Usually, loading and unloading of cargo ships takes place in ports that are equipped with the infrastructure necessary to carry out such operations. In the Arctic, often a helicopter is the only way to get the cargo to the right place. Finding the optimal geographic location for unloading a ship using helicopters is an important task. It is necessary to create a support system for making the right decisions in such situations. Mathematical modeling has been used to find the geographical location that ensures the most favorable and quickest delivery of cargo from a vessel to its destination, using a helicopter. A criterion has also been found in which the search for the optimum point is a more rational way of unloading the vessel compared to other discharge options. The maps of the economic benefits of loading and unloading operations in this model have been developed. Using the example of the developed model, it is shown that during the transportation of goods in Ob Bay, significant economic and temporary advantages can be obtained. The developed model can be extended to the case of cargo delivery not only in the Arctic conditions, but also where the transport infrastructure is insufficiently developed.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

Climate change in the Arctic affects both environmental, animal, and human health, as well as human wellbeing and societal development. Women and men, and girls and boys are affected differently. Sex-disaggregated data collection is increasingly carried out as a routine in human health research and in healthcare analysis. This study involved a literature review and used a case study design to analyze gender differences in the roles and responsibilities of men and women residing in the Arctic. The theoretical background for gender-analysis is here described together with examples from the Russian Arctic and a literature search. We conclude that a broader gender-analysis of sex-disaggregated data followed by actions is a question of human rights and also of economic benefits for societies at large and of the quality of services as in the health care.

The analysis of the state and prospects for the development of the mineral resource base of the Vorkuta region of the Komi Republic, belonging to the Arctic zone, was carried out. It is shown that the coking coal deposits of the Pechora basin, the development of which is the basis for the existence of the city of Vorkuta, were and still are the most impor-tant ones. The reserves of coking coal are significant, however, the supply of them to operating mining enterprises is becoming more and more limited. To maintain and develop coal mining, it is necessary to build new mines. Along with the coal deposits, the Vorkuta region is of great interest in relation to other minerals. In the Kosyu-Rogovsk and Koro-taikha depressions, there are potential oil and gas-bearing structures, on the western slope of the Polar Urals – barite deposits, gold, chromium and copper occurrences, deserving further geological study and prospecting works. For a more complete disclosure and development of the mineral resource potential of the Vorkuta region, the extension of transport infrastructure is of great importance. The implementation of plans for the construction of railways, access to the Northern Sea Route, can contribute, in particular, to increasing the volume of coal production and wider supplies of coal using sea transport, and raising the investment attractiveness of the Arctic territories.

<p>Abstract<br />This article aims to analyze the ownership and mastery of a fiduciary collateral object, in cases that often occur today, many disputes between creditors and debtors in fiduciary collateral agreements are caused because creditors assume that with executive rights as fiduciary recipients, the fiduciary collateral object legally owned by creditors and creditors the right to take and sell fiduciary collateral objects when the debtor defaults unilaterally, as well as the debtor who considers that the fiduciary collateral object is owned by him because the object is registered on his name, so that the debtor can use the object free as  giving to a third party or selling the object of fiduciary guarantee unilaterally. the author uses a normative <br />juridical approach, and deductive analysis method based on the Civil Code and fiduciary law applicable in Indonesia, Law No. 42 of 1999 concerning Fiduciary Guarantees. The conclusion of the discussion is the ownership of the object of the Fiduciary Guarantee is owned by the debtor in accordance with the Law, mastery of the object of collateral controlled by the debtor for economic benefits, the procedure of execution The object of Fiduciary Guarantee is carried out in accordance with the Fiduciary Guarantee Act, an alternative mediation in resolving the dispute. There needs to be clarity in the use of language in making a law, so as not to conflict with each other between Article one and the other Articles.<br />Keywords: Ownership; Mastery; Object of Fiduciary Guarantee; Debtor; Creditors.</p><p>Abstrak<br />Artikel ini bertujuan untuk menganalisis tentang kepemilikan dan penguasaan suatu objek jaminan fidusia, dalam kasus yang saat ini sering terjadi, banyak sengketa antara kreditur dan debitur dalam perjanjian jaminan fidusia disebabkan karena kreditur beranggapan bahwa dengan adanya hak eksekutorial sebagai penerima fidusia, maka objek jaminan fidusia tersebut secara sah dimiliki oleh kreditur dan kreditur berhak mengambil dan menjual objek jaminan fidusia saat debitur cidera janji<br />(wanprestasi) secara sepihak, begitupun dengan debitur yang menganggap bahwa objek jaminan fidusia tersebut dimiliki olehnya karena objek tersebut terdaftar atas namannya, sehingga debitur dapat mempergunakan objek tersebut secara bebas seperti menyerahkan kepada pihak ketiga atau menjual objek jaminan fidusia tersebut secara sepihak. penulis menggunakan pendekatan yuridis normatif, dan metode analisis deduktif yang didasarkan pada Kitab Undang-Undang Hukum Perdata<br />dan hukum jaminan fidusia yang berlaku di Indonesia, Undang-Undang No. 42 Tahun 1999 tentang Jaminan Fidusia. Kesimpulan pembahasan adalah Kepemilikan Objek Jaminan Fidusia dimiliki oleh debitur sesuai Undang-undang, penguasaan objek jaminan dikuasai debitur untuk manfaat ekonomis, prosedur eksekusi Objek Jaminan Fidusia dilakukan sesuai dengan Undang-Undang Jaminan Fidusia, alternatif secara mediasi dalam menyelesaikan sengketa yang terjadi. Perlu ada kejelasan dalam<br />penggunaan bahasa pada pembuatan suatu Undang-Undang, agar tidak saling bertentangan antar Pasal satu dengan Pasal yang lainnya. <br />Kata Kunci: Kepemilikan; Penguasaan; Objek Jaminan Fidusia; Debitur; Kreditur.</p>

