<strong>Abstrak: </strong>Artikel ini mengkaji dedikasi dan karya-karya Yusuf Ahmad Lubis. Tokoh ini layak diungkap mengingat kiprah dan posisinya dalam organisasi Al Washliyah yang kemudian menjadi Ketua Majelis Ulama Sumatera Utara, tetapi masih terabaikan secara akademis. Artikel ini merupakan hasil studi kepustakaan dengan pendekatan historis. Temuan yang diusung artikel ini adalah bahwa Yusuf Ahmad Lubis, meskipun tidak pernah belajar agama di Haramain, tetapi memiliki jaringan intelektual dengan ulama-ulama Makkah melalui dua gurunya yang paling masyhur: Syekh Hasan Maksum dan Syekh Muhammad Yunus. Kompetensinya dalam bidang ilmu-ilmu keislaman didedikasikannya bagi umat dan bangsa melalui Al Jam’iyatul Washliyah. Ia juga mewariskan puluhan karya dalam ragam bidang keislaman. Menarik bahwa ia memiliki kemampuan dalam bidang perbandingan agama, dan kemampuan inilah yang membuatnya sukses dalam melaksanakan misi islamisasi pada basis-basis Kristen di Sumatera Utara. Sikap penentangannya terhadap tarekat Jalaluddin dan aliran Ahmadiyah menunjukkan bahwa ia ingin melindungi akidah umat Islam. Studi ini berhasil mengungkapkan profil seorang ulama universalis dan kritis terhadap perbedaan ideologi.<br /> <br /><strong>Kata Kunci: </strong>Mandailing, Al Washliyah, Yusuf Ahmad Lubis<br /><strong> </strong><br /><strong>Abstract: The 20<sup>th</sup> Century Mandailing Ulama Tradition: Dedication and Works of Yusuf Ahmad Lubis (1912-1980)</strong>. This article examines the dedication and works of Yusuf Ahmad Lubis. This figure is worth studying given his significant contribution and position in the Al Washliyah organization and who later become the Acting Chair of the North Sumatra Ulema Council, but it is still academically neglected. This article is the result of a literature study with a historical approach. The findings of this article are that Yusuf Ahmad Lubis, although he had never studied religion in Haramain, but had an intellectual network with Makkah scholars through his two most famous teachers: Sheikh Hasan Maksum and Sheikh Muhammad Yunus. His mastery in the Islamic religious sciences is dedicated to the people and nation through Al Jam’iyatulWashliyah. He also left dozens of works behind him in various fields of Islam. It is interesting that he has the ability in the field of comparative religion, and this ability has made him successful in carrying out the mission of Islamization on Christian bases in North Sumatra. His opposition to the Jalaluddin order and the Ahmadiyya sect increasingly shows that he wants to protect the faith of Muslims. This study successfully revealed the profile of a universalist ulama in terms of science and also still critical of ideological differences.<br /><strong> </strong><br /><strong>Keywords: </strong>Mandailing, Al Washliyah, Yusuf Ahmad Lubis

Medan is the third largest city in Indonesia and making Medan one of the destinations for visiting business and tourism activists. To support these activities, the role of the hotel is usually needed for tourists visiting an area. Based on the North Sumatra Central Bureau of Statistics the percentage of room occupancy rates in the city of Medan, the highest average is a four-star hotel. Some four-star hotels in Medan (Adimulia, Four Points, Emerald Garden and Santika Hotels) utilize digital marketing to promote and increase occupancy rates in managed hotels. This research uses qualitative methods, by collecting various data sources through observation and literature study. The results of this study indicate that by utilizing digital marketing, hotels can increase the number of visits through reviews provided by visitors to increase the hotel profile.

Problems regarding the quality of public services have always been a concern in the study of public policy. The office of investment and licensing services is one of the agencies that is able to increase regional income. The purpose of this study was to determine the quality of public services at the One Stop Integrated Investment and Licensing Service of the North Sumatra Provincial Government. The method used is qualitative with the type of case study. Data obtained through interviews, literature study and documentation. Data analysis used descriptive analysis with data validity techniques using triangulation techniques. The results of the study found that human resources and the availability of infrastructure were the triggers for the decline in the quality of public services at the location of this study.

The Indrapura Provincial Training Center (PTC) in Sipare-pare, Air Putih District, Batubara Regency was previously an educational facility for prospective doctors, nurses and midwives from various regions in North Sumatra. Since 2017 PTC Indrapura has been the UPT of Indrapura Hospital. The North Sumatra Provincial Government plans the UPT Indrapura Hospital to fully operate into a class C hospital based on the Decree of the Head of the Provincial Health Office Number: 441/10465/2017 dated 3 May 2017. The planning of the UPT Indrapura Hospital has a positive impact on the people in Batubara Regency. For this, a feasibility study is needed to avoid a wasted investment because the investment carried out can be different from the wants and needs of the community. Data analysis using secondary data, library research and field observations. The results of the feasibility diagram are Quadrant I: SO = 3.8 x 1.8 = 6.84; Quadrant II: WO = 2.4x 1.8 = 4.32; Quadrant III: ST = 3.8 x 2.5 = 9.50; Quadrant IV: WT = 2,4 x 2,5 = 6. The above facts show that the UPT Indrapura Hospital is in Quadrant III this means: The UPT Indrapura Hospital is feasible to be developed, with recommendations to strengthen strength and get opportunities.

