The article deals with the actual problems of modeling the processes for monitoring risks in transport. This monitoring involves determining the state of transport objects, as well as procedures for minimizing the consequences of situations caused by the onset of risks. The article discusses the problems of effective creation of system for monitoring of risks in transport based on the use of appropriate models. The article proposes modeling this system based on situational-semantic model. The approach proposed would contribute to recognition of risks and generation of management decisions to eliminate their consequences. The proposed situational-semantic model allows: to predict the behavior of complex transport objects and transport infrastructure objects; take into account the possibility of emergence of new transport objects and processes for ensuring their functioning in conditions of minimizing possible risks; respond adequately to local and global factors of influence on transport objects; dynamically change the structure of the system; take into account new data to predict the development and improvement of relevant transport objects; predict the development of processes to ensure minimization of risks and the consequences of them.

The article analyzes the state of pricing in the oil market, examines topical issues of assessing the emerging factors of influence both on the domestic and foreign markets. Particular attention is paid to the issues of the emerging situation of supply and demand for oil and oil products, regulation of its production, storage, transportation, processing, formation of sales volumes and income from sales. Highlighted and disclosed the problem of price regulation in the aspects of finding and achieving flexible forms of negotiating prices for oil supply and oil sales, taking into account various options for the volume of oil production.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

Introduction. The article deals the impact of European integration on the development of ecological business in Ukraine. The Association of Ukraine and the EU implies adaptation and reforms not only in economy, but also in others areas, including ecology. The factors of influence and their consequences on the development of environmental business in the state are investigated. The main obstacles for using the experience of the EU countries are highlighted. Prospects of further using of "green enterprise" methods in Ukraine are considered. Purpose. The aim of the article is to reveal the essence, forms, stages of formation and innovative forms of the ecological business; to analyze the experience of ecological business and its regulation in the EU countries; to characterize the status and the impact of European integration on ecological business in Ukraine. Method (methodology). Methods of analogy and comparison are used in the study of problematic aspects of Ukraine and the EU in the field of ecology. Statistical methods are used for analyzing the dynamics of indicators of the development of ecological business in the state. Systematic approach is used for explaining strategic guidelines and identifying further promising ways for the development of ecological business in Ukraine. Results. The main aspects of cooperation between Ukraine and the EU have been analyzed. The main directions of further development of common cooperation have been singled out. The proposals of improving the position of Ukrainian eco-goods and services on the European market have been substantiated.

One of the important factors limiting social and economic development of Russia is considered to be the state and efficient functioning of transport and logistic infrastructure. The creation of a modern road and transport net-work is one of the factors providing sustainable eco-nomic growth, implementation of social programs and, eventually, improvement of the quality of human life. Interaction of financial state interests and private business through mechanisms of state-private partner-ship has to become the main objective of modern Rus-sian state policy in favor of intensification process of capital investments increase in transport infrastructure. The use of such mechanism will allow carrying out projects which the state and business cannot im-plement alone. It will help to reduce social problems, will become the driving force of Russian economy, will promote the establishment of the international financial center in the Russian Federation. The purpose of the study is to research compre-hensively the existing funding mechanism and distribu-tion of budget funds for creating transport infrastruc-ture with economic substantiation possibility of attract-ing and using non-budgetary sources.

The object of the research is the theoretical basis for the substantiation of partner interactions between the state and private business. The purpose of the work is to study theoretical approaches to substantiating partner interactions between the state and private business, and the principle approaches regarding the distribution of responsibilities and risks between partners. The research method is monographic. The article is devoted to the study of economic theories, which can most adequately reflect the content and nature of partner interactions between the state and private business in solving socially significant task. It is revealed that the complexity of the PPP as an economic category leads to the objective impossibility of the existence of a unified theory or concept for describing the construction and functioning of a model of partner interactions between the state and business. The development of the concept of management of the development of transport infrastructure with the benefits of PPP has a broad scientific theoretical and methodological basis – these are theories of fundamental and applied nature. It is made up of theories as fundamental (the theory of neo-institutional economy and new institutional policies, the theory of management of socio-economic systems, the concept of public administration) and applied (project, investment, financial management, economic analysis) character. The results of the article can be implemented during the development and substantiation of the forms of application of partner interactions of the state and private business as an instrument of realization of the state policy of development of transport infrastructure of Ukraine. Abstract From 2012 through 2020, a survey of wheat stem sawfly, Cephus cinctus Norton, was conducted in wheat (Triticum aestivum L.) fields in Eastern Colorado. In 2013, results showed sawfly infestations concentrated in the northern part of the state with only a few highly infested sites, with 38 of the 94 sampled sites having any infestation (five of which had >50% infestation levels). By 2020 sawfly had been found in all eastern counties sampled, and 72 of the 106 sites sampled were found to contain sawfly (11 of which had >50% infestation levels). The spread of this pest across the Colorado wheat-growing region will have lasting economic effects. The information gathered from this and future surveys will inform wheat variety development and aid in management decisions made by growers across the state.

The article solves the problem of finding a solution for building a digital model of the transport network or transport infrastructure object. On the basis of the analysis, the limitation of available solutions is given and the limited state of implementation of digital models in new modernizations of transport systems is fixed. The paper provides a general scheme of using documentation of the state of the transport system, nodes and elements and considers examples based on real transport systems. The paper examines the basic requirements for digital transport models and proposes a solution based on the use of unmanned aircraft systems. A model of formation of flight task variants is proposed and, as a proof of relevance of the research, the results of a real experiment are given. The task of modernizing a segment of the transport network of the city, the identification of the state of the site on the basis of data from unmanned aircraft system is considered. The article presents a solution to the problem, which has a high quality of building a digital model and the possibility of integration into other information systems for monitoring the condition and forecasting of development.
