Assessment of the Development of Agriculture in Russia Based on the System of National Accounting

The growing interest both in our country and throughout the world in agriculture as an economic activity of strategic importance for ensuring food independence of the country determines the relevance of research on devising approaches to the analysis of its development using statistical methods. The authors’ approaches to assessing the development of agriculture in Russia based on data from the system of national accounts, including input-output tables, presented in this paper, make it possible to characterize the dynamics of the formation and use of output and gross value added (GVA) of the agricultural sector of the economy (including in the institutional context); assess the demand for each of the presented products within the industry and in the intermediate consumption of other industries; to identify structural changes in the composition of intermediate consumption in the production of goods; determine the trends and prospects for the development of agriculture on their basis.As part of the study, the authors disclosed additional analytical capabilities of statistical databases that include agricultural censuses and current accounting data in the system of macroeconomic indicators and allow for a more accurate assessment of the effectiveness of agricultural development. The calculated coefcients of direct costs ranged in the form of time series, analysis of the structure of intermediate consumption made it possible to identify the features of the development of the Russian agricultural sector and the directions for improving its economic and statistical analysis. The authors argue for the need to take into account the phenomenon of multistructure of agriculture in Russia to calculate the gross value added produced in the sector of peasant farms, subsidiary farms, separately small and large agricultural organizations, including holdings, with the obligatory comparison of the selling prices of their products used when calculating output and GVA. A proposal was made to include a table with additional information on labor costs and consumption of feed, fertilizers, electricity, and other basic resources in physical terms in the system of input-output tables by industry.

The purpose of this research are (1) to identify changes in the structure of Indonesia’s economi, (2) to identifty backward linkage and forward linkage between agriculture sector eith other sctors in economic structure of Indonesia, (3) to know the multiplier effect of output, income, employment and grows value added of agriculture sector. The research analyzed Input-Output data, the domestic transaction based on producer price, that in classified 66 sectors published by the Cnetral Statistics Agency (BPS) uidng Input-Output Analysis.These result indicate that ini 1975 until 2008 the structure of Indonesia’s economy has changed towards industrialization. Backward linkage and forward linkage between the agriculture sectora are under the average backward linkage and the forward linkage of economy all sector in Indonesia. Multiplier effect to output, income, employment in the agricultural sector are the average of output multiplier effect income, employment sectors of the economy throughout Indonesia but the gross value added in above-average gross value added multiplier effects throught the economy of Indonesia.

<strong>English</strong><br />Qualified human resources with a good commitment to develop agricultural sector is one of the determining factors toward sustainable agricultural development. However, agricultural development deals with significant issue especially reduction in the number of young farmers. This paper aims to review structural changes from perspective of aging farmer and declined number of young farmers in Indonesia and other countries. Specifically, this paper identifies various factors causing the changes and describes the policies needed to support young workers to enter agricultural sector. The method used in this paper is both descriptive analysis and cross tabulation. The results show that aging farmers and young farmers decline in Indonesia keep increasing. The phenomena are also found in other countries in Asia, Europe, America and Australia. Various factors causing lack interest of young workers in agricultural sector, namely less prestigious, high risk, less assurance, unstable earning. Other factors are small size land holding, limited non-agricultural diversification and agricultural processing activities in rural areas, slow farm management succession, and lack of incentive for young farmers. To attract youth to enter agricultural sector, it is necessary to transform youth’s perception that agricultural sector currently is interesting and promising. The government needs to development agricultural industry in rural areas, introduces technology innovation, offers special incentives for young farmers, modernizes agriculture, and conducts training and empowerment of young farmers.<br /><br /><br /><strong>Indonesian</strong><br />Sumber daya manusia yang berkualitas dan memiliki komitmen membangun sektor pertanian merupakan salah satu faktor keberhasilan pembangunan pertanian berkelanjutan. Namun, pembangunan pertanian menghadapi permasalahan cukup serius, yaitu jumlah petani muda terus mengalami penurunan, baik secara absolut maupun relatif, sementara petani usia tua semakin meningkat. Tujuan makalah ini adalah melakukan review tentang perubahan struktural tenaga kerja pertanian dilihat dari fenomena aging farmer dan menurunnya jumlah tenaga kerja usia muda sektor pertanian di Indonesia dan di berbagai negara lainnya, mengidentifikasi berbagai faktor penyebab perubahan tersebut, serta kebijakan yang diperlukan untuk mendukung tenaga kerja muda masuk ke  sektor pertanian. Metode penelitian yang digunakan adalah analisis deskriptif dan tabulasi. Hasil analisis menunjukkan bahwa secara umum fenomena penuaan petani dan berkurangnya petani muda di Indonesia semakin meningkat. Kondisi seperti ini bukan hanya terjadi di Indonesia, namun juga di negara-negara lain di Asia, Eropa, dan Amerika.  Berbagai faktor penyebab menurunnya minat tenaga kerja muda di sektor pertanian, di antaranya citra sektor pertanian yang kurang bergengsi, berisiko tinggi, kurang memberikan jaminan tingkat, stabilitas, dan kontinyuitas pendapatan; rata-rata penguasaan lahan sempit; diversifikasi usaha nonpertanian dan industri pertanian di desa kurang/tidak berkembang; suksesi pengelolaan usaha tani rendah; belum ada kebijakan insentif khusus untuk petani muda/pemula; dan berubahnya cara pandang pemuda di era postmodern seperti sekarang. Strategi yang perlu dilakukan untuk menarik minat pemuda bekerja di pertanian antara lain mengubah persepsi generasi muda bahwa sektor pertanian merupakan sektor yang menarik dan menjanjikan apabila dikelola dengan tekun dan sungguh-sungguh, pengembangan agroindustri, inovasi teknologi,  pemberian insentif khusus kepada petani muda, pengembangan pertanian modern, pelatihan dan pemberdayaan petani muda, serta memperkenalkan pertanian kepada generasi muda sejak dini.

