The article is devoted to a comprehensive study of theoretical and methodological principles, scientific and practical approach to the use of outsourcing in national economic systems in the implementation of modern unstable, risky economic relations. The productive use of outsourcing is an organic component of the global process of intellectual production capital, which is realized mainly through international cooperation in the context of internationalization of production and exchange. These interconnected economic processes in the modern world unfold in a globalized market environment and are characterized by increased importance of various forms of division of labor, the growth of economic and organizational-economic interdependence of economic systems of different countries and international economic organizations. Internationalization, openness of economies determine social progress for all countries through the manifestation of the implementation of outsourcing services in global business relations. The object of research is to find out the advantages and potential of outsourcing on the basis of long­term experience of foreign countries in Ukraine. Research methods - scientific abstraction, statistical, analytical, logical-dialectical, empirical research. Analysis and comparison of a significant number of works on scientific substantiation and practical experience of using international outsourcing in the context of globalization by business companies to address topical issues of its implementation in the global market environment based on a number of positive and negative factors, incompletely received a competent assessment. The set of interpretations of outsourcing as a modern cooperative form of business relations in joint ventures is studied, the key determinants of intensification of outsourcing relations are clarified, the tendencies of their realization as a result of globalization processes are analyzed. A number of organizational and economic processes, models that can positively affect the quality of dynamic development of outsourcing are identified. There are also clarifications and a number of advantages of promoting the practice of its use. The peculiarities of the use of outsourcing services in the production process using the latest technologies through electronic information resources, the provision of services of various levels in developed market economies, as well as the problems of using outsourcing in the domestic economy. A number of proposals for the objective feasibility of implementing this type of cooperation to ensure high rates of activity of domestic business companies of various forms of ownership, production and services. In modern world economy resort recreations is one of the most high-profitable spheres of managing. Ukraine owns the powerful resort and tourist potential, to which effective development can bring a real economic benefit. For this purpose, it is necessary to form of system concept for the development of such systems, which are integral part of the economic transformations. Transformational processes are displayed in shifts in consumption, requirements and ways of their satisfaction. The market environment needs are in the form of demand and ways to meet them mediated by the market in the form of market expectations. They are important for forecasting the behavior of the market of resort and tourist products. As a result, of research was the model of dynamics of trust of the market to transformational changes of the resort and tourist sphere of Ukraine is constructed. Scenarios of change of level of trust at various values of parameters, which correspond to stages of development of transformational economy are received.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

This book provides a sweeping critical history of social theories about war and peace from Thomas Hobbes to the present. It presents both a broad intellectual history and an original argument as it traces the development of thinking about war over more than 350 years—from the premodern era to the period of German idealism and the Scottish and French enlightenments, and then from the birth of sociology in the nineteenth century through the twentieth century. While focusing on social thought, the book draws on many disciplines, including philosophy, anthropology, and political science. It demonstrate the profound difficulties most social thinkers—including liberals, socialists, and those intellectuals who could be regarded as the first sociologists—had in coming to terms with the phenomenon of war, the most obvious form of large-scale social violence. With only a few exceptions, these thinkers, who believed deeply in social progress, were unable to account for war because they regarded it as marginal or archaic, and on the verge of disappearing. This overly optimistic picture of the modern world persisted in social theory even in the twentieth century, as most sociologists and social theorists either ignored war and violence in their theoretical work or tried to explain it away. The failure of the social sciences and especially sociology to understand war, the book argues, must be seen as one of the greatest weaknesses of disciplines that claim to give a convincing diagnosis of our times.

The article deals with the concept of flat Earth. There has a adherents and defenders in the modern world, despite the solid age of heliocentric teaching. Flat Earth apologists point out, that the evidence in favor of the scientific heliocentric theory is held on confidence. People should trust the testimony of astronauts, space exploration data, and more. However, the vast majority of people cannot verify this data from their own practical experience. If science is a criterion for truth, then the heliocentric concepts and flat Earth are far removed from this criterion. Moreover, in the cultural experience of the past we can find arguments in favor of the concept of a flat Earth. These testimonies are contained, in particular, in the Old Testament Bible, the sacred texts of Christianity and Judaism. The mythological and religious texts of other nations and cultures also refer to the idea of a flat Earth.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

