The role of keuchik gampong ( village head ) in the implementation of development in gampong lawet pante ceureumen sub-district district of aceh the west has been implemented well but need to be increased again. In this research, researchers found that keuchik gampong have undertaken the role well, where keuchik gampong actively down to pitch in communicating, coordinated , move , and provide the motivation to aparat-aparat gampong as well as to the community to participate in the implementation of development. Besides, gampong programs made by keuchik gampong can 's done well , directed , right on target and very help communities gampong lawet ~The results of the study others are identified of factors affect the role of keuchik gampong in the development that is by factors in support and inhibitors .By factors in support covering , location gampong lawet which is very strategic, potential the diverse and the volition the community to forward, the people of participation is a good enough .While inhibition factors, the low human resources whether it is the community and government officials gampong, and funds apbg to gampong lawet who do not in proportion to the extent needs.Keywords : Keuchik Gampong, development,  Gampong Lawet, west Aceh

Departing from the increasingly widespread problem of People Smuggling, both in the form of organized and unorganized crime networks, both inter-state and domestic as a whole is a threat to the norms of life based on human rights. In this case the role of the immigration officer as the gatekeeper in the country's traffic in the case of people entering / leaving Indonesian territory, as in 2015, the People Smuggling case was successfully revealed by the Immigration Officer within the Soekarno-Hatta Airport Airport I, where immigration officers found three people women wearing fake passports who were about to leave for Kuala Lumpur with perpetrators Laila Yunita and Jamal Al Khatib. This writing aims to analyze the causes and effects of human smuggling, as well as examine the serious efforts made by PPNS in eradicating People Smuggling, especially in the case of People Smuggling committed by Laila Yunita and Jamal Al Khatib. The research uses a statutory approach, a conceptual approach and a case approach. So that with the case, it will be understood how important the value of legal human resources is in the scope of immigration in the context of national law development, as a breakthrough in competency development strategies

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Due to rapid, continuous and radical changes, today, the environment becomes more and more unpredictable and unclear. Thus, in order to be successful and continue to exist organisations are to live with the change, predict, benefit from and manage it. Organisational change could be defined as the process or existing organisational structure and operations as well as the effort to change the behaviours of the most members in the organisation to a great extent. It could also be said that change related issues are mostly about people and the success of the change depends on the attitudes and behaviours of the people and the Human Resources strategies, policies and operations developed considering the need of the change. The HR issues such as planning, staffing, performance evaluation, training and development, price and appraisal, motivation, culture, communication, involvement and commitment are all related to the areas in which change is needed. It could be said that HR is a strategic element in change and should be proactive. This chapter is on the role of HR in change. Change itself, the human characteristics of change, the importance and the role of HR in change, the literature review of some HR models used in change and what HR should do in change will be summarised.

This article examines the formation of the Open Up the West policy from the 1980s to the present. Focusing on the dynamic interaction between central party-state and provincial-level players, it analyses the various ideological and pragmatic factors that have shaped the policy over time. The campaign to Open Up the West is decribed as a “soft policy” to highlight a very diffuse decision-making process which has produced a highly diverse set of agendas and instruments. Due to the amorphous nature of the policy, the article finds, its realization depends to a great extent on the specific interpretations and arrangements of the provincial jurisdictions involved.In June 1999 in the ancient city of Xi'an, Comrade Jiang Zemin made the appeal to the whole party and the people of the whole country on the great development of the western region. Three years have gone by, and the roads have become passable, the lights have become lit, the mountains have become green, the rivers have become clear and the travelling traders have become abundant. One after another, wonderful stories about the homeland of the western region have been circulated and sung.

Agriculture is one of the main centers as source of livelihood for the people  in west aceh  regency,  this  can  be  seen  from  the  yields  of farmers  which  are increasing  every  year.  However,  the  increase  in yields  is  inversely  proportional  to  the  welfare  of  the  west  aceh farmers,  due to the  influence of price manipulation by middlemen. This   study   aims   to   examine   the   role  and  supervision   of   the government  in protecting the rights of  farmers from middlemen in west Aceh district. The method used in this research is  qualitative with  a  variety  of  secondary  data  analysis   techniques   and  used scientific narrative review data analysis techniques. The results show that discrimination against farmer by middlemen was indeed common in west Aceh. The role of the west Aceh government in overcoming this problem is by providing education, issuing policies on program for providing business capital to farmers. Meanwhile, the supervision that the goverment faces is in the form of a minumun level of public response to policies that have been regulated by the government and a lack of trust from the peasant community in the government.

The article presents an analysis of the conceptual and medical context of the book “Sakhalin Island”, examines Chekhov's attitude to medicine and literature, and analyzes various (including foreign) approaches to studying medicine and problems of colonization in literary texts. The topic is also relevant because, as we know, in the XIX century publicism was rather restricted by the government, both in the choice of topics and in the ways of their coverage. In many ways, literature took on the role of defender of ordinary people, including exiled convicts. The authors examine how, in addition to the lack of basic medical care, poor sanitation, and the specific local conditions causing various illnesses in people unaccustomed to Sakhalin climate, these people had feelings such as loneliness, melancholy, despondency, and unwillingness to live - in short, all the symptoms that are now commonly referred to as depression and psychopathology. Through a number of literary devices, A. P. Chekhov creates a satirical effect and disavows the authorities' allegations. The authors show that the focus of Chekhov's book is on the living conditions of the people and the serious mistakes made by the state during the exploration of Sakhalin. Comparing Chekhov's observations with statistics and factual data from other sources, the authors emphasize that government officials do not understand the importance of Sakhalin for Russia, the need to develop its natural resources, the inadmissibility of ignoring local ethnic and cultural conditions, the neglect of people, etc. The article concludes that Chekhov's observations are closely related to legal, economic, and historical records of the time.

