In this rapidly growing era, it covers all aspects of human life including the internet and social media. Freedom of expression can now not only be expressed through oral or written but also can be poured out or delivered through social media that is currently available. The development of information technology on the one hand will make it easier for humans to carry out their activities, on the other hand can cause various problems that require serious handling.The problem in this study is how the deliberate responsibility of criminal offenders without legal rights distributes and transmits information that has a content of insult or defamation and whether the causes of the perpetrator carry out criminal acts that have a content of insult or defamation based on decision number 867 / Pid. Sus / 2018 / PN.Tjk.The research method used by the author in compiling this thesis is a normative and empirical juridical approach, using secondary and primary data obtained from literature studies and field studies, and data analysis with qualitative analysis.The results of the study indicate that the criminal offender intentionally without legal rights distributes and transmits information that has a content of insult or defamation based on decision number 867 / Pid.Sus / 2018 / PN.Tjk is in accordance with Article 45A (3) Jo Article 27 paragraph (3) of the Law of the Republic of Indonesia Number 19 Year 2016 concerning amendments to Law Number 11 Year 2008 concerning Electronic Information and Transactions, imposes imprisonment for the defendant for 2 (two) years 6 (six) months and a fine of 500,000,000 IDR (five hundred million rupiahs) subside 6 (six) months and the causes of the offender carrying out criminal acts that have a content of insult or defamation based on the decision number 867 / Pid.Sus / 2018 / PN.Tjk is due to internal and external factors.The suggestion in this study is that with a lot of criminal acts of humiliation through internet media, it has been proven that the lack of public knowledge about the danger or the consequences of these actions. So when they are held accountable they are not able to account for their actions. For this reason, the government must intensify socialization so that people are wise in their activities in electronic media.

Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

The research focuses on introducing social media platforms as either a complementary or main channel in the company sales funnel. Internet technologies and Web 2.0 continue to provide innovations in digital marketing, with the latest iteration being lead generation services through social media. Data shows that almost half of the world population is active on social media, with the new Generation Alpha being projected to be entirely online dependent and proficient in the use of new technologies. The paper provides an overview of the digitalization of sales funnels, as well as the benefits that social media platforms can offer if implemented correctly. Secondary data provides the basis for transforming sales funnels with social media, where previous research provides limited data on the effectiveness of these types of efforts. Primary data demonstrates that introducing social media platforms can provide improvements of up to 3 to 4 times in analyzed case studies, as well as the shorter time when deciding about purchase in use case scenarios. Social media advertising can also be utilized to shorten the sales funnel process and serve as a unified point of entrance and exit in the first few stages.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

This study aims to reveal the philosophical values of Islamic law in the three ethical codes of NetizMu Muhammadiyah. This research is a literature review. The type of Islamic legal research in this study is a philosophical normative Islamic law research with an Islamic legal philosophy approach. The primary data source of this research, namely the NetizMU Muhammadiyah code of ethics), and secondary data using various relevant scientific researches. The theory used is a systems philosophy approach in Islamic law initiated by Jasser Auda.. This study concludes that there are values ​​of Islamic law philosophy in the three NetizMU codes of ethics. First, the value of religious protection (hifz al-din) in the context of making the prophetic social values ​​of religion the main basis for the code of ethics for the use of social media. Second, the value of public benefit (al-maslahat al-ammah) in the code of ethics for the use of social media as a medium for humanization (amar makruf) and liberation (nahi munkar). Third, the value of intellectual protection (hifz al-'aql) in the context of a code of ethics limiting freedom of expression, both in the form of information and communication on social media.

