One of the alternatives, the national program for rural community empowerment was regarded the most effective way by the government of Banyumas Regency. The implementation of the program in extending credit had hit the accurate target, but was not successful in terms of opening new employment and increasing the income of woman’s business groups because of relatively small amount of entrepreneurial loan, relatively high interest of 17% per year, and short repayment period of 1 year. Poor traders encounter tight competition, lack of information, lack of skills and low motivation to thrive. As a supporting factor, the implementation of physical development was not effective because the poor as the target group were not involved much in development planning discussion represented by recognized local figures, representatives of several villages and village apparatuses who had authority to take the initiative for designing the program. The decision regarding the physical development was preferably designated for their own interest rather than the business orientation of poor housewives group in rural areas. In addition, low education and low social status of the poor business group cause the tendency to inferiority, which lead to be apathy and passiveness in planning and supervision of the rural community empowerment program

The rural community economic development program in order to reduce poverty in rural areas is carried out with the development of a balanced industry, improving the structure of agriculture and programs to improve the education of rural communities, so as to maintain urbanization. The next program is to increase rural community empowerment programs by environmental preservation programs and strengthening of rural institutions and facilities and infrastructure. By realizing the horizontal top-down policy that includes rural communities, the government is only the general policy holder. Pilot project program by supporting rural production at a competitive level, by strengthening rural institutionalism and improving information and management for rural communities. Various ways in which countries reduce poverty and hunger through sustainable food production and consumption have been established within the framework of global sustainable development goals. This type of research is a qualitative study, where qualitative research by describing activities, phenomena, opinions / thoughts / views and documents, with data analysis techniques systematically compile the data obtained.

This article was prepared on the background where the poor in North Sumatera are powerless and have no ability to place their position and role in government and development, whileefforts to empower the poor have not been optimally carried out by the North Sumatera Provincial government. This article was prepared to discuss ways to make the poor in North Sumatera powerless, and outline strategies and models to empower the poor in North Sumatera. The poor are powerless and the risk poses a factor of poverty, physical weakness, isolation, improvement, and powerlessness, the poor are not managed and tend to be left by the government, and are not liked by the community. The strategy for empowering the poor in North Sumatera can be carried out through the Need for Strengthening program, Strengthening Human Resources, Strengthening Institutions, Strengthening Access to Communication and Information, Strengthening Networks - Partnerships, and Strengthening Participation. While the effective model of Poor Community Empowerment in North Sumatera is an Advantage and Change Model (ACM)

Boyolali Regency is among districts in Indonesia, which still has poverty issues and receives direct cash assistance from the government. Yet, villages of the regency including Sruni at Musuk sub-district has been known as one of the main producers of fresh cow milk for the Central Java region.There has been no attempt to process fresh milk into food products of higher economic value at Sruni Village. Meanwhile, results of the strengths, weaknesses, opportunities, and threats (SWOT) analysis at Musuk showed that the region has the potential to be developed for dairy industry. Therefore, through socialization program, community empowerment should be initiated by socializing benefits of fermenting cattle milk into yogurt as a probiotic food product. The socialization had been carried out for 12 housewives in the village of Sruni through two small-class seminars in April 2019. Evaluation was conducted by comparing the number of correct answers from participants’ answers recorded on questionnaire given prior and after each of both seminars. Percentage of improved answers were presented in histograms and then analyzed. As results, the first seminar produced in average 47.4% improved answers, while the second seminar could generate in average 27.3% improved answers. The results showed that in general, the conducted socialization program was quite successful in improving understanding of Sruni villagers on the benefits of fermenting cattle milk into yogurt as a probiotic food product.

Objective - The Indonesian rice sector seems to lose global competitiveness, and the government intervenes in the market to achieve food self-sufficiency. Particularly, in the main rice producing areas of Central Java, the rice sector does not have a comparative and competitive advantage due to small farm size. Then, we need to investigate the reasons why the farm sizes of rice producers are still small. Methodology/Technique - We hypothesize that the existence of surplus labor in rural areas restrains farm size enlargement. Therefore, we need to examine the existence of surplus labor in study area. By using the empirical model of the Cobb Douglas production function, we test the hypothesis of surplus labor. The estimation result shows that there is a surplus of labor in the study area. Findings - In addition, we examine the impact of surplus labor on land lease market in rural area. This study proves empirically that there is surplus labor in rural areas; therefore, farmers have difficulty finding job opportunities in sectors other than farming. In such a case, they prefer to cultivate rather than lease their land. Novelty - This result implies that the existence of surplus labor restricts the number of land lease contract. As a result, the land lease supply in the land lease market has become very limited. Thus, the existence of surplus labor in rural areas would be a constraint of farm size enlargement. This is the first study which explores the relationship between surplus labor and land lease market in the main rice producer area in Central Java. The current study was to observe to what extent efforts are taken by the local government of Demak Regency, Central Java Indonesia to empower the fishermen based on local wisdom, as well as what model is right with the sustainable development. Technically, the government can take benefit from this study to issue a policy of ‘empowering and protecting fisherman with sustainable development model. The regency has bio and non-bio potential resources. However, due to the lack of visionary attention to the resources and the absence of the comprehensive maritime planning, the ecology and the socio-economy of the area are facing serious problems, such as unhealthy competition in fishing in its multiple manifestations contributing to the poor welfare of the fishermen along the coastline. In-depth interviews were held among 20 fishermen to find out their wishes for improvement of the welfare. It was concluded that policies of pro-fishermen have to be developed on the basis of local wisdom and sustainable development and recommendations were offered accordingly.

