas aplikasi strategi penerjemahan ini adalah metode kualitatif-komparatif. Hasil penelitian menunjukkan bahwa kata-kata yang bersifat non-equivalent diterjemahkan dengan menggunakan 7 dari 8 strategi penerjemahan yang ada dan secara keseluruhan strategi penerjemahan untuk kata non-equivalent mampu menyampaikan pesan yang terdapat pada kata-kata non-equivalent tersebut meskipun tidak semua secara detil.Kata kunci: strategi penerjemahan, kata non-equivalent, strategi penerjemahan Mona Baker AbstractSpeech act is the activity of uttering speech with a specific purpose. Research on speech acts has been done by many researchers before, but the number is still limited that reviewed the speech acts during the Covid-19 pandemic. This study discussed the types of speech acts on Instagram social media during the Covid-19 period. This study used a pragmatic approach with Searle's speech act theory (1979). The method used is descriptive qualitative. Based on the results of data analysis, researcher found that 3 types of speech acts, namely 1) Directive speech acts with the implicature of persuading and encouraging; 2) Representative speech acts with the implicature of commanding and challenging; 3) Expressive speech acts with the implicature of encouraging.Keywords: Covid-19, Pragmatic, Speech act

The Ministry of Health of the Republic of Indonesia created a TikTok account @kemenkesri to educate the public about COVID-19. The purpose of this study is to describe the construction of creativity and communication innovation on Tiktok social media in preventing COVID-19. This study uses a constructivist approach to the type of analysis of the framing model of Robert N. Entman. Data was collected through TikTok video content documentation and analyzed with Robert N. Entman's framing framework. The results of the study describe that define problems constructed by the TikTok account @kemenkesri using simple, popular sentences, and according to the public's niche. Diagnose causes is constructed using examples of realities that are often present in life during the COVID-19 pandemic. Make moral judgment using sentences that are relevant to the mood of the audience. Treatment recommendations are constructed using sentences that direct an action that can be taken by the public. The key to successful communication on TikTok Social media is creativity and innovation that is carried out continuously to win the hearts of netizens.

Corona Virus Disease or COVID 19 is a new virus disease that originated in 2019 [6], Indonesia has reported first COVID-19 In 2nd March 2020. Various attempts have been made by the government, such as taking strict measures by temporal lockdown or cordoning off the areas that were suspected of having risks of community spread. As a source of information, the internet has changed substantially,. for example, social media. social media is a communication tool that is very popular among internet users today, From social media, users can update status, send messages, even, become a platform for exchanging socio-economic opinions and political views both in their place of residence or their country. This paper deals with the sentiment analysis of Indonesian after the peformance of Indonesian Ministry Of Health. We used the social media platform Twitter for our analysis. Tweets were studied to gauge the opinion of Indonesian towards peformance of Indonesian Ministry Of Health. Tweets were extracted using the two prominent keywords used namely: “terawan ”and “menkes” from June 15th to September 19th 2020. A total of 200 tweets were considered for the analysis. This study has successfully implemented the SVM algorithm for sentiment analysis on tweet data about peformance of Indonesian Ministry Of Health during COVID-19 Crisis. This is shown by the accuracy of using tweet data as much as 200 data, which is 172 data are training data and 28 are testing data. Besides the amount of data that affects accuracy, there are also other factors, namely the use of the kernel and the number of classes used. The results show that the Linear Kernel has the best accuracy, precision and recall rate compared to other kernels, respectively 75% for accuracy, 78.4% for precision and a recall value of 75%. for polynomial kernels, Gaussian and Sigmoid have the same accuracy, precision, and recall rates, namely, respectively. 60.71% for accuracy, 36.86% for precision and 60.71% recall value.

