Aceh and Bengkulu are included in the top list of the poorest regions of Sumatra, in fact, are in the top ten in Indonesia. Aceh with a large budget both from APBA, special autonomy funds and oil and gas revenue sharing funds, but poverty is still a fetter for the people of Aceh. It is not wrong if many question the government policies that are always echoed to alleviate poverty. This paper wants to describe in detail the government policies in alleviating poverty, it is right on target or it still dwells on the poverty alleviation discourse, and programs that are proclaimed are only limited to ideals that are not in accordance with the reality and needs of society.

Poverty is still an urgent agenda that needs to be addressed by the Government in Gowa Regency, especially the poor, to empower the people in Bujjulu area. The purpose of the study was to analyze poverty reduction by community empowerment through integrated coconut products in Bujjulu District, Gowa Regency. The research method used is a qualitative approach. The data collection techniques used are observation methods, interview methods, and documentation methods. The data analysis technique in this study used are data condensation, data display (data presentation), conclusion drawing/verification The result of the research is that Bujjulu Village, Gowa Regency is mostly carried out with the principle of learning by doing so that this integrated coconut program can be expected to produce an increase in family income in particular. The implementation of this training focused on making flower pots from coconut fiber, making charcoal and briquettes as alternative fuels as a substitute for oil and gas which are currently difficult to obtain, making nata de coco, and transforming the coconut into copra.

Law enforcement without direction and not based on the three pillars of the justice of law, legal certainty and the benefits to society can break the law anyway even violate human rights. As one of the policies of the government that are not considered mencerminakan the values of justice and disturbing for the people, the government policy that acts of omission or delay in the application of the death penalty. This research is a normative legal normative juridical approach. The data collected is secondary data were analyzed using qualitative methods juridical analysis. Based on these results it can be concluded that in the application of the death penalty there are serious legal issues, this is due to government policies that commit omission or delay in the execution of the death penalty is a violation of human rights as stipulated in Article 28 of the 1945 Constitution. The purposes of this research described the implementation of the strategic development of the strategic agropolitan area in Jabon district Sidoarjo and described the factors that become an obstacle in the implementation of poverty alleviation social. This study used a qualitative method with descriptive data approach, to gather information through interviews, observation and document analysis. Data analysis is performed with data reduction, presentation and conclusion. The conclusion of this study emphasized that there are two important factors that indicate the results of the development of strategic areas agropolitan such as supporting poverty reduction is still less than optimal. This happens due to several factors namely sub-systems such as the development of agricultural resources and competitive commodities, public facilities and infrastructure, social and agribusiness are required for a support haven’t been provided by the local government to the village administration in the region Jabon. Second the inhibiting factor both government and society itself. The services provided by the district governments do not make the people satisfied besides the communication between the government districts and communities do not occur regularly. In this case, their lack of knowledge and information on how the resource is used as a tool of social poverty alleviation.  This happens because the level of public education remains low and access in the process of fulfilling the knowledge and information is still limited.

AbstractGovernment policy is a step taken by the government to achieve a goal. The main objective of the policy of the Republic of Tatarstan is to provide the conditions for the full social and cultural development of the whole society, to strengthen civil society and society's morals on the basis of respect for the rights of citizens and their recognition as the highest value. This study aims to explain how government policies are related to public services and to find out how the government of the Republic of Tatarstan provides the best services for the welfare of the people. This research uses qualitative research methods with a descriptive approach. The results of this study explain that the government has taken the right policy steps in providing services to the community, namely by providing fast, responsive, optimal, fair, transparent service and utilizing technological advances for the welfare of the people in the Republic of Tatarstan.Keywords: Government Policy, Public Service, Republic of Tatarstan AbstrakKebijakan pemerintah merupakan suatu langkah yang diambil oleh pemerintah untuk tercapainya suatu tujuan. Penelitian ini bertujuan untuk menjelaskan bagaimana Kebijakan pemerintah terkait dengan pelayanan publik dan untuk mengetahui bagaimana pemerintah dalam memberikan pelayanan bagi kesejahteraan seluruh masyarakat. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian ini  menjelaskan bahwa pemerintah Republik Tatarstan telah mengambil langkah kebijakan yang tepat dalam pelayanan kepada masyarakat yaitu dengan pelayanan yang cepat, tanggap, optimal, adil, transparan, dan memanfaatkan kemajuan teknologi demi kesejahteraan masyarakat di Republik Tatarstan.Kata Kunci: Kebijakan Pemerintah, Pelayanan Publik, Republik Tatarstan АннотацияПравительственная политика - это шаг, сделанный правительством для достижения цели. Основная цель политики Республики Татарстан - обеспечение условий для полноценного социального и культурного развития всего общества, укрепление гражданского общества и нравственности общества на основе уважения прав граждан и признания их высшее значение. Это исследование призвано объяснить, как политика правительства связана с государственными услугами, и выяснить, как правительство Республики Татарстан предоставляет лучшие услуги для благосостояния людей. В этом исследовании используются качественные методы исследования с описательным подходом. Результаты этого исследования объясняют, что правительство предприняло правильные политические шаги по предоставлению услуг населению, а именно путем предоставления быстрых, оперативных, оптимальных, справедливых и прозрачных услуг и использования технологических достижений на благо людей в Республике Татарстан.Ключевые слова: государственная политика, государственная служба, Республика Татарстан