Starting from the mid 2000-s the increase of sustained development of the Russian Arctic is observed, in many cases the technologies using the ice cover as an infrastructure element and the ice as the construction materials are used. In the present time the different approaches of use of natural and artificial ice for applied tasks on the Arctic offshore exist. For example, the clearance of the upper surface of ice from snow and ridges is used for the purposes of the vessel unloading on the fast ice or constructing the airstrips on the drifting ice cover. In case of insufficient thickness of the level ice the latter is increased by the means of preliminary freezing (natural on the bottom side of ice and artificial by pouring the fresh or saline water on the upper surface). By constructing the artificial ice islands the ice body is made by spraying the sea water with the partial freezing of the water drops in the air and further freezing of the 2-phase elements (i.e. ice crystals in the liquid film) on the surface of the ice cover. The problem of cracks in the ice cover is solved by different means according to the proper task. When it is possible, the cracks are “healed”— i.e. are filled with the snow and ice gravel and then freezed. In case of impossibility of use of such method (for example — presence of tidal cracks or relatively high air temperature) the cracks are overlapped with the help of different covers made of different materials and of different sizes. The promising trend of ice technology is involving the reinforced or composite ice, having the increased strength, into the ice engineering practice. By unloading the cargo ships on the fast ice the ice strength is decreased locally for the purpose of easy berthing of the vessel with safekeeping the original strength of the surrounding ice for the aims of the vessel unloading. This problem is solved by creating the system of notches in the ice cover according to the vessel dimensions. The specialized hydrometeorological support on every stage of the ice engineering operation is an essential element of the ice engineering activities on the ice cover of lakes, rivers and seas.

Frank Sejersen: Arctic people as by-standers and actors at the global stage For centuries, the indigenous peoples of the Arctic have been perceived as isolated from the rest of the world. The article argues that secluded Arctic communities do not exist and that Arctic peoples are integrated into numerous political, cultural and economic relations of a global extent. The pre-colonial inter-continental trade between Siberia and Alaska and the increased militarization the whole circumpolar region are but two examples. Throughout history, indigenous peoples of the Arctic have been players on the global stage. Today, this position has been strengthened because political work on this stage is imperative in order to secure the welfare and possibilities of local Arctic communities. To mention an example, Arctic peoples’ hunting activities have been under extreme pressure from the anti-harvesting movement. The anti-harvesting organizations run campaigns to ban hunting and stop the trade with products from whales, seals and furbearing animals. Thus, political and cultural processes far from the homeland of Arctic peoples, have consequences for the daily life of many Arctic families. The global stage has become an important comerstone in indigenous peoples’ strive to gain more control over their own future. The right to trade, development and self-determination are some of the rights they claim.

