The Leadership of Olly Dondokambey and the Diversity Condition of North Sulawesi

The clash between religious-based groups, including problems with places of worship and deterrence of national Muslim leaders, has highly escalated in North Sulawesi.This is inversely proportional to the branding of North Sulawesi, especially Manado as a tolerant city. The public spotlight certainly leads to leadership at the regional level. Currently, the provincial government under the leadership of Olly Dondokambey, in terms of policy matters, is not very visible and has not been implemented, taking sides on diversity issues like what President Jokowi poured in Nawacita, which was revealed in many policies. In this article, the author notes that in many instances the government was less involved in the process of resolving clashes between groups. This article is written with a phenomenological approach, reveals cases, and analyzes them. The conclusion in this article is in the form of a recommendation to strengthen the regional vision and mission in favor of the issue of diversity.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

Government Regulation No. 71 of 2010 concerning Government Accounting Standards in recording inventory can realize the performance performed by government agencies, especially in the presentation of inventory reporting. The purpose of this study was to determine the government accounting standard policies in reporting inventory at the Office of Public Works and Regional Spatial Planning of North Sulawesi Province according to Government Regulation Nomber. 71 of 2010 based on PSAP 05 concerning Inventory Accounting and the method used in this research is the service inventory reporting analysis method Public Works and Regional Spatial Planning of North Sulawesi Province with the technique of science and technology collecting inventory data and conducting analysis. The results of this study indicate that inventory reports at the Public Works Agency and Regional Spatial Planning of North Sulawesi Province are stated to be in accordance with government accounting standards.Keywords: Policies, government regulations, Inventory Reporting

Bali Local Government Regulation Number 5of 2012 on the Circulation of Alcoholic Beverage Control only requires each hasa label on alcoholic beverages issued by the Government of Bali has to bedistributed to the public, while the authority of the Food and Drug Administrationis regulated in the Regulation of Minister of Health of the Republic of IndonesiaNumber 382/MENKES/PER/VI/1989 on Registration of Food that requires allfood produced both by local producers and imported foods are required to beregistered to the Ministry of Health through the Food and Drug Administration.In the Regulation Number 5 Year 2012 did not include the authority of theFood and Drug Administration (the Empty Norms) so that the Food and DrugAdministration can not perform optimally the law enforcement againstmanufacturers, distributors and sellers of alcoholic beverages in violation. Tocope with the condition it should be a amendment in the Bali ProvincialRegulation Number 5 of 2012 by stating firmly and clearly the authority of theFood and Drug Administration related to the registration of food, which requiresthat for all foods and beverages that will be distributed to the public must beregistered to the Ministry of Health through the Food and Drug Administration.

The West Sumatra Liaison Agency is one of the government organizations of West Sumatra Province. This organization is located outside West Sumatra, especially in Jakarta. The West Sumatra Liaison Agency functions to facilitate the West Sumatra Provincial Government and the Central Government. This study aims to explore the experience of the Liaison Agency personnel in the perspective of symbolic interaction theory. Research with qualitative methods using a phenomenological approach is more focused on exploring the stages of interpersonal communication in communicating with migrants from West Sumatra from the perspective of symbolic interaction theory. The informants of this study consisted of 6 people, of which three people served in the West Sumatra Liaison Agency and three people who were staff. The research informants were selected by purposive sampling technique. The results of this study indicate that personnel who are organizational officials have different concepts of thought, self-concept, and interaction / community concepts from personnel who are staff at the West Sumatra Liaison Agency.

The goal of this research was to do a comparative study on the use of information technology in DKI Jakarta Provincial Government through Jakarta.go.id website and Surabaya City Local Government through Surabaya.go.id website. This research focused on public services and interactive use of communication media. Research method used was descriptive qualitative. Data were collected through a depth interview with Jakarta.go.id and Surabaya.go.id website administrators, observation of digital data, literature review, and through secondary data. Data analysis was done through a constant comparative technique. The results indicates that diffusion innovation theory is used by provincial government to give digital public services. It means that the government is seeking people to adopt the use of information technology in the interaction with the government. Local and Provincial Government provides a media center for public services, which the public can access information and provide input to the government. Some of the challenges show that society is not fully ready to change from conventional public services to digital public services received from the government. There is a massive need to educate society while also providing free mobile internet services. Other than that, there is also a gap in internal governmental human resources skill and competences. As a solution to some of these problems, both DKI Jakarta and Surabaya Provincial Government need to apply information technology to achieve e-government and cyber city.

Asset management in the public sector is important to provide quality public services. One of the important public assets is the regional property that manages by the regional government. Various problems often occurred related to asset management in Indonesia's public sector, especially the management issue that follows regulations. The research aims to examine the management of public sector assets in The Government of Indonesia, especially regional property, which refers to Indonesia's prevailing laws and regulations, namely Government Regulation number 27 of 2014. The research was conducted in Indonesia at the Minahasa District government of North Sulawesi Province. The research method used descriptive qualitative, focusing on investigating the use and utilization of regional property and locus at the Regional Financial and Asset Management Agency (BPKAD) in Minahasa Regency. The data collection method in this research is an interview with several key point informants. The informants consist of top-level management, middle management, and staff of BPKAD, with a total of nine informants. The research findings indicate that Regional Property Management by the Minahasa Regional Financial and Asset Management Agency has been carried out under applicable regulations, namely Government Regulation Number 27 of 2014. Several suggestions were given to interested parties. The limitations of this research were limited to specific objects, only general discussion, and only one case study.

