LSP Lemdiklat Polri has a very strategic role in structuring the management of human resources of the apparatus, especially in ensuring and maintaining the competence of Polri's human resources and other police functions. However, the current organizational structure and work procedures of the National Police Institute of Education and Training are still not in accordance with the workload that must be carried out. Organizational structures are generally an integral part of carrying out their functions and tasks in a structured manner in order to play a role in realizing the vision and mission of the organization itself. Focus and research locus on the analysis of the organizational structure design of the Professional Certification Institute for Education and Training of the Indonesian National Police (LSP LEMDIKLAT POLRI), As for the research method used using literature study based on existing secondary data. The results show that the ideal design of the organizational structure consisting of complexity and centralization and formalization in general, the respondents have a concern for the activities of the LSP LEMDIKLAT POLRI in their environment. The researcher also gives the first conclusion that the LSP LEMDIKLAT POLRI requires improvement in terms of departmentalization and specialization to improve the quality of POLRI personnel, secondly to strengthen regulations and rules as a form of control to ensure and maintain competence in certification services for non-INP police function bearers.

Training is a short-term education process that uses systematic and organized procedures. Training will be carried out well and correctly and smoothly as planned if supported by adequate education standards. The role of the Instructor is very supportive in enhancing the professionalism of the POLRI Police Officer through the Education and Training Center at the Cisarua National Police, West Java Regional Police is the theme to be studied. The theoretical basis used in this study is the role, coordination and professionalism based on theories and concepts from: 1) Role Theory; 2) Coordination Theory; 3) Professionalism Theory. The research method used is descriptive qualitative, data collection through: observation, interviews, documentation, literature study and questionnaire. The results of the study were obtained: 1) Efforts carried out by carrying out gradual coordination, the appointment of educators: educators must have academic competence, educator competence, have educator certification, and be physically and mentally healthy; 2) Coordination between educators using training management through stages: Planning, pengoranisasian, implementation and control; and 3) The role of the instructor contributes positively to the ability of the trainees which will have an impact on improving the quality of the National Police Officer.

One of the tasks of intelligence is to investigate members of the Police who commit criminal acts of narcotics abuse. Based on this, the problems described are the first, how the Police Intelligence Function and constraints in the Investigation of Narcotics Crimes committed by Solok Police Force Members and the Optimization of the Intelligence Functions. The specifications of this study are analytical descriptive. While the method of approach used is juridical empiris.Teknik data collection is a field study through interviews for primary data and literature study to obtain secondary data. The data obtained are then analyzed qualitatively. The first conclusion of the Police Intelligence Function in the investigation and supervision of members of the Police who committed the narcotic crime is to search, dig, and collect data as completely as possible from various sources. Both obstacles encountered in the execution of these functions are law enforcement factors where the Police must crack down on its members who commit a crime not to protect its members who are involved in narcotic criminal acts. Efforts Optimizing the intelligence function in investigating drug abuse by members of Polri is Conducting Education and training for members of Intelligence, Coordinating and cooperation with related institutions and institutions. Repressive efforts as law enforcement efforts in the form of repression, eradication, crackdown after the crime occurred.

This research was conducted in Indragiri Hulu Regency. The data in this study are in the form of primary data obtained from questionnaires, observations and interviews. Secondary data obtained from non-formal education and training institutions are in the form of administrative documents. The population in this study were all education and training institutions (LPPNF) in Indragiri Hulu Regency. The sampling method utilizing total sampling Qualitative data processing uses descriptive statistics to systematically describe the facts and characteristics of objects appropriately. Correlation analysis uses SPSS 22.0 to determine whether there is a relationship (correlation) between variables and if there is a relationship, see the size of the relationship between variables. This study found the unique management of LPPNF management, which is management featuring one-man show. From the results of the analysis conducted, of course, inaccurate management will certainly have less than the maximum impact in achieving the goals of an organization. This is evidenced by the low number of human resources participating in training at LPPNF in Indragiri Hulu Regency. In the management of LPPNF, the objectives that have been well established should be regulated by these principles so that the objectives of the institution can be realized. The manager should run his LPPNF by following the good and correct management functions so that he can answer the need for human resources from the Business and Industry World in Indragiri Hulu Regency.   Keywords: LPPNF Management, Human Resources

