The monograph is devoted to the study of the Russian cultural factor in the life of the Moldovan community during the years of independence. Many of the processes discussed in this book have their origins in the past. Therefore, the work presents sufficiently detailed excursions into history in order to better understand the present day. In the study, the authors divide the studied time into a number of conditional periods that have developed on the right and left banks of the Republic of Moldova. The assessment of socio-political processes in modern Moldova is presented. Attention is drawn to the role of Russia in supporting the Russian-cultural population, normalizing the confrontation between Chisinau and Tiraspol. The political and cultural frontier of the Prut-Dniester interfluve and the left-bank Dniester region is emphasized, for which the phenomenon of regional identity and provincialism is specially considered. The dynamics of the Russian ethnocultural movement in the region is considered, attention is drawn to the situation with the Russian word on the two banks of the Dniester. The monograph is intended for the attention of politicians, journalists, social scientists, graduate students and students, everyone who is interested in contemporary Russian-Moldovan relations, the situation of the population in the Republic of Moldova.

The results of the parliamentary elections of 2019 in the Republic of Moldova and the features of the structure of the state power vertical are analyzed. Using mathematical methods, the results of the parliamentary elections were also analyzed, the main determinants of the prevailing political processes, the key regions of the main political forces were determined, the general political landscape of the republic was clarified and investigated, its main laws were determined. The problematic issues of the political life and structure of the Republic of Moldova were examined. The features of the electoral legislation of the country are established. The properties of the main political parties of the republic are analyzed. Some features of the course of the national election process are highlighted. The features of the main political parties, their electoral field, ideological orientation, the history of formation and inter-party relations are considered. The factors of influence on the will of Moldovan voters are investigated. In addition, an effective number of parties has been established in the Moldovan parliament. The configurations of potential coalitions in the Parliament of the Republic of Moldova are analyzed. The ethnic component in the political life of the country is clarified. The role of the regional factor in the electoral process is emphasized. The spatial and electoral similarity of parties in the 2019 parliamentary elections was determined. The features of the functioning of the political system of the country are highlighted. Particular attention is paid to the stability and capacity of possible coalitions and the success of potential coalition negotiations in general. The degree of regional homogeneity of the parties is clarified. The role of religion in the electoral process during the parliamentary elections of 2019 is determined. The results of mathematical calculations are analyzed and the results of the analysis are summed up.

The article reveals the historiographical approach of Transnistrian separatism in the works of pro-separatist authors, Russian and those publicized in the Eastern part of the Republic of Moldova. The author presents the works that appeared until 2005. As it is ascertained, researchers dwell upon the Transnistrian separatism problem from the position of the environment they were rooted in, projecting their research results on the present and the future, or out of the need to aliment and decode their identity, to feed their imagination. The pro-separatist historiography includes the same ideas regarding the MSSR history. This means nothing but “the translation” of the past into present or the mechanic and passionate protection of the present into the past, the positive or negative capitalization of historical events, or decline in the run of deformation and fabrication in pro-separatist historiography was produced due to an ideological approach of the Transnistrian problem. Albeit, generally speaking, all authors both from Transnistria and the Russian Federation recognize the impact of the Russian Federation in generating and perpetuating the Transnistrian separatism.

The separatist conflict in the eastern districts of the Republic of Moldova – the premises and sources that fueled it, the events it has provoked over the years, the 1992 war, and other various related topics generate diverse and contradictory narratives among interested political actors. The rhetoric of Chisinau, Tiraspol, and the Kremlin denotes opposed visions and positions. While in Chisinau officials talk about the independence and territorial integrity of the Republic of Moldova, internationally recognized in 1991, in Moscow and on the left bank of the Nistru they make arguments to justify the actions undertaken by Tiraspol separatists over the past three decades to create and consolidate the so-called Transnistrian „statehood” – existing de facto, but not recognized by anyone internationally

The Republic of Moldova is an important trade and economic partner of Ukraine. Shared border, closeness of foreign policy positions and interaction in the international arena, the commonality of history, culture, historically close cooperation in the economic and trade spheres, in dealing with contemporary challenges and threats, etc., necessitate a closer study of this country. This article is intended to highlight and analyze the main historical, geographical, socio-economic and cultural features of the development of Moldova. A thorough study of the processes in the modern Moldovan society, the nature of their emergence, etc. will allow different interested structures of Ukraine, including state authorities, to make more effective use of the opportunities of the two countries to build up mutually beneficial cooperation, both within the framework of multilateral and international platforms. This may contribute to solving similar problems facing the Ukrainians in building a completely new legal community in our country, a society based on recognized European and Euro-Atlantic values. The article is based on available scientific research, including copyrights on the Republic of Moldova, which in general provides an objective and useful cross-section of the basic features of this country. The article highlights the major historical milestones of state-building in Moldova, from ancient times to the present, formation of its basic public institutions, informs about the activities of state leadership and public figures, the state and administrative-territorial structure of the modern Republic of Moldova. The work shows the current political, socio-economic and humanitarian situation, in particular in the fields of culture, education and religion, level of relations of this country with Ukraine, place and role of the Ukrainian community both on the Right Bank and on the Left Bank (Transnistria) in the life of Moldova, etc. Prominent place in the article is devoted to the coverage of the basic parameters of the physical and geographical location of the Republic of Moldova, which determines its natural features, economic development, the structure of the national economy, tourist attractiveness and more.

