In modern conditions, one of the key factors in the economic growth of any territory is an efficiently functioning infrastructure that determines the quality of life of the population and business activity in all sectors of the economy. Transport, which is the most important element of infrastructure, implies the need to constantly improve the quality of services provided to the population in order to form a single economic space on the territory of the country. The article discusses the methods of assessment and selection of transport infrastructure development projects currently used in Russia and abroad. The problems of applying the existing methods have been identified, which requires their refinement and improvement. The article proposes a method for multi-criteria assessment and selection of transport infrastructure development projects. It will contribute to the fastest and most effective achievement of the transport infrastructure development project goals in the regions and in the country as a whole. In addition, a mechanism for calculating the effects of project implementation on related industries has been determined. Methods for assessing the risk of project implementation are proposed. The scheme of the proposed method is presented, which allows monitoring the implementation of the project by checkpoints. The paper also presents an algorithm for multi-criteria assessment and selection of projects, demonstrating the possibility of practical application of the presented developments. The research on the basis of taking into account the interests of all potentially interested parties, solving systemic management problems (the absence of “manual guidance” and the introduction of a well-functioning selection mechanism), the clarity and transparency of the mechanisms developed allowed obtaining an adequate method and make the considered and selected project demanded and cost-effective on the market of transport services.

In order to attract more customers, transport enterprises strive towards providing transport services that fully meet their marketing criteria for quality. However, transport enterprises are not always capable of fully satisfying customers’ needs. Therefore, when choosing their “own” customers, transport enterprises need to develop a program for segmenting the transport market by recognizing its real capabilities for performing marketing events. The segmentation criteria depend on the economic and geographical peculiarities of the region, the development of transport infrastructure, the peculiarities of management and the transport enterprise’s capabilities.The report indicates the main stages of conducting effective segmentation of the cargo transport market. The necessity for analyzing the competitive advantages of enterprises working in a specific region has been determined; one instance involves the use of key factors that influence the quality of the transport service whose improvement in turn helps improve the competitiveness of enterprises. The paper’s main idea is to showcase the necessity and approaches for analyzing and assessing those target segments of the transport service market that carry out cargo freights. Segmentation is an essential element of the marketing concept that allows transport enterprises to choose those target segments of the market that are the most convenient and effective for them, thus guaranteeing the optimization of their expenses and profits.

Abstract Background The main objective of this study is to develop a multilevel multi-factor index to assess the quality of life of the Malayali tribal population of India at the household and village levels based on nine domains, namely, Demography, Economy, Health, Human Development, Infrastructure Development, Work Participation, Recreation, Social Capital and Self Perception. An attempt is made to classify the individuals as well as villages by the overall scores of a multi-factor -index within a community which will help policymakers to develop concrete policy recommendations for the improvement of the quality of life of this tribal group. Method Multilevel factor analysis is utilized to determine uncorrelated meaningful factors and their respective weights using Mplus software from the nested dataset consists of values of nine domains of 1096 individuals collected from 19 villages. A multilevel multi-factor index is constructed using the weights of these factors. The qualities of the lives of different households and different villages are assessed using the scores of this index. Results Three different factors are identified at household as well as village levels. The quality of life at Households and Village levels are classified as poor, low, moderate, good, and excellent based on five quintiles of the scores of the multi-factor index, and the contribution of each domain in this classification is ascertained. Discussion This study finds that at household as well as at village levels, the quality of life of the individuals of this tribal population increases with an increase in education, income, and occupation status which make them lead a healthy life and also make them to find time and money to spend on recreation. Infrastructure is not important at the household level but not so at the village level. Conclusion The main purpose of developing this kind of multi-factor index at different levels is to provide a tool for tribal development based on realistic data that can be used to monitor the key factors that encompass the social, health, environmental, and economic dimensions of quality of lives at the household and community levels of these tribal people.

In the last few years, the development of adventure tourism as a kind of active tourism initiatives, tourism firms have become more visible. Adventuretourism (adventure tourism) is different in originality and unusual variety of tours. It includes exotic travel, extreme sports, a specific move connected with risk and danger to life. In this regard, the article highlights the criterion of the differences of adventure tourism from other types of active travel. The authors point out the the main reasons for the popularity of adventure tourism of the article, among which are following: healthy lifestyle popularization, prestige of the activity of the pleasure, the desire of the modern tourist for new experiences and the rush of emotion, the possibility of self-realization, improving credibility and promotion in society through adventure tourism, including with help of social networks. Taking into account the growing popularity of adventure tourism in the world, the authors of the article analyzes the factors of Russia’s competitiveness for the adventure tourism development. It is revealed that strengths are rail transport infrastructure and a high level of health and hygiene. The article admits that now the development of adventure tourism in Russia is constrained by a number of negative factors to be overcome. Among them are the lack of a comprehensive look at the geography of Russia from the standpoint of the selection of adventure territories, the unsatisfactory level of tourist infrastructure of adventure, poor range and low quality of ser- vices adventure tourism, weak professional background of the staff.

