The publication provides a thorough analysis of the main tendencies that prevail in the software market for implementing effective information and pedagogical management in modern higher education institutions. The article presents a brief retrospective of the formation and development of automated control systems. The monitoring of existing electronic products aimed at enhancing the quality of the educational management in higher school, developed by Ukrainian-based commercial IT-companies and research institutions, has been done. The peculiarities of development of automated control systems of educational process have been determined by distinguishing their advantages and disadvantages depending on the level of their development. The article describes the functionality of one of the most popular integrated automated information-analytical Web-oriented educational management systems of higher education institutions developed by the "Politek-SOFT" private company and implemented in the Zhytomyr Ivan Franko State University. The article contains statistical data on the number of educational institutions in Ukraine that have implemented and actively used the software of the specified IT company. The publication identifies the specific advantages of a comprehensive information and analytical system "Dean's Office" which consists of: the full and comprehensive automation of planning and accounting of educational process, full information interoperability with other software products of PE "Politek-SOFT", convenient report designer and interface, possibilities of adaptation and full-fledged functioning in any operating system. In addition, it saves money and human resources and is applicable to educational institutions of any level of accreditation. The authors provide some information on the methodical guidance on the use of a comprehensive information and analytical system "Dean's Office" and focus on the functioning of some of its working modules. The article outlines the direction of further research with the emphasis on the main principles of the functioning of other well-known automated informational and analytical systems of educational management that have been implemented at the national higher educational institutions.

The article summarizes the theoretical foundations for the formation of communication management strategy in higher education institutions of Ukraine determining its components and considering the application peculiarities of communications in the educational field. The author states that in conditions of fierce competition on the higher education market, effective management of communication is of great importance; the level of its development determines the quality of the educational process, financial and economic situation of education institutions and provides opportunities for our youth to obtain higher education in Ukraine. The formation and development of educational management are particularly important today in all countries, as the quality of education depends not only on the professional skill of a teacher and the student’s desire to receive quality educational services but also on the quality of management of all educational activities. Communication management is considered to be one of the most important tools for educational management. In the current difficult conditions of the pandemic, it can expand the opportunities of educational activities, preserve the scientific, financial and economic potential of the educational institutions, and introduce modern innovative forms of education following world standards of educational quality. Besides, communication management helps prevent corruption in the educational institutions, expand the interaction between educational institutions and employers bringing the domestic labour market closer to the civilized standards of the European Union. The author mentions that there are peculiarities of communication in the educational sphere and indicates certain problems associated with the specific features of the financial and economic activities of the educational institutions. The uncertainty of the external and internal environment of educational institutions and the constant lack of funds require communication management application not only in everyday learning but, to a greater extent, to advertise educational institutions, use modern interactive technologies to attract students, seek additional educational services. Therefore, the main stages of the formation and implementation of the communication management strategy in the educational institutions of Ukraine proposed in the article, will allow the management of institutions to solve several strategic and tactical problems and will develop their communication strategies.

The article highlights the problems of forecasting the entrance of university entrants into higher education institutions in connection with the constant fluctuations of the labor market and socio-demographic processes, which completely violate the results of the predictions of classical statistical methods, therefore the author studies the necessity of developing a software tool for forecasting the entrance of entrants to higher education institutions , which will operate on the basis of the neural network and will be able to adapt to the conditions of constant chaotic oscillations. The author emphasizes that neural networks are a modern and leading area of research and program development, and proves that the use of neural networks in the prediction of educational processes will allow obtaining results with a much higher level of accuracy and less time. The article contains analysis of theoretical information about neural networks and analysis of existing algorithms of neural networks operation. The author mentions the advantages and disadvantages of each algorithm, provides a comparative analysis and concludes that it is expedient to use each of the methods in a software tool for forecasting the entrance of entrants to higher education institutions. In the course of the work, the author carried out software modelling of the various methods of teaching neural networks, conducted testing, received and disclosed the results of each method, carried out an analysis of their actual effectiveness in predicting small and large volumes of information with different inputs and made the conclusion that the expediency of their use in the future software. The mathematical features of the construction of neural networks, their training and further use are revealed, the basic requirements for the future of the software product, namely the method of work, input data, the method of displaying the results and the layout of the future software, are revealed. The main blocks of the software for forecasting the entrance of entrants to higher education institutions are shown. It was concluded that it is expedient to use neural networks and work on a software tool for forecasting the entrance of entrants to higher educational institutions has been started, vectors of further researches and developments have been selected.