Management Program is often proclaimed rarely done among the people, it becomes a question mark what is the cause and origin. Based on the problematic, research was carried out in the North Surabaya area .Where this region, most people still throw trash in place that should not be. The purpose of this study is to determine the pattern of waste management environment of the community. What is the pattern of society in waste management as well as factors that affect the community in waste sorting. The method in this research is descriptive qualitative. Based on this research, factors that encourage people to sort the waste are busyness factor, level of education, age housewives as a principal dividing owned along with the number of children, and the lack of media information obtained.

The Batak ethnic community consisting of the Batak Toba, Karo, Simalungun, Pakpak and Mandailing communities are North Tapanuli people who adhere to Christianity, Catholicism and Islam. The North Tapanuli people inhabit the Tarutung sub-district, Sipoholon sub-district, Siborong-borong district, Pahae Julu district. , Pahae Jae District, Sipahutar District, Pangaribuan District and Garoga District. . With a pluralistic community background consisting of various religions, the people of North Tapanuli can maintain tolerance between religious believers. It is proven that until now there has not been any conflict between religious groups. The purpose of this research is to examine how the North Tapanuli community builds tolerance between religious believers. In addition, what potential does North Tapanuli have that are used in building tolerance. This research uses qualitative research with a phenomenological approach by conducting observations and interviews and literature study is used in this study. The results of this study indicate that Dalihan Na Tolu as the Kinship System of the Batak community is the local wisdom of the North Tapanuli community. This kinship concerns kinship ties with blood ties (one offspring) and marital ties. Local keariophan has the potential to build tolerance between people. This study concludes that the people of North Tapanuli can build tolerance between religious believers because their local wisdom lives and develops in that community and is hereditary.

Follow said or speech act is to include a component of language and nonbahasa that describe the Act's language intact involving someone in the conversation for the delivery of the mandate. Batak is one of the tribes that are in the North sumatra province which has its own regional languages. Batak region has many languages spoken that have their own special meanings commonly used batak on each process festivities batak. In General, any person who has a marga batak in particular, will be required to perform its role in accordance with the roles have in attending ceremonies or else speak sapa with other families. Many said the word in the language area of the batak batak descent are sometimes obliged to remember it and sometimes there are that have yet to find out its meaning. It is an obvious problem for the people of batak especially for living in urban areas because of the technological developments that erode customs. The solution of these problems is by way of designing a media information in the form of the application is the meaning of the said in the batak are easily accessible and easily understood by the public. Word search techniques used in this research is the turbo algorithm boyer moore. The Turbo Boyer-Moore algorithm is an algorithm that was developed originally is Boyer-Moore Algorithm. For empowering economic of the people (small enterprises), the government has enacted some regulations to provide facilities including credit for enterpreneur even resolving the marketing problem such as Law No. 20 of 2008 on Micro, Small, and Medium Enterprises. This is a legal research of normative with the empirical approach based on the phenomenon in social field, then all of data is displayed systematically to be analyzed deductively. The population consists of 32 regency/city located in the North Sumatra Province, but sample is selected purposively namely five regency/city of them. Duration of the research is 2 years which is oriented on: to improve the policy of government considering small enterprises empowerment in Indonesia spesifically in North Sumatra, scientific publication in a local journal having international serial number (ISSN) or national acredited journal and textbook or handbook. Financial limitedness for developing micro, small and medium enterprises (UMKM) is the clasical problem found frequently in the developing countries. This effects to level of production and its development. The public grants provided by government for developing UMKM is distributed through the special financial agencies such as the bank for industrial development and agribusiness. The commercial banks are hoped to be able to participate in the sector by quota of credit, subsidy, tax income, and guarantee for failure.

The Makyong traditional theatre is a Malayan performing art belong to the indigenous Malays people in North Sumatra, which is knownly originated from Malaysia and Thailand. It was acculturated intimately with the North Sumatra malay costums since had been develop-ped and staged by Royal of Serdang Sultanate. The traditional theatre then had become a entertainment form by for the people in which it performed entertainly and comical staging for refreshing the audience. Nowadays it is a folk art form which  has revived by urban community that performs humors and jokes as the dominant feature in the show. It is staged by spend approxi-mately one and a half hour where it becomes more fascinated in watching in term merely several aspect such as artistics, meanings, symbols, and other which are trapped audience in hard thougth.