In our study, we attempt to produce a more up-to-date input–output (I-O) table for India based on the supply and use table (SUT) of the economy and the new series of National Accounts Statistics (NAS). The resulting table has been used to estimate output multipliers for 25 sectors, and these have been compared with multipliers from the last set of I-O officially estimated for the country in 2007–2008. A key difference between the two sets of tables is the inclusion of inputs in the public administration sector in the more recent one, as a result of which the Type-I multiplier of this sector is greater than one in the latter table compared to one in the former. For the same reason, the Type-II multipliers obtained from the 2013–2014 I-O table are broadly higher than those obtained from the 2007–2008 I-O table. Validation has also been done by comparing gross value added (GVA) as a basic price obtained from the national accounts data for 2013–2014 with the GVA arrived at from the constructed I-O table. The main purpose of the study was to assess changes in labour profitability against changes in the level of investment outlays in Poland in a regional approach. Empirical material consists of statistical data from the Central Statistical Office for the years 2000-2017. The following diagnostic variables were used for the analysis: (1) characterizing the profitability of the labour factor – gross value added in agriculture per one agricultural employee; (2) characterizing the investment activity of farmers – the value of investment outlays in agriculture per one employee in agriculture, the value of investment outlays in agriculture per 1 ha of agricultural land, the value of investment outlays in agriculture in relation to the value of gross fixed assets in agriculture, the value of investment outlays in agriculture in relation to gross value added in agriculture. On the basis of a set of diagnostic features describing the investment activity of farmers, a classification of voivodships was carried out using cluster analysis using Ward’s method, and a statistical evaluation of the relationship between the investment activity of farmers and the profitability of labour was performed. There has been a significant diversification of farmers’ investment activity and labour profitability in terms of regions. It was found that the level of investment outlays is a crucial factor in the process of improving the efficiency of the use of the labour factor. A level of investments that is loo low does not allow for favourable structural changes and for modernization and restructuring of agriculture to take place.

Research background: Globalization is a powerful engine of structural changes in national, regional and global economies. Except for positive economic effects, globalization also has negative effects. One of them is the deterioration of the global environmental situation and the ongoing global climate change. Purpose of the article: The paper focuses on the current global financing trends to mitigate the effects of climate change. Generally financial funds come from international, national and regional actors. Governments have a range of funding mechanisms and resources at their disposal. Within the EU, these are the Structural Funds, investment funds and the financing from European Investment Bank. At the national level, it is financial assistance from state budgets and local government budgets. Methods: The paper provides literature review of the possibilities of financing climate change at the national and international level and, using analysis and synthesis, points to future trends and sources of financing climate change. We also analyse the proposal of Common agricultural policy 2021-2027 and effects on Slovak agriculture. European Commission wants member states to use up to 40% of the budget for environmental goods and climate change. Slovakia might have problems to spend the allocation due to the fact, that most of the money will be voluntary schemes. Farmers will have the option to participate. Findings & Value added: Agriculture is seriously exposed to the adverse effects of climate change as agricultural activities are directly depending on climate conditions. The article analyses in detail the possibilities and sources of financing adaptation measures in the Slovak agricultural sector.