Abstract The main topics presented in this paper are following:1 Essence and the tools of the economic mechanism of management of water resources; 2 Taxes on water consumption; 3 Tariffs for services of water supply and sewerage; 4 administrative penalties for infringements of use and protection of water resources; 5 The grants for the rational use and protection of water. In the Dniester Basin have been concentrated the majority of water resources, of urban, industrial and agricultural centers. Thus, this basin holds over 90% of water consumption, most of which are captured from surface sources and used by industrial enterprises from the left bank of Dniester, especially by Thermoelectric Plant (TEP) from Dnestrovsk. On the right bank of Dniester it is noted communal enterprises, agricultural and food industry, and in most of the localities water is captured from groundwater sources. Actual amount of water tax is very low, which conditioned the increased of water consumption and irrational use of these limited resources

International standards on the right to legal aid require states to create accessible and effective free legal aid systems. The article deals with the role of the Ministry of Justice of the Republic of Moldova in the management of the state-guaranteed legal aid system. It is concluded that the functions of the Ministry of Justice, provided by the Law on State Guaranteed Legal Aid, comply with international standards.

Evidently, a few months after the Jakarta Charter was signed, Christian circles from Eastern Indonesia submitted an ultimatum, if the seven words in the Jakarta Charter were still included in the Preamble to the 1945 Constitution, then the consequence was that they would not want to join the Republic of Indonesia. The main reason put forward by Pastor Octavian was that Indonesia was seen from its georaphical interests and structure, Western Indonesia was known as the base of Islamic camouflage, while eastern Indonesia was the basis for Christian communities. Oktavianus added that Christians as an integral part of this nation need to realize that they also have the right to life, religious rights, political rights, economic rights, the same rights to the nation and state as other citizens, who in fact are mostly Muslims. This paper aims to determine and understand the extent to which the basic assumptions of the Indonesian people view the role of Islam as presented in an exclusive format.

Patient Safety was the right of a patient who was receiving health care. A nurse was one of the health professionals in a hospital having a very important role in realizing Patient Safety. In realizing Patient Safety Panti Rahayu Yakkum Hospital of Purwodadi had involved the role of the nurses. In carrying out their role the nurses could support the protection of the patient’s rights. The nurses performed health care by conducting six Patient Safety goals that were based on professional standards, service standards and codes of conduct so that the Patient Safety would be realized.This research applied a socio-legal approach to having analytical-descriptive specifications. The data used were primary and secondary those were gathered by field and literature studies. The field study was conducted by having interviews to, among others, the Director of Panti Rahayu Yakkum Hospital of Purwodadi, Head of Room and Chairman of Patient Safety Committee, nurses and patients. The data were then qualitatively analyzed.The arrangement of nurses’ role in implementing Patient Safety and the patient’s rights protection was based on the Constitution of the Republic of Indonesia of 1945, Health Act, Hospital Act, Labor Act, and Nursing Act. These bases made the hospital obliged to implement Patient Safety. The regulations leading the hospital to provide Patient Safety were Health Minister’s Regulation Nr. 11 of 2017 on Patient Safety, Statute of Panti Rahayu Yakkum Hospital of Purwodadi (Hospital ByLaws), Internal Nursing Staff ByLaws. In implementing Patient Safety Panti Rahayu Yakkum Hospital of Purwodadi had established a committee of Patient Safety team consisting of the nurses that would implement six targets of Patient Safety. Actually, the Patient Safety implementation had been accomplished but it had not been optimally done because of several factors, namely juridical, social and technical factors. The supporting factors in influencing the implementation were, among others, the establishment of the Patient Safety team that had been well socialized whereas the inhibiting factors were limitedness of time and funds to train the nurses besides the operational procedure standard (OPS) that was still less understood. Lack of learning motivation among the nurses also appeared as an inhibiting factor in understanding Patient Safety implementation.

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security.
