Significance. In most regions of the Russian Federation, including the Krasnoyarsk Territory, regional projects on medical volunteer activities are under way. However, the existing organizational and functional models fail to meet the need for effective organization of medical volunteer activities. The purpose of the study is to develop an organizational and functional model for organizing and monitoring medical volunteer activities based on the regional information system of the Krasnoyarsk Territory. Results. The paper presents the developed organizational and functional model for organizing and monitoring medical volunteer activities on the basis of a regional information system. This model includes a unified regional information space, including a register of volunteer activities, a management body represented by the regional Ministry of Health, as well as medical organizations in which volunteers carry out their activities. Conclusions. The developed organizational and functional model for organizing and monitoring medical volunteer activity allows to keep a full account of the facts of the volunteer activities implementation, their volumes, terms, medical organizations in which this activity was carried out, to manage medical volunteer activities at the regional level, as well as to evaluate their effectiveness. Scope of application. The organizational and functional model for organizing and monitoring medical volunteer activities developed and implemented in the Siberian Federal District, based on the regional information system of the Krasnoyarsk Territory, can be used for complete accounting and, if necessary, confirming volumes and additional conditions for implementing such activities in other regions of the Russian Federation.

This paper presents the results from monitoring the organization of catering for children in general education institutions. Monitoring was conducted in August–September 2020. We collected relevant databases for 85 Russian subjects: the total number of indicators—113, the total number of sub-indicators—347, and the total number of data—76,414. This paper investigates the problems surrounding resource provision in regard to organizing nutrition for schoolchildren in the Russian Federation. We analyzed the structure of the informatization in regard to the provision of hot meals for schoolchildren in Russian regions. Moreover, we present cases and best practices surrounding informatization management and personalization of children’s nutrition. The research results reveal that Russia possesses a unified regional information system for accounting/monitoring the organization of children’s nutrition, as an independent specialized information resource (in regard to catering). This paper identifies the levels of information technology used in school nutritional programs for each federal district. We present the results of the analysis, the availability of information resources, and the possibility of automated non-cash payments for meals in general education institutions. Moreover, we analyzed information resources and generated reporting documents on the organization of nutrition for schoolchildren in Russia. Finally, we analyzed the automated assessment of satisfaction, in regard to catering and food quality among children and their parents in Russian regions.

The article examines the role of capital facilities in the course of implementation of national, federal and regional projects, assesses the significance of the construction of corresponding facilities for achieving the goals and indicators, studies the relationship between these constructions and individual social and economic indicators of administrative territorial units, as well as elements of regional projects. Open data from the unified portal of budgetary system of the Russian Federation, information on government contracts for the construction of capital facilities taken from the unified information system in the field of procurement and official statistics were used for the study. Due to the peculiarities of capital facilities (cost, scale, long period of operation), they have a direct and most tangible impact on the achievement of key goals, objectives and indicators set by regional projects, and are also highly valuable for citizens, what leads to long-term multiplicative social and economic effects. The authors analyzed the distribution of capital facilities by federal districts, as well as the regions of the Russian Federation within the Southern Federal District. The structure of capital facilities in the context of national projects was studied, and conclusions were made about a loose correlation between the indicators of the number of capital facilities and the volume of financial support for the corresponding regional projects due to significant differences in the cost of capital facilities, depending on the area under consideration. Some of the capital facilities planned for construction under regional projects, including the most expensive ones, are given, with special attention paid to capital facilities in the regions of southern Russia. A direct relationship between the number of capital facilities planned for construction and the population of the corresponding territory was established, which confirms the conclusion about the high social and economic significance of capital facilities and their potential to achieve the set strategic goals and development tasks of the country and its regions.

