The article considers the problems of development of breeding pig breeding in Ukraine as a basis for the functioning of efficient and competitive commodity production. According to the results of the study, with the reform of agricultural production, commodity pig farming suffered significant losses, which had a negative impact on the efficient operation of breeding farms, especially breeders. The main reasons for the intensification of destructive phenomena in the field of breeding pig farming are the unstable level of purchase prices for pig products, low profitability and unprofitable production. It is obvious that the organization of the domestic selection system has a significant impact on reducing the cost and increasing the profitability of pig production, ensuring the quality and competitiveness of breeding (genetic) resources. The results of scientific research show that a significant increase in productivity in pig breeding is achieved through the effect of heterosis in interbreeding, and it is proved that under favorable conditions, the effect of crossbreeding is on average live weight gain of about 10-15% and feed payment 8- 10%. It is proved that to date there has been no clear pattern of a positive trend of change in the yield of piglets per sow in breeding pigs. Analysis of the procedure for receiving funds under the state program for partial reimbursement of the cost of breeding animals purchased for further reproduction shows that in 2017 compensation for breeding pigs and boars of domestic origin ("elite" class) was 20% of the planned due to lack of state budget funds for appropriate measures . In 2018, this amount of compensation was increased to UAH 5,000 per head. It was found that the unit cost of live weight of a breeding animal in 2017 was 2-2.5 times higher than in commercial pig farms. The high cost of production of breeding animals is due to higher feed costs due to components of the diet of mainly foreign production. It is obvious that the difficult financial situation determines the low investment attractiveness of the breeding pig industry for both domestic and foreign investors. The introduction of high-protein feed from crustacean processing products in the form of flour into the composition of the rainbow trout compound feed has a positive effect on the growth of fish live weight, reduces feed costs, does not change the biochemical composition of the blood, changes the chemical composition of muscle tissue, improves the amino acid rate in the 1st experimental group. Due to the relatively low cost in comparison with fish meal, the use of crayfish meal makes the cost of compound feed cheaper and increases the economic effect of growing rainbow trout.

Вивчено вплив додаткового ведення лізину та метіоніну до ЗНМ на прирости телят-молочників та встановлено економічну ефективність. Дослід проводився на шести групах телят: І група – контроль, яка отримувала основний раціон з вмістом 1,95 г лізину та 0,49 г метіоніну у складі ЗНМ (на 100 г ЗНМ); у ІІ і ІІІ групах вміст лізину становив 2,24 г та 2,44 г відповідно, вміст метіоніну у цих групах не змінювався та становив 0,49 г;  ІV–V групи отримували 0,56 г та 0,61 г метіоніну відповідно, а вміст лізину не змінювався від фактичного (1,95 г); VІ група отримувала одночасно лізин та метіонін, вміст цих амінокислот становив 2,34 г та 0,59 г відповідно. Розрахунок економічної ефективності введення лізину та метіоніну до ЗНМ показав, зростання витрат основних кормів на 1 кг приросту у ІІ, ІІІ, ІV, V групах та зниження у VІ групі. Собівартість 1 кг приросту в II, III, IV та V групах зросла на 12,24, 17,30, 28,15 та 3,86 грн, що у % становило: 18,6, 26,3, 42,8 та 5,9 відповідно, додаткове введення одночасно лізину та метіоніну до ЗНМ у VІ групі знизило собівартість 1 кг приросту на 2,87 грн, що становить 4,4 %. The effect of additional lysine and methionine management on the growth of calves and milk producers has been studied and economic efficiency has been established. The scientific and economic research was conducted at «Druzhba-Nova» ALLC in Chernihiv region. For the experiment, 6 groups of calves were formed at the age of 3 weeks, with 20 heads in each. The groups were selected according to the principle of para-analogues, taking into account the age, gender and live weight of calves. The conditions for keeping calves of the control group and the subjects did not differ. The calves were fed three times a day. During the whole experiment, calves of the control group received the main diet, animals in experimental groups were fed lysine and methionine in the form of powder mass to the milk replace in the morning feeding. Group I – control, receiving the main diet containing 1.95 g of lysine and 0.49 g of methionine in the milk substitute (per 100 g of milk replacer); in the II and III groups, the content of lysine was 2.24 g and 2.44 g, respectively, the content of methionine in these groups did not change and was 0.49 g; IV–V groups received 0.56 g and 0.61 g of methionine, respectively, and the lysine content did not change from the actual one (1.95 g); VІ group received a collection of lysine and methionine, the content of these amino acids amounted to 2.34 g and 0.59 g, respectively. The economic efficiency of the introduction of lysine and methionine into the diet of dairy calves was determined by calculating feed costs by 1 kg of increment and cost of 1 kg of growth. In order to calculate the cost, prices for the first quarter of 2017 were used. It was established that at the additional introduction of lysine and methionine, the cost of 1 kg of growth in the II, III, IV and V groups was increased by 12.24, 17.30, 28.15 and 3.86 UAH, which in % was 18.6, 26.3, 42.8 and 5.9 respectively. However, it should be noted that the additional addition of lysine and methionine to milk replacer cost less than the cost of 1 kg increase of 2.87 UAH, which is 4.4 %.

