Background. One of the main indicators of the country's economic development is its trade balance, in particular the total size and value of products that the country can adequately represent in foreign markets, ensuring reliable cash flow, balanced development of economic sectors, and, consequently, growing greatness and prosperity. In modern conditions, ensuring such a global export expansion of Ukrainian products to foreign markets, in particular European ones, is impossible without proper innovation of producers and exporters, as well as sufficient investment in planned innovation projects, which requires in-depth economic analysis and strategy in this direction. Using the latest scientific inventions and research. The aim of the article is to study and analyze the current state of Ukrainian exports to world and European markets and substantiate the possibility of differentiation of export flows in order to evenly distribute the share of exports between all industries, including engineering and high technology, etc. and move away from raw materials Materials and methods. The theoretical and methodological basis of the article is the scientific works of Ukrainian and foreign scientists on the problems of innovation development. Results. As we can see from the researched data, during the last decade there is a tendency of prevalence in the general structure of the country's exports of ferrous metallurgy and mining, which is primarily due to the strong potential of these industries inherited from Soviet times, as well as agro-industrial products. in particular, cereals and oils, which is explained by the tradition of these industries for the economy of Ukraine, and established under the Association Agreement tariff quotas for Ukrainian agricultural products in the markets of the European Union. Revolutionary tasks have been set to reduce the share in the structure of exports of these types of goods first to the critical limit of 10%, and then to the target of 5%, while maintaining and even increasing the absolute monetary value of exports of these goods, which is possible only if increasing exports by other product groups, identifying priority areas among such products while legislative incentives and creating a regulatory environment to strengthen the ability of domestic enterprises to compete in world markets, especially in the face of growing protectionism in response to the challenges of the pandemic. Conclusion. Summing up, we can conclude that Ukraine has created all the prerequisites for the implementation and implementation of all short-term and strategic plans for the domestic economy and a worthy place among participants in both European and global markets, subject to improving the scientific and educational system of industrial development, wider implementation of innovation processes, as well as the implementation of plans to diversify export flows.

It is rather clear that it is mandatory to understand the potentials of growth for any economy to grow. With globalization taking place, countries in general, have intensified their political, economic and social integration. Kosovo, as the youngest state in Europe, is about to transform from a devastated economy into a developing one. It has not yet been able to tap on its natural resources and neither of its potentials for a faster economic growth. Its backbone economic sectors such as agriculture, textile, mining and metal sectors are still on their initial stages of revitalization, while the privatization of the public companies has not met its expectations.Whereas, Kosovo is doing a better job on, as its international presence and subjectivity of its political status (Independence) is strengthened. More and more countries are recognizing it as a sovereign country, while the recent initiation of the Stabilization and Association Agreement with the European Union, Kosovo is undergoing through its structural reforms and alliance with the EU standards and regulations.The future of Kosovo, like of any country, will depend on the way that its human, financial and natural resources are utilized. On this regard, this paper is an attempt to explore the potentials of the economic growth on different political contexts that Kosovo has and is expected to undergo.

It is known that the food security of the state, aimed at providing the population with quality and healthy food, is an important component of economic security. Recent developments in the world and national security challenges posed by the Covid-19 virus pandemic necessitate a reassessment of approaches to the legal regulation of issues that significantly affect human health. Today, the reform of the relevant national legislation on FAR residues in food requires a systematic and holistic approach and the definition of its priorities in such a way as to promote food safety and the development of domestic business. The article is devoted to the analysis of the current Ukraine legislation concerning regulation of residues of veterinary medicinal products in foodstuffs of animal origin. It was shown that the formation of such legislation was due to the development of international trade, including the fulfilment of the European Union requirements for the safety of foodstuffs imported into its market. At the same time, the conclusion of the Association Agreement and the introduction of a Free trade zone with the EU was a significant impetus to the reforming of national legislation on residues. The analysis of EU regulations, which serves as a legal basis for the residues control at the EU level, was carried out. It is noted that today in the Ukrainian legislation, despite the introduction of annual national plans for state monitoring of residues of veterinary medicinal products and contaminants in live animals and unprocessed foodstuffs of animal origin, there are a number of gaps that require urgent legislative regulation. It was proved that the completion of the reform of the national legislation on residues will contribute to improving safety of domestic foodstuffs, and therefore, will have important positive consequences not only for the development of trade with the EU, but primarily for the food security of Ukraine and the protection of the health of Ukrainian citizens.

The article focuses on one of the current areas of European Union cooperation within the Euro-Mediterranean Partnership, namely with the Kingdom of Morocco. The official Rabat has both a historical basis for cooperation with the EU (colonial past) and an established dialogue with the European Union from associate membership to the acquisition of a special partnership status in 2008. The purpose of Morocco’s special status in the EU is to: strengthen dialogue and cooperation in the field of politics and security; gradual integration of Morocco into the EU internal market through approximation of legislation and regulations. The main directions and areas of multilateral cooperation between Morocco and the EU are highlighted especially Rabat ties with leading European powers (notably France and Spain) as implementation of bilateral level and at the level of integration with EU as political body. It is revealed that the acquisition of a special status in cooperation with the EU aims to deepen cooperation not only in the economic, security and energy spheres, but also the human dimension of bilateral relations, which affects human rights and cultural and humanitarian level of relations. In particular, the topical agenda for bilateral Moroccan-European relations is migration issues, the problem of Western Sahara, which complicate dialogue somewhat. The leading role in Morocco’s relations with EU Member States is played by dialogue within the Francophonie, as well as interpersonal contacts in the fields of culture, education and science. These contacts are closely maintained between Morocco, France and Spain, and implemented the EU’s values policy mentioned in the Association Agreement. It is revealed that cultural cooperation plays a positive role in the fight against religious extremism and civil society building.

