Household labour migration experiences may have a staggering impact within developing countries, especially in dynamic societies like China, where labour migration is obvious. The present study’s objective is to investigate whether household labour migration contributes to the probability of farmers’ access to productive agricultural services. The study’s empirical setup is comprised of household survey data of 541 farmers in Shaanxi, Henan, and Sichuan provinces. The study proposes a counterfactual model to evaluate the average processing effect of an urban migrant with the help of the endogenous transformation of the Probit model. The results show that labour migration for work directly affects farmers’ access to productive agricultural services and indirectly affects farmers’ access to productive agricultural services through three channels: labour input, land transfers, and planting structure adjustments. The study further confirms that labour migration for work has a significant heterogeneity in the probability of obtaining productive agricultural services for farmers with or without non-agricultural income. Simultaneously, the labour migration area for work has significant heterogeneity in the probability of farmer households’ access to productive agricultural services. The government should extend support towards productive agriculture services. Agricultural demonstration services and on-hand training of migrant labour should be highlighted.

This Study entitled as “Livelihood Pattern of the Tibetan Refugees in Nepal” (A Case Study of the Samdupling in Jawalakhel and Khampa Refugee Camp in Boudha- Jorpati) aims to discover the livelihood patterns of Tibetan refugees residing in the Samdupling camp in Jawalakhel and Khampa Refugee’s Camp in Boudha-Jorpati. The paper intends to examine the problems confronted by Tibetan refugees residing in the Samdupling camp and Khampa Refugee’s Camp. The study itself is conducted with the objectives of describing the present socio-economic status of Tibetan refugees dwelling in aforementioned camps located inside the Kathmandu valley and Lalitpur. This write-up not only deals with different livelihood aspects of Tibetan refugees but also compares the livelihood of two camps to list out the social, economic and political problems affecting their livelihood. However, this study is mainly based on the primary information and the data which were collected using the techniques of household survey and sampling survey, along with questionnaire and interview during the several field visits to camps. The paper concludes by stating that government intervention is required to resolve the issues affecting the livelihood of Tibetan refugees. Tibetan refugees’ problems required a political yet humanitarian resolution. The government needs to decide on whether to endow the citizenship or refugee card to the refugees who have been deprived of the both, or opt for the third-party settlement. For that Tibetans refugees also need to cooperate and coordinate with the refugees department under the Ministry of the Home Affair, Government of Nepal

Farmland transfer is conducive to the rational allocation of farmland resources and scaling of agricultural production in China. The Chinese government launched a pilot program to subsidize moderate-scale farmland management in 2016, yet the perception of the program and its effects are rarely empirically tested using micro-level data. Using data on 523 households extracted from a rural household survey, the Probit and Tobit model results determined a significant positive impact of the perception of moderate-scale subsidies on both farmland transfer behavior and farmland transfer area. If the household knows about the moderate-scale subsidy policy, then it is 19.2% more likely to have moderate-scale land endowment, and the household has 17.626 ha more inflow land than that who do not know the policy. The results show that only 5% of the households know the moderate-scale subsidy policy, thus hindering the process of farmland transfer. Additionally, high levels of educational attainment and non-agricultural income promote farmers’ decisions to transfer farmland and to expand farmland areas for moderate-scale households. However, age, household size, the family dependency ratio, and non-agricultural labor are obstacles to farmland transfer. The findings imply that the government should adopt a more effective policy transmission mechanism to increase the proportion of knowing the subsidy policy for both small-scale and moderate-scale households.

Abstract Agricultural insurance is one of the management risk tools. This research aimed to analyze the factors affecting food crop farmers’ agricultural insurance in the Altınekin District of Konya Province. To obtain data using a questionnaire by interviewing 66 food crop farms entreprises who did agricultural insurance in the previous year. The population sampling was calculated with a single-stage non-clustered probability sampling. Factors affecting farmers’ agricultural insurance were analyzed by Binary Logistic Regression. The results of the analysis of factors affecting farmers’ willingness to take out agricultural insurance were farmers age, education, land size, sources from which they receive information on agricultural insurance, and the amount of support paid by the state, the amount of debt, pure product and agricultural income. The sources from which they received information on agricultural insurance had negative effect. The other factors have a positive effect. Providing education and advertising about agricultural insurance to farmers can increase the willingness of farmers to take out agricultural insurance. Support in the form of assistance on agricultural insurance of the government is also needed.

<p>More than 70 percent of West Africa’s (WA) poor live in rural areas and depend largely on rain fed agriculture for food production and income generation. The livelihoods of farmers are threatened not only by long-run climate variability but also by seasonal extreme weather events that can reduce yields and increase agricultural income uncertainties. Low adoption levels of improved agricultural technologies and poor soil qualities further increase farmer vulnerability to rainfall variability. Therefore, the impacts of changes in rainfall patterns and rainfall intensity are severe and can result in the loss of income sources poverty and even food insecurity.</p><p>To mitigate against losses from these events, farmers in the region engage in several risk diversification strategies. For rural areas where adoption options are limited, diversification of agricultural production or engagement in off-farm work are the most viable options. However, governments and donor agencies pursue other strategies such as agricultural intensification through irrigation development to prepare for increased impacts of climate change. Engagement in year around irrigated agriculture can however, potentially limit farmer’s ability to participate in further risk diversification strategies, especially if these involve off-farm strategies.</p><p>A considerable amount of literature has looked at how access to irrigation benefits farmer livelihoods. However, research on this subject has been mostly restricted to benefits of dry season irrigation and impacts of irrigation in overcoming dry spells. What is not yet clear is the benefit of irrigation to overcome effects of irregular rainfall, such as late onset of rainfall in the rainy season and implications for the agricultural income and further risk diversification strategies.<strong> </strong>This paper seeks to remedy these problems by analysing whether irrigation provides enough security and agricultural income to justify that farmers focus on agriculture as main economic activity and engage in year round farming.</p><p>We address this research question in three steps. First we ask how farmers in the region are impacted by rainfall variability. We combine household survey data (n=646) with information collected in focus group discussions and climate data from a case study from North Ghana. Second, we use a two-stage regression analysis to estimate what factors affect smallholder’s decisions to adopt different risk diversification strategies across different strata of irrigation access. In the second stage, we estimate the causal relationship between diversification strategies and household welfare as measured in crop income. This study offers some important insights into applied risk diversification strategies across heterogeneous farmer groups, potentially helping to understand why so many irrigation initiatives have not been successful in involving local farmers in extensive and all year round irrigated agriculture. The comparison of drivers and constraints of diversification strategies across irrigation typologies enables us to value the worth of irrigation for smallholder households in the context of on-farm and off-farm incomes. Additionally, the combination of climate data and targeted questions in the household survey enables us to understand what seasonal rainfall events pose a risk to livelihoods and how frequently they are encountered.</p>

Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

This paper discusses the challenges of records management that arise from the use of adapted buildings as records centres in Zimbabwe, despite the advantages of using such buildings. A qualitative research approach was used as well as a case study research design. Data were collected from seven officers of the Gweru Records Centre through semi-structured interviews. Personal observation was used to triangulate findings from interviews. It was found that the use of adapted buildings as records centres was a cheaper and quicker way of establishing records centres throughout the country. However, a number of preservation, security and management challenges cropped up as the conditions of the buildings and the environment of the adapted buildings were not conducive to the proper and professional management of records. This study is important in that it explores the prospects and challenges of using adapted buildings as records centres in Zimbabwe, an area that has not been researched by many authors. This provokes archival authorities and the government to seriously consider establishing purpose-built records and archival centres.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.