The article considers the place of social justice in modern law. Various aspects are noted: its relationship with the social state, legal state, civilizational particularities, historical features. The question of the significance of choice between the legality and legitimacy of power as a factor in the establishment of social justice is considered. The article raises the issue of the subject-object essence of social justice. It provides a comparison of two approaches to social justice in modern Russia — liberal and conservative, and notes the contradictory nature of both. Attention is drawn to the role of elites, the intelligentsia and the people in the embodiment of the liberal project. The author reveals the historical and civilizational prerequisites for the conservative project domination, its being in demand on the part of both the authorities and significant segments of the population, and its correspondence to the historical moment. The similarity of the conservative response to the challenges facing the society in the United States, Japan, Britain and Russia is substantiated. A sociological comparison of positions on the issues of law as social justice in the West and in Russia is given. There is an increasing divergence in understanding social justice both in the countries of the West (destruction of the social contract, welfare state) and between the West and the rest of the world. The theme of justice is increasingly playing a role in causing mutual claims rather than in stabilizing and maintaining international and civil peace. The paper considers attempts to create domestic models of a just society. Social justice is regarded as a projective concept and presupposes the existence of models of the expected and ideal future of society. The world trend towards change in the ideas of the subject of law and of the paradigm shift from liberalism to transhumanism is noted. It is argued that it is impossible to identify law with social justice.

Wakaf secara terminologi berarti 'menahan sesuatu untuk mengambil manfaat'. Hal-hal bisa aktif seperti tanah atau pasif seperti uang sebagai wakaf tunai (waqf al nuqud). Wakaf uang masih belum tergali dan terkelola dengan maksimal, meski potensinya besar karena Indonesia mayoritas muslim. Potensi besar tantangan wakaf  juga tidak ringan. Kendala utama lebih kepada sumber daya manusia dan strategi pengelolaannya. Persoalan pengelolaan wakaf yang baik dan efisien menjadi kendalanya. Oleh karenanya semakin besar kekayaan dan keragaman wakaf yang dapat dikelola oleh nadzhir secara profesional dengan manajemen yang tepat, manfaat yang diperoleh dari pengelolaan wakaf tunai dengan good governance akan memperkuat peran wakaf dalam meningkatkan ekonomi dan kesejahteraan masyarakat. Penelitian ini menggunakan metode studi literatur dengan merujuk beberapa sumber primer dan sekunder berupa buku-buku, dan jurnal yang relevan membahas tentang permasalahan wakaf, wakaf uang, dan good governance. Hasil penelitian ini menyebutkan bahwa dalam konteks pengelolaan wakaf, Good Governance secara lebih mudah dapat diartikan sebagai pengelolaan wakaf yang amanah sehingga harta wakaf dapat dihimpun, dikelola, dan didistribusikan dengan baik untuk kemaslahatan umat. Potensi wakaf uang juga sangat menjanjikan, karena wakaf dalam bentuk ini tidak dengan kepemilikan kekayaan dalam jumlah besar. Kata kunci: Wakaf, Wakaf Uang, Good Governance  Abstract :In term of terminology, the word Waqf means 'holding back something to acquire advantage'. Certain things can be something active like land or passive like money as cash waqf (waqf al nuqud). Money as waqf is still not explored and managed to the maximum, even though its potential is massive because Indonesia is a majority Muslim country. The great potential of waqf challenges is also not easy. The main obstacle is more on human resources and their management strategies. The problem of good and efficient management of waqf is a problem. Therefore, the greater the wealth and diversity of waqf that can be managed by Nadzhir professionally with proper management, the more benefits can be derived from managing cash waqf with good governance will strengthen the role of waqf in improving the economy and welfare of the community. This research uses literature study method by referring several primary and secondary sources in the form of books, and relevant journals discussing the problems of waqf, money waqf, and good governance. The results of this study state that in the context of waqf management, Good Governance can be  more easily interpreted as trustful waqf management so that waqf property can be collected, managed and distributed properly for the benefit of the people. Potential money as cash waqf is also very promising, because waqf in this form are not with ownership of large amounts of wealth.

This article contributes to the study of Russian great powerness, focusing on the potential of the Russian-Turkish and Russian-Israeli relations to influence the construction of Russias great power status in a multipolar world. Based upon Russian and English literature dedicated to the study of great power concept and Russian great powerness, authors adopt analytic eclecticism for the theoretical framework of the study. In this regard, for a comprehensive understanding of Russian great powerness, both constructivism with its focus on identity, and neorealism stressing national interests, security, and power, are applied. The authors actively employ the official documents, international agreements, statements of government officials, and official declarations. As a result, the study examines to what extent bilateral relations with Turkey and Israel, the Wests traditional non-Western allies, can contribute to the construction of Russian great power identity. For this purpose, first of all, the factors of Russian great power construction and its role in Russian foreign policy are examined. After addressing the efficiency of great power status as a foreign policy tool, the development of Russian-Turkish and Russian-Israeli relations are discussed. It is concluded that Russia has developed strategically significant relations with Turkey and Israel despite the deteriorated relations with the West, and the development of these relations has supported the consolidation of Russias great power status at the international and regional levels. Furthermore, the study suggests that Russian-Turkish and Russian-Israeli bilateral relations can enable Russia to strengthen its great power status vis--vis the West via cooperation and competition and contribute to the construction of a multipolar world.