This study examines the role of education in improving technology adoption as reflected in technology inclusion, poverty alleviation and efforts to increase community income which is reflected in economic growth. This study uses secondary data from world banks and processed regression using the moving average autoregression method. We found that education investment and technology inclusion were positively related to economic growth. And,negatively related to probability. This indicates that education plays a role in encouraging technological inclusion which reflects technological adaptation and encourages economic growth which is an indicator of the prosperity of the people in Indonesia which is strengthened by a negative relationship with poverty which indicates that education plays an important role in poverty alleviation

This paper intends to explore further about the widow empowerment activities carried out by the Women Farmers Group (KWT) located in Giri Mulyo Village, Kayu Aro Barat District, Kerinci Regency. As it is known, KWT Pelangi Kopi aims to improve the lives of the people of Giri Mulyo Village by prioritizing women who are widows. KWT Pelangi Kopi focuses its activities on local agricultural products, such as coffee, oranges, and turquoise eggplants. Agricultural products are processed into various products to sell, so that it can increase the income of the members. This community is important and interesting to study, because the activities / programs they run are closely related to the poverty alleviation agenda and improving people's welfare which is an important agenda of the government, even in all countries in the world. This community has become even more interesting because its members are only women and are also managed by women. Thus, besides being related to poverty and welfare issues, this community is also closely related to women's empowerment.

The domination of the state (government) and Corporate (PT LBI) in the oil and gas resource management lead Lapindo mudflow disaster that caused misery to the people. This study aims to assess the forms of domination and injustice by the state (government) and the corporation in the case of Lapindo mudflow disaster, and how Lapindo mudflow disaster victims negotiate (resist) against the state (government) and corporations in an effort to fight for their rights. This study used a qualitative approach with case study. Subjects and informantsresearch include: (1) Lapindo mudflow disaster victims; (2) group coordinator of Lapindo mudflow disaster victims; (3) Public figures Siring village, Tanggulangin, Renokenongo, Jabon, and Jatirejo, Porong district, Sidoarjo; (4) Representation of the corporation (PT. LBI); and (5) Representation of BPLS. The data collection process using the in-deepth interviews, observation, focus group discussions, and review documents. Stage processing and data analysis includes the coding process, memoing, and concept mapping. The results showed that the government (the state) and the corporation (PT LBI) action dominating the oil and gas resource management in the area of Porong district, Sidoarjo regency, East Java, resulting misery for the victims (people). Forms of injustice felt by residents Lapindo mudflow disaster victims not only related to the issue of compensation for land and building assets alone, but more than that, including various dimensions. Through a variety of collective action, such as demonstrations and negotiations, Lapindo mudflow disaster victims filed various charges, such as demands for payment of compensation for land and building assets destroyed.

The COVID-19 outbreak is currently spreading to all regions of Indonesia. This virus was suspected to spread from Wuhan at the end of December 2019. Restrictions on people’s movements are one of the government policies that aim to reduce the spread of COVID-19. To find out the performance of government policy, a study on the implementation of restrictions policy to prevent the spread of COVID-19 in West Sumatra has been conducted. This study used the before-after method as data analysis, then the data was examined using the Chi-Square test. Based on the results of data analysis, it was found that the movement of people after the implementation of restrictions movement policy was decreased significantly. The decrease in the need to leave the house was average 57.7%, frequency leaving the house more than 5 times decreased by 80%. Time of leaving the houses in the day, in the afternoon and at night decreased more than 50%, the use of vehicle modes decreased by 14.9% and the number of people traveling outside the house decreased by 23.2%. The performance of restrictions on people’s movement policy in West Sumatra was still not optimal, because many people did not know the detail of policies.

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study describes how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including insufficient and village status improvement through the Village Development Index (VDI). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline the poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The VDI status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. At the same time, it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to work together cooperatively.

The initiatives of Citizen’s Charter are an effort in solving citizen’s problems that they encounter regularly over a long time while dealing with the government or any other organizations. It is a document of an official statement that ensures the accountability of the organization and their commitment towards the citizen in providing the quality of service. The charter aimed to revolutionize public service by empowering the people who were so long regarded as a silent spectator and a mere receiver on the government policies and programmes. In a democratic country, citizens have become more vocals towards the government responsibilities and they expect the administration not only to respond to their demands but also to foresee their needs in the future. In India, the Department of Administrative Reforms and Public Grievances in Government (DARPG) is in charge of organizing, directing, formulating, and operationalizing Citizen's Charters at the Central Government as well as States Government. However, the fulfillment of Citizen’s Charter in India faced many difficulties due to its government bureaucratic structure and resistant to change in its working system.
