This study describes the implementation of character education policy in MTs Muhammadiyah Al Manar Demak Regency. This type of research is descriptive qualitative. Data collection techniques using observation, interview, and documentation. Data validity test uses triangulation of data sources. The results of research are; (1) Programs that support character education are Islamic learning integration, flag ceremonies, extracurricular activities, philanthropic box, recording of mutaba'ah sheets, lecture after dawn and maghrib, studying at night, living in boarding school, muhadharah and muwada'ah, Ramadan activities, and commemoration of Islamic holidays. (2) The implementation of character education policies is supported by systematic communication, committed human resources, sufficient funding sources, maximum time allocation and clear bureaucratic structure lines.

Character education is an effort to foster and shape student character according to school culture. The research objective was to describe the process of cultivating character in students through school intracurricular and extracurricular activities. The research method with qualitative, data collection with interview, observation, and documentation. The results showed (1) character planting through intracurricular activities with (a) strengthening learning, namely character building in accordance with the theme or material, and (b) spiritual paradigm by inserting Islamic values ??in the learning process. (2) character planting through extracurricular activities with (a) scouts, namely forming leadership characters, being independent, solving problems, and loving nature, (b) leadership, forming leadership characters, responsibility, and making decisions, (c) painting, forming detailed, focused, creative characters , (d) martial art, forming tough, skilled characters, (e) reciting recitation, forming religious, moral, orderly characters, (f) child preachers, forming brave characters, positive thinking, art of communication, influencing others. Pendidikan karakter merupakan upaya membina dan membentuk karakter siswa sesuai dengan budaya sekolah. Tujuan penelitian untuk mendeskripsikan proses penanaman karakter siswa melalui kegiatan intrakurikuler dan ekstrakurikuler di sekolah. Metode penelitian dengan kualitatif, teknik pengumpulan data dengan wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan: (1) Penanaman karakter melalui kegiatan intrakurikuler dengan cara (a) Penguatan pembelajaran yaitu pembentukan karakter yang sesuai dengan tema atau materi, dan (b) paradigma spriritual dengan menyisipkan nilai keislaman dalam proses pembelajaran. (2) Penanaman karakter melalui kegiatan ekstrakurikuler, (a) Pramuka yaitu membentuk karakter kepemimpinan, mandiri, memecahkan masalah, dan cinta alam, (b) Kepemimpinan, membentuk karakter kepemimpinan, tanggung jawab, dan membuat keputusan, (c) Melukis, membentuk karakter detail, fokus, kreatif, (d) Pencak silat, membentuk karakter tangguh, terampil, (e) Mengaji, membentuk karakter religious, akhlak, tertib, (f) Pendakwah cilik, membentuk karakter berani, berfikir positif, seni komunikasi, mempengaruhi orang lain.

The formation of character is needed by adolescents in this era. It is based with the many phenomena of juvenile delinquency. Characters will not be formed away so it needs an effort should be made of teachers in shaping the character of teenagers. In addition, the authors found the variation of the efforts of teachers holistically so that teenagers will easily formed his character in accordance with the purpose of the character education. The problem of this research is how the character education model Vocational High School who applied in the implementation of the formation of character in SMK Muhammadiyah 3 Purbalingga. The purpose of this study is the author would like to know a clear picture of the implementation of character education model in efforts to form children's character in School SMK Muhammadiyah 3 Purbalingga. This paper discusses the character education model be applicable in the planting of character values ​​to students in Vocational High School Muhammadiyah 3 Purbalingga. This type of research is a field research is descriptive qualitative. Data collection methods used include interviews, observation and documentation. As for analyzing the data obtained, the authors do by collecting all the data, reducing the data, presenting data, and verification of data. Results from this study showed that the model of character education is done to instill character values ​​to learners School SMK Muhammadiyah 3 Purbalingga using reflective models. Use of the character models adhering to the principles of character education and values ​​are developed in accordance with the level of development of learners.

Application of transparency, participation, and accountability in the procurement process of goods and services is in need to achieve good governance. Local governments Sidenreng Rappang has committed to implement through regulation principles so important to study. Therefore, this study aims to determine the principles of transparency, participation, and accountability and bureaucratic behavior that influence the process of procuring goods and services.This type of research is descriptive qualitative data collection techniques through documents, questionnaires, and informants. The data were then analyzed using qualitative descriptive analysis.Behavioral results showed that bureaucracy tends political types in the application of the principles of transparency, participation, and accountability services for goods and services. This supported the existence of a Representative Observer of Society (ROS) that help implement it. The factors that influence still more in human resources and the enforcement of sanctions against irregularities rules or procedures.

