This paper presents the results from monitoring the organization of catering for children in general education institutions. Monitoring was conducted in August–September 2020. We collected relevant databases for 85 Russian subjects: the total number of indicators—113, the total number of sub-indicators—347, and the total number of data—76,414. This paper investigates the problems surrounding resource provision in regard to organizing nutrition for schoolchildren in the Russian Federation. We analyzed the structure of the informatization in regard to the provision of hot meals for schoolchildren in Russian regions. Moreover, we present cases and best practices surrounding informatization management and personalization of children’s nutrition. The research results reveal that Russia possesses a unified regional information system for accounting/monitoring the organization of children’s nutrition, as an independent specialized information resource (in regard to catering). This paper identifies the levels of information technology used in school nutritional programs for each federal district. We present the results of the analysis, the availability of information resources, and the possibility of automated non-cash payments for meals in general education institutions. Moreover, we analyzed information resources and generated reporting documents on the organization of nutrition for schoolchildren in Russia. Finally, we analyzed the automated assessment of satisfaction, in regard to catering and food quality among children and their parents in Russian regions.

Significance. In most regions of the Russian Federation, including the Krasnoyarsk Territory, regional projects on medical volunteer activities are under way. However, the existing organizational and functional models fail to meet the need for effective organization of medical volunteer activities. The purpose of the study is to develop an organizational and functional model for organizing and monitoring medical volunteer activities based on the regional information system of the Krasnoyarsk Territory. Results. The paper presents the developed organizational and functional model for organizing and monitoring medical volunteer activities on the basis of a regional information system. This model includes a unified regional information space, including a register of volunteer activities, a management body represented by the regional Ministry of Health, as well as medical organizations in which volunteers carry out their activities. Conclusions. The developed organizational and functional model for organizing and monitoring medical volunteer activity allows to keep a full account of the facts of the volunteer activities implementation, their volumes, terms, medical organizations in which this activity was carried out, to manage medical volunteer activities at the regional level, as well as to evaluate their effectiveness. Scope of application. The organizational and functional model for organizing and monitoring medical volunteer activities developed and implemented in the Siberian Federal District, based on the regional information system of the Krasnoyarsk Territory, can be used for complete accounting and, if necessary, confirming volumes and additional conditions for implementing such activities in other regions of the Russian Federation.

The article describes the first phase results of the initial actions of the National Strategy for Action on Children 2012–2017, identifies the place and role, the main tasks of monitoring made by Moscow State University of Psychology & Education at the commission of the Ministry of Education and Science of Russian Federation. It is noted that in order to monitor and provide methodological support to the regions of the Russian Federation, Information and Methodical Center on Support of the National Strategy for Action on Children was established. Monitoring includes several stages and it was attended by 86 Russian regions. We present the main content of each stage, the results of expert analysis of monitoring data in key areas and key activities of the National Strategy, best practices and identified problems in the implementa- tion of the National Strategy.

The article analyzes the investment attractiveness of regions of the Volga Federal District in the Russian Federation using the principal component method. Indicators are selected characterizing investment attractiveness of Russian regions of the Volga Federal District. Functional dependence of the selected indicators are defined, based on which the estimation of level of investment appeal of regions of the Volga Federal District and their clustering. Recommendations for improving the investment policy of Russian regions are given.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

Subject. This article deals with the issues related to the formation and implementation of the innovation capacity of the Russian Federation subjects. Objectives. The article aims to develop the organizational and methodological foundations for the formation of a model of the regional innovation subsystem. Methods. For the study, I used the methods of analysis and synthesis, economics and statistics analysis, and the expert assessment method. Results. The article presents a developed basis of the regional innovation subsystem matrix model. It helps determine the relationship between the subjects and the parameters of the regional innovation subsystem. To evaluate the indicators characterizing the selected parameters, the Volga Federal District regions are considered as a case study. The article defines the process of reconciliation of interests between the subjects of regional innovation. Conclusions. The results obtained can be used by regional executive bodies when developing regional strategies for the socio-economic advancement of the Russian Federation subjects.

The article discusses the issues of improving the examination system of competitive applications for state support in the form of grants of the President of the Russian Federation on the basis of an integrated information system that includes the information support system of the Grants Council of the President of the Russian Federation and the information system of the Federal Roster of Scientific and Technological Experts and containing information about experts, applications and expert examination results. In order to improve the principles of transparency and openness of support programs and competition winners, to ensure the objectivity of the competitive selection of projects, a number of organizational and technical solutions are proposed in the application examination system based on an integrated information system. The new and proposed new approaches to the organizational and technical support of the examination of competitive applications for state support in the form of grants of the President of the Russian Federation to young Russian scientists made it possible, by attracting a wide range of scientific and technological communities, to conduct examination of more than five thousand applications with high quality and deadlines set by the Ministry of Education and Science of Russia.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.
