The existence of a government website is an initial milestone in the implementation of e-government as an official channel for the dissemination of information related to public services. However, there are still some OPDs that do not have an official website, such as the Samarinda City DPMPTSP which does not yet have a special website related to “Public Service Malls”. This is suspected to be due to the lack of competent human resources in managing the government's official website. Based on this, community service this time is intended to provide assistance to the Samarinda City DPMPTSP in terms of making the official website "Public Service Mall" as a form of efforts to strengthen e-government within the Samarinda City Government. This PkM activity is carried out using thematic assistance and training methods

Currently, the STPI is in stagnant condition or status quo to be a Public Service Agency. This paper is intended for those who feel disturbed by this fact, and have concern for the STPI.Some problems: achievement cadets who decline, low quality but the quantity of excess human resources, education systems, curricula, low reward / low salaries, expenditures per student is high, crowded dormitories, degree requirements, marketing graduates, competency standards / certification, accreditation, Research and Community Service (PPM) which does not fit with the mission, training co-operation contracts with third parties, outsourcing and so on.It all resulted in efficiency, effectiveness, productivity and low yields, thus the need for reform toward a more entrepreneurial way STPI bureaucracy, and fortunately with a strong new leadership of the Chairman with the spirit of high entrepreneur, STPI want to build a center for human flight (center of excellence human resources development for aviation), including the urgent need to change the status of a Pattern of Financial Management of Public Service Agency.

Improvement and quality assurance of public services is very needed, therefore the Government through Law Number 25 of 2009 concerning Public Services and Minister of Administrative Reform and Bureaucratic Reform Number 15 of 2014 concerning Guidelines for Service Standards requires that every public service provider be obliged to establish and apply Public Service Standards for each type of service that it provides. One of them is the Yogyakarta Education and Training Agency as a public service provider in the form of education, training, and competency development for the State Civil Apparatus. Public service standard documents that have been prepared by the Yogyakarta Education and Training Agency in 2017 need to be evaluated because they allegedly did not meet the method in the preparation process. The research conducted is a literature review with data mining techniques using observation techniques, interviews, mini focus group discussions and public hearings. Based on the research results it is known that the public service standard documents that have been owned by the Yogyakarta Education and Training Agency are still not comprehensive, but this solution is then obtained after an analysis and discussion with stakeholders at the Yogyakarta Education and Training Agency has also successfully identified various types of services that need to be it is prioritized to develop public service standards.

Bureaucratic reform is an effort to reform and change fundamentally in a system of governance that involves institutional aspects (organization), management (business process) and human resources apparatus to realize good governance. In Law No. 5 of 2014 concerning the State Civil Apparatus where has a function as the executor of public policy and public servants. The lack of civil servants within the Bantul Regency Government, such as teachers, health workers and technical personnel, are caused by the presence of retired employees and the enactment of the civil servants candidate (CPNS) moratorium policy which causes the workload (ABK) figures of an organization and employees to be heavier than before which can affect public service quality. The method used in this study is descriptive qualitative. The results showed that the performance of civil servants in the Education, Youth and Sports department was very good, besides that the arrangement of work plans was also in accordance with the standards of the organization. However, there are some obstacles, especially in the timeliness of completing assignments, and the ideas or initiatives of civil servants in delivering ideas are still lacking. Meanwhile, the factors that influence civil servants performance in carrying out their tasks are lack of human resources, the presence of seniority and the lack of awareness of ASN about the importance of implementing education and training.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.

With advances in digital technology, MSMEs have great opportunities to take part in it. Various SMEs in Serang Regency are still experiencing problems in promoting their merchandise. This community service program (PKM) aims to transfer knowledge about the use of social media to develop market access for MSMEs in Serang Regency. Indonesia is still facing the Covid-19 pandemic. Therefore, the socialization and training methods are carried out through online webinars with interactive discussion. This discussion is useful for finding solutions to problems faced by MSME business actors in operating social media to increase income. The result of this PKM is that the participants understand the webinar material well. As many as 72.7% of participants have and will create virtual shops to promote their products and 63.6% of participants strongly agree that the ability to use social media is a must have to increase market access for MSME products.