Tanaman kelapa memiliki nilai ekonomi yang tinggi karena hampir semua bagian tanaman kelapa memiliki manfaat ekonomis. Penelitian bertujuan untuk  mengembangkan metode analisis klorofil pada daun dan menentukan bagian anak daun yang memiliki kandungan klorofil tertinggi. Analisis kandungan klorofil dilakukan dengan metode ektraksi pelarut yang absorbansinya dibaca pada spektrofotometer UV-Vis. Kandungan klorofil a dalam daun bervariasi pada setiap bagian anak daun tanaman kelapa. Kandungan klorofil a pada posisi tengah anak daun kelapa (763.19 µmol/m2) dan kandungan klorofil b (196.22 µmol/m2). Kandungan klorofil a dan b pada setiap bagian anak daun dan posisi kanan dan kiri anak daun memiliki nilai yang relatif sama.Kata kunci: Kelapa, klorofil a, klorofil b Abstract Many coconut plants are cultivated as agricultural crops. Coconut plants have high economic value because almost all parts of coconut plants have economic benefits. The study aims to develop a method of chlorophyll analysis on leaves and determine the part of leaflets which have the highest chlorophyll content. Analysis of chlorophyll content was carried out by a solvent extraction method in which the absorbance was read in a UV-Vis spectrophotometer. The content of chlorophyll a in leaves varies with each part of the leaves of the coconut plant. Chlorophyll a content in the middle position of coconut leaf child (763.19 µmol / m2) and chlorophyll b content (196.22 µmol / m2). The content of chlorophyll a and b in each part of the leaf child and the right and left positions of the leaves have relatively the same value.Keywords: Coconut, Chlorophyll a, Chlorophyll b

S.M. Mikhailov (Yandush) distinguished two ethnographic groups and two dialects of the Chuvash ethnos. The scientist attributed the population of Kozmodemyansky and the northern part of Yadrinsky uyezds to the upper (Virjal) Chuvash, and that of Tsivisky and Cheboksary uyezds of Kazan province – to the lower (Anatri) ones. Starting with the works of G.I. Komissarov, a third (middle-level) group began to be allocated from the lower group. According to the scientist, the Chuvash, being a separate community of Turkic-speaking peoples, used to live in Zakamye, where they had migrated from Siberia. He developed the Turkic-Bulgarian theory of the Chuvash language origin and the main ethnographic groups (middle lower and lower) of the Chuvash ethnos. He considered the upper dialect to be a mixed group, in whose culture, in addition to Turkic-Bulgar elements he found many elements of the Finno-Ugrians (the mountain Mari and the Mordvins-Erzya), and partly Kazan Tatars. Prior to annexation of the Chuvash Region to the Moscow state, two ethnographic groups of the mountain Chuvash functioned on the right bank of the Volga – the upper and the middle lower. After settling the southern steppe regions, in the process of cultural dialogue with the Mishar Tatars, a third ethnographic group was formed, known to the middle lower Chuvash as the khirti “steppe”. In Modern times, the geographical location of the ethnographic groups of the Chuvash ethnos contributed to penetration of the ideas of the European-Russian Enlightenment in the Chuvash Region (from the western territories to the eastern and southern ones). In the 1950s of the XX century the ideas of the Chuvash enlightenment were first formulated by S.M. Mikhailov, and later they began to spread in the academic circles of the entire Volga region. His works remain a valuable source for identifying the adaptive scheme of the ethnos, which the Chuvash built by localizing the “evil” principle outside of themselves, their society, ethnos.

<p>Several technologies of the preparation of nanocomposites based on ultra-high-molecular-weight polyethylene were developed. The first technology is based on mechanical activation of layered silicates with surfactant before addition into polymer matrix. The second technology represents mixing of ultra-high-molecular-weight polyethylene with nanoparticles by joint mechanical activation in a planetary mill. The third technology is based on mixing of ultra-high-molecular-weight polyethylene with nanoparticles in liquid media under continuous ultrasonic treatment. Common features of these technologies are reaching of filler uniform distribution in a polymer matrix and significant improvement in the mechanical properties. Also, supramolecular structure of the composites was studied.</p>