Subject. Introduction of a unified information system for personnel management of the State civil service of the Russian Federation. Topic. Analysis of information and methodological support for assessing the effectiveness of civil servants in the subjects of the Russian Federation. Goals. Development of recommendations based on the analysis of information and methodological support for assessing the effectiveness of civil servants in the subjects of the Russian Federation. Methodology. The research uses the methods of logical and comparative analysis of the practice of introducing elements of the digital economy in the management of the personnel of the state civil service of the Russian Federation. Results. Based on the analysis of the current situation in the field of information and methodological support for assessing the effectiveness of civil servants in the subjects of the Russian Federation, problems are identified, proposals are formulated and reasoned in the form of changes to the existing information system. Scope of application. The sphere of personnel management of the State Civil Service of the Russian Federation. Conclusions. The introduction of information technologies in the civil service in the constituent entities of the Russian Federation and the automation of the assessment of the effectiveness of personnel is a rather labor-intensive process that requires the use of modern methods and tools to improve the efficiency of public administration in general. Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

Subject. This article deals with the issues related to the formation and implementation of the innovation capacity of the Russian Federation subjects. Objectives. The article aims to develop the organizational and methodological foundations for the formation of a model of the regional innovation subsystem. Methods. For the study, I used the methods of analysis and synthesis, economics and statistics analysis, and the expert assessment method. Results. The article presents a developed basis of the regional innovation subsystem matrix model. It helps determine the relationship between the subjects and the parameters of the regional innovation subsystem. To evaluate the indicators characterizing the selected parameters, the Volga Federal District regions are considered as a case study. The article defines the process of reconciliation of interests between the subjects of regional innovation. Conclusions. The results obtained can be used by regional executive bodies when developing regional strategies for the socio-economic advancement of the Russian Federation subjects.

The article discusses the issues of improving the examination system of competitive applications for state support in the form of grants of the President of the Russian Federation on the basis of an integrated information system that includes the information support system of the Grants Council of the President of the Russian Federation and the information system of the Federal Roster of Scientific and Technological Experts and containing information about experts, applications and expert examination results. In order to improve the principles of transparency and openness of support programs and competition winners, to ensure the objectivity of the competitive selection of projects, a number of organizational and technical solutions are proposed in the application examination system based on an integrated information system. The new and proposed new approaches to the organizational and technical support of the examination of competitive applications for state support in the form of grants of the President of the Russian Federation to young Russian scientists made it possible, by attracting a wide range of scientific and technological communities, to conduct examination of more than five thousand applications with high quality and deadlines set by the Ministry of Education and Science of Russia.

The article presents main properties of the federal projects of the National project «Health care», as well as the main activities of those projects, in which Roszdravnadzor has a particular interest. The article depicts the control and monitoring system applied by the Department of state control of implementation of state healthcare programs of Rosdravnadzor, which allows to detect in real time the subjects of the Russian Federation that have the highest risk of falling short of the targeted indicator of the regional projects and to take this information into account during the development of the plan for the control and surveillance activities.

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

Introduction: In the context of a decreasing size of the working-age population, monitoring of the health status and disease incidence in this cohort shall be one of the most important tasks of public and occupational health professionals. Health risk management for the working population in the Russian Federation requires complete and reliable data on its morbidity, especially in view of the fact that its average age demonstrates a stable growth. It is, therefore, crucial to have precise and consistent information about the morbidity of the working-age population. Objective: The study aimed to assess incidence rates of diseases with temporary incapacity for work in the constituent entities of the Ural Federal District of the Russian Federation. Materials and methods: We reviewed data on disease incidence rates published by the Federal State Statistics Service in the Common Interdepartmental System of Statistical Information, Section 15.12, Causes of Temporary Disability, and Section 2.9.I.4, Federal Project for Public Health Promotion. The constituent entities under study were ranked according to the number of cases and days of temporary incapacity per 100 workers and E.L. Notkin scale was used to determine grade the incidence. The statistical analysis was performed using STATISTICA 10 software. Long-term average values of certain indicators, median values, standard deviation (σ) and coefficients of variation were estimated. The difference in the indices was assessed using the Mann-Whitney test. Results: Compared to 2010, incidence rates of diseases with temporary incapacity for work in the constituent entities of the Ural Federal District in 2019 demonstrated a significant decline. The sharp drop was observed in 2015. We also established that the Common Interdepartmental System of Statistical Information contains contradictory information on disease incidence. Conclusion: It is expedient to consider the issue of revising guidelines for organization of federal statistical monitoring of morbidity with temporary incapacity for work and to include this indicator in the system of public health monitoring.
