In modern conditions, the basis of the transition of the Ukrainian economy to an innovative type of development is the construction of an effective national innovation system (NIS). Trends in the main indicators of the country's innovation activity indicate that the existing national innovation system does not fully contribute to the effective innovation development of the country. In light of the above, the topic of the article, aimed at finding, forming methodological foundations for the transformation of NIS, its institutional component, the design of institutions, is relevant in theoretical and applied aspects. The content of the concepts "structural and institutional transformation of the national innovation system" and "institutional design" are revealed in the work. Structural and institutional transformation of the national innovation system involves a continuous process of qualitative transformation of the system due to institutional changes. The formation and consolidation of norms and rules of interaction between economic agents can occur in the process of their evolution or as a result of purposeful activity. One of the tools of this transformation is institutional design, as a special type of activity aimed at constructing formal norms and rules of interaction between economic agents, the relevant mechanisms of coercion. The process of consolidating the inefficiency of the NIS of Ukraine is outlined. This brings us back to the issue of institutional design and its proper application in the process of structural and institutional transformation of the NIS of Ukraine. Stages of institutional design are singled out: analysis of the institutional environment of innovation activity (institutional component of NIS); formulation of the problem, goals and objectives; institutional project development; implementation of the institutional project, its adjustment and monitoring of the functioning of the institutional environment. Institutional design is disclosed as a continuous activity. The necessity of balanced application of this tool in the conditions of Ukraine is outlined.

The article examines aspects of the implementation of the Russian economy scientific and technological potential from a systematic point of view. The authors proceed from the hypothesis that the low competitiveness of the Russian economy is determined by the profile of its innovation system. The article examines the dynamics of innovation activity costs and analyzes the reasons for the continuing decline in innovation activity that characterizes the current economic situation in Russia. Economic activity at each level will only be a determinant of the innovation development mechanism when it is aimed at creating and implementing new developments in order to generate higher revenues than those that provided the innovation development. It is pointed out that economic policy focused on building national competitive advantages is inseparable from creating a national innovation system. Ways of influence of innovative activity on the solution of social and economic problems are given. The author substantiates the socio-economic conditions necessary for the innovative development of regions. The importance of exports and the development of the enterprise's export potential for the transition to the phase of active structural transformations is evaluated. It is concluded that the formation of the national innovation system requires a balance of scientific and technical potential built into the framework of the state – industry – region – enterprise.

The article analyzed the problem of institutional determinants of innovative development in the 21st century, which is not yet sufficiently understood in a scientific sense. It is established that poor quality and inconsistency of institutions with macro– and microeconomic mechanisms exacerbates the problem of institutional determinants of providing innovative development in the economy of the 21st century. The subject of the research is the institutional determinants (a set of formal and informal rules and regulations, incentives and mechanisms) that determine the provision of innovative development. Economic development implies a progressive change in the institutional environment of the national innovation system. In the context of the above, it is proved that the peculiarities of the content of institutional determinants of innovative development in Ukraine are characterized by complication of interconnections and forms of manifestation, strengthening of transformational tendencies. It is determined that the effect of institutional determinants is manifested through the influence of three types of institutions: primary (basic) market institutions (protection of property rights and investments, observance of rights and obligations, fixed by the contract system, freedom competition); development institutes (regulatory environment, business climate, regulatory business opportunities, judicial independence); institutes of efficiency (developed human and social capital, effective legislative support, impartiality of judges, reliability of law enforcement agencies. The research methodology is based on the methods of a holistic systematic approach to institutional analysis, interconnections and the logic of institutional determinants of innovation development. It is crucial to build holistic logical constructs (based on a model of innovative behavior) that allow a full analysis of existing institutional relationships. The purpose of the research is to analyze the institutional determinants of innovation development in the economy of the 21st century, to evaluate possible directions for more effective innovation management. Regulation of scientific aspects of institutes and institutional determinants allowed to re-evaluate traditional problems of innovative development. The main conclusions of the research relate to the justification of the set of institutional determinants that ensure the effective interdependence of institutional and innovation dynamics. It is argued that the institutional determinants of innovative change cannot be considered outside the interconnections. It is determined that the most problematic issues of readiness for innovation are: a small proportion of firms that are able to perceive and implement innovative technologies, lack of sufficient resources, low interest in purchasing new technological products. It is established that the effective use of institutional determinants of innovative development is possible only on the basis of the formation and effective implementation of the mechanism for managing the institutional stimulation of relevant innovation changes. It has been shown that scientific clarification of institutional determinants is a prerequisite for a deeper analysis of the effective development of the national innovation system. Only effective institutions can provide the necessary opportunities for innovative development. In this context, there is a need to further expand the institutional research of the innovation system.

