In early 2020, the entire world suffered the Covid-19 Pandemic which impacted the hotel industry enormously. One of the impacts felt by several hotels was a decline in hotel occupancy, resulting in a quite shortfalls. To suppress the increasing number of Covid-19 virus cases, the regional government of DKI Jakarta Province has implemented a Large-Scale Social Ristictions Policy (PSBB). Hence, the objectives of this study are (1) to find out the impacts on hotels’ during the PSBB period, (2) to find out hotel’s promotion policy during the Covid-19 pandemic (3) to find out the outcomes of hotels’ promotion policy implementation during the Covid-19 pandemic. This study uses qualitative research with a descriptive approach. Data collection techniques are used by conducting interviews and documentation studies. The results showed that hotel industry undergone a tremendous impact, one of which was the decrease in hotel occupancy. Some hotels have developed some promotion policy to keep their operation wheels moving. The following is the hotel promotion policy, including creating a “Work From Hotel” package or working in a hotel, namely by designing hotel rooms as personal offices equipped with fast Wi-Fi, selling 3 night packages for 2 nights including 2 breakfast, selling complete sanitation packages for living quarters,  offices, houses of worship, schools or other areas, selling food in boxes that can be delivered to the destination and selling the "Buy Now Stay Later" promotion, namely buy now, stay later "

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords:  Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

Pertumbuhan pembangunan hotel, apartemen dan kondotel dinilai tidak ramah bagi pelaku usaha, karena berkaitan dengan rendahnya tingkat okupansi dan persaingan harga pada layanan sejenis. Pemerintah menanggapi permasalahan ini dengan menerbitkan kebijakan moratorium untuk izin usaha hotel dan sejenisnya. Namun, setelah pemerintah menerbitkan kebijakan moratorium, jumlah usaha tidak mengalami stagnasi, bahkan meningkat signifikan bila dibandingkan sebelum pemerintah menetapkan kebijakan moratorium. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif yang bertujuan untuk mengetahui dimensi ambiguitas dalam kebijakan dan proses implementasi kebijakan. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Dalam penelitian ini penulis menggunakan ambiguitas-konflik Matland. Hasil penelitian menunjukan bahwa peningkatan jumlah usaha setelah penerbitan kebijakan moratorium diinisiasi oleh ambiguitas tujuan dalam kebijakan dan ambiguitas sarana dalam proses implementasi kebijakan.The growth in the construction of hotels, apartments, and condotels is considered unfriendly to business actors because it is related to low occupancy rates and price competition for similar services. The government responded to this problem by issuing a moratorium policy for hotel business permits and the like. However, after the government issued a moratorium policy, the number of businesses did not stagnate, even increasing significantly when compared to before the government enacted the moratorium policy. This study uses a qualitative research type with a descriptive approach that aims to determine the dimensions of ambiguity in policy and policy implementation processes. The data collection techniques used were observation, interview, and documentation. In this study, the authors used Matland's conflict ambiguity. The results showed that the increase in the number of businesses after the issuance of the moratorium policy was initiated by the ambiguity of objectives in policy and ambiguity of means in the policy implementation process.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. This book provides the qualitative research community with some insight on how to evaluate the quality of qualitative research. This topic has gained little attention during the past few decades. We, qualitative researchers, read journal articles, serve on masters’ and doctoral committees, and also make decisions on whether conference proposals, manuscripts, or large-scale grant proposals should be accepted or rejected. It is assumed that various perspectives or criteria, depending on various paradigms, theories, or fields of discipline, have been used in assessing the quality of qualitative research. Nonetheless, until now, no textbook has been specifically devoted to exploring theories, practices, and reflections associated with the evaluation of qualitative research. This book constructs a typology of evaluating qualitative research, examines actual information from websites and qualitative journal editors, and reflects on some challenges that are currently encountered by the qualitative research community. Many different kinds of journals’ review guidelines and available assessment tools are collected and analyzed. Consequently, core criteria that stand out among these evaluation tools are presented. Readers are invited to join the author to confidently proclaim: “Fortunately, there are commonly agreed, bold standards for evaluating the goodness of qualitative research in the academic research community. These standards are a part of what is generally called ‘scientific research.’ ”