Abstract Health messages are important in the field of public health to encourage behavior change. In 2017, through a “Prevent, Treat, Fight Diabetes” Campaign initiated by the Ministry of Health of the Republic of Indonesia, the Government uploaded a digital video public service advertisement through a you tube account with the username of the Ministry of Health's P2PTM Directorate. This research was conducted to understand how the Persuasion Technique used by the Ministry of Health in building messages contained in the communication campaign carried out through the video. The main question in this connection is how the persuasion technique used in the health campaign "Prevent, Treat, Fight Diabetes" conducted by the Ministry of Health in persuading message recipients? To find out how the Persuasion Technique of a health campaign persuasion message carried out by the Ministry of Health in the “Prevent, Treat, Fight Diabetes” campaign by the Ministry of Health in persuading message recipients, this study uses the theory of Campaign Communication, Social Campaigns, and Persuasion Techniques with a fear approach. to analyze the elements in a persuasive message from the Ministry of Health. Emerging and spreading hate speech online was a growing phenomenon in social media on youtube. Najwa Shihab was a youtube channel that contains shows and comments on political issues in Indonesia, one of them was the 2019 presidential election campaign. The form of hate speech in comments in the Najwa Shihab Channels was forming grammatical construction and construction of the meaning of one hate speech with other utterances. The purpose of this study was to analyze the illocutionary speech acts on hate speech and to analyze hate speech based on the rule of law in Indonesia. The analysis resulted in hate speech on the Najwa Shihab youtube channel audience comments in the General Election campaign in the discourse of the President and Vice President of the Republic of Indonesia in 2019. The approach that used in this study was a theoretical approach, namely a forensic linguistic approach by utilizing pragmatics for data analysis, and a methodological approach, namely a qualitative descriptive approach. The data on hate speech that was analyzed was a fragment of the audience's comments on two programs, namely Mata Najwa and Catatan Najwa. The results showed that there were nine forms of hate speech. Two forms of hate speech were considered to be the style of speech that was widely used by the public in delivering comments on social media. The forms of the speech were "Form of Hate Speech, Assertive Speech - Insult" and "Form of Hate Speech, Assertive Speech - Defamation".  The existence of this form of speech can be a reference for the community to process opinions first before conveying it on social media. It's legally can be used as an offense in cases of hate speech.

The importance of legal protection by the government during the current Covid-19 pandemic is increasingly felt by the community as an element affected either directly or indirectly. Based on data released by the Ministry of Health of the Republic of Indonesia regarding the soaring spread of Covid-19, the government is increasingly placed in the most responsible position for legal protection of the rights of its people. With unusual conditions like this, of course, the government needs to make extraordinary efforts in emergency transmission of Covid-19 by establishing forms of legislation and decisions. The government's authority in issuing policies is felt even more massive when the facts on the ground show a condition of rejection and indifference by the community. This condition has finally inspired the author to conduct a normative-empirical legal analysis using legal materials and field data and then conclude descriptively. Various efforts and legal steps have been taken by the government, both by the central government and local governments, to deal with the emergency of the Covid-19 outbreak, however, any legal protection efforts provided without the role and awareness of the community will not produce effective results. What we have to avoid is when the government takes firm steps by imposing sanctions for non-cooperatives, with efforts to increase legal awareness of the entire community on the dangers of this virus so that they actually take actions that are in line with efforts to contain Covid-19.

BACKGROUND: The increase of Coronavirus disease (COVID-19) infections leads countries to implement preventive steps such as wearing masks, social distancing, and vaccine administration. Indonesia started administering mass vaccination in January 2021 using the Sinovac vaccine, but there are still problems such as the emergence of side effects. AIM: This research aims to explain the legal protection of COVID-19 vaccine administration and its obstacles. METHODS: This is a normative legal study that uses library research. It uses the statute approach. RESULTS: The research results show that the legal protection of COVID-19 vaccine administration includes Law No. 36 of 2009 on Health and Presidential Decree No. 99 of 2020 on Vaccine Procurement and Administration to Overcome the COVID-19 Pandemic. Then, the obstacles in the vaccine administration include the limited stock of vaccines and supporting health equipment such as hazmat suits and injection needles. CONCLUSION: Thus, the government of Indonesia should implement the Health Protocols during this pandemic, as stipulated in the Decree of the Republic of Indonesia’s Ministry of Health No. Hk.01.07/Menkes/382/2020.