Система высшего образования России по сравнению с ближайшими соседями демонстрирует высокий уровень моральной и технической отсталости учебного процесса. В России высшие учебные заведения используют устаревшие методы внедрения образовательной деятельности. Эффективность развития современного общества обеспечивается наличием высокого интеллектуального потенциала. Именно поэтому системе учебных заведений нужно уделить немалое внимание, а именно высшим учебным заведениям. Высшие учебные заведения решают важные вопросы по профессиональной подготовке специалистов, обеспечивают общество интеллектуальными ресурсами. Интеллектуализация жизни, в том числе и экономической, предопределяет потребность развития образования. Образование обеспечивает работающих в экономике информацией, знаниями, умениями, интеллектуальным капиталом, поэтому эффективность работы высших учебных заведений чрезвычайно важна и невозможна без достаточного уровня финансового обеспечения. В проекте Стратегии реформирования высшего образования до 2024 г. ключевым для администрирования финансового обеспечения национальной системы высшего образования России был определен вопрос оплаты подготовки соискателей высшего образования. The higher education system of Russia, in comparison with its closest neighbors, demonstrates a high level of moral and technical backwardness of the educational process. In Russia, higher education institutions use outdated methods of implementing educational activities. The effectiveness of the development of modern society is ensured by the presence of high intellectual potential. That is why a lot of attention should be paid to the system of educational institutions, namely higher educational institutions. Higher educational institutions solve important issues of professional training of specialists, provide society with intellectual resources. The intellectualization of life, including economic life, determines the need for the development of education. Education provides those working in the economy with information, knowledge, skills, and intellectual capital, so the efficiency of higher education institutions is extremely important and impossible without a sufficient level of financial support.

The global spread of coronavirus infection has paralysed the work of many areas of economic, business, and, of course, educational activities of almost all countries on the planet. Unfortunately, Ukraine is no exception and a quarantine regime has been introduced in this country. The way out of the current situation in education in Ukraine was the introduction of distance learning in all educational institutions, which created new challenges for both teachers and students. The purpose of the paper was to study information technologies, tools and methods of learning that can be used for distance learning in educational institutions under quarantine. As a result, authors analysed world practices in ensuring the educational process within the framework of distance learning. The advantages and disadvantages of distance learning technologies for both higher education institutions and higher education seekers were identified.

