MONITORING PUBLIC ATTITUDE TO THE WORK OF POLICE IN KEMEROVO REGION - KUZBASS (BASED ON REGIONAL STUDIES)

The article aims to present a comparative analysis of the results of opinion polls conducted by all-Russian public opinion centers and regional research organizations regarding the work of the police based on the case of one division of the Siberian Federal District - Kemerovo Region - Kuzbass. It is noted that conducting such research acts as a kind of “feedback” tool between the Ministry of Internal Affairs and the public and is basically aimed at identifying the dynamics of current results and existing problems in the work of police officers. At the same time, the authors compare polls of different types (mass and online polls) and levels (federal or regional), which allows for a better analysis of the issue. The article analyzes data for the last few years obtained by the Public Opinion Foundation (FOM), the All-Russian Research Institute of the Ministry of Internal Affairs of Russia, the Siberian Politics Foundation and the Centre for Regional Social and Political Research at the Institute of History and International Relations of Kemerovo State University. The main issues that are constantly monitored by the leadership of the Ministry of Internal Affairs and representing the subjects of tudy for opinion surveys include the degree of protection of the population, the level of trust to police officers, performance assessment, the degree of victimization of the population (whether a person was subjected to criminal attacks or not for over the past 12 months). The study made it possible to see the weak and strong aspects of both the survey results themselves using the case of the region and to trace the similarities and differences in the public evaluation throughout the country and in Kuzbass. For example, online polls in Kuzbass conducted in September 2020 against the background of the COVID: pandemic showed a “surge” of protest potential in the responses. In general, the study concluded that federal results tend to color the real situation offering a certain generalized result across the country, while the level of regional research is more objective in reflecting the real situation.

This study aimed at investigating the implementation of e-learning in one of government non-favourite schools in Singaraja. This study was the result of the real implementationof e-learning in Bali in which the government expected e-learning to be applicable in every school in Bali since the launching of Balinese version of E-learning 2017. This research was a descriptive qualitative research. This study used snowball sampling in which the public opinion was counted. The data were collected by using observation and interview guide. The result of the study showed that the implementation of e-learning was not running well and became a serious problem. Some sollutions were offered in this study.

В статье рассматриваются основные принципы формирования и трансформации общественного мнения о полиции в гражданской среде, связанные с участием сотрудников правоохранительных органов в мероприятиях, направленных на предотвращение негативных последствий чрезвычайных ситуаций. Рассматриваются объективные риски, возникающие вследствие некорректной трактовки служебных действий сотрудников правоохранительных органов представителями гражданской сферы в условиях ограничения их возможностей с целью минимизации ущерба от чрезвычайной ситуации. Отмечается, что в условиях действия ограничительных мер на период объявления чрезвычайной ситуации усиливается негативное восприятие деятельности сотрудников органов внутренних дел. Оцениваются перспективы, связанные с улучшением социального восприятия полиции в результате освещения самоотверженности и высоких личных качеств сотрудников полиции, с риском для жизни и здоровья участвующих в борьбе с последствиями чрезвычайной ситуации и в спасении гражданского населения. Делается вывод о необходимости использования средств массовой информации как инструмента формирования общественного мнения в целях объективного отражения в общественном сознании россиян профессиональной деятельности работников правоохранительной системы. The paper examines the principles of the formation and transformation of public opinion about the police in the civilian environment, associated with the participation of law enforcement officers in measures aimed at preventing the negative consequences of emergencies. The publication considers the risks associated with the incorrect interpretation of the official actions of law enforcement officials by representatives of the civilian sphere in the context of limiting their capabilities in order to minimize damage from an emergency. The author evaluates the prospects related to improving the social perception of the police through highlighting the disregard of self and high personal qualities of police officers at risk to life and health of those involved in combating the consequences of an emergency and rescuing the civilian population. It is concluded that the media should be used as an instrument for the formation of public opinion in order to objectively reflect the professional activities of law enforcement officials in the public consciousness of Russians.

