The This article presents a case study of Pakistan with a special focus on the institutional reforms of the newly elected government brought within a short period of time. The study identifies and evaluates only the major reforms in several ministries and departments. The data of this case study is evaluated with the content analysis approach. Findings reveal that a record number of reforms have been introduced in FBR, NAB and Ministry of Interior. Local governments and major government institutions were given additional authority and autonomy which resulted in the decrease of corruption, terrorism and politicization. Findings also confirm considerable changes in e-governance with the launch of technological tools and techniques that eventually facilitated the public and modernized governance. Apart from that, the PM Imran Khan conveyed a positive image of the country to the international community which increased tourism to a greater extent. The findings of this study are significant and pertinent to complementary future scholarship and practice.

The high level and trend of corruption in Indonesia Province could hinder the goal of Sustainable Development Goals point 16. This study aims to identify disclosures of integrity through websites and classify the Indonesia Provinces into 3 categories, namely high, medium, and low based on the integrity disclosure index using institutional theory. The data is based on content analysis to analyze practices through disclosure of integrity on 34 Indonesian Province websites using the Integrity Framework Disclosure Index instrument. The findings indicate that Indonesia has disclosed 775 items (48%). The items of vision, mission, and integrity report are the biggest disclosed items among other items that show Indonesia’s effort to create a “good image” in the public eyes. Several Provinces are in the moderate category because of a strategic issue in the field of education. Local governments still have to review the increase in integrity disclosure on websites and their real-life implementation to improve integrity and fight corruption in Indonesia.

RESUMOEste estudo teve como problema de pesquisa verificar como blogs/vlogs literários, enquanto meios de comunicação, podem influenciar a escolha leitora. Para isso, selecionou-se o vlog da Ju Cirqueira, blogueira do blog Nuvem Literária, para um estudo de caso. O objetivo geral foi identificar quais estratégias a blogueira utiliza que podem influenciar na escolha literária dos seus seguidores a partir de suas publicações/vídeos. Os objetivos específicos foram verificar as estratégias que a blogueira utiliza para transmitir suas mensagens e criar conexões, e se utiliza algum padrão em seus vídeos. Para tanto, abordou-se questões relacionadas à leitura, texto, práticas de leitura, formação de leitores e ato comunicativo. Os procedimentos metodológicos abrangeram uma parte quantitativa, em que foram destacados números de blogs existentes, perfil dos usuários e categorias de blogs, e uma parte qualitativa em que, por meio de categorização de análise proposta por Jeffman (2015) e de análise de conteúdo, examinou-se dez vídeos do canal da Ju Cirqueira. A partir dos dados coletados, pode-se ter uma amostragem de como são os blogs no Brasil, o perfil do público leitor de blogs e vlogs e características que fazem com que os booktubers fidelizem seus seguidores e, consequentemente, apresentem novas opções de leitura. Entre os padrões utilizados pela blogueira destacam-se a cultura do quarto, as estratégias de comunicação e a cultura de participação.Palavras-chave: Booktubers. Influência literária. Ju Cirqueira. Vlog. Formação do Leitor. ABSTRACTThis study aimed to verify how literary blogs/vlogs, as a means of communication, can influence te choice for reading. To this end, the vlog by Ju Cirqueira, blogger of the blog Nuvem Literária, was chosen for a case study. The goal of the survey was to look at how the blogger influences the literary choice of her followers, what strategies she uses to broadcast her messages and make connections, and whether she uses some pattern in her videos. The focus of the analysis was on concepts pertaining to reading, the text, reading practices, reader training and mass media. There were quantitative methodological procedures in which  numbers of existing blogs, profile of users and categories of blogs were sought; followed by  qualitative procedures carried out through categories of analysis and content analysis to look for patterns in ten videos of the channel of Ju Cirqueira. From the data collected, one can have a sampling of how blogs are in Brazil, the profile of the public readers of blogs and vlogs and characteristics that make booktubers loyal to their followers and, consequently, present new reading options. Among the different languages used in communication, we highlight the culture of the room, the communication strategies and the culture of participation.Keywords: Booktubers. Literacy influence. ABSTRACTThe purpose of this research is to analyze the participation of different stakeholders, resulting from the implementation of the Public Policy Magical Towns, aimed at sustainable development of Villa Tapijulapa. This investigation is currently underway, however it has been observed that it has been funded development projects, through various government institutions that contribute to Magic Towns Program, which has not been successful, in addition there is a misuse system resources. These issues are presented by the complexity of cooperation, multiplicity of participants and perspectives; and the various attitudes and degrees of involvement of the various stakeholders. As the analysis of the social capital of the community and the characteristics of the agency charged with implementing achieve identify areas of opportunity to propose strategies for improvement.RESUMENEl propósito de ésta investigación es analizar la participación de los diferentes actores sociales, derivada de la implementación de la Política Pública de Pueblos Mágicos, dirigida al desarrollo sustentable de Villa Tapijulapa. Esta investigación actualmente se encuentra en proceso, sin embargo se ha podido observar que han sido financiados proyectos de desarrollo, a través de diferentes instituciones gubernamentales que coadyuvan al Programa de Pueblos Mágicos, los cuales no han sido exitosos, además de existir, un mal uso del sistema de recursos naturales. Estas problemáticas se presentan por la complejidad de la cooperación, multiplicidad de participantes y perspectivas; así como las diversas actitudes y grados de compromiso de los diferentes actores sociales. Por lo que el análisis del capital social de la comunidad y de las características de la agencia encargada de la implementación lograrán detectar las áreas de oportunidad para proponer estrategias de mejora.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