Citizen journalism was initially practiced via mass media. This is because citizens trusted mass media as an independent information channel, and social media like Twitter was unavailable. Following mass media’s affiliation to political parties and the rise of social media, citizens began using Twitter for delivering news or information. We dub this as citizen journalism from street to tweet. This study found that such process indicates the waning of mass media and the intensification of social media. Yet, the process neither strengthened citizen journalism nor increased public participation as it resulted in netizens experiencing severe polarization between groups critical and in support of the government instead. We consider this as a new emerging phenomenon caused by the advent of new media in the post-truth era. In this context, post-truth refers to social and political conditions wherein citizens no longer respect the truth due to political polarization, fake-news-producing journalist, hate-mongering citizen journalism, and unregulated social media activities. Primary data were obtained through in-depth interviews with four informants. While conversation data of netizens on Twitter were acquired from a Twitter conversation reader operated by DEA (Drone Emprit Academic), a big data system capable of capturing and analyzing netizen’s conversations, particularly on Twitter in real time. This study may have implications on the shift of citizen journalism due to its presence in the era of new media. The most salient feature in this new period is the obscurity of news, information, and opinions conveyed by citizens via social media, like Twitter.

The freedom in social media communication have not been responded wisely by the citizen of the net (netizen). Sometimes while expressing themselves in the social media, netizens used the taboo words which potentially break the law. The problems chosen in this research is a type of taboo words used by the netizen and also whether these expressed words have a potential to violate the law. The method to collect the data is “Simak bebas libat cakap“(SBLC), it is a method where there is no active communication between interviewer and interviewee but it is only taken the data from internet, then to transcribe the taken data. The following step is analyzing data which used referential equivalent method, then the results of the analysis were presented informally. The findings showed that taboo words used in social media consisted of: (1) obscene words, (2) vulgar language, and (3) nick name and insult. These taboo words potentially violate the government regulation of the Republic Indonesia number 11 of 2008 concerning electronic information and transactions article 27 paragraph (3) and article 45 paragraph (1) as well as article 310 section (1) and article 311 section (1) of the Indonesian Criminal Code concerning defamation. Book prohibition in Indonesia has been going on since the first President of the Republic of Indonesia, Soekarno. This prohibition continued in greater quality and quantity during the reign of the second President of the Republic of Indonesia, Soeharto. In the reform era, when freedom of expression found its space, book prohibition continued. This article examines the historical and cultural responsibility behind book banning. How about the prohibition of books in the Soekarno, Suharto era, and the reform era. What are the pros and cons that occur, as well as what solutions satisfy various parties. The method used is the library method, by reading, inputting data, and studying based on library data.  This article explains that the author of the book must be responsible for the content of his writing. Themes such as the Movement of the PKI are sensitive themes, therefore writers must have historical and cultural awareness. Likewise, the government is expected to be able to review a book, and not to unilaterally freeze or ban it. Bringing a book into the realm of law is supported by the necessary evidence, so that all parties get justice based on the law, history and culture of the nation for the unity of the Republic of Indonesia based on the pillars of development and survival as a nation.

In civil law, land is included in registered objects. Therefore ownership of land rights must be registered, for legal certainty. Land registration is regulated in PP No. 24 of 1997 concerning Land Registration. However, there are still many lands that have not been registered, to overcome this the government has issued a comprehensive systematic land registration program (PTSL) based on Minister of Agrarian Regulation No. 6 of 2018. The aim of this program is to provide legal certainty and legal protection for land rights owned by the community. The Complete Systematic Land Registration Program (PTSL) provides an opportunity for people who have not registered their land that is located throughout Indonesia in one village or village area. As in the Lima Puluh Kota Regency, there are still many lands that have not been registered, the people obtained them from buying and selling under their hands.The formulation of the problem in this thesis is firstly how is the land registration procedure with the basis of under-selling rights of purchase under the complete systematic land registration program (PTSL) at the fifty-city district land office ?; second, what are the obstacles in the implementation of land registration on the basis of the right to buy and sell under the complete systematic land registration program (PTSL) at the fifty-city district land office? The specification of this research is analytical descriptive, with a normative juridical approach, which is supported by an empirical juridical approach. The data used are secondary data as primary data and primary data as support, which are collected through literature studies and field studies with interview techniques. The data is then analyzed qualitatively and presented in a qualitative descriptive form. The results of the research and discussion of this thesis can be concluded that the procedure of land registration with the basis of the rights under the hand in the PTSL program in fifty cities is carried out with the stages of planning, location determination, preparation, formation and establishment of the PTSL adjudication committee and task force, counseling, physical data collection and collecting juridical data, researching juridical data for proving rights, announcing physical and juridical data and ratifying it, affirming conversion, recognizing rights and granting rights, accounting for rights, issuing certificates of land rights, documenting and submitting the results of activities and reporting.