This article discusses on poverty rate and inequlity in urban and rural areas during 2011-15. It shows that poverty rate tends todecrease. The poverty in rural area is worse than that in the urban one. The urban poor people work in the informal sector or in the small business. The poor in the rural areas work in the agriculture sector. The majority of poorest provinces is in the east Indonesia. However, the majority of the poor people live in Java island. Eventough the income inequility in Indonesia is moderate, but it  has been increased since 2011. There are many more poor people above the national poverty line. The government could inprove rural and east Indonesia infstructure in order to increase agriculture production. In this way the poverty in rural area and the gap between east and west Indonesia could decrease.

Mapping of data and information on the preparation of village development planning dikecamatan Tambang Kabupaten Kampar. The preparation of village development planning is very important to be carried out by the village head and its equipment. The objectives of the village planning arranged for the village development plan can be discussed in the village development consultation forum. In this Forum the village development plan is matured, so it becomes the Village Development Plan. The preparation of village development planning can not be carried out properly, without complete data and information either in the implementation of village government, organization and governance of village administration, village finance, village profile and other information related to governance and community empowerment. The three villages that were used as research mapping object in Kampar sub-district Tambang were Tarai build village, Rimbo Panjang village and Tambang village. Village development planning in the three sample villages appears to be underdeveloped by complete data and information, and this has a major impact on the Village Mid Term Development Plan (RPJMDesa) and the Government-Village Action Plan (RKP -Desa) which guides development implementation in the countryside

Poverty in rural areas is now reaching an alarming condition, according to the Central Statistics Agency at this time the poor in rural areas dominate the percentage of poverty in Indonesia by 60%. Efforts to improve the welfare of rural communities will not be separated from how people use and maximize their potential, especially in networking relevant to the issue of social capital. Based on the concept of social capital, there is currently a type of social capital linking, which means emphasizing how the community is able to build relationships with parties who have authority, especially in making policy. This is considered to be important to support the development of welfare for the community, especially in the Dago Creative Tourism Village. Based on this, the purpose of this study is how the community initiated the development of social capital linking in the community in Dago Creative Tourism Village. Therefore, based on these objectives, this study uses a qualitative approach with a descriptive type. The data collection is done by observation, study of documentation of relevant documents and interviews. In addition interviews were conducted on 15 informants obtained using purposive sampling technique to determine informants. The results of this study indicate that there are several ways in which people initiate government involvement in developing social capital linking, such as community legalizing organizations, people participating in activities organized by the government, and the community providing government opportunities to participate in every activity organized by the government

Improvement of social welfare is the responsibility of the government. One way to overcome poverty and improve the poor quality of the living environment of the urban poor is a more humane manner by involving them in development planning. The conventional approach in the form of eviction for urban renewal undertaken during this creates urban social problems more acute and complicated and not sustainable in overcoming poverty. One of the policies that need to be taken, among others, is to build low-rent flats and community involvement in public policy making. The advantage is the increased sense of community and they can become agents of development control.

With the obligation of zakat, allow the poor to participate in public life as well as carrying out its obligations in worship to God, and help to establish the social order. In addition, they also feel as a part of society and not be marginalized by communities in society . Zakat by some Islamic leaders, is considered as a solution for achieving justice for society, particularly economic justice. With the charity, the prosperity of society are expected to further increase or reduce the level of poverty. Besides widening economic inequality has not increased resulting in social tension. This condition could be realized if the charity actually issued by the Moslems who can afford it. Data in 2011 and in 2012 Kebumen district is one of the districts with the highest poverty rates in Central Java. From this fact to note how much influence the productive charity revolving fund to contribute to the alleviation of the poverty high. In addition to determine the effect of charity productive revolving fund research also analyzes the impact on the level of income, consumption, savings and donation before and after receiving productive zakat. The results of this study is known earning charity, supervision and mentoring effect on income, consumption, savings and mustahik infak.
