Rice production takes a leading role in the agricultural sector of Bangladesh contributing to 35% of the gross value added of total agricultural production (December 2011), employing 48% of the rural workforce. While the country achieved self-sufficiency in rice, continuous population growth requires Bangladesh to further increase the production of this staple cereal. However, considering the steady decline of the cropped area and available rural workforce, such increase could be reached by increasing the efficiency in rice production. This study aims to examine the resource use efficiency and its drivers in the performance of rice farms in the Northwest region of Bangladesh, which is considered as the food bowl of the country. The study applied a two-stage approach of Data Envelopment Analysis followed by Ordinary Least Squares to estimate the impact of contextual variables on rice production. The empirical research results show that 83% of rice farms among the sample of 184 farms are efficient being located on efficiency frontier, while the 2% farms are inefficient and could improve their efficiency. The remaining 15% of farms are at level that is close to the efficiency frontier. Such factors as the cost of irrigation, pest control, and crop harvesting and carrying are the main drivers of efficiency amongst the considered rice farms.

In the context of countries integration into the world economic space, agricultural sector is one of the priorities and strategically important sectors of the national economy. Development of instruments aimed to increase investment potential of this sector is therefore an important component of the country’s economy growth. The article proposes a science-based model of the impact of the agricultural sector on the economic development level of countries trying to move towards European integration. It was found that the employment rate (+58.4) has the largest influence on the rate of GDP change in the studied group of countries (Ukraine, Moldova, Georgia, Armenia). The impact of the gross value added of the manufacturing sector on its economic growth is positive (+44.6). The negative foreign direct investment ratio in the model (–40.3) may be due to the fact that the indicator in the studied countries is still largely influenced by the intervention of the state mechanism, significant uncertainty and risk, which is a deterrent to the overall economic development. An important result of the study was that foreign direct investment had a negative impact on economic growth in developing countries. Further development of the investment potential of a country’s agricultural sector provides for a radical acceleration of scientific and technological progress and, on this basis, a reduction in the cost of a unit of agricultural products and food and an increase in their competitiveness in the domestic and world markets.

Current international agreements call for a significant reduction of nitrogen loads to the Baltic Sea. New measures to reduce nitrogen loads from the agricultural sector and an increased focus on cost efficiency will be needed to meet reduction targets. For policy design and evaluation it is important to understand the impact of weather on the efficiency of abatement measures. One new proposed policy is the use of crop permits based on weather normalized average leaching. This paper describes the use of the Spearman method to determine the efficiency of this policy with annual weather variation. The conclusion is that the values of the Spearman correlation coefficients in the study indicate that using average leaching for the individual crops on specific soil types for calculating crop permit requirements is an efficient policy. The Spearman method is demonstrated to be a simple useful tool for evaluating the impact of weather and is recommended for use in new studies.

Farmers are faced with challenges of producing enough food and the use of traditional methods seems not to keep pace with the ever-growing demand of the populace thus creating increased concern in food scarcity. Although it has been identified that smart tools will enhance the production pace needed in the Agricultural sector, unfortunately, most of these tools are designed for farmers without their inputs, thus creating tools that are not meeting demands. This study focused on a farmer-centered design, development, and deployment approach to improving farm productivity. The design thinking approach was used to identify the specific need of the farmers in selected areas, ideas were created using brainstorming sessions involving experts in the field, and prototypes were developed and deployed to evaluate the impact performance. The result shows that the proposed system improved the cost-benefit ratio of crop farming from 2.14 to 2.26. This is a 12% productivity increase.

The purpose of this article is to investigate the current state and dynamics of technical, energy capacities, labor resources and wages in Ukrainian agricultural enterprises, the impact of these indicators on efficiency of agricultural production, indicators of development and competitiveness of products on the domestic and foreign markets. The moral and physical deterioration of the equipment available at the farms is determined, which does not contribute to the increase of labor productivity and to obtaining consistently high economic results. On the basis of the dynamics of the analyzed statistical data, the problem of providing agricultural producers with labor resources was confirmed against the background of deepening of depopulation processes in the countryside, which led to the deterioration of quantitative and qualitative characteristics of human resources. Indicators of development and production rates of the agro-industrial complex of Ukraine have been investigated, that showed a low level of innovation implementation. Mathematical formalization of the relationship between the dynamics of changes in the gross value added indicators and the volume of sales of agricultural products is carried out. Based on the analysis of innovative activity indicators in the agricultural sector of Ukraine and the consistent assessment of the adequacy of linear and nonlinear pair equations, the model specification is presented, which is presented in the form of linear pair regression, which confirms the existence of a direct link between changes in the volume of sales in the agrarian sector.

The impact of rapidly escalating input prices of farm income, agricultural production, production adjustments, the general price level, the cost of living and capital requirements in the agricultural sector is a source of increasing concern to farmers, suppliers of capital to agriculture, and consumers of agricultural products. Record prices for agricultural commodities, such as feed grains and soybeans, partially masked the effects of a 52 percent increase in the index of prices paid for production items on net farm income during the period 1971–74. As agricultural machinery and farm buildings are replaced, world stocks of agricultural commodities are replenished, and domestic prices begin to decline, the magnitude of these cost increases will become more apparent.

