The article presents the results of a study carried out within the framework of a systematic approach using the "Wu Xing pentagram" symbolic method. The object of the research is the category of "lighting mode". The indicated category as a certain system are used. A diagram showing the life cycle of the "lighting mode" category is proposed. Five main components of the system have been identified based on the sequence of the formation of needs in the creation of a lighting regime in the room: investment, quantitative characteristics, quality characteristics, energy characteristics, maintenance and operating features. The characteristics of lighting installations and space-planning solutions in the main premises of preschool educational organizations are analyzed. The priority components for these premises are energy characteristics. Compliance with quantitative indicators depends on the efficiency of maintenance. The needs of aesthetic and emotional satisfaction are secondary, significant costs are not provided. Thus, it can be judged that in the premises presented, the development of the category of "lighting mode" follows the path of pathological restrictions As a result, a conclusion is made about the mechanism of functioning of the "lighting mode" category in accordance with the relations arising between its elements, namely, the relations of support or restriction. The research results can be used in the future when examining the quality of the light environment and monitoring the lighting conditions in the premises.

The article aims to consider the problem of implementing distance learning at the micro-meso and macro levels. In the study, the authors rely on a systematic approach. Using the example of studies of the results of the introduction of distance learning during the pandemic, the problems faced by educational organizations at the regional level are shown. The actualization of the need for regional analysis led the authors to the conclusion that the issue is insufficiently developed at the macro level of administration of the process of implementing distance learning. The article also raises questions about the quality of “offline” and “online” training formats, the problem of commercialization of education and the transformation of university types as associated with unjustified expectations of the effectiveness of the introduction of distance learning format. The materials presented in the article will be of interest to those specializing in the field of education management: heads of educational organizations, employees of educational management bodies at all levels.

The present research featured the conceptual foundations of pre-school spatial learning environment with its interdependent semantic components and a potential for new products. The study was based on the systematic approach to the problem as an integral complex of interrelated elements. A thorough analysis of various definitions of spatial learning environment made it possible to separate it from the concept of learning environment. Both internal and external environment of educational organizations should create such spaces that stimulate children's development. The article also describes the concept of pedagogical design as an important multifaceted phenomenon and introduces efficiency criteria and a basic algorithm of actions: mission, environment components, functions, principles, goals, tools, requirements, directions of activity, and resource provision. Designing the strategic and tactical guidelines can improve the quality of early childhood. The conceptual foundations of design were formulated as tools that facilitate the movement towards solving the problem in the system of theoretical and practical steps. The conceptual foundations include organizational and pedagogical conditions that ensure the high-quality level of life in all subjects of learning process in pre-school educational establishments.

The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

The quality of programs in library and information activity offered by various advanced professional training centers are discussed along with the issues and vectors of advanced training of the RNPLS&T staff. The RNPLS&T has to choose between expensive courses when new knowledge and skills are guaranteed, and online express courses (fast, easy, cheaply) where no new competences are guaranteed though employees get standard certificates. This trend facilitates establishing more and more online training centers that are just making money due to the demand for standardized certification. The double standards of education programs evaluation influence the quality of knowledge, though documented and certified. The authors argue that the above mentioned educational organizations have to be controlled, the more so, as the libraries are to accomplish their staff appraisal.

The quality issues of new services directly affect the competitiveness of service organizations. However, the introduction of new services to the market is often limited only to the construction of the logistics of business processes, and the design applies only to technological equipment and infrastructure, the quality of which ultimately does not always ensure the quality of the services provided. At the same time, quality management affects mainly operational aspects, that is, it covers the later stages of the service life cycle. In resource-intensive service industries (for example, transport, communications, etc.), the high cost of equipment and infrastructure reduces the possibility of changes in service delivery technologies to improve their quality, which leads to inefficiency and market failures due to the fact that the new service does not match the real needs of customers. Despite this, forecasting and planning the quality of a service at the stage «making a decision» to launch a new service on the market remains largely without sufficient attention. The authors prove the need to design the quality of services at the stage «making a decision» to bring new services to the market. The purpose of the article is to describe the approach developed by the authors to assessing the quality of projected services at the early stages of their life cycle, which makes it possible to integrate qualitative and quantitative indicators of the future service and take into account the forecast requests of customers. The proposed approach has two features: (1) forecasting customer requirements for the quality of services is based on the results of machine learning based on data on existing and potential customers, as well as on the basis of the accumulated knowledge base of customer experience and expert opinions; (2) multi-criteria optimization is used, while some of the optimized parameters are discrete and high-quality. In conclusion, the authors demonstrated the advantages of the developed model on the examples of transport and logistics business in the field of passenger and freight transportation in Russia.