Inclusive capitalism is a hot topic and for the right reasons. It has been the focus of discussions both in academic and development circles around the world. “The role that business plays in society, and the expectations about the role it should play, has shifted dramatically in recent years. Called to a higher purpose, or sensing that externalities can only be ignored at their peril, many businesses are increasingly open to the notion that they have a responsibility for creating more inclusive economic systems” (Tufano et al. 2016). The article examines the current problems of the global sphere of work and employment. The author historically assesses the causes and consequences of the structural transformations of the economy and social and labor relations as a result of the transition of the capitalist economy from fordism and keynesianism to post-fordism and neoliberalism at the end of the 20th century. Based on the analysis of a significant array of statistical and sociological information the author concludes that in the conditions of neoliberal economic globalization, labor has undergone significant changes in comparison with the period of the "glorious post-war thirty years" of capitalism. The implementation of radical economic reforms has led to an increase in employment vulnerability and a decrease in the quality of working life for many categories of workers in the modern world. The decline in the share of labor in GDP, the lag in wage growth rates from labor productivity, and the widespread incidence of informal and vulnerable employment, characteristic of this period, have become the main reasons for the growth of socioeconomic inequality and widespread poverty and poverty in the working environment in recent decades. Having considered the impact of the current process of automation, robotization and digitalization of the global economy, the author concludes that without changing the socio-economic and political configuration of the structure of the modern world, the potentially high utility of the latest achievements of science and technology will be significantly limited and subordinated mainly to the economic interests of capital owners, and will not work for the benefit of all humanity and social progress. The article pays special attention to studying the consequences of the COVID-19 pandemic in the context of their impact on the position of employees in the modern world.

Purpose:the purpose of this article is to justify the choice of the strategic direction of effective development of the national economy of Russia. The authors see the solution of this problem on the way of improving the organizational and economic mechanism of the functioning of Russian enterprises. This problem is considered to be one of the main authors in the consolidation of society and its mobilization for the implementation of the tasks set in the may Decree of the President of the Russian Federation (№ 204 from 2018).Methods:the study was conducted using the methods of systematic, logical, comparative analysis, involving Russian and foreign experience in solving social and economic problems. Particular attention was paid to the validity of the conclusions.Results:national economic problems are touched upon through the prism of the economy of enterprises. An attempt has been made to prove the dependence of the acceleration of the rates of economic development on the improvement of the enterprise's internal economic mechanism. In the postindustrial society, the role of enterprises as the main link in the production of material goods and the provision of services is not diminished, despite the accelerated introduction of scientific and technological progress and the increase in the value of personal property. The improvement of the internal structure of enterprises proposed in the article can significantly reduce the negative consequences of the privatization of state property. According to the authors, this will improve the efficiency of the use of human capital in terms of all its components: ordinary workers, managers, specialists, owners.Conclusions and Relevance:currently, there is a situation in which the owners of enterprises (mainly large ones) have practically unlimited rights and very limited liability for the results of the work of their enterprises. This situation hinders the development of the productive forces of society. The proposed concept of an "effective enterprise" means solidary management of enterprises (ultimately solidary management of the economy). It provides for a system of measures to remedy the situation. The first steps in this direction are the following: 1) the creation of a balanced system of enterprise management; 2) democratization of management and development of the institution of collective (people's) enterprises; 3) the movement in the direction of restraint unrestrained competition and finding ways of cooperation not only within enterprises but also in the relations between all participants of the process of production and realization of products, as well as authorities at all levels; 4) streamlining the processes for the establishment and liquidation of enterprises; 5) the active implementation of multilevel and multidimensional strategic planning. It is not possible to implement these measures in a short time. But the movement along this path creates systemic conditions for accelerating economic growth.

There are four important strategies which are widely used in Born Global Firms internationalization process that including multinational strategy, global strategy, international strategy, and transnational strategy. This essay will introduce pursuing transnational strategy and some difficulties existing in this process. This article contains a philosophical study of the moral basis of modern legal nihilism. Usually legal nihilism is understood as a negative or indifferent attitude of individuals or social groups to law as a social institution. The universal and necessary nature of this phenomenon cannot be revealed by giving even the broadest list of active causes of its occurrence and spread. This nature of legal nihilism can be understood through systematic knowledge the idea of the moral spirit.Within the limits of this article, only the nearest spiritual and practical basis of the legal nihilism is revealed. Further consideration of the problem proves that this basis is the freedom of moral subject, the moral view in general, which is an effective principle of the form of the modern world. From a moral point of view only the autono- mous will is truly free and, therefore, really moral. For it is subordinate to a universal law, rooted in the «moral self» of the will itself. Thus the autonomy of the will is recognized as the true and only law of morality, which is identified with real moral order. Recognition of the autonomy of the moral will as the highest principle of the practical spirit made the moral view an indisputable criterion for evaluating any existing moral order. Thus the reflection of the practical experience of modern times laid the moral foundation of legal nihilism. For from this moment on, any external authority, every normative order has come under the initial suspicion of the moral subject, Every objective normative order came to be considered by him as something that has only a conditional significance. All this reality now requires legitimation by the subject of moral freedom, justification before person’s deep belief in what is rational and moral.
