The organization of the Probation Service in the Republic of Azerbaijan is discussed, the first results of the work are summarized and the prospects for the development of this new structure are indicated in the article. The article describes the experience of using modern information and communication technologies, including electronic control devices (so-called electronic bracelets) in punishments execution. The author notes that the tasks set by the President of the Republic of Azerbaijan to state bodies, including the probation Service, are a kind of road map, which has a long-term and programmatic nature, and have already been successfully implemented. For example, over the past three years, there has been a steady trend towards decrease in the number of persons sentenced to imprisonment, and increase the proportion of persons sentenced to punishments not connected with isolation from society. For example, in 9 months of 2019, 10.7% more convicts were on probation record than in the same period last year. These changes in sentencing practices and increase in the proportion of alternative types of punishment, including the number of convicted persons on probation record, are not only an indicator of the implementation of the President’s initiatives to humanize the state’s criminal law policy, but also a result of the confidence of judges in the Probation Service, which ensures the effective execution of sentences that are not related to the isolation of the convicted person from society. The analysis of first results of the Probation Service’s activity and study of public opinion show the timeliness of the decision of the head of state to create this structure, which makes it possible to look optimistically into the future, which requires continued measures for its development. According to the author, the further development of the Probation Service should be carried out in three main directions. First, it is necessary to complete the process of improving legislation, first of all to adopt a separate law on probation, and continue to bring the regulatory framework for sentences execution in accordance with time realities. Second, for the purpose of independent activities organization and ensuring effective control, the structure of the service should also be optimized in view of the increased workload. Third, it is necessary to create a modern system of training and advanced training of Probation Service employees, ensure their reliable legal and social protection, and provide them with modern technical equipment.

Modern societies are increasingly globalized, where information and communication technologies (ICTs) play a fundamental role in every aspect of daily life: from the social, family, labor, among others. Every day more people who without distinguishing age and gender are seen in the need and desire to have at least one technological device. Objective: To examine the impact of using ICTs in the family relations of the residents of Medellín city. Methodology: exploratory-descriptive research through a quantitative methodological design, a non-probabilistic sampling by criterion was made, where 77 people were selected. Data were collected through a questionnaire type survey with closed questions in a virtual way during 3 Months. Results: among the results, 73.4% of responders suggest that there is no adequate supervision of adults to guide children and adolescents to establish a critical position on these contents. On the other hand, the most valued resources are the mobile device and computer for the possibilities of communication between relatives that are far way and for being means to improve the educational and labor processes. Conclusion: studies around ICTs and their impacts have grown significantly, which it ratifies the importance of the topic. It is imperative that parents stop seeing ICTs as a distant entity, and try to be at the forefront of the uses of the same by children, to generate effective control in the training processes within the family.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

The changes taking place in the higher education system in the Republic of Belarus require the search for new pedagogical teaching technologies, the updating of tools, methods and methodological techniques. At Polotsk State University, innovative pedagogical practices and technologies, information and communication technologies and distance learning technologies are widely used in the training of specialists in physical education. When choosing and implementing new pedagogical practices, technologies, forms and methods of teaching, constant requests for the formation of future specialists ’ competencies are taken into account. The use of innovative teaching methods increases the quality of students ’ knowledge, interest in studying the course and future professional activity.

The COVID-19 virus pandemic also had a significant impact on the educational system. This article presents the results of a research aimed at examining teachers' attitudes about the quality of online teaching during the COVID-19 virus pandemic. A descriptive research method and survey technique were applied. The sample included 274 teachers from the territory of the Republic of Serbia. The presented results indicate that the largest number of teachers with online teaching met for the first time during the pandemic and that until then they had no experience with distance learning. The platforms most often used by teachers in working with students are: Google Classroom, Zoom, Edmodo, Google Meet and Microsoft Teams. Also, a large number of teachers answered that they will partially apply online teaching after the pandemic, emphasizing that contact teaching is irreplaceable and of much higher quality, because students are more engaged, prepared and committed to school obligations. Looking at it objectively, teachers most often rated the quality of online teaching during the pandemic as average, more precisely with a grade of three. Online teaching during the pandemic required great dedication and teacher engagement, as well as good management of information and communication technologies and developed digital competencies of both teachers and students. The realization of online teaching was a challenge for teachers, but also the only possibility and solution to continue and actively carry out educational work during the pandemic and emergency situation.

