Накопленный исторический опыт реализации принятых управленческих решений актуален и востребован в настоящее время. the article substantiates the objective need to change the management system of military education in the framework of military reform in the second half of the XIX century. The events were based on the achievements of Russian pedagogical thought and military pedagogy. It is emphasized that the complex of management decisions was theoretically justified, carried out consistently and progressively, until the necessary positive result was achieved. It would be impossible to solve these large–scale and complex tasks of optimizing the process of military education without increasing attention to the social and humanitarian disciplines taught in military educational institutions. The accumulated historical experience of implementing management decisions is relevant and may be in demand at the present time.

This article is devoted to the history of the higher primary school of Saints Sahak and Mesrop and its role in raising the intellectual level of the Nakhichevan population. The Crimean Armenian immigrants resettled on the Don land from the very beginning showed concern for the education of the younger generation. Since that time, the first educational institutions of the city-parochial schools have ceased to meet the educational needs of the urban population, as a result of which some parochial schools have evolved to a higher primary school, which can be clearly seen on the example of the School named after Saint Sahak and Mesrop. The article traces the difficulties and problems that the school's management had to face in the process of its development. The author examines the educational programs, as well as the teaching staff of the school. The successful functioning of the school was due to the invaluable assistance from both the entire Nakhichevan society and individual patrons in the education of the local Armenian population.

To remain competitive, expand access to education, and meet the needs of students, institutions of higher education are offering larger numbers of online courses. As online instruction increases, educational institutions, students and society need to make sure that online courses and programs are as effective as traditional classroom courses and educational programs. To address this need, this paper focuses on the question, “Are online courses and programs as effective as those taught in the classroom?” Numerous authors have addressed the question of the effectiveness of online classes (Keegan, D., 1996; Russell, T., 1999; Schulman, A.H. and Sims, R.L., 1999; Harasim, L. 2000; Ryan, R.C. 2000; Rivera, J.C. and Rice, M.L., 2002; Bernard, R.M., et al, 2004; Frantz, P.L. and Wilson, A.H., 2004; Suanpang, P., Petocz, P. and Kalceff, W., 2004; Fjermestad, Hiltz, S. and Zhang, Y. 2005; Weaver-Kaulis, A. and Crutsinger, C., 2006). Most studies center on student satisfaction and/or student learning. The studies have produced mixed results. This paper provides a summary of a number of important studies on the effectiveness of online courses and educational programs. It synthesizes the results from the studies and presents possible reasons for the differences in findings. It concludes with a discussion of future trends and suggestions for areas of further study.

Changes in conceptual foundations of the private education development in Ukraine over the last 20 years are examined. Private education development stages are identified (stages of establishment, extensive development, intensive development). Basic principles for working out strategies of private educational institutions are substantiated. Private educational institutions Should prepare themselves to work under conditions where they are to sell services, available fat the government educational institutions for free. The price-oriented competition is irrelevant as a core operational strategy. The main emphasize should be put on ensuring the high quality of education, conducive to the graduates employment. Better chances for success would gain those universities which instead of competing for the established educational products offer innovative educational services. Offering educational products which foreign students can be interested in, is a rather promising option. Thus it is necessary to develop English-language educational programs, validated by European universities and enabling to get double degree certificates. Modern mass production is based on marketing laws and principles and therefore it is advisable to consider marketing principles as guidelines in education reorganizing and as a conceptual basis for education development. Introduction of educational certificates would also help to improve equality of education in Ukraine.