An animation studio is an animation production site. However, their products and functions are still not widely known by the public, so there are still few users of their services. The animation is not only entertainment media but also as an intermediary media that can facilitate an activity. So an attractive and interactive animation studio is needed. The solution offered is to use a simulation method that aims to make it easier for people to understand animation. Simulation is a method that shows something in a simulant form that is similar to the real situation. This method uses the Triadic Game Design approach that has three aspects, namely play, meaning, and reality. These three aspects are used as references in the animation studio.

AbstractCoronavirus disease 2019 (COVID-19) emerged in late 2019, with the first case identified in Wuhan City, Hubei Province, China, on 12 December 2019. In order to perceive the comprehensive impact of this pandemic, we have to know that misinformation and denials about COVID-19 have surely exacerbated its diffusion and hindered the response against it. Turkmenistan remains one of the very few countries in the world that lacks reports about emerging cases of the novel coronavirus. Turkmen authorities claim that they have adopted all attainable measures required in order to combat the virus, asserting that COVID-19 has yet to reach their country. Despite the government’s reported absence of COVID-19 in the country, rumors, media reports and independent sources suggest the spread of the pandemic in Turkmenistan. By mid-June 2020, the outbreak was referred to as being serious with patients suffering extreme health risks, and following its state of disrepair and unethical practices, many of those anticipated to be COVID-19 infected tend to suffer at home, discouraging any interaction with the healthcare system. The civil society in Turkmenistan, for the time being, takes full part of the government’s duty in the process of informing and educating the public regarding the COVID-19 pandemic, and endeavors to keep the government and WHO accountable for behaving in such repressive ways that could lead to rather preventable loss of human life in Turkmenistan. Yet, efforts hang fire before unveiling the real situation, and Turkmenistan’s government owning up to the negations and roaming speculations, not only regarding the coronavirus crisis, but every public-related issue itself.

В настоящее время авторитет сотрудников органов внутренних дел в обществе невысок. В связи с этим существует реальная потребность в исследовании путей создания положительного образа правоохранителей. В статье уделено внимание исследованию психологических особенностей, влияющих на формирование социально одобряемого образа сотрудников полиции. В ходе исследования были использованы такие методы, как контент-анализ сообщений со средств массовой информации, сравнительный анализ наработок по изучаемой проблеме, групповые беседы, анкетирование, психодиагностическое исследование курсантов и слушателей. Важным аспектом формирования положительного имиджа сотрудников органов внутренних дел является изучение их мотивационно-ценностной сферы. Именно положительная профессиональная направленность и мотивация профессиональной деятельности будут способствовать развитию всех необходимых качеств, отображенных в профессиограмме правоохранителей. Внутренняя мотивация определяет желание самосовершенствоваться, стремление к личностному и профессиональному развитию, предполагает высокую нравственность и законопослушность, а это, в свою очередь, непосредственно отражается на внешне воспринимаемом облике стражей закона. Также на основе результатов исследования разработаны предложения по формированию положительного имиджа сотрудников полиции, касающиеся работы с кадровым потенциалом. Currently, the public does not appreciate the image of employees of internal affairs agencies. In this regard, there is a real need to study ways of creating a positive image of law enforcement officials. The article focuses on the study of psychological features affecting the formation of a socially approved image of police officers. In the course of the study such methods as content analysis of messages from the media, a comparative analysis of developments on the problem under consideration, group conversations, questionnaires, and psychodiagnostic research of cadets and students were used. An important aspect of the formation of a positive image of employees of internal affairs agencies is the study of their motivational and semantic sphere. It is a positive professional orientation and motivation of professional activity that will contribute to the development of all the necessary qualities displayed in the law enforcement professiogram. Intrinsic motivation determines the desire for self-improvement, the desire for personal and professional development, involves high morality and law-abidingness, and this, in turn, is directly reflected in the outwardly perceived guards of the law. In addition, based on the results of the study, proposals to create a positive image of police officers regarding work with human resources were developed.