The article summarizes scientific approaches to the economic security of the region in the context of its positioning. The key risks of economic security of the Ukrainian regions have been identified as well as the most important criteria for regions positioning: the gross regional product (GRP) structure, the volume and rates of industrial development, the volume and dynamics of investments; natural resource production and scientific and technical potential; resource efficiency; competitiveness of the region's economy; unemployment rate; the quality of life, the degree of income differentiation, the provision of the population with material benefits and services; energy dependence; integration into the national economy etc. It is noted that the main problem of economic security is to ensure effective management of regional policy, as well as the evaluation of the regions positioning in the context of economic security can be carried out in the main directions: the level of poverty and unemployment in the region; the quality of life of the population; demographic component of the socio-economic security of the region; the ability of the region's economy to sustainably grow; stability of the region's financial system; support of the scientific potential of the region; dependence of the region's economy on imports of the most important types of products; relations of the region with the countries of the European Union. The modern positioning of some security sectors and the consequences of such positioning have been characterized. A system of main indicators has been formed that allows to quantify the level of economic security of the region in the context of its positioning. The methodical approach to evaluating the economic security of a region in the context of its positioning is highlighted. It is noted that despite the goals that are taken into account when positioning the region, the whole process can be structured into the following blocks: organizational and analytical support; methodical and informational support; conceptual software. The article presents the functional components of the mechanism for ensuring the economic security of regions in the context of their positioning. It has been proved that the effective functioning of the mechanism for ensuring the economic security of regions in the context of their positioning requires the effective functioning of all subjects synchronously, which made it possible to formulate a synergistic effect in a formalized form.

The status and prospects of development of trade and economic relations between Ukraine and China are considered. It is proved that bilateral cooperation in the trade and economic sphere has made significant progress. In 2012–2017, China was the second largest trading partner of Ukraine after Russia. However, the problem of imbalance in imports and exports between Ukraine and China has not yet been resolved. In addition, the scale and number of projects in which Ukraine attracts Chinese investment is much less than investments from European countries and the United States. It is justified that trade and economic cooperation between Ukraine and China is at a new historical stage. On the one hand, Ukraine signed the Association Agreement with the European Union, and on January 1, 2016, the rules of the free trade zone between Ukraine and the EU entered into force. This helps to accelerate the integration of Ukrainian economy into European one. On the other hand, the global economic downturn requires the introduction of innovations in the model of cooperation. The Chinese initiative “One belt is one way” is one of the variants of the innovation model of cooperation. Its significance is to unite the Asia-Pacific region with the EU in order to join the Eurasian Economic Union, create a new space and opportunities for development and achieve prosperity with the Eurasian countries. All this forms unprecedented opportunities for development of bilateral economic and trade relations. It seems that to fully open the potential of Ukrainian economy and expand bilateral trade and economic cooperation, it is necessary to take into account such proposals as the establishment of the Sino-Ukrainian industrial park, the promotion of cooperation in the field of electronic commerce, the formation of the Sino-Ukrainian free trade zone and enhanced interaction within multilateral mechanisms (for example, the Shanghai Cooperation Organization and the interaction of China and the countries of Central and Eastern Europe in the 16 + 1 format).

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

The article examines trends in the development of legal regulation of information security in Ukraine in the context of the implementation of the Association Agreement between Ukraine and the European Union. The current information legislation and regulations on information security are analyzed. The tendencies in the legal regulation of information security that took place at the initial stage of the formation of information legislation are revealed. Based on the factors that took place before the adoption of the Doctrine of information security of Ukraine, the laws of Ukraine “On the basic principles of ensuring the cybersecurity of Ukraine”, “On the national security of Ukraine”, in the context of the current legislation, based on the methodology of legal forecasting, it is concluded that in the future the development of normative legal information security will be developed on the basis of by-laws, mainly at the departmental level.

The presented study comparatively analyzes indicators of the level of poverty and social inequality in Belarus, Ukraine, Moldova, and the European Union (EU) as a criterion of national economic security.Aim. The study aims to examine existing approaches to determining the level of poverty and its dynamics and to consider suggestions for improving this methodology.Tasks. The authors examine and comparatively analyze approaches and methods for determining the level of poverty and its dynamics in the European Union and the CIS countries that are not members of the Eurasian Economic Union (EAEU).Methods. This study uses the methods of systems analysis, evolutionary-institutional theory, and historical approach.Results. Determining the level of poverty based on the number of citizens with incomes below the subsistence level can lead to misrepresentation of the actual state of this phenomenon. Calculation of poverty indicators based on consumer spending provides more accurate data on the level of poverty in a country where a significant share of the population’s income is generated by remittances from individuals living abroad, which are not reflected in official income statistics. A comparative analysis of poverty dynamics shows that in 2013 the level of poverty in all four examined countries decreased compared to 2006. Poverty dynamics in Russia and Belarus is more synchronized than in Ukraine and Moldova. A common methodology for calculating the level of poverty in all EU countries makes it possible to conduct a more thorough comparative analysis of poverty dynamics and to formulate more accurate recommendations in the field of anti-poverty policies. Based on the identified poverty dynamics in the EU and Russia, it is highly possible that strategic objectives on poverty reduction in the European Union and Russia will not be completed.Conclusions. To exclude the possibility of interested authorities influencing the dynamics of the poverty indicator by changing its threshold values depending on the current economic or political situation, it is necessary to switch to comprehensive assessment of this indicator in Russia. For comparative cross-country data analysis, it is advisable to consider the possibility of creating a Eurasian Statistics Service within the EAEU that would collect statistics and standardize statistical methods among the EAEU member states.