Public service can be defined as providing services (serving) the needs of people or communities who have an interest in accordance with predetermined basic rules and procedures. Public services view the public as a service target so that they are expected to be able to provide the best dedication in serving a more selective and educative public, as well as managing public policies run by the public bureaucracy. In order to create this, an application of innovation is needed. Innovation is an application or an effort to bring new ideas into implementation with a fairly large change of steps, lasts quite a long time and is quite general in scale. Padang Pariaman Regency is one of the rice producers in West Sumatra Province. Not only that, Padang Pariaman also has agricultural potential such as food crops, plantations, and so on. The agricultural sector is a sector that is able to survive and is utilized by the government to overcome the global economic crisis. For this reason, in addition to making innovations related to health and administration, the West Sumatra Provincial Government is focusing on increasing public service innovation in agriculture. This study aims to identify innovations in the West Sumatra Provincial Government related to improving public services within the Government. This research uses descriptive quantitative method. As a result, the Padang Pariaman Regency Government can improve food security, improve agricultural market information services, farm business administration, and increase plantation yields, which can facilitate and improve the lives of farmers. Suggestions for increasing public service innovation in the agricultural sector of Padang Pariaman Regency are expected that the Government can continue to evaluate the innovations that have been implemented.

The article aims at monitoring the information content of the websites of municipalities based on the case of Kemerovo Region-Kuzbass, one of the subjects of the Siberian Federal District. The main assessment criteria include such indicators as availability of regulatory information on the website, basic information about the municipality, information about the reception of citizens, thematic range and frequency of filling websites with information, availability of special interactive features, and others. This kind of research is relevant due to the need for further development of democratic practices at the regional level as the official websites of municipalities, along with developing social networks, are today a significant communication channel between the authorities and the population. As before, official websites allow solving a number of communication issues: they disseminate information about current events, ensure the work of “virtual reception offices”, provide an opportunity to make a request or file a complaint about the poor performance of their duties by public utilities. In addition, high-quality and timely updating of information on the websites of municipalities does not only affect the public sentiment with regard to representatives of the municipal level, but also shapes public assessment of the work of all authorities at the regional level – the parliament, the Government of Kuzbass and the head of the region. The monitoring results made it possible to identify a number of recommendations to the regional and municipal authorities of the region, in particular, the need to create a unified modern format of the website structure for all municipalities with high-quality, attractive appearance, the need to unify the structure of official sites for the convenience of both finding information and working with it, and creating special needs versions of websites for the visually impaired (when such versions are absent)

The reclamation policy of the bay of Jakarta has been started since 1995 with the issuance of Presidential Decree no. 52 of 1995 on the North Coast Reclamation of Jakarta. Because in the implementation of many protests from the public, the Government canceled the policy of reclamation by issuing Presidential Regulation No. 54 of 2008 on Spatial Planning of Jakarta, Bogor, Depok, Tangerang, Bekasi, Puncak and Cianjur. However, in its development, the Provincial Government of DKI Jakarta issued Governor Regulation No. 58 of 2018 on the Establishment, Organization and Working Procedures of the North Coast Reclamation Management Coordinating Board of Jakarta. Surprisingly substantially the Governor’s Regulation refers to Presidential Decree No. 52 of 1995 and implies that the reclamation project will continue. By using Mazmanian and Sabatier (1983) policy theory, namely: (1) tractability of the problems; (2) ability of statute to structure implementation; (3) nonstatutory variables affecting implementation, the implementation of reclamation policy has not been successful.

The relation of interest between Pikiran Rakyat (HUPR) and West Java Provincial Government (WestJava Provincial Government), especially in the case of public information disclosure, became animportant focus in this research. Through the discourse study formulated by Teun A. Van Dijk, thisresearch seeks to reveal how the HUPR plays a role in the production of news discourse. Then, theissue of this discourse is seen from Gramsci's assumption of hegemony. Some of the findings lead to apattern of mutual interest, both HUPR and West Java Provincial Government. The interest is in theform of image and reputation related to information disclosure on the side of the power of government,and the economic side of the circulation of advertising suppliers in HUPR by the Government from theside of HUPR. Of course, the interest, established because of the pull of power in producinginformation that later in the consumption by the public on a permassive basis. Furthermore, theseconditions resulted in the finding that the greatest cooptation was successfully carried out by theGovernment, while the HUPR had no significant power in drafting its own discourse, as it had beensystematically dictated by the Government, both economically, politically and socially. This researchconfirms that HUPR does not perform its function as sharing information as knowledge, but only as amedium or a tool of government power in creating legitimacy of reputation as an open government.Gramsci through the theory of Hegemony (1991) believes that the government will use all resources topreserve its power. And that power was conseptualized by Van Dijk through the construction of mediadiscourse. With this assumption, then what is happening between HUPR and the government is amutual attraction of interests related to power in each corridor. Media with the interests of capital,and the government with the interests of reputation and image.