On the basis of qualitative sociological surveys, the article presents certain aspects of public opinion of students of the Khabarovsk territory about the activities of the police, real and potential forms of interaction between the police officers and youth, directions of harmonizing relations between these social groups. The study showed that assessments of young people in these aspects are not uniform. In the collective consciousness of young people, the police mostly evoke positive associations. This is due, first of all, to the experience of personal positive interaction of students with the police officers, including as victims, or the experience of friends, acquaintances, relatives of respondents. Presence of similar experience, but substantively negative predetermined the spread of skeptical assessments of the activities of this law enforcement body in the student environment. The media, the Internet, and rumors also have a significant impact on the negative opinion of the police. Despite the presence of an unfavorable perception of the police, many respondents acted in cooperation with the police not only as victims or offenders, but, above all, in the role of those who assisted the police in solving the tasks facing it. The overwhelming majority of respondents expressed their readiness to help the police if necessary. The respondents see the main directions for optimizing interaction between young people and the police and increasing confidence in the latter in transforming the police as a social institution, but not in the society as a whole or Russian youth in particular.

Silence speaks louder than verbal speech, penetrating deeper into the hearts of those to whom it is directed. Marriage, as any other institution, is often surrounded by moments of silence between couples, which leads to thoughtful suffering. Contextualizing the theory of Spiral of Silence of Noelle-Neumann in the Bena context in Tanzania, this article provides a reading of the text in the Gospel according to John to discern the way in which it enlightens the real life situations of the church in regard to the role of silence. The article argues that the silence of Jesus in the text, as was his silence in the passion narratives, is a form of expression of his urgency and the communication of his power against the public opinion. In this case, the reading intents to look at the implication of silence within the prism of gender with specific reference to emotional abuses exerted by the church to marginalized people.

Abstract Diplomatic negotiations represent the most frequently regulated and used method when it comes to states settling their international conflicts. The negotiation process can be influenced by many factors, such as: the characteristics of the conflict, the power balance, the relation between the parties in conflict. From the perspective of international law, a significant importance for the success of negotiations is held by the observance of some principles such as: sovereign equality of the parties, the absence of force or threat to use the force, good faith, lack of interference in internal affairs, abstention from committing any act capable to worsen the conflict. For a solid lengthy settlement of a conflict, no solution can be imposed by using the force or threatening to use it and, hence, transgressing the essential attribute of states – sovereignty. States must show a good faith attitude during negotiations and use this diplomatic method with the real intent of settling the conflict and not for other strategic reasons, like getting extra time or creating a good faith appearance in front of the public opinion as they were looking for a solution.

One of the effective mechanisms of internal affairs bodies' managing is said to be public control on the police activity. An analysis of the police activity which, in its turn, is characterized by mistrust and low satisfaction with activity of law enforcement officials proves the necessity to find effective ways to improve such situation. The authors of the given article consider that there are enough mechanisms to manage in the internal affairs bodies but not all of them are effectively applied. It is public control that is of great importance as it allows citizens to analyze, evaluate the activity of police officers as well asto identify issues require to be solved at once both by the public and the heads of the internal affairs bodies. The study of the legal basis allows the researcher to consider that at present there are all the formal conditions to perform public control. However, this is not enough. In fact there isanothersituation. On the one hand, we can see formal approach of the heads of the territorial internal affairs bodies to perform public control as a mechanism toimprove the police activity; on the other hand, there is low self-organization of the population expressed in poor legal literacy and social activity as well as underdeveloped forms of civil participation in public life. Based on the results of the regional sociological studies the authors of the article conclude that it is necessary to intensify cooperation with the public on informing about the possibilities to perform public control on the police as well as developing a system of indicators to evaluate the activity of public councils and publicmonitoring committee that perform public control to increase the efficiency of their activities, about necessity to provide responsibility of the heads of the territorial internal affairs bodies for ignoring sociological information to have been received. The article deals with not only a critical assessment of the police's interacting with the population, but also new approaches related to usage of public control as an effective mechanism to manageby the internal affairs bodies, which helps increasing citizens' trust in police officers.