ABSTRAKTugas dan kewenangan Notaris dalam membuat akta yang berkaitan dengan pertanahan perlu dipahami secara berbeda agar tidak menimbulkan kerancuan. Pertanyaan yang timbul dari problem ini adalah: Bagaimana implementasi tugas dan kewenangan Notaris dalam membuat akta yang berkaitan dengan pertanahan?Apa kelemahan-kelemahan dalam implementasi tugas dan wewenang Notaris dalam pembuatan Akta yang berkaitan dengan pertanahan ? Bagaimana solusi implementasi tugas dan wewenang Notaris dalam pembuatan Akta yang berakitan dengan pertanahan ?Metode pendekatan menggunakan sosio legal research.Data yang digunakan adalah data primer dan sekunder. Metode pengumpulan data menggunakan wawancara dan studi pustaka. Metode analisis data menggunakan analisis kualitatif.Permasalahan di analisis dengan teori kepastian hukum dan teori kewenangan: Pertama,Implementasi tugas dan kewenangan Notaris dalam membuat akta yang berkaitan dengan pertanahandipahami secara berbeda, karena; (1) Mengacu Pasal 15 ayat (2) huruf (f) UUJN 2014, maka Notaris secara otomatis adalah pejabat yang berwenang membuat akta tanah. Namun kenyataan di lapangan, Notaris tidak secara otomatis dapat menjadi Pejabat Pembuat Akta Tanah (PPAT) (2) Pada praktik di lapangan, Notaris dapat diangkat menjadi PPAT setelah mengikuti pendidikan dan pelatihan serta dinyatakan lulus yang diselenggarakan oleh BPN.Akan tetapi bahwa dalam hal Notaris membuat akta – akta yang berkaitan dengan pertanahan yang bukan merupakan kewajiban PPAT.Kedua, Kelemahan implementasi tugas dan kewenangan Notaris dalam membuat akta yang berkaitan dengan pertanahan adalah: (a) Konsep ideal implementasi tugas dan kewenangan Notaris menurut UUJN 2014 yaitu seorang Notaris sekaligus PPAT; (2) Praktik implementasi tugas dan kewenagan Notaris di lapangan berbeda dengan UUJN 2014, karena Notaris diangkat menjadi PPAT setelah harus mengikuti pendidikan dan pelatihan serta dinyatakan lulus yang diselenggarakan oleh BPN. Ketiga solusi terkait dengan perbedaan implementasi tugas dan kewenangan Notaris antara yang ideal seperti UUJN 2014 dengan praktik di lapangan, yaitu: (a)Pemerintah melakukan revisi UUJN 2014 atau membuat Peraturan Pengganti Undang Undang.Kata Kunci : Notaris, Akta Pertanahan.ABSTRACTThe duties and authorities of Notary in making deed related to land shall be understood differently so as not to cause confusion. Questions arising from this problem are: How is the implementation of the task and authority of Notary in making deed related to land? What are the weaknesses in the implementation of the duties and authorities of Notary in making the deed related to land? How is the implementation solution of duties and authority of Notary in the making of Deed that is in assembly with land?The approach method uses socio legal. The data used are primary and secondary data. Methods of data collection using interviews and literature study. Methods of data analysis using qualitative analysis.Problems in the analysis with the theory of legal certainty and theories of authority: First, the implementation of duties and authorities of Notaries in making deed related to land is understood differently, because; (1) Referring to Article 15 paragraph (2) letter (f) of UUJN 2014, the Notary is automatically authorized to make the land deed. However, the facts in the field, Notary can not automatically become Land Acquisition Official (PPAT). (2) In practice in the field, Notary can be appointed to PPAT after attending the education and training and graduated from BPN. However, in the case that a Notary public makes deed - deed related to land which is not an obligation of PPAT. Second, the weakness of the implementation of duty and authority of Notary in making deed related to land are: (a) Ideal concept of implementation of duty and authority of Notary pursuant to UUJN 2014 that is a Notary as well as PPAT; (2) Practice of duties implementation and authority of Notary in the field is different from UUJN 2014, since Notary is appointed to PPAT after having to attend education and training and passed the event held by BPN; and Third solutions related to differences in the implementation of duties and authorities of Notary between the ideal such as UUJN 2014 with practice in the field, namely: (a) The Government revised the UUJN 2014 or made a Law Enforcement Rules.Keywords: Notary, Land deed.

The use of new information technologies has the advantage of supporting all those in charge of any organization in their decisions, and allowing them visibility as quickly as it is relevant to all the important indicators of their system. Human resources managers are using more and more IT tools to better follow the continuing education open for the teaching staff. The number of these training courses and the high number of participating teachers can pose many monitoring and traceability problems. Hence the idea of proposing a model based on e-learning solutions to help adapt the teaching to the learner, and to ensure traceability when switching from one training to another.

This study aims to determine the strategy of developing human resources through education and training at the Makassar City Manpower Office. Using a qualitative descriptive approach. The main instrument in this study is the researcher himself using a cellphone, and using a field note that is by recording data related to research found in the field. Data collection was carried out by using observation, interview, and documentation techniques. Analysis of the data used is data reduction, data presentation and conclusions. The results showed that the strategy of developing human resources through education and training at the Makassar City Manpower Office was in a fairly good category, seeing the focus in this study, namely: 1) determining needs has been determined quite well, 2) determining targets that are in in the good enough category, 3) the determination of the program content is in the good enough category, 4) the principles of learning get pretty good results, 5) the implementation of the program gets pretty good results, 6) identification of the benefits of getting pretty good results, and 7 ) the evaluation of program implementation got quite good results