Abstract-- PT Toyonaga Indonesia is a manufacturing company engaged in the automotive field, the importance of purchasing activities as the main support in the process production and as revenue company , it is very necessary for  system that is mutually integrated computerized between one part and another. PT Toyonaga Indonesia has no system that can integrate between parts to facilitate internal control of the company. This study using method a qualitative research with a descriptive approach, which developing system design using a system development, system structured cycle due to SDLC is a recognized method and is used a lot of system development, steps structured and practical, tools from SDLC using more diagrams so easy to understand, the stages are related to each other. The results show that the system has been running well in PT Toyonaga Indonesia, but the system has not run effectively and efficiently so it is designed with an application system called Entrepreneurial Purchasing System to facilitate the company's business processes, especially in the field of credit purchases.   Keywords-- System Information Accounting In Purchase Credit   Abstrak--PT Toyonaga Indonesia adalah perusahaan manufaktur yang bergerak dibidang otomotif, karena begitu pentingnya kegiatan pembelian sebagai penunjang utama dalam proses produksi dan perolehan profit perusahaan maka sangat dibutuhkannya sistem yang saling terintegrasi secara komputerisasi antara satu bagian dengan bagian lain. PT Toyonaga Indonesia belum terdapat sistem yang dapat berintegrasi antar bagian untuk memudahkan pengendalian internal perusahaan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif yaitu dengan mengembangkan perancangan sistem dengan menggunakan sistem tersturktur System Development Life Cycle karena SDLC merupakan metode yang diakui dan digunakan banyak pengembangan sistem, alur tahapannya terstruktur dan praktis, tools alat-alat dari SDLC menggunakan diagram yang lebih mudah dimengerti, tahapannnya terkait satu sama lainnya. Hasil penelitian menunjukan bahwa sistem yang berjalan pada PT Toyonaga Indonesia sudah berjalan dengan baik, namun sistem belum berjalan secara efektif dan efisien maka dirancang dengan sistem aplikasi dengan nama Purchasing Entris System agar memudahkan proses bisnis perusahaan khususnya dalam bidang pembelian kredit.   Kata Kunci--Sistem Informasi Akuntansi Pembelian Kredit

Abstract: The technical instruction number: 002/JUKNIS-300.UK.01.01/II/2019 dated on 1-02-2019 concerning Complete Systematic Land Registration Program Based on the Community Participation (Juknis PTSL-PM) enables the presence of community involvement as the manifestation of Article 42 paragraph (1) of the Regulation of the Ministry of Agrarian and Spatial Planning/Ka.BPN Number 6 of 2018. The practice can be found in Bojonegoro District which has started the PTSL–PM program before the issue of the technical instruction of PTSL-PM so that it causes issues related to the compatibility of the technical instruction of PTSL-PM implementation with the participative mechanism occurred in Bojonegoro District. The purpose of this research was to evaluate the implementation of the technical instruction of PTSL-PM. This research used qualitative research method through descriptive approach. The result of the research found that from 97 description of the activities as the comparison instrument, 48 activities were not appropriate, while 42 activities were appropriate (the activities type contains participation which is not regulated in the technical instruction of PTSL-PM) and 7 activities have not been studied so that those were not included in the research object. The components related to the working map, land data collection formation basic, and measurement method used were the components which affect the implementation of technical instruction of PTSL-PM the most. Land office of Bojonegoro District cannot perform the technical instruction of PTSL-PM fully since the participation method uniformity is not possible considering the community characteristic, human resource, and facilities-infrasturure which are different in each region.Keywords: PTSL, Community’s Participation, Technical Instruction Intisari: Petunjuk Teknis Nomor 002/JUKNIS-300.UK.01.01/II/2019 tentang Kegiatan PTSL Berbasis Partisipasi Masyarakat (Juknis PTSL-PM) memungkinkan adanya keterlibatan dari masyarakat sebagai perwujudan dari Pasal 42 ayat (1) Permen ATR/Ka.BPN Nomor 6 Tahun 2018. Praktiknya di Kabupaten Bojonegoro telah memulai program PTSL-PM sebelum diterbitkannya Juknis PTSL-PM sehingga menimbulkan persoalan terkait kesesuaian pelaksanaan Juknis PTSL-PM dengan mekanisme partisipatif yang telah terjadi di Kabupaten Bojonegoro. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan Juknis PTSL-PM. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Hasil dari penelitian ini adalah dari 97 uraian kegiatan sebagai instrumen pembanding, 48 kegiatan tidak sesuai, 42 kegiatan sesuai atau dapat disesuaikan (jenis kegiatan bersifat partisipasi namun tidak diatur dalam Juknis PTSL-PM) dan 7 kegiatan belum diteliti sehingga bukan merupakan objek penelitian. Komponen yang berkaitan dengan peta kerja, dasar pembentukan pengumpul data pertanahan dan metode pengukuran yang digunakan merupakan komponen yang paling mempengaruhi pelaksanaan Juknis PTSL-PM. Kantor Pertanahan Kabupaten Bojonegoro tidak dapat melaksanakan secara penuh Juknis PTSL-PM karena keseragaman metode partisipasi tidak dimungkinkan mengingat karakteristik masyarakat, sumberdaya manusia dan sarana prasarana memiliki perbedaan di setiap daerah.Kata Kunci: PTSL, Partisipasi Masyarakat, Petunjuk Teknis

ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.

This Final Report is entitled "The Policy Implementation of the BANTAR (Clean, Safe, and Smart) Village  Program in Realizing Environmental Development in the Paal Merah District of Jambi City Jambi Province". The purpose of this observation is to find out how is the policy implementation of BANTAR Village and to find out the outcome of the policy program. The method used in this study is the Qualitative Research method. This research uses data collection techniques through interviews, observation, and documentation. From the results of the discussion showed that the policy implementation of the BANTAR Village program in Paal Merah District has not been running optimally. This is proven by the fact that not all RTs in Paal Merah sub-district participate in the BANTAR Village program. The obstacle experienced is the lack of funds which causes the program has not run optimally then the second obstacles is many agencies involved causes this program to be hampered, so far the team is only an assessment team, not as development team, so there is no sustanibility of this program because the development team has not carried out their duties optimally. To overcome these problems, the authors suggest the need to make a budget for RTs that follow the program, there needs for socialization related to the program, conduct training for accompanying scholars, the need for CSR from companies in the BANTAR village area and reduce the agencies involved in the program. Dermolo as one of the villages in Kembang, Jepara, was ever hit by a conflict under a religious background. This friction involved Islamic and Christian groups. The dispute between the two groups increasingly culminated and seemed to have no end without the presence of the Nation. When the Regional Government of Jepara encountered a deadlock in breaking down this social conflict, the presence of a civil society organization was absolutely necessary. Lakpesdam NU Jepara since 2014 up to now has been trying to extinguish the fire of conflict in Dermolo which was initially triggered by disputes over the use of a worship place. Through a qualitative descriptive approach by utilizing the theory of conflict resolution and multicultural education, this paper finally succeeds in mapping the four multicultural education patterns used by Lakpesdam NU. Those are economic empowerment, religious approaches, empowering women, and empowering village cadres. The result of this academic discourse at the same time provides an alternative methodological offer that can be replicated by the stakeholders of the policy makers, for example the Regional Government and the relevant Regional Apparatus Organization. It can be used as a prototype for civil society organizations and peace activists in settling disputes wrapped in religious sentiment. This kind of inclusive pattern is considered quite successful as a conflict resolution strategy. Lakpesdam NU Jepara is the only institution that has the sympathy of the residents and the Dermolo Government, because it has contributed positively in restoring social harmony between Christian and Islam groups

ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators.  Keywords: Policy, Poverty, Program.
