<p>The policy of closing Jatibaru Raya Road on December 22, 2017, has caused new problems because the road closure has caused public losses. The public policy applied by Governor Anies indicated that he had a strong political contract with the community and one of the powerful figures in Tanah Abang so that the policy benefited the people of Tanah Abang who had been disciplined during the previous governor's term. These issues are very relevant to be studied using qualitative methods with a grounded approach to obtain material and in-depth information. Regarding the road closure policy, the existing policy is seen as a step in the realization of Anies campaign promises to establish 200,000 MSMEs at the time of the DKI Jakarta Pilkada in 2017. The public policy for road closure is basically an incremental policy because there are not many policy programs that have been running and was designed during the previous governor's term. The implementation of this policy has made Governor Anies considered maladministration by the Ombudsman, thus giving rise to recommendations for the position of Anies as governor.</p><p><sup> </sup></p><p><strong><em>Keywords: </em></strong><em>Public Policy; Inkremental;<strong> </strong>Maladministration.</em></p>

In this study the authors want to provide an overview of the local small business brands that use brand strategy element in developing its business. This research has a focus of research on Kapuyuak brand which is a local brand originating from Bukittinggi West Sumatra. The thing studied is the attribute used by the Kapuyuak brand so that the public has a perception and become loyal to the brand. This study uses qualitative methods to obtain more in-depth information about the strategies used from Kapuyuak and its customers. The results show that Kapuyuak has the power to identify the value of the brand based on the insight of consumers and market insight. In communicating its brand Kapuyuak uses internet and social media in distributing its value.

For democracy to become the political culture in Nigeria, the discourse of politics has to be conducted through expressive mechanisms owned by the people. In the absence of popular ownership of political language, the road to disconnect, apathy and disenfranchisement lies wide open. We take the view that the problem of politics is located squarely in the public sphere and that discourse is the activity that characterizes the public sphere. We raise the point that the sociolinguistic environment in the country does not encourage whole masses of Nigerians to talk politics in languages in which they can freely articulate their positions and present their aspirations. We posit that citizens are disenfranchised and rendered inaudible and invisible to the extent to which they cannot undertake political discourse with an appreciable measure of linguistic ease. The benefits of diversity are endangered as many people and entire groups in Nigeria lose the means of expressing their political views and opinions, let alone political projects and programmes. Invoking Bakhtin’s concept of heteroglossia, we make a blanket case for the viability of each and every extant language in Nigeria for political discourse if such usage is actively promoted among their respective communities of users.

Urban area will not be separated from the diversity that is owned by the region. A wide variety of diverse elements or objects (buildings, monuments, squares, signs, or the historic old town area, etc.) will give the characteristic features or the identity of a city. The presence of identity on a city course will provide an overview of the place of the region and made the difference with other places. This research was conducted in the road corridor Pemuda, district of Medan Maimun with qualitative methods of observation to the study site for the study using elements of diversity with the aim to discover the diversity of research sites and how with regard to the identity of the city. From the observation there is diversity in terms of different land uses (the function of the building), building typology, activities and others thus creating an identity that can be recognized by the public.

Public Policy is a binding decision for the people at the strategic or outline level created by the public authority. The Sultanate of Cirebon was a prominent Islamic sultanate in West Java in the 15thand 16thcenturies, and was an important base in the inter-island trade and shipping routes. Public policy management system in Cirebon Kingdom covers politics, religion, and economic, socio-culture. Political, religious, economic, socio-cultural policy, implemented in the Kingdom of Cirebon has proven to increase the development of the kingdom. This study is a combined descriptive and development studies. It is found that good governance in the area can be adopted in NKRI. So it is necessary to consider the formulation of policy by using socio-cultural approach for both culture.Keywords: cirebon kingdom, public policy, public authority

Purpose: This study aimed to see the extent to which the public policy of cash assistance in Lampung Province can be appropriately realized and on target. Research methodology: In analyzing the evaluation of cash transfer public policies in Lampung Province, it was carried out using descriptive analysis methods, with data collection applications using questionnaires and literature study. Result: The implementation of this policy is still not good, when viewed from public policy evaluation indicators. However, this policy has had a positive impact on the people who receive assistance. Limitation: The limitation of this study is the lack of data obtained. From the data obtained through the questionnaire, only 30 data were entered, while in the literature study the data obtained were only data in the form of the total amount of aid funds and the number of aid recipients. Contribution: This research is useful for Lampung and policy makers' people to see whether the implementation of the cash transfer policy has been implemented properly or not.

Hybrid Application of Roads and Road Fittings Facilities Conditions in the City of Mataram is an application consisting of web applications and mobile applications. The web application is used by Dinas Pekerjaan Umum dan Penataan Ruang of mataram city and Dinas Perhubungan of mataram city to manage condition data from city roads and also road fittings facilities in the city of Mataram and to receive complaints of damage from the public. While the mobile application is used by the people of the city of Mataram to see the condition of the road and road fittings facilities based on data from the department and the public can also make complaints about damage from roads and road facilities. System testing using the Black Box method and MOS testing. MOS test results indicate that the average rating of respondents from Dinas Pekerjaan Umum dan Penataan Ruang of Mataram City stated strongly agree and agree were 66.67% and 33.33%. The average rating of respondents from Dinas Perhubungan of Mataram City stated strongly agree and agree were 58,33% and 41,67%.  The average rating of respondents from the community stated strongly agree and agree were 52,50% and 44,17%. Therefore, this research concluded that this system is eligible to use.