Communication on the operation of a dam is crucial in evacuating residents before downstream flooding occurs. This paper examines the effect of communication regarding dam operation on evacuation, studying the case of the 2018 flooding of the Hijikawa River in Japan. After confirming the communication process and the messages of warning, we conducted a questionnaire survey of affected residents. The findings of the survey are as follows. (1) The discharge warnings issued by dam operators had no effect, because few people heard the warnings and even those who heard them were not inclined to evacuate. (2) Accepting the notifications from dam operators, local governments issued evacuation instructions. These instructions promoted evacuation. The most effective trigger of evacuation was route alerting by the volunteer fire corps. Information from dam operators induced the issuing of evacuation instructions, which activated the route alerting, and the information therefore indirectly promoted evacuation. (3) The Public Warning System operating on mobile phones had a certain effect in disseminating evacuation instructions where the system was used. (4) The messages issued here had insufficient specificity and clarity. A flood simulation considering the discharge flow of a dam needs to be conducted in addressing this issue.

The study explored both the advantages of transparency and challenges facing finance departments of local government authorities in the course of preparing and presenting financial information. The study employed an explanatory case study,cross-sectional survey  and applied a triangulation of methods to collect both qualitative and quantitative data. The participants were all selected based on the opportunity to learn and the typicality of Dodoma municipality. A total of 80 respondents were involved. Data analysis was done through SPSS. Figures, tables, pattern matching, comparison and strong explanation building all aided in simplifying the analyses of findings.Key findings of the study unveiled that participation of the public in finance affairs of local governments heightened transparency in the preparation and presentation of financial statements. Furthermore, the finding reveal that International Finnancial Report Standards (IFRS) was rarely applicable during  the preparation of financial statement. It was also found out that tansparency in financial matters reduced fraudulent behaviours in the allocation and expenditure of local government funds.Key words: Financial statements, IFRS, IAS, Financial transperancy.

The Village

The objective of this article is to explain the challenges that occur in establishing customary villages. This research uses a qualitative approach with a case study design. This study uses thematic analysis, which aims to identify patterns and determine themes. Data collected using interviews and documentation. The results of the study found that there were four challenges in making regional regulations for the establishment of customary villages: first, the drafting period for the determination of customary villages was carried out in a short period. Second, not prioritizing socialization. Third, local wisdom is considered less critical for the sub-district government. Fourth, there is no follow-up from the local government to establish local regulations. The results of this study have implications for the miscommunication of local governments in understanding the village law no. 6/2014. As a result, local governments have not fully rearticulated the village law regarding the establishment of customary villages.

Mobile communication and devices have raised a series of challenges concerning the delimitation of public and private, intimate and personal spheres. Specifically, and because of its close connection to the nervous system and emotions, these devices allow a wide variety of affordances while, and in accordance to the broad scope of previous dimensions, a series of worrying risks – because of the same relationship and interdependence between users' rational and sensorial sides. Thus, an international state of the art review will be discussed and the results and conclusions of the ‘Public and Private in Mobile Communications' European FEDER will be offered. A range of quantitative and qualitative methodologies were applied: surveys about general use and habits, personal data and images; focus groups; interviews in person and by telephone; content analysis with a special focus on social media and an observation ethnography and digital ethnography.

Do professional sport franchise owners overpromise and underdeliver the public? Lessons from Brooklyn’s Barclays Center

Purpose The purpose of this paper is to evaluate a number of promises typically made by owners of professional sports franchises in the USA that are also typically ignored or underevaluated by public bureaus and their elected principals using the Barclays Center in Brooklyn, New York as a case study. Ex post subsidy outcomes are evaluated against ex ante subsidy promises in order to draw lessons that can inform and improve subsidy debates elsewhere. Design/methodology/approach The case study adopts a pre-post strategy drawing on data from multiple sources over a period of up to ten years in order to triangulate the narrative and build credibility. The franchise owner’s ex ante promises and financial projections were obtained from various media including newspaper, video and interviews between December 2003, when the arena was publicly announced, and September 2012, when the arena opened. Data on ex post outputs were obtained from financial documents and government records covering periods from September 2011 through June 2016. Findings The franchise owner is found to have exaggerated the arena’s financial condition, under-delivered on its employment promises, and exaggerated the scope and timeliness of ancillary real estate development. Only promises of event frequency and attendance levels, measures of the public’s demand for the facility, have been met during the first three years. Research limitations/implications Because the evaluation is a case study, causal conclusions cannot be drawn and some aspects of the Barclays Center context may not be applicable in other jurisdictions or subsidy debates. In addition, the case study does not evaluate an exhaustive list of the promises franchise owners make. Practical implications Franchise owners have a financial incentive to overpromise public benefits, since subsidy levels are tied to what the public is perceived to receive in return. This case study demonstrates that the public sector should not take owners’ promises and projections of public benefits at face value. Moreover, the case study reveals that the public sector should put more effort into ensuring ex post policy and data transparency in order to facilitate benefit-cost analyses of such subsidies. Originality/value The data required to evaluate promises, other than economic development ones, made by franchise owners are not systematically collected across state and local governments in the USA, making large-n studies impossible. Case studies are underutilized approaches in this area of public affairs, and this paper illustrates their usefulness. By focusing on a single facility, an evaluation of the franchise owner’s less acknowledged and arguably more important promises about the facility and its local impact is possible.