The paper analyzes the consequences of the abolition of the export duty on oil and oil products as a necessary step to stimulate energy efficiency of Russia’s economy and eliminate underdevelopment provoked by a long-term subsidizing of inefficient oil refining sector in Russia. The calculation results have shown that even taking into account several deviations from the planned scenarios of changing the parameters of tax regulation of the oil industry in 2014— 2019, the tax maneuver brought over 3.5 trillion rubles (in 2019 — 148 billion rubles) to the state budget in 2014—2017, mainly due to an increase in the base mineral extraction tax rate, and contributed to an increase in the depth of oil refining from 72% to 85%. In addition, the article analyzes possible risks associated with the current plan for reforming the taxation of the industry until 2024 and proposes an alternative that could level some of them. A comparative analysis of the effects of the tax maneuver under the current reform plan and the alternative variant suggests that the latter will allow to achieve a greater total budgetary effect in four years, reduce the cost of subsidizing domestic oil refining, increase the efficiency of Russian vertically integrated oil companies, and reduce the growth rate of oil products prices in the retail market.

The paper discusses the use of the program-targeted budgeting methodology in the investment stimulation of business in the most problem sectors of the economy. The subject of the study is the dynamics of business activity in key economic sectors adversely affected by factors of the economic and geopolitical nature. The purposes of the study were to identify the key factors that have a negative impact on economic growth and seek options for investment stimulation of business activities in the most problem sectors of the economy using state budget funds. It is concluded that the current practice of budget investment is associated with significant risks and poor justification of investment decisions. Therefore, the American practice of the program budgeting in the implementation of large investment infrastructure projects using budget funds seems to be advantageous. Based on the research findings, methods for increasing the effectiveness of program-target budgeting tools under the Russian conditions are proposed.

This article is devoted to the study of the image of Executive authorities in modern Russia. The relevance of the chosen topic of the scientific article is emphasized for the present time, when society and the state are developing methods of countering the coronavirus pandemic – not only in the medical, but, no less important, in the socio-psychological aspect. In this perspective, the consolidating potential of a positive image of government bodies and civil servants is noted. Attention is focused on the terminological apparatus of the problem. Based on the analysis of relevant scientific works, the article provides the author's definition of the image of public authorities. The author notes the peculiarity of the image of Executive authorities, which consists in the presence of two inextricably linked equivalent components – the image of the authority and the image of a civil servant. Image formation of government bodies is considered as a multi-factor interaction of three main subjects: government bodies, the population, and the mass media. The main method of implementation is still the mass communication media, which provide a permanent presence of Executive authorities in the information and communication space. It is noted that the basis for the formation of a positive image of the Executive authority and bureaucracy is their effective functioning. At the same time, the perception of citizens, their attitude to the activities of Executive authorities, the level of trust in them is considered as the main indicator of the modality of the image. Based on the analysis of data from sociological studies, the conclusion about a positive trend in the perception of public authorities and officials by Russians is substantiated. However, there is a negative impact on their image of the lack of these changes and, in General, a low level of openness of public authorities.

The duration of productive use is a complex integral feature and is determined by both genetic and paratypical factors. This feature should ensure maximum milk productivity of animals, economic efficiency of dairy farms and generally limit the cost of raising and keeping cows. Research conducted in the experimental farms of state enterprises "Kutuzovka", Kharkov district of Kharkov region using cow’s Ukrainian black-and-white dairy breed (4038 cows). We studied the duration of productive use of cows divided into gradations according to the conditional bloodline for the Holstein breed, depending on the weight in the control age periods of cultivation (at birth, at 6, 12 and 18 months). The maximum value of the duration of productive use was recorded in the group of cows with a share of conditional blood for the Holstein breed up to 30% inclusive (the average duration of productive use is 2.77 lactations). The highest indicator of the duration of productive use of the studied animals was 4.09 lactations. Among cows with a share of conditional blood for the Holstein breed up to 30% longer produced those born with a weight of more than 40 kg (4.09 lactations), at 6 months of age weighed 100-149 kg, at 12 months – 200-249 kg, at 18 months of age – 350-399 kg. Among animals with a share of bloodline of 31-60 %, those that had a weight at the age of 6 months produced the longest: 155-190 kg (3.17 lactations), at 12 months – 250-299 kg (2.98 lactations), at 18 months – 350-399 kg (3.06 lactations). In the most numerous gradation with the share of bloodline for the Holstein breed 61-90 %, the longest productive use was characterized by animals born with a weight of 30-39 kg (2.12 lactation), at 6 months of age they weighed more than 200 kg (3.29 lactation), at 12 months-300-349 kg (3.40 lactation), at 18 months – 400-449 kg (2.82 lactation). The average duration of productive use of cows of this grade is quite low – in the range of 2.82-3.29 lactations. The highest degree of influence on the duration of productive use in this gradation of animals was recorded by the live weight factor at 6 months of age (η2 = 10.8). Сcomparative assessment of the cows gradation with a share of conditional blood for the Holstein breed of 91 % or more found that the longest productive use was characterized by cows that had a live weight at birth of 30-39 kg (1.93 lactation), in 6 months – 155-199 kg (2.73 lactation), in 12 months – 250-299 kg (2.87 lactation) and in 18 months – 350-399 kg (2.62 lactation). The degree of influence of live weight at this age on the duration of productive use of cows is insignificant, except for live weight at 6 months of age (η2 = 11.8).