Health service inovation Public safety Center 119 (PSC 119) Solok Madinah Sehat Cara Revolusi Sehat (SMASH CARE’S) in Solok City. For increasing the service in health sector, the govermnent of Solok City launched an inovation in health service PSC 119 Smash Care’s. this research intended to find out the implementation of Smash Care’s and also the public services that accepted by solok society. This research is using descriptive approach by qualitative methods. Technique of collecting the data was by interview and documentation. The result of this research shows that PSC 119 Smash Care’s give the emergency services to Solok society or the people who are in the Solok City. This service is very assist for the society. In the other hand, this service has more advantage than other. Those are easy to acces the service by direct call to 119 and also giving 24 hours service, free of charger and in accordance with needs and taking into account community complaints. But there are still some shortcomings such as the fraudulent numbers to call center 119, the lack of facilities and infrastructure as well and the lack of maximum socialization

This study aims to analyze public policy instruments chosen in the implementation of prostitution prevention and repetition policies in the city of Surabaya. This type of research is a qualitative descriptive study with a focus of research analyzing Voluntary Model Instruments, Mixed Model Instruments and Mandatory Instruments (Regulations). Novelty (novelty) of this research is to see the reality of the problem of prostitution by looking at the public policy instruments chosen in the implementation of prostitution prevention and repetition policies. The results showed that from the voluntary model instrument, commercial sex workers (CSWs) had been given skills training as well as spiritual spray/recitation on a regular basis to then be repatriated to their home areas with compensation. But not all sex workers want compensation. Residents of Dolly and Jarak held a bulletin board after hundreds of residents burned tires in the middle of the road as a refusal.

AbstrakKebijakan publik adalah cara dari pemerintah yang disepakati bersama untuk memenuhi tanggung jawab, seperti melindungi hak-hak dari masyarakat serta meningkatkan kesejahteraan warga Negara. Dunia pada sekarang ini sedang dilanda oleh wabah corona virus disease 2019 atau sering disebut Covid-19. Membuat berbagai sektor menjadi berantakan, tak terkecuali sektor ekonomi. Pemerintah Provinsi Jawa Timur kemudian membuat kebijakan Peraturan Gubernur Nomor 53 Tahun 2020 Tentang Penerapan Protokol Kesehatan dan Pengendalian Covid-19 untuk meminimalisisr peyebaran virus corona. Dimana peraturan tersebut wajib dipatuhi oleh seluruh masyarakat Jawa Timur. Adapun jenis penelitian ini adalah kualitatif  yaitu metode yang berusaha menafsirkan dan memahami makna suatu peristiwa interaksi tingkah laku manusia dalam situasi tertentu menurut perspektif peneliti sendiri. Hasil penelitian menyebutkan bahwa kebijakan publik yang dikeluarkan Pemerintah Provinsi Jawa Timur melalui Peraturan Gubernur Nomor 53 Tahun 2020 banyak merugikan pelaku UMKM, karena penghasilan mereka menjadi berkurang akibat dari pembatasan jam operasional dan pembatasan pengunjung atau tidak diperbolehkan adanya kerumunan. Kata Kunci: Kebijakan Publik; Covid-19; Peraturan Gubernur. Abstract  Public policy is a mutually agreed way of government to fulfill responsibilities, such as protecting the rights of the community and improving the welfare of citizens. The world is currently being hit by an outbreak of the corona virus disease 2019 or often called Covid-19. Making various sectors into a mess, including the economic sector. The East Java Provincial Government then made a policy on Governor Regulation Number 53 of 2020 concerning the Implementation of the Health Protocol and Covid-19 Control to minimize the spread of the corona virus. Where these regulations must be obeyed by all the people of East Java. The type of this research is qualitative, namely a method that seeks to interpret and understand the meaning of an event of human behavior interaction in certain situations according to the researcher's own perspective. The results of the study stated that the public policies issued by the East Java Provincial Government through Governor Regulation Number 53 of 2020 caused a lot of harm to MSME actors, because their income was reduced due to restrictions on operating hours and visitor restrictions or no crowds were allowed. Keywords: Public policy; Covid-19; Governor Regulation.

Every action related to the people must be evaluated, scrutinized, and approved by Ulil Amri before it is allowed to be implemented by the Islamic religious authorities at their respective state. This study was conducted with the aim of identifying Ulil Amri who is responsible for handling and managing COVID-19 pandemic issues. In addition, this study was also conducted to identify the role and job scope of each Ulil Amri involved in formulating the public policies related to the COVID-19 pandemic. This qualitative study has collected relevant data through primary and secondary documents and further analysed them using the content analysis method. The results of this study found HM DYMM Yang di-Pertuan Agong and Rulers, State Council of Islamic Religion, State Mufti Department, and State Islamic Religious Council. They are the Ulil Amri who is responsible for handling and managing COVID-19 pandemic issues related to Islamic religious affairs in Malaysia. Each Ulil Amri involved has their own role and jurisdiction. They will work together in formulating any public policy related to Islamic religious affairs. This shows that every public policy produced involves various parties from various fields who work together to safeguard the maslahat and prevent mafsadah from happening to the people.