The spread of Covid-19 cannot be stopped, but people must start adapting to new life habits or “New Normal Life”. This activity aims to increase knowledge and empower the community in adapting to a new life during the Covid-19 pandemic. Target residents of Temurejo Village, Blora. Methods include preparation, organizing, education and training, self-empowerment and integration, implementation and termination. The activity begins with coordination, preparation, determining the territory and schedule of activities. Followed by organizing, coordinating with the head of Temurejo Village, community representatives and the Covid -19 cluster. Education and training to increase public knowledge and understanding of health protocols and self-empowerment during a pandemic. Empowerment and integration by exploring the potential of the community which is integrated with the urgent need in the pandemic era, namely the manufacture of handwashing with the stepping method. Implementation by handing over hand-washing tools and disinfectants, demonstrations of washing hands and spraying public places. The final stage is monitoring evaluation and activity reporting. Activities carried out in accordance with the targets and activity plans. The potential of adequate human resources in receiving science and technology, health protocol procedures and assistance in making hand washing equipment using the stepping method can be developed into a productive effort to become a UMKM in the era of new normal life.It is hoped that there will be similar activities that are regularly scheduled to maintain a healthy lifestyle and develop community potential-based UMKM formation activities.

This study is inspired by the limited educational resources in sports education, especially those that discuss the role of leadership in improving the quality of education and training of athletes in achieving the quality of human resources in the form of improving performance in sport. Through this research, it is hoped that a pedagogical resource can be used as a model, that improving the achievements of the young generation in the field of sport is not enough with the education and training of athletes, but strong leadership is needed by the Regional Head of Kediri, East Java, Indonesia, and the Indonesian National Sports Committee of Kediri City is the parent of the research. This method of research is qualitative. Data was collected using in-depth interviewing and participatory observation techniques. The results showed that the role of leadership in the education and training of athletes plays a very important role in improving the performance of sport in the area. Its form may be in the form of a leader's decision on the allocation of funds, monitoring, motivation and maximum moral support.

The article substantiates the provisions and practical recommendations for assessing the innovation of staff, human resource management systems in enterprises. The peculiarities of innovative staff development are determined and the degree of influence of human resources innovation on staff competitiveness is assessed. It is substantiated that competitiveness is one of the most important categories of market economy. Significant for the competitiveness of the enterprise together with technologies and methods of production organization are the availability of professional staff, level of motivation, working conditions and various factors that ensure the level of employee competitiveness. The necessity of personnel development as a factor in increasing the efficiency of the enterprise is substantiated. An analysis of existing approaches to determining the competitiveness of staff. The influence of modern global trends is noted. With the need for the transition of Ukraine's economy to a post-industrial model of development, its digitization and robotization, there is a need for new approaches to the formation of knowledge, skills, competencies of personnel. In particular, in the use of the competency approach, which is directly related to changes in the nature and content of work, as well as changes in education and training. Conditions must be created for the integration of education and training in accordance with the needs of the labor market, as well as for ensuring the mobility of staff in several dimensions: vertical (career development), horizontal (industry change) and spatial (territorial relocation). The main advantages of the competency approach are integration potential and flexibility. The key characteristics and features of human resources management as a factor in supporting the growth of innovative development of the enterprise are summarized.

<p><em>Abstrak - <strong>Sistem pendidikan dan pelatihan pada PMI Kota Tangerang yang berjalan saat ini masih semi komputerisasi. Pengetesan dan penilaian materi masih manual sehingga sering terjadi kesalahan input nilai peserta, memerlukan proses dan waktu yang cukup lama untuk mengetahui kelulusan peserta diklat yang mengakibatkan terlambatnya laporan panitia kepada Kadiv SDM. Metode penelitian yang digunakan terdiri dari wawancara, observasi, dan studi pustaka. Metode analisis menggunakan metode analisis PIECES. Pemodelan sistem dengan menggunakan Unified Modelling Language (UML) untuk menggambarkan secara visualisasi, yang selanjutnya diimplementasikan dengan bahasa pemrograman PHP dengan basis data MySQL-Server sebagai database. Hasil yang didapat dari penelitian ini adalah sebuah sistem aplikasi diklat relawan PMI berbasis web yang terdatabase untuk membantu dalam hal pengelolaan data mulai dari pendaftaran, pemberian materi, keadiran, pengetesan, dan penilaian.</strong></em></p><p><em>Abstract</em> – <strong>The education and training system at the PMI Kota Tangerang that is currently running is still semi-computerized. The testing and evaluation of material are still manual so that there are often input errors in the participants' scores, it requires a long process and time to find out the graduation of the training participants which results in the delay of the committee's report to the Head of HR Division. The research method used consisted of interviews, observation, and literature study. The analytical method uses the PIECES analysis method. Modeling the system using Unified Modeling Language (UML) to visualize, which is then implemented with the PHP programming language with the MySQL-Server database as a database. The results obtained from this study are a web-based PMI volunteer education and training system database that is assisted regarding data management ranging from registration, material delivery, presence, testing, and assessment.</strong></p><p><strong><em>Keywords - </em></strong><em>Education and Training, Systems, Volunteers</em></p>