Innovative processes in the field of education and innovation as a scientific discipline are designed to reveal the essence of scientific design and masterful implementation of innovative technologies, to identify regular links between traditions and innovations, to substantiate management models of systemic innovations in educational institutions.The article analyzes the effectiveness of innovative technologies in the process of teaching foreign languages at non-language specialties in higher educational institutions. The concepts of “innovation”, “educational innovations”, “innovative learning” in the context of foreign language training of students of non-language specialties of higher education institutions are characterized. It was found out that innovative technologies in the process of teaching foreign languages in higher education institutions are considered by scientists on the basis of the principles of competence, activity and communicative approaches, in developing effective teaching models based on systematic research, application of modern teaching methods, involvement of students in project activities, problem methods using, application of information and telecommunication technologies. The author emphasized that the most effective among educational innovations that promote the study of foreign languages in non-language higher education institutions are interactive and information and communication technologies that give the educational process a dialogical nature, which can significantly improve and facilitate foreign language learning. The study confirms the effectiveness and efficiency of innovative technologies in the teaching of foreign languages in non-language HEIs, which provide unlimited opportunities for independent work of students, are the means by which teachers can develop individual characteristics of students, their intellectual, communicative and creative abilities, increase motivation to learn a foreign language, create a comfortable learning environment. The aim of the article is to study the problems of reforming the system of financing higher education in conditions of compliance with world quality standards of education. Besides, another aim of the article is also to substantiate of the perspectives of their use in Ukraine, on the basis of analysis of the main foreign models of higher education institutions financing. The subject of the study is the financing model of institutions of higher education in foreign countries. Methodology. The research is based on a comparative analysis of funding systems for higher education institutions in Ukraine and in foreign countries. The advantages and disadvantages of different systems of the financial provision of higher education are determined based on the analysis of the peculiarities of financing higher education institutions in Germany, USA, UK, Sweden, Norway, and Australia and in some other countries. On the basis of a comparative legal research of certain provisions of Ukrainian legislation, the possibilities and limits of the application of positive foreign experience in this field are defined. The results of the study showed that the financing of higher education at the expense of state funds should be directed only to the needs of the state. And the state, in its turn, should provide graduates with jobs that will help reduce unemployment among them. Currently, there is a partial improvement of diversification of funding sources in Ukraine. We mean that the provision of the status of a non-profit organization will give the first impetus to the formation of contract relations between higher education institutions and private organizations and will improve their financial position. The implementation of the foreign experience will make financing more transparent and will give an opportunity to distribute it according to the quality criteria of providing educational services. Practical impact. Experience of the developed economies and the analysis of the existing condition of financing of educational institutions of Ukraine allow defining the priority directions of improvement of a system of financing of the higher education. As the budget of Ukraine is not able to compensate all needs for financial resources of higher educational institutions, it is necessary to encourage private investments into education, training, and high technologies more actively. Besides, conducting researches, the international consultations, modelling and discussion of the schematic diagram and funding mechanism for the higher education in Ukraine is also expedient. Correlation/originality. Conducting a comparative analysis of financing models of higher education institutions in Ukraine and foreign countries is the basis for developing the most promising directions for the development of domestic legislation in this field.

Abstract. The article is devoted to the study of modern changes in the methodological systems of education in higher educational institutions as current pedagogical problem in the organization of professional training of specialists. As a result of the analysis of scientific works the author offers the generalized characteristic of essence, place, role and structure of methodical systems, features of their construction and functioning in a structural combination with the basic components are highlighted. The article presents the conditions of functioning of methodical systems of education, describes the main modern features of the development of methodical systems in higher education and describes the functional and organizational mechanisms of the system of integrated educational environment. The ways of taking into account the main features of modern changes in the methodological systems of teaching of higher education institutions in the professional training of specialists in order to organize an effective educational process are proposed.

The article examines the problem of creating a comprehensive gender-sensitive educational space in the general secondary, vocational pre-higher, and higher education institutions in terms of finding ways to improve the quality of educational services for career guidance and professionalization of individuals in the new socio-cultural situation in modern Ukrainian society. The main provisions of the article reflect progressive ideas of international organizations and the requirements of Ukrainian legislation on equal rights and opportunities for men and women in all areas of human life, especially in education. The purpose of the article is to conduct a gender analysis of spatial and organizational conditions of educational institutions of different levels and substantiate a possibility of introducing a gender-sensitive approach in the general secondary, vocational pre-higher, and higher education institutions as a basis for quality assurance and professionalization of students. The study uses a comprehensive methodology of gender audit of educational institutions, which includes analysis of scientific and practical, as well as instructional and methodology literature, documents on the organization of educational process, questionnaires for teachers, monitoring of pedagogical communication, interviews with education providers and students, and preparation of a report and recommendations for improving the quality of the educational environment in terms of career guidance and professionalization of adolescents and youth. The results of the gender audit of educational institutions at various levels prove the link between a non-discriminatory environment and the efficiency of preparation of adolescents and youth for conscious and balanced professional choices. They show continuity of each level of education in the creation and cementing of gender stereotypes about social roles and division of professions by gender, which hinders successful professional self-determination of girls and boys; specific typical educational cases with latent discrimination and the reasons that cause lowering of the potential in students of both genders are presented. It is determined that the creation of gender-sensitive educational space promotes the development of critical thinking of adolescents and youth, rethinking and destruction of gender stereotypes in all participants of the educational process, their motivation for creative and innovative activities, their readiness to accept new ideas, and efficient career guidance. Practical recommendations for optimizing spatial and organizational conditions of educational institutions and providing educational services in the process of career guidance of school and college students have been developed.
