Gaining a driver’s licence represents increased independence and can lead to improved quality of life for individuals and their families. Learning to drive a motor vehicle and maintaining safe on-road skills are often more difficult for people on the autism spectrum. Many countries currently have no autism-specific licencing requirements for learner drivers, and there is a general lack of ASD-specific support and training packages for individuals, their families, and driving instructors. This review synthesises the peer-reviewed literature about the driving characteristics of drivers on the spectrum and driver training available for the cohort. The evidence in this review showed that individuals on the autism spectrum drive differently from their neurotypical counterparts. There are shortcomings in tactical skills of drivers on the autism spectrum, but the extent to which this affects their own safety or the safety of other road users is unclear. Tactical skills can be improved through training programs. There are few autism spectrum-specific learner training programs available. Development of an effective training program will benefit individuals on the spectrum to learn to drive, be independent, and be safe on the road.

Abstract The article reveals the current status of the quality assurance development in the training process of the European Union (EU) border guard agencies. Besides, the study aims to describe the prospects for further quality assurance development of the border guards training in the EU countries. The views of scientists on the concepts of “quality assurance and control” and “quality of training” were critically studied. The quality of a border guard’s training was defined as a set of knowledge, skills and competencies of a border guard, including a border guard’s personal qualities, characteristics, which define a person as a specialist in the sphere of the state border protection and distinguishes him or her from other specialists and ensures success along the border guard career path. The study of the quality assurance system of border guards’ training in the EU countries revealed that it is conducted by the European policies and educational and training standards and promotes the formal certification and external accreditation of border guards’ training. It is indicated that the prospects for developing quality assurance mechanism for all-European border guard courses are connected with the possibility to provide external accreditation for such courses as: Introduction to Educational Technology and Training Delivery Methodology, which the author completed in 2017 and 2018. The process of accreditation is being conducted by an international quality assurance agency. The quality assurance system of the border guards training in EU is used in the Joint European Master’s Program in Strategic Border Management, developed by FRONTEX Agency in cooperation with European educational establishments. So, the State Border Guard Service of Ukraine can be particularly interested in this program, in order to facilitate the increasing of quality of Ukrainian border guards training.

The implementation of the regional government is the implementation of all the main tasks and functions of the regional government. In carrying out the main tasks and functions of the regional government, supervision is needed. Supervision is carried out so that the administration of government functions is in accordance with what has been planned and runs according to the established path. This supervision needs to be done by competent people in their field in accordance with the ones being supervised so that the administration of regional government runs as expected. The theory or concept used in this study is a theory according to Robbins regarding the development of apparatus resources which are limited by education and training and also according to Makmur about internal supervision. Internal supervision is seen from repressive supervision and preventive supervision The research results of the authors in the field are that the state civil apparatus in the Manggarai Regency Inspectorate is still very poor in terms of the quantity and quality of the apparatus. The resources of the apparatus at the Inspectorate are still very much needed to be developed so that the implementation of the function of overseeing the implementation of regional government in the Manggarai Regency can be carried out properly and in accordance with what is expected. Even so, the implementation of supervision has been carried out maximally and has good results. This good supervision can be seen from the predicate obtained by Manggarai Regency, namely reasonable exceptions (WDP). This predicate is very good because if you look at the comparison between the apparatus resources the Inspectorate and the objects examined are very striking inequality. Keywords: development, apparatus resource, internal oversight function.

The dominating role of the state in the failed economic and social integration of the Mezzogiorno into the modern and developed northern part of the country since the creation of the Italian union is analysed. The mutation of the 'southern' to the'northern question' constitutes one of the most recent phenomena in Italian history which threatens the concept of national unity. Therefore, a new contract between the North and the South is necessary to combat the backwardness of the Mezzogiorno. This also requires a new quality of state and not its withdrawal from social life.