The productivity of land has been often discussed and deliberated by the academia and policymakers to understand agriculture, however, very few studies have focused on the agriculture worker productivity to analyze this sector. This study concentrates on the productivity of agricultural workers from across the states taking two-time points into consideration. The agriculture worker productivity needs to be dealt with seriously and on a time series basis so that the marginal productivity of worker can be ascertained but also the dependency of worker on agriculture gets revealed. There is still disguised unemployment in all the states and high level of labour migration, yet most of the states showed the dependency has gone down. Although a state like Madhya Pradesh is doing very well in terms of income earned but that is at the cost of increased worker power in agriculture as a result of which, the productivity of worker has gone down. States like Mizoram, Meghalaya, Nagaland and Tripura, though small in size showed remarkable growth in productivity and all these states showed a positive trend in terms of worker shifting away from agriculture. The traditional states which gained the most from Green Revolution of the sixties are performing decently well, but they need to have the next major policy push so that they move to the next orbit of growth.

In the pig breeding, a large share of the production cost is accounted for by the cost of electricity and heat. Reducing energy costs is one of the important tasks of the industry. It is important to identify and study modern technologies and equipment for pig farming due to the constant increase in electricity tariffs, significant energy costs for creating and maintaining a microclimate. (Research purpose) The research purpose is in an analysis of modern available technologies and equipment for agricultural production, including pig farming, allowing to reduce the cost of production. (Materials and methods) Authors used a method for determining the standard indicators of energy consumption of energy resources in the pig industry, based on the calculation and analytical method. The article presents an analyze of automated microclimate management systems in pig breeding complexes, taking into account the individual characteristics of farms produced by OWEN. (Results and discussion) Automated microclimate management systems can improve the productivity of pig farms; reduce the cost of electrical and thermal energy, reduce the number of diseases of animal from hypothermia, high humidity or temperature in the room, feed consumption; monitor the chemical composition of the air. The article considers three options for creating a microclimate in rooms with animals, taking into account the individual characteristics of enterprises. (Conclusions) The profitability of pig production depend on the level of technical equipment of farms, automation, and the use of energy-saving technologies and equipment. The use of innovations in agricultural production makes it possible to increase labor productivity up to three times, and savings due to reduced feed costs can reach several million rubles a year.

Introduction Few studies have reported information related to the cost-effectiveness of traditional face-to-face treatments for aphasia. The emergence and demand for telepractice approaches to aphasia treatment has resulted in an urgent need to understand the costs and cost-benefits of this approach. Methods Eighteen stroke survivors with aphasia completed community-based aphasia telerehabilitation treatment, utilizing the Language-Oriented Treatment (LOT) delivered via Webex videoconferencing program. Marginal benefits to treatment were calculated as the change in Western Aphasia Battery-Revised (WAB-R) score pre- and post-treatment and marginal cost of treatment was calculated as the relationship between change in WAB-R aphasia quotient (AQ) and the average cost per treatment. Controlling for demographic variables, Bayesian estimation evaluated the primary contributors to WAB-R change and assessed cost-effectiveness of treatment by aphasia type. Results Thirteen out of 18 participants experienced significant improvement in WAB-R AQ following telerehabilitation delivered therapy. Compared to anomic aphasia (reference group), those with conduction aphasia had relatively similar levels of improvement whereas those with Broca’s aphasia had smaller improvement. Those with global aphasia had the largest improvement. Each one-point of improvement cost between US$89 and US$864 for those who improved (mean = US$200) depending on aphasia type/severity. Discussion Individuals with severe aphasia may have the greatest gains per unit cost from treatment. Both improvement magnitude and the cost per unit of improvement were driven by aphasia type, severity and race. Economies of scale to aphasia treatment–cost may be minimized by treating a variety of types of aphasia at various levels of severity.