The article covers the problem actuality of creating the national innovation system in Russia. Тhe national innovation system is considered as a factor in international competitiveness and a basis for effective economic development. The authors examine the genesis of the concept of the national innovation system and its structure. We consider a comprehensive approach to the creation of the national innovation system in the re-search of some Russian authors. We present statistics on the level of innovation activity in Russia and compare them with those in developed economies. We describe several approaches to establish an effective national innovation system. We describe a well-known in world practice types of innovation development: innovation and imitation. The author conclude that in Russia may create a national innovation system of mixed type.


It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.


The current trends of development, ensuring the welfare of the state, are in continuous communication with innovation activity. Under the influence of complex and sustainable innovation processes, the concept of the national innovation system is embodied at the macroeconomic level in its totality. Numerous elements are seen in the conjugation of the national innovation system scale, among which higher education institutions, and their scientific and innovative potential take their place. However, the reverse side is inequality in the levels of university integration, which introduces a discrepancy between the degree of their effectiveness as the elements of the national innovation system. So it becomes urgent to have a specific set of steps to improve the level of university integration. The process of integration level increase must be governed necessarily by the principles of suitable integration condition management, where it is possible to justify waiting by creation of a management algorithm for university integration in the national innovation system. The result of such an algorithm application is the obtaining of a visual set of steps by a user to ensure the process of managerial decision making and implementation to improve the level of university integration in the national innovation system. The increase of university integration will directly enhance its interaction with other elements of NIS, and therefore will increase its contribution to the national economy development, and other priority areas of the state.

The main aim of the research was to develop cognitive instruments that allow justification of decisions in national innovation policy. In the theoretical part of research fundamentals of national innovation policies of EU-members and Ukraine were compared to reveal factors that can accelerate innovation development. In the empirical part of research the analysis of innovation capability of Ukrainian enterprises was conducted based on financial, statistic and management reports and it confirmed that companies systematically conducted innovation activities, reached higher levels of innovation potential, innovative business opportunities and margin of economic security and, consequently, have more innovative capacities for innovation of all types. The formation of cognitive analytical base allowed the application of scenario modelling at the level of public management of innovation activity. Cognitive modelling approach was justified firstly by increased volatility in economic conditions of modern realities of crisis in the national economy, and secondly high-cost and risky innovations, fast diffusion of information resources during the introduction of innovation processes, and thirdly, the presence of the mutual influence of objects of national innovation system.

Innovative processes, innovative projects in the current conditions of economic entities of the economy are an effective means of competition for leadership positions in the market economy and a focus on the creation of new needs, increasing profitability of products, investment. The work area is presented as a social, ecological and economic system. We consider innovation indicators of the Orenburg region. The problems of innovative development of the region. It presents the characteristics of innovation management at the regional level. The study of the regional aspects of innovation activity in the region is an attempt to develop a mechanism of innovation development of regional socio-ecological-economic system, which will allow for a continuous process of interaction between all the elements of the system and to ensure the achievement of the business entities of strategic guidelines for regional development.

The presented study addresses the problems of managing the transformation of high-tech production systems (PS) to maintain the enterprise’s competitiveness in the long term.Aim. The study identifies efficient approaches to forecasting the timeline, economic and social prospects of PS transformations.Tasks. The authors assess the existing methodological framework for innovation management aimed at changing the scientific and technical potential of the PS and the government’s role in facilitating investment activity.Methods. This study is based on the fundamental principles of systems theory and comprehensive consideration of the issues of managing changes in economic systems through analysis.Results. The proposed assessments and comments can be taken into account when developing a methodology for forming an adequate management response to the predicted change in the external conditions of PS operation. The scientific and technical potential of high-tech enterprises is created, among other things, through long-term research, but the economic prospects of using research results are unpredictable. The experience of building the US national innovation system confirms the important role of the government in managing the commercialization of research results.Conclusions. The development of the Russian economy depends on the timeliness and reasonable sufficiency of the formation of the scientific and technical potential of the PS. The formation of the Russian national innovation system is a prerequisite for creating a favorable institutional environment for innovation, and the authors believe that it will lay the groundwork for the reproduction of capital in real production and hedging of risks associated with these processes.

Analysis of specifics of the S&T and innovation sector is provided from the viewpoint of its consistence with the requirements of the economy and society. The discussion revealed the main positions of researchers on the lines of “state – market” and “national – global”. The dominant point of view is the recognition of the irreplaceability of the market and, above all, the demand for science and innovation on the part of the hightech industry, as well as the recognition of the special role of the state in the development of the institutional environment and the fear of bureaucratization. For all the tempting idea of connecting the country to the global innovation mechanism, the formation of an effective national innovation system (ecosystem) is recognized as more realistic under current conditions. In this regard, the development of human capital and the institutional environment, as well as the digital transformation of the main spheres of the life of society, including the scientific, technological and innovation spheres, are of particular importance. Deep integration of science into the national innovation system is required, which implies the participation of science in the innovation process at all its stages and the connection of science with all types of innovations from technological to organizational.