This research discusses about the management of extracurricular activities in developing students' interests and talents in SMA Negeri 2 Mendo Barat. Extracurricular activities are educational activities outside the subject and counseling services to assist the development of students according to their needs, potential, interests, and talents through activities specifically organized by education or education staff who are capable and authorized in school. The purpose of this research was to determine extracurricular management in developing students' interests and talents. The method used in this research is descriptive qualitative. Data collection by observation, interview, documentation, and questionnaire. The research findings that extracurricular activities at SMA Negeri 2 Mendo Barat are required for all students and have been running well according to the provisions set by the school although there are still some obstacles in their implementation such as lack of experts in their fields, lack of facilities and infrastructure that support the implementation of activities, the lack of motivation from students so that there are still some students who do not follow extracurricular activities. In addition, the extracurricular activities that have just been active in SMA Negeri 2 Mendo Barat amounted to 8 extracurriculars, namely soccer, volleyball, scouting, rohis, 4 pillars of education, Taekwondo, KIR, PKS. The very limited number of extracurricular activities is one of the reasons students do not participate in extracurricular activities at school.

Abstact: Management of an Islamic boarding school institution in an effort to empower santri needs to hold conceptual and strategic operational efforts so as to be able to prepare qualified human resources who are ready to compete in the era of globalization which is full of competence. The focus of this research is (1) How is planning in the development of santri (2) How is supervision in the development of santri. In achieving the research objectives, the method used is a phenomenological qualitative approach, as for the type of research case study, the data in this study consisted of primary and secondary data while in selecting and determining informants in this study, using the technique of snowball sampling. Abstrak Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri, serta mendeskripsikan dan menganalisis faktor yang mendukung atau menghambat pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri. Fokus dalam penelitian ini meliputi sikap (attitude), kemampuan (ability), perhatian (attention), tindakan (action), tanggung jawab (accountability), dan penampilan (appearance). Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini meliputi wawancara dan observasi yang ditulis dalam catatan lapangan. Keabsahan data dikaji dengan 2 metode yakni trianggulasi dan ketekunan pengamatan. Sementara itu, teknik analisis data mengacu pada Miles dan Huberman (2018). Kesimpulan yang dapat ditarik yaitu pelaksanaan pelayanan prima di Kantor Dinas Kependudukan dan Catatan Sipil Kabupaten Kediri belum sepenuhnya 100% baik , masih ada beberapa yang perlu diperbaiki dan dievaluasi. Hambatan yang ditemui adalah sumber daya manusia yang tidak sebanding dengan pemohon dan sarana dan prasarana. Kata Kunci: Pelayanan Prima, Disdukcapil, Hambatan, Sikap, Penampilan Abstract This study aims to describe and analyze the implementation of excellent service at the Kediri Regency Population and Civil Registry Office, as well as describe and analyze the factors that support or hinder the implementation of excellent service at the Kediri Regency Population and Civil Registry Office. The focus in this study includes attitude, ability, attention, action, accountability, and appearance. The approach used in this study is qualitative. Data collection techniques in this study include interviews and observations written in field notes. The validity of the data was assessed by 2 methods, namely triangulation, and persistence of observation. Meanwhile, the data analysis technique refers to Miles and Huberman (2018). The conclusion that can be drawn is that the implementation of excellent service at the Kediri Regency Population and Civil Registry Office is not yet 100% good, there are still some that need to be improved and evaluated. The obstacles encountered are human resources that are not comparable to the applicant and facilities and infrastructure. Keywords: Excellent Service, Department of Population and Civil Registry, Barriers, Attitudes, Appearance.

Education plays a very important role in the process of improving the quality of human resources and is a process that is integrated with the process of improving the quality of human resources themselves. For this reason, the government implements School-Based Management which involves relevant stakeholders, especially the community. This study aims to find out and analyze the collaboration of the Committee (community) with the Head of Madrasa in terms of improving the quality of education at Madrasa Aliyah Negeri in Banda Aceh City. Data collection in this study was conducted by interview, documentation, and observation. While the results of this study are the authors find that the Cooperation Committee and the Head of MAN in Banda Aceh City have been carried out in the form of partnerships that synergize and mutually understand the roles and functions of each institution in order to improve the quality of Madrasah education, this is clearly seen by the implementation of the boarding school program, student creativity activities, extracurricular activities and also academic achievement of students who continue to increase along with the increasing intensity of collaboration of the committee and the head of the Madrasah as a whole in all aspects that include learning activities, facilities, infrastructure, and technical education materially and non materially, so that it gives a significant influence on the quality of education at Madrasah Aliyah Negeri in Banda Aceh City.