The article reveals the content of modern training technologies for internal affairs bodies; approaches are presented to training and education of cadets and students of educational organizations of the system of the Ministry of Internal Affairs of Russia and educational methods the foundation of which is formed value content of professional activities: patriotism and citizenship, service to the Fatherland and interests of the people, loyalty to the law and official duty. The authors propose specific methods (case methods, group discussions, role-playing and business games) for use during seminars and practical classes in the discipline «Professional ethics and official etiquette». These methods are active and interactive, and their content is based on the appeal to literary and cinematic works on the activities of law enforcement officers on various stages of national history. The article is of methodological interest for scientific and academicians of educational organizations of the system of the Ministry of Internal Affairs of Russia, teaching humanities. The authors come to the conclusion that the use of educational methods of teaching in the classroom gives cadets and listeners a clear idea of the main components of professional activity and official duty, morality and law, strengthens the understanding of the continuity of the glorious traditions of previous generations of employees of the internal affairs bodies, allows creating the Ministry of Internal Affairs in educational organizations Russia a favorable upbringing environment and qualitatively raise the level of practical readiness of graduates for professional activities.

The role and importance of the educational migration environment in activating migration movements of the population is described. The main components of the educational migration environment of the population are identified, and their features are outlined. Indicators have been proposed and the conditions for the formation of the educational migration environment of the population have been determined. It is proved that «freedom of knowledge movement» motivates students, teachers and researchers to combine educational and research activities with future employment abroad. The processes of educational migration in the form of cross-border education and academic mobility are presented. The concept of educational migration environment is defined and five main components of its formation are described: quantitative measurement of educational migration potential; quality of the academic environment; motivational conditions; opportunities for universities and industry collaboration in research; institutional conditions in the educational sphere. The list of indicators offered by the Ukrainian statistics is provided for quantitative representation of each component of the educational migration. Based on the method of multidimensional (cluster) analysis, the regional index of formation of educational migration environment is calculated. Using this method allows to move from the assessment of educational migration environment on 28 indicators to the construction of one synthetic indicator. Application of methodical approach allows to see the place of the region by the important parameters of development of the environment of educational migration of the population, to evaluate the attractiveness, opportunities and threats of formation of this environment in the regional dimension. It is proved that the «most favorable» environment in the Carpathian region has the Lviv region (4th place in Ukraine). Other regions of the Ukrainian Carpathians occupy in the ranking the lower places: respectively Ivano-Frankivsk (15th place), Chernivtsi (21st place), Transcarpathian region (24th place).

Background: Scutellariae Radix (Huangqin) is commonly processed into 3 products for different clinical applications. However, a simple analytical method for quality control has rarely been reported to quickly estimate the degree of processing Huangqin or distinguish differently processed products or unqualified Huangqin products. Objective: To study a new strategy for quality control in the processing practice of Huangqin. Methods: Seven kinds of flavonoids that mainly exist in Huangqin were determined by HPLC-DAD. Chromatographic fingerprints were established to study the variation and discipline of the 3 processed products of Huangqin. PCA and OPLS-DA were used to classify differently processed products of Huangqin. Results: The results showed that baicalin and wogonoside were the main components in the crude and the alcohol Huangqin herb while baicalein and wogonin mainly existed in carbonized Huangqin. The results of mathematical statistics revealed that the processing techniques can make the quality of medicinal materials more uniform. Conclusion: This multivariate monitoring strategy is suitable for quality control in the processing of Huangqin.

The quality of human life is linked to the exploitation of mining resources. The Exploitability Index (EI) assesses the actual possibilities to enable a mine according to several factors. The environment is one of the most constraining ones, but its analysis is made in a shallow way. This research is focused on its determination, according to a new preliminary methodology that sets the main components of the environmental impact related to the development of an exploitation of industrial minerals and its weighting according to the Analytic Hierarchy Process (AHP). It is applied to the case of the ophitic outcrops in Cantabria (Spain). Twelve components are proposed and weighted with the AHP and an algorithm that allows for assigning a normalized value for the environmental factor to each deposit. Geographic Information Systems (GISs) are applied, allowing us to map a large number of components of the environmental factors. This provides a much more accurate estimation of the environmental factor, with respect to reality, and improves the traditional methodology in a substantial way. It can be established as a methodology for mining spaces planning, but it is suitable for other contexts, and it raises developing the environmental analysis before selecting the outcrop to be exploited.