One of the priorities of the state policy in the field of transport infrastructure development is the modernization of the Russian seaport infrastructure, the creation of modern competitive transport hubs and other architectural objects with a complex functional and planning structure. This article is devoted to the study of functional and technological solutions of modern sea passenger terminals and the requirements to these solutions taking into account the interests of consumers, including people with limited mobility. The functional diagram of the passenger building of the seaport and types of pre-trip passenger training operations are given. It is shown that the efficient decisions of optimizing functional , technological, architectural and planning solutions of seaport passenger terminals is possible with the use of modern IT and technologies for passenger handling. From the perspective of system approach the tasks of functional and technological solutions’ optimization are aimed at achieving the high quality of architectural environment and are the mathematical programming tasks.

The article is devoted to the theoretical aspects of development, project activities, the search and substantiation of the institutional importance of the development of this direction in the current economic situation in Russia, the construction industry, the problems of realizing development projects and the impact of the quality of operational evaluation of development projects on overall efficiency, efficiency and development of construction activities in a crisis and the quality of project management. An algorithm for the formation of development activity as an institution for the development of the investment and construction sphere in Russia has been developed. Theoretically, the algorithm and methodological approach to the quality management of the development project efficiency is justified.

Examples of the modernization of the transport system and the humanization of the urban environment from the world urban planning practice are given. The subject of research is the global economy perceived through the prism of its conditions and transport challenges that its development is currently generating. The author justifies the hypothesis that transport being a lever of globalization processes and a stimulator of the development of the global economy requires improvement, and in all dimensions of its activity on an international scale. For this purpose, basic barriers and threats of transport and logistics that are or may appear in the global economy in the near future were identified. The potential effects resulting from this reason for the global economy and its selected sectors, mainly trade were also indicated. It also identifies actions that should be taken to eliminate or reduce existing transport barriers, including mainly infrastructure barriers, which should lead to an increase in the efficiency and effectiveness of the transport sector on a global scale. The publication uses the studies and reports of international organizations such as the WTO, WB, WEF regarding the subject under study. The obtained research results allowed to formulate conclusions that, firstly, the transport infrastructure and low quality of transport services are still a significant barrier to the development of many economies – including the world’s leading ones – and, secondly, that it is necessary to undertake coherent, internationally coordinated stimulating activities for transport development on a global scale. Transport is becoming a factor determining further growth of competitiveness and ensuring the expected level of facilitation in world trade and the required efficiency of functioning of global supply chains.

A global imperative that is especially relevant for Ukraine in view of the social, environmental and economic challenges of sustainable development is to ensure sustainable development. Therefore, addressing the topic of prospects for the development of infrastructure in the country's regions, given the fact that Ukraine is currently moving towards the implementation of a wide range of reforms aimed at improving the welfare of the population is a very important topic. First, because the components of the infrastructure are the main principles of quality of life, which affect the level of satisfaction of citizens. Secondly, a highly developed infrastructure complex is able to bring the country to a whole new European level of development. In terms of infrastructure development, the following priority areas are: housing and communal services, transport and communications, medicine, education, recreation system, ecology, social security, culture, as the most important systems that ensure the gradual sustainable development of each region, and the country as a whole. Despite the sufficient attention of state and regional authorities to the development of infrastructure in many regions of the country, there are still problems of existing infrastructure facilities, such as - educational, cultural, sports, medical, preschool educational institutions and schools, hospitals, etc. The degree of wear of which sometimes reaches 60%. In addition, there are problems with the provision of urban and regional transport to meet the existing needs of residents of the city and its remote areas, which provokes significant time to travel, and so on. In general, the quality of most social infrastructure facilities leaves much to be desired, which determines the high degree of relevance of the topic of this article. The article analyzes the current state of educational institutions, health care and transport infrastructure of the Dnipropetrovsk region, identifies urgent problems. In addition, the problems of the development of transport infrastructure (insufficient number of transport units, its unsatisfactory technical condition, frequent breakdowns, high level of wear, etc.) are highlighted, which requires taking measures to increase the level of accessibility and comfort of transport in the region.

The need to improve the efficiency of transport infrastructure, which is an important subsystem of urban services as a determinant of the quality of life of the city’s population, has been substantiated. The factors that determine the quality of the urban transport system, the features of urban transport have been highlighted. Transport infrastructure development in Russia has been analysed. It has been proved that in the conditions of the formation of the digital economy, artificial intelligence systems are an effective tool for decision-making. In the formation of intelligent systems for managing urban transport flows, the use of network models has been proposed, for which mathematical methods are necessary to obtain not only point, but also interval estimates of the model parameters, taking into account a priori uncertainty.

 The sellar joint plays a key role in wrist function ensuring thumb contraposition when gripping. Lesions of sellar joint are accompanied by pain syndrome and deformity of the first metacarpal which substantially affects life quality of the patients. The authors carried the analysis of literature dedicated to surgical treatment of degenerative lesions of trapeziometacarpal joint. The present review describes features of joint anatomy and biomechanics, reports the key factors contributing to disease progression, covers various approaches and criteria for selection of surgical options for reconstruction of sellar joint.