The low quality of Indonesian education was also shown Data Research and Development (2003) in Panjaitan (2014) that of 146 052 elementary schools in Indonesia was only 8 schools who gained worldwide recognition in the category of The Primary Years Program (PYP). Of the 20,918 junior high schools in Indonesia, there are only 8 schools that received world recognition in the category of The Middle Years Program (MYP), and from 8,036 SMA, only 7 schools received world recognition under The Diploma Program (DP). The purpose of this research is to describe the role of Principals in the Integration Development of Culture and Moral character-based Noble Boarding School in Fresh Qulub MTs Miftahul Gondang Mojokerto, Based on the discussion can be summarized as follows: 1) The model of character education in adolescents aims to develop personality traits. Character education is done by acting speech directive (advice, orders, suggestions, etc.). Character education models in adolescents are integrated into various learning activities, school rules, and extracurricular activities or media posters attached to school walls. 2) The implementation of character education in MTs Miftahul Qulub Fresh Gondang Mojokerto maximum run boarding school because the curriculum is integrated with the school curriculum, in which the achievement of values ​​in schools is a prerequisite for the achievement of values ​​in schools. In addition, students in MTs Miftahul Qulub Fresh Gondang Mojokerto are students in boarding Miftahul Qulub Fresh Gondang Mojokerto, so the location is in one place, then facilitate monitoring and evaluation. 3) Implementation of character education in Madrasah Tsanawiyah Miftahul Qulub Tawar Gondang Mojokerto can be grouped into three domains namely: (l) affective. character education planting resulted in a change of attitude, through habituation on an ongoing basis both in schools and at schools to make students have certain characters such as steadfastness, good morals, self, and others; (2) cognitive linking character education into subjects give students an understanding of the values ​​of character and the importance of character in everyday life, so as to stimulate awareness of the students to practice the values ​​of characters in everyday life; And (3) psychomotor: through the learning experiences that students receive both in the pesantren and at school, they have the most embodied abilities into behavioral forms in everyday life. This practice is a continuation of the affective and cognitive spheres in the form of behavioral trends.  The focus in this thesis research is: (1) How is the policy of character education in extracurricular activities in SMAN 1 Pemalang?; (2) How character values in extracurricular activities implemented in SMAN 1 Pemalang? The purposes of this thesis were (1) To recognize the character of education policies in extracurricular activities in SMAN 1 Pemalang and (2) to recognize the implementation of character values in extracurricular activities in SMAN 1 Pemalang.This thesis collects data using interviews, observation and documentation. Data is analyzed using interactive models with the following manner: (1) data collection, (2) data reduction, (3) presentation of data, and (4) conclusion.Based on the results of research and discussion of the results obtained: (1) The Policy of character education in extracurricular activities in SMAN 1 Pemalang is contained in Document 1 Curriculum of SMA Negeri 1 Pemalang and Extracurricular Activities guide in SMA Negeri 1 Pemalang; (2) The implementation of character education in extracurricular activities are divided into 4 groups, namely psychosocial though the heart, though the thought, though sports and liver. Extracurricular activities of religious yet to be seen, only religious activities habituation in terms of worship through Islamic spirituality, christian spirituality and Catholic spirituality; (3) The program of activities of habituation should also be made more orderly for the implementation of the implementation of character education in extracurricular activities can be monitored more success; (4) extra in terms of character education has not been fully implemented, only the discipline that becomes a reference to it in future assessments in character education should also be done in any extracurricular activities.

The Cipeundeuy Village Government runs the Village Financial System, but the implementation still has several problems, including lack of facilities and infrastructure, lack of human resources and communication capabilities that are not going well. The purpose of this research is to find out how to implement the Village Financial System (SISKEUDES) Policy in Cipeundeuy Village. This study uses the theory of the implementation of Van Horn and Van Metter in Agustino (2014). The method used is descriptive qualitative. Data collection techniques used were interviews, observation, and documentation. Analysis of the data used is the Hubberman model in Mukhtar (2017). The results showed that the implementation of the use of siskeudes has not gone well. This can be seen from the lack of infrastructure, lack of human resources and communication capabilities that are not going well. Suggestions that can be given are the fulfillment of supporting facilities, there must be a shared desire to run the siskeudes and improve and strengthen communication patterns.