Due to historical circumstances, the development of Lithuanian commercial farmer’s farms is slow; however, farmer’s farms are very important to the vitality of rural areas while developing agricultural commodities and goods. The purpose of this article – to analyze the structural changes in farmer’s farms and present the directions of future development. Structural changes in Lithuanian farmer’s farms during the 2005 – 2015 timeframe were analyzed while looking at the diagnostic indicators, which are the following: the number of farmer’s farms, the structure of farmer’s farms according to their size, the activity units of farmer’s farms, age of farmers, farmer’s farms sources of income. In order to study the statistical data, methods of systemization, logical analysis and generalization were applied. The analysis of the statistical data suggests that the following structural changes are taking place in Lithuanian farmer’s farms: the number of registered farmer’s farms increases and the farmers’ are getting younger. One of the most significant factors causing the structural changes in holdings – the EU financial support for the agricultural development and the changing customer demands. More and more often rural areas perform residential function and new living areas are developed. There is a predominance of the small farms (up to 10 hectares). This is mainly a result of the reform in agricultural sector at the end of 20th century. Many small agricultural holdings were established due to this reform. However, significant changes occur while choosing and/or combining the activity units of the farm: the number of farms specializing in crops increases, the number of the holdings focusing on livestock and combined farming (crops and livestock) is declining; also, farmer’s farms with diversified income or the activity units grow in number. Limited opportunities to intensify agricultural production in small farmer’s farms caused the fact that activities or income were diversified. The model of family farm remains; however, the relation between activity and the usage of family’s labour in farm activity changes.

In order to understand the contribution of tourism to the economy and the effects of possible structural changes during the tourism boom that Croatia is currently facing, the article focuses on the place and role of tourism in the Croatian economy and its impact on the output of the most relevant industries. The aim of the paper is to estimate the contribution of tourism to the gross domestic product of Croatia and to measure the multiplicative effects of tourism consumption on the different industries of the economy during a nine year period, based on a specific methodological framework, which integrates tourism satellite and input-output models in three different years. The analysis has provided an approximation of the total tourist industry contribution to the national economy, ranging from 14.2 to 16.3 percent of the gross value added of the whole of the economy. It concludes that tourism consumption has a positive effect on both tourism and non-tourism products and activities. Improvement of the quality of the research within the input-output framework requires the process of the fractionalization of input-output tables but also a more precise extraction of activities characteristic of tourism than there has previously been.

The study analyses the correlations among different economies of selected EU-12 member states based on comparison of agricultural economics variances, namely the output value of the agricultural industry, productivity of input, agricultural gross value added, subsidies on production, agricultural labour input and agricultural income per annual working unit in the period of 2010–2016, based on the Special Program for Social Sciences, as statistical methods. The EU-12 achieved a higher increase in productivity of input, output value of agricultural industry, agricultural gross valued added, as well as agricultural income per agricultural annual working unit compared to the average results of EU-28 for 2010–2016. The output value of agricultural industry and agricultural gross value added per intermediate consumption decreased by 1.35% and by 3.3%, but the factor income – net value added at factor cost – per annual working unit increased by 21%, because of the subsidies on production increased by 3.4% for 2010–2016. In EU-28, the factor income per annual working unit increased, but most of this income was for developing agricultural production technology.

The aim of the work was to study the dynamics of structural changes in the economy of modern Russia. Linear regression models used to assess trends in changing the contribution of industries to gross value added. The main factors of the sectorial structure of gross value added assessed by factor analysis based on a principal compo-nent model. The main factor in the dynamics of the sectorial structure is the factor of the development of sectors, which until recently were the least developed. It reflects the growth in the contribution of transport and communications, agriculture, real estate transactions, rent. The second most important factor reflects the cyclical redistribution of shares between industry - extractive and manufacturing and financial activities. The third factor reflects the cyclical redistribution of shares between household activities and most other sectors of the economy. The fourth main factor also reflects the cyclical redistribution of shares between industries. It assumed that the main factors of changes in the structure of the economy are associated with the transition processes taking place in the economy and reflecting the slow transition due to unfavorable institutional condi-tions to the dominance of the fifth post-industrial technological order.

The article analyzes the most important institutional and structural changes in the agriculture of Russia in 2006—2016. The research has shown that the policy of reducing state participation in agricultural enterprises, increasing the concentration of property and management in the hands of a smaller number of individuals, growing share of agricultural organizations and farmers in the production of agricultural products, as well as the state support of agricultural holdings have played a positive role in the development of production. Structural changes in land use and land ownership of agricultural organizations are taking place. An attempt has been made to evaluate these changes. As the research has revealed, structural changes that ensured the growth of production had some negative consequences: the expansion of the activities of agricultural holdings led not only to the reduction in agricultural employment, but also to the decline of the rural population; the owners and managers rather than workers have become the main beneficiaries of the growth of revenues and incomes in organizations and redistribution of value added.