This study aims to: (1) Know that the Indonesian nation has been colonized by the Dutch for a period of centuries. (2) Knowing the arrival of the Dutch, they wanted to shock their power in Indonesia. (3) Knowing the causes of the Batak War. (4) Knowing the impact of the Batak war on the spread of Christianity in Batak North Sumatra. Research Methods: This study used a literature study data collection and then found the following facts: Various policies implemented by the Dutch aimed to seek profit from the spices in Indonesia so that they could provide profit for the Dutch, while the people of Indonesia who were ruled suffered severe suffering. Apart from pursuing a policy of seeking maximum profit in their colonies, the Dutch also implemented a political policy of Pax Netherlandica to support missionary activities. The policies made by the Dutch in order to perpetuate their power in Indonesia led to a reaction of resistance by the people against the Dutch policies that tormented the Indonesian people. The spread of colonialism carried out by the Dutch controlled Indonesian territories such as Java, Madura and Sumatra. The resistance was led by local leaders who were mostly worried about the politics of Pax Netherlandica which undermined their power. There was resistance by the Indonesian people and their leaders, one of which was the Tapanuli resistance or Tapanuli war or Batak War which lasted for 20 years led by Sisingamangaraja XII.

ABSTRACT The data showed that 63.10% of Indonesian people choose self-medication, and 21.41% of them take traditional medicine and only 3.96% of them take an other treatments. North Sumatra is one of the province which have a variety of medicinal plants. In the year of 2000 until 2006 there was an increasing of the traditional medicine utilization that reach of 23.10%.  This fact showed that traditional medicinal plants have a pivotal role in improving the economy of North Sumatra Province. This study aims to determine: (1) the development of traditional medicinal plant production, (2) the form of consumption of traditional medicinal plants, (3) the trade of traditional medicinal plants in North Sumatra, (4) the relationship between the exchange rate and the amount of exports of traditional medicinal plants. The research was carried out by literature study and quantitative approach study. The population and sample study was the people who use medicinal plant and traditional medicine in the North Sumatera Province. The study also used secondary data from various sources related to the use of traditional medicinal plants. The results of the study revealed that (1) Production of traditional medicinal plants (jahe, laos, kencur, kunyit, lempuyang, temulawak, temuireng, temulawak, temukunci, cucumber, kapulaga, mengkudu, mahkota dewa, kejibeling, sambiloto and lidah buaya) in North Sumatra Province from 2013-2017 were very fluctuatif (2) Consumption of traditional medicinal plants in the North Sumatra province from 2013-2017 has increased to meet the demand of the pharmaceutical industry, traditional medicine industry and microbusiness of traditional medicine, (3) traditional medicinal plants trading in North Sumatra Province carried out between districts, provinces and international (export) (4) there is no relationship between international trade in medicinal plants with the exchange rate of the rupiah. Keywords: traditional medicinal plants, trade, consumption, exchange rates, exports  ABSTRAK  Data menyebutkan bahwa 63,10% masyarakat Indonesia memilih pengobatan sendiri, dimana 21,41% diantaranya melakukan pengobatan tradisional dan 3,96% melakukan pengobatan lain. Sumatera Utara merupakan salah satu provinsi penghasil aneka ragam tanaman obat tradisional. Dalam kurun waktu 6 tahun dari tahun 2000 sampai 2006, terjadi peningkatan penggunaan obat tradisional sebanyak 23,10 %.  Kondisi tersebut menunjukkan bahwa tanaman obat tradisional memiliki potensi yang kuat dalam meningkatkan perekonomian Provinsi Sumatera Utara. Penelitian ini bertujuan untuk mengetahui (1) perkembangan produksi tanaman obat tradisional, (2) bentuk konsumsi tanaman obat tradisional, (3) perdagangan tanaman obat tradisional di Sumatera Utara dan (4) hubungan antara nilai kurs dengan jumlah ekspor tanaman obat tradisional. Metode penelitian yang digunakan adalah studi literatur dan analisis kuantitatif.  Populasi dan sampel penelitian merupakan masyarakat yang melakukan pengobatan secara tradisional di berbagai kabupaten yang ada di Provinsi Sumatera Utara dan juga menggunakan data sekunder dari berbagai sumber terkait penggunaan tanaman obat. Hasil penelitian menunjukkan bahwa (1) Produksi tanaman obat tradisional (jahe, lengkuas, kencur, kunyit, lempuyang, temulawak, temuireng, temulawak, temukunci, dringgo, kapulaga, mengkudu, mahkota dewa, kejibeling, sambiloto dan lidah buaya) di Provinsi Sumatera Utara mengalami fluktuasi dari tahun 2013-2017 (2) Konsumsi tanaman obat tradisional di Provinsi Sumatera Utara mengalami peningkatan dari tahun 2013-2017 dan konsumsi dilakukan dalam bentuk ramuan oleh masyarakat serta dijadikan sebagai bahan baku untuk industri farmasi, industri tanaman obat tradisional dan usaha mikro tanaman obat tradisional, (3) perdagangan tanaman obat tradisional di provinsi Sumatera Utara dilakukan antar kabupaten, provinsi sampai level internasional (ekspor) (4) tidak ada hubungan antara perdagangan tanaman obat secara internasional dengan nilai kurs rupiah.  Kata kunci: tanaman obat tradisional, perdagangan, konsumsi, kurs, ekspor