The paper examines the views of Internet users concerning the protection of their rights on the Internet. The Web survey, conducted by the snowball sampling, included 783 Internet users who expressed their views regarding the ways the state (Serbia) and private agents (Facebook and Google) relate to the right of freedom of expression and privacy on the Internet. Also, the survey was used to examine the individual responsibility of users when it comes to the use of Internet services. Several hypotheses suggested that Internet users in Serbia do not have confidence in the country and private actors on the issue of protecting their rights. However, users also do not demonstrate a satisfactory level of individual responsibility. The most important findings indicate that: 1) only one-sixth of the respondents consider that the Government of the Republic of Serbia does not violate the privacy of Internet users; 2) almost half of the respondents do not feel free to express their views criticizing the government; 3) almost 90% of users are not satisfied how Facebook protects their privacy, while it is 1% lower in the case of Google; 4) a third of respondents answered positively to the question whether they had read terms of use of the analyzed companies, but half of them did not give a correct answer to the main questions; 5) only 8.9% of respondents who claimed to have read terms of use are aware of the fact that Facebook shares their data with third parties.

The development of technology that has brought big changes in human life, one of which is the presence of new media that makes it easier for humans to carry out communication activities. New media has a positive impact if it wisely chooses information, news and impressions as needed. Instagram social media includes new media, which is a platform for sharing photos, videos as well as a means of building relationships between people. However, the lack of control and strict sanctions by Instagram and the government have made some users free to upload pornographic content. The @pompa.kaka account includes Instagram users who are suspected of containing a lot of pornographic content. This study aims to determine and measure how much content contains pornographic elements on the Instagram account @pompa.kaka. This study uses a quantitative approach with content analysis methods. Analysis by coding on 340 samples by coder 1 and coder 2. Coding is carried out based on 7 categories of pornography according to Law No.44 of 2008. After the coding process between coders is complete, then a reliability test is carried out to prove the validity of the data and measuring instruments. reliable. The results of this study indicate that 97% of the content uploaded to the @pompa.kaka account contains pornographic elements.Perkembangan teknologi yang membawa perubahan besar dalam kehidupan manusia, salah satunya adalah kehadiran media baru yang memudahkan manusia dalam melakukan aktivitas komunikasi. Media baru membawa dampak positif apabila digunakan secara bijak dengan memilih informasi, berita serta tayangan sesuai kebutuhan. Media sosial instagram termasuk media baru, yang menjadi platform untuk berbagi foto, video sekaligus sarana membangun hubungan antar manusia. Namun kurangnya kontrol serta sanksi tegas oleh pihak instagram dan juga pemerintah membuat beberapa pengguna bebas mengunggah konten pornografi. Akun @pompa.kaka termasuk pengguna Instagram yang diduga banyak memuat konten mengandung unsur pornografi. Penelitian ini bertujuan untuk mengetahui serta mengukur berapa banyak konten yang mengandung unsur pornografi pada akun instagram @pompa.kaka. Penelitian ini menggunakan pendekatan kuantitatif dengan metode analisis isi. Analisa dengan melakukan coding pada 340 sampel oleh coder 1 dan coder 2. Coding dilakukan berdasarkan pada tujuh kategori pornografi sesuai Undang-undang No.44 tahun 2008. Setelah proses coding antar coder selesai, kemudian dilakukan uji reliabilitas untuk membuktikan keabsahan data serta alat ukur yang reliabel. Hasil penelitian ini menunjukan bahwa 97% konten yang diunggah pada akun @pompa.kaka mengandung unsur pornografi.