Increasing the quality of professionalism, an attitude of dedication and loyalty to the State and the development of insight into governance for Prospective Civil Servants to support the realization of good governance, namely through education and training guidance. Basic Training for 2019 Metro City Government Civil Servant Candidates was held by BKPSDM Metro City through the Human Resources Development Sector. The goal is to determine the role of the Metro City Personnel and Human Resources Development Agency for the implementation of the Class III CPNS Basic Training Class I Year 2019. With this research, it is hoped that the implementation of Basic Training Training can run better. This study uses a qualitative method. The data sources used were primary and secondary data from interviews, observation and documentation. The data will be analyzed using descriptive analysis method. Based on the data analysis carried out, it was concluded that the Human Resources and Human Resources Development Agency of Metro City as the organizing committee has made every effort to smooth and successful the implementation of Basic Training Class III Class I Year 2019. This can be seen from the implementation of group dynamics activities to make participants become more comfortable during the Basic Training Training; providing modules and stationery to support learning activities during training; The provision of facilities and infrastructure is carried out in accordance with the budget constraints set by the Metro City Government; The determination of competent widyaiswara by submitting the results of the widyaiswara evaluation to the Lampung Province Education and Training Agency.

The world of national education is required to be able to produce superior human resources, so that they are able to face all challenges that arise in the future. Referring to this, chemistry learning methods at the high school level need special attention. This is due to the lack of student interest in learning chemistry, because the learning is often carried out through a one-way process using the theoretical explanation method. This Community Service Program activity was carried out through workshop and training methods with practice-based chemistry learning. The training materials included liquid detergent, dish soap, and floor cleaner. The partner involved in this program was SMAN 15 Semarang. The implementation of this community service activity began with a material giving session, workshop session and training on household products manufacturing, and discussions. The results of the implementation of this community service activity can provide various benefits for the involved partner in the form of increased knowledge and understanding in the field of chemistry and motivation for entrepreneurship. Practice-based community service activities received a positive response from the partner involved in this program, so that this practice-based learning model would be applied in Chemistry learning at SMA N 15 Semarang. Abstrak Dunia pendidikan nasional harus mampu melahirkan Sumber Daya Manusia yang unggul, agar mampu menghadapi tantangan di masa depan. Salah satu metode pembelajaran yang perlu menjadi perhatian adalah pembelajaran kimia di tingkat Sekolah Menengah Atas. Pembelajaran kimia kurang diminati siswa karena pada umumnya hanya dilakukan secara satu arah dengan metode penjelasan teoritis. Kegiatan Program Pengabdian Masyarakat ini dilakukan melalui metode workshop dan pelatihan dengan pembelajaran kimia berbasis praktikum. Materi pelatihan yang diberikan meliputi detergen cair, sabun cuci piring, dan pembersih lantai. Sebagai mitra kegiatan adalah SMAN 15 Semarang Kegiatan pengabdian masyarakat dilakukan mulai dari sesi pemberian materi, sesi workshop dan pelatihan pembuatan produk household, dan diskusi. Dari hasil kegiatan pengabdian pada masyarakat , mitra mendapatkan manfaat berupa bertambahnya ilmu dan pemahaman dalam bidang kimia serta termotivasi untuk melakukan wirausaha. Kegiatan pengabdian masyarakat yang berbasis praktikum mendapat respon positif dari mitra sehingga model pembelajaran berbasis praktikum akan diterapkan dalam pembelajaran Kimia di SMA N 15 Semarang.

The public services reform is still become an agenda of Indonesian Government. All this time, City government of Denpasar is one of the local government known by integrating public service delivery using technology (E-Government). Nevertheless, there is a new concept that has been developed to improve the government services named Open Government. This concept has three principles, they are policy principle, policy catalyst and policy outcome. Accordance with those terms, the objective of this paper is to provide an analysis of open government policies on public service in Denpasar City. This study is using qualitative method with descriptive approach. The result of this research shows that Denpasar has been achieving the principle of Open Government. The government trying to provide transparency, integrity as well as public participation in accessing public services. The government policies are part of Government of Denpasar’s strong commitment to improve their public service delivery. It’s already stipulated through the mayor’s regulation and mayor’s decree. However, there are several challenges that should be noticed by the City Government of Denpasar. For the massive implementation, they need to provide a legal framework of local regulation and a monitoring and evaluation instrument for public services

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.