Abstract Subject and purpose of work: Analysis of the innovative development trends of the agricultural sector in the Visegrad Group countries in 1995–2019. Investigation of the impact of innovation on value added to GDP by the sector and the patent activity. Materials and methods: Secondary data used in the current research were taken from Eurostat, World Bank and European Patent Office databases. They were analyzed by applying OLS models and Granger causality tests. Results: First, composition of R&D expenses in each Visegrad country was examined. Then its relationship to agricultural GDP and the number of the patents granted was tested by means of OLS models. Forecasting the relationship between variables examined was carried out by running Granger causality tests. Conclusions: There was a constant growth in agricultural innovation activity investment from 1995 to 2019. Nevertheless, the countries examined have not yet reached the EU’s objective concerning the R&D intensities. Innovation activity had a positive impact on the value added to GDP by agriculture and on the number of the patents granted.

The priority of the Nawacita Program in the agricultural sector is to increase superior production, especially rice. In achieving these objectives, it is necessary to ensure the availability of national rice. The availability of national rice is fulfilled from 3 aspects, namely local rice production, government rice reserves and rice imports. Most of the previous research, the availability of rice only accounted for local rice production and rice imports. In this study, the government’s rice reserves are counted as one of the main indicators. Because local rice production used to meet people’s needs is always reduced in volume to meet the government’s rice reserves. In achieving rice self-sufficiency, this study also observed how the ability of local rice production to be the only one to supply the availability of national rice, without bringing in from outside parties. Research using the LS method with the Minitab 15.1 program shows the results that partially the availability of national rice is positively influenced by indicators, namely local rice production, rice imports, and the government’s rice reserves. Forecasting the ability of self-sufficiency in rice by relying on local production in supplying the availability of national rice in the future, shows a positive trend meaning the value of the trend of forecasting increases with increasing time. The factors that influence the achievement of rice self-sufficiency are partially determined by rice supply, rice productivity, the gap in rice prices to grain prices, and the use of balanced fertilizers. But it is not influenced by the level of rice consumption in the community. The result of this study indicates that the availability of national rice is still very dependent on local and foreign rice products. However, to achieve rice self-sufficiency in the future, where all needs are met from local products is not impossible, so that dependence on imported rice can be reduced. Keywords: availability of rice, self-sufficiency in rice, production

This research was conducted to examine the impact of empowering and fostering innovation of peasants as an activity that summarizes the values to build a new paradigm in agricultural development. The role of the agricultural sector is very strategic, not only in order to achieve food self-sufficiency but also in order to expand non-oil and gas foreign exchange sources. The purpose of this study is to see the impact of the strategy and pattern of relations between the Aceh Community Empowerment Institution (LPMA) in implementing the empowerment program and fostering farmer innovation in Nisam District, North Aceh Regency. The method used in this study is a qualitative method with data collection techniques through interviews, observation and documentation. The phenomenon of poverty for the people in Nisam District, North Aceh generally comes from the agricultural sector due to the lack of support for knowledge and business capital. This empowerment activity is carried out by the Aceh Community Empowerment Institute (LPMA), a non-governmental organization. Research shows that the optimization of empowerment and innovation carried out by LPMA has contributed to increasing community empowerment and also contributed to business partnerships for poor farmers to increase community empowerment.

Introduction. During 2014–2017 VAT electronic invoicing was adopted in Ukraine, which allows for the automatic exchange of tax data between taxpayers and tax authorities. It was estimated the positive impact of e-invoicing reform on gross sales and purchases, tax liabilities across all firms, tax compliance etc. Purpose. The purpose of the article is to study the impact of VAT e-invoicing on a fiscal efficiency of the tax. Methodological approaches to understand the essence and nature of the taxation of spending under the conditions of an innovative digital trend in society can be used to implement a fair fiscal policy in Ukraine. Methods. The author used scientific methods such as abstraction, deduction, comparison, analysis, systematization and others. It was used statistical data, data of tax authorities, data of the State Treasury Service of Ukraine. Results. It was established that e-invoicing in Ukraine increases VAT refund and improves its mechanism firstly. On the other hand, digital technologies positive effect on tax collection for imported goods and services in Ukraine. Despite that, the fiscal efficiency of VAT hasn`t increased. Conclusions. The lack of a positive impact of e- reform on value added tax collection in Ukraine was revealed. The main factors causing fiscal VAT dysfunction in Ukraine are: a significant shadow economy, the sale of goods and services to end-users using a simplified tax system, tax benefits for the rapidly growing agricultural sector, non-taxation of electronic goods and services. Digital tools, e-invoicing system should be supplemented by other reforms to improve revenue mobilization, enhance compliance.