This report focuses on how quickly and creatively electronic communication is spreading and transforming rural areas in Africa and, particularly, two selected communities in Zambia as case studies. The report also shows ways in which communities are adapting information and communication technologies (ICTs). And this research is interested in studying how quickly electronic communication is spreading and transforming rural areas in Africa and, in particular, the Republic of Zambia. The impact of social networks is being used in dynamic, creative ways to not only spread business opportunities but to energize economies and society. They want to gather community and household information to understand the many ways communities are adapting these technologies. Their methods of adoption and adaptation of technologies do not resemble high-tech societies where governments support massive infrastructure projects.  For example, highly creative uses of low-tech cell phones are energizing commerce and spawning new ways of building creative solutions, making African countries some of the fastest growing economies in the world today.

<p>The National Geo-Information Center (NGIC) is a distributed research infrastructure funded by the National road map for scientific infrastructure (2017-2023) of Bulgaria. It operates in a variety of disciplines such as geophysics, geology, seismology, geodesy, oceanology, climatology, soil science, etc. providing data products and services. Created as a partnership between four institutes working in the field of Earth observation: the National Institute of Geophysics, Geodesy and Geography (NIGGG), the National Institute of Meteorology and Hydrology (NIMH), the Institute of Oceanology (IO), the Geological Institute (GI), and two institutes competent in ICT: the Institute of Mathematics and Informatics (IMI) and the Institute of Information and Communication Technologies (IICT), NGIC consortium serve as primary community of data collectors for national geoscience research. Besides the science, NGIC aims to support decision makers during the process of prevention and protection of the population from natural and anthropogenic risks and disasters.</p><p>Individual NGIC partners originated independently and differ from one another in management and disciplinary scope. Thus, the conceptual model of the NGIC system architecture is based on a federated model structure in which the partners retain their independence and contribute to the development of the common infrastructure through the data and research they carry out. The basic conceptual model of architecture uses both service and microservice concepts and may be altered according to the specifics of the organization environment and development goals of the NGIC information system. It consists of three layers: “Sources” layer containing the providers of Data, Data products, Services and Soft-ware (DDSS), “Interoperability”- regulating the access, automation of discovery and selection of DDSS and data collection from the sources, and “Integration” layer which produces integrated data products.</p><p>The diversity of NGIC’s data, data products, and services is a major strength and of high value to its users like governmental institutions and agencies, research organizations and universities, private sector enterprises, media and the public. NGIC will pursue collaboration with initiatives, projects and research infrastructures for Earth observation to enhance access to an integrated global data resource.</p>

Informational support of educational process is based on increase of effectiveness and quality of all levels of educational process achieving the goals of developing training with the use of new information technologies and directing training of individual. In the law of the Republic of Kazakhstan «About Education»: «The main task of educational system – to create the conditions of education directed to the formation of individual and professional development on the basis of national and civil values and practice achievements, to set new educational technologies, informational support of the educational process, to go out into the world international communicative network», – were written. Thereby there are some tasks in front of teachers, not only give the knowledge to the students, but also to develop a many-sided, free, creative and competitive individual. One of our main goals is the development of new innovative technologies in the development of education and science. In this regard, the introduction of more information technology, new teaching methods is becoming one of the most pressing issues. Many modern technologies used in educational process are directed to the development of an individual and effective education. One of them, the use of information and communication technologies is an effective way of knowledge quality increase.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The problem of digital transformation of educationare considered in the article. It is noted that one of the main requirements for the training of specialists in the conditions of digital economy is the quality of the specialist, as the ability to work in a team of project work and the basis of the project work is given. Lack of analysis of digital footprint analysis and determination of the competence of students are analyzed
