Products processed by white oyster mushrooms as healthy food and consumed by the community are cultivated from the harvest of the "MEKAR SARI" MSMEs farmer group through a group of housewives in the Semolowaru area of ​​Surabaya. The problem of partners, namely MSMEs "MEKAR SARI" is the lack of knowledge and information from the public about processed white oyster mushrooms with a variety of variants. mushroom pins. The purpose of this service is to provide added value to the Oyster Mushroom as a household business opportunity because it has a high enough nutritional content that can be processed into a variety of delicious foods. The methods used are (1) training / training related to goods and services, diffusion of science and technology, substitution of science and technology (renewable science and technology), or simulation of science and technology; (2) Continuous education; (3) awareness / increased understanding of a problem; (4) consultation / mentoring / mediation. The results obtained from the implementation of this community service are emphasized program outputs which can be in the form of products / goods or services produced by partners as an indicator of program success.

Budikdamber is cultivating fish and vegetables in one bucket, which is an aquaponic system. Usually, the aquaponics system developed so far requires pumps and filters, requiring electricity, ample land, expensive and complicated costs. The concept is simple and does not require significant capital, and it does not need a large room or pool to be an added value of this technology. The Budikdamber technique can be one of the community's solutions to innovate fish and vegetable cultivation at once in one container. In addition, with the current state of the COVID-19 pandemic, Budikdamber activities can be a solution for family food security. Community service was carried out in Fitu Village, South Ternate District, in June 2021. The objectives of this community service are Providing information to the public on how to use the narrow land on the terraces and yards for fish and vegetable cultivation in buckets so that people can maintain food security during the current COVID-19 pandemic. Budikdamber (Fish Cultivation in Buckets) cultivates fish and vegetables in one bucket: an aquaponics system (fish and vegetable polyculture) as a community solution in providing food needs COVID-19 pandemic. It could use as a business opportunity to help the family economy.

Salak pondoh merupakan salah satu jenis buah salak yang cukup diminati masyarakat. Kegiatan pengabdian berupa Iptek bagi Masyarakat (IbM) kepada kelompok wanita tani Srikandi dan Karya Bhakti dilakukan dengan tujuan untuk meningkatkan keterampilan produksi, teknik pengemasan, design labelling dan pemasaran guna menunjang omset penjualan dan nilai tambah pada keripik buah salak pondoh yang sedang mereka usahakan. Metode yang digunakan dalam pengabdian ini adalah metode pelatihan, pendampingan dan pendidikan kepada masyarakat setempat, khususnya bagi anggota kelompok wanita tani Srikandi dan Karya Bhakti. Hasil pengabdian ini adalah telah diterapkan mesin pengolah vacuum frying, branding teknik pengemasan, dan design labeling pada produk keripik buah salak pondoh.Kata Kunci: pemasaran, teknik pengemasan, design labeling. ABSTRACKPondoh zalacca is one type of zalacca that is quite attractive to the community. Service activities in the form of Science and Technology for the Community (IbM) to Srikandi farmer women's groups and Karya Bhakti are carried out with the aim to improve production skills, packaging techniques, design labeling and marketing to support sales turnover and added value to the pondoh zalacca chips they are seeking. The method used in this service is the method of training, assistance and education to the local community, especially for members of the Srikandi farmer women's groups and Karya Bhakti. The result of this dedication is that the vacuum frying processing machine, packaging technique branding and labeling design have been applied to the salak pondoh chips.

The article is concerned with topical issues of the State regulation of public procurement in Ukraine in the context of reforms and integration processes. The conceptual principles of regulation of the public procurement system have been formulated, taking into account the requirements and challenges of modern processes of reforms of the national economy and the implementation of the European integration vector. The public procurement system is considered as a new institutional unit in the national economy – the market for goods and services to the State-owned institutions and organizations with the involvement of budgetary funds. The significance of the public procurement system for the country’s economy as an environment for financing and implementing entrepreneurial initiatives aimed at creating high-quality goods and services, which is characterized by volumes equal to 15% of GDP, is substantiated. The article is aimed at defining the theoretical-conceptual and applied principles of the State regulation of the public procurement system in Ukraine in the context of efficient implementation of reform goals and taking into account the impact and challenges from the active participation of the national economy in the international distribution of labor in the course of integration processes with the EU countries. The article defines the key directions of the State policy on the regulation of the public procurement system, which include: stimulating the economic development of the entrepreneurial sector and overall economic growth on the basis of sustainability and balance; support for the production of domestic goods and services with high added value; stimulation of production of goods and services using local resources; stimulating the creation by domestic producers of both goods and services of cooperation associations in order to use the opportunities for the distribution of labor to create more competitive products; supporting the formation of an economic basis for the development of territorial and economic entities in the regions of Ukraine. As for the above defined directions of the State regulation of the public procurement system in Ukraine, appropriate measures have been proposed, the implementation of which is expected to contribute to the strengthening of the national economy and does not contradict the provisions of ratified international agreements.

The main objective of this paper is to explore the influence of external debt (measured by two indicators that are outstanding debt and debt service in relation to exports of goods and services) on investment and economic growth in Tunisia during a period of 51 years which runs from 1961 to 2011, using vector autoregressive model (VAR). The empirical results show that, in the short term, outstanding debt and debt service in relation to exports of goods and services do not cause economic growth. In the long term, the external debt service is detrimental to Tunisian economy. In Tunisia, the problem is not a debt problem in itself, but the problem concerns the use of this debt. External debt is allocated to activities with both low added value and profitability. In the absence of a clear industrial policy, these activities are traditional activities that do not create wealth, correspond with competitive advantages of the country and employ the qualified workforce. Therefore, the unemployment rate of graduates increases regularly. Furthermore, a significant share of borrowed funds are intended to pay the salaries of the public sector, that have represented more than a third of the state budget in recent years. Then, external debt did not help the country to develop because those salaries went into consumption of some imported goods that are not produced in the home market.

Project management is becoming an increasingly preferred approach in the public and business sectors due to its orientation towards results. But the project management methodology is also evolving. In recent years, its most advanced option is the Agile project management. It emerged in 2001 after a conference in Chicago of software industry professionals discussing the possibility of a new method of work, later called Agile. A Manifesto has been developed that contains 12 principles and 4 values. The document has been translated into many languages and has become leading for many IT developers.Leading in the agile approach is that instead of investing in a detailed outline of processes, procedures and tools, is better for organizations to invest in people and in their interaction. Rather than focusing on comprehensive documentation from the beginning, it is better to focus on the final result of the project. Instead of settling legal issues and signing a preliminary contract, it is better to engage with customers (target groups) and seek a live connection with the users of the service or product.Gradually, the advantages of the new approach are gaining more and more adherents. According to the 11th Annual State of AgileTM - Report, 2016, the number of companies implementing agile project management is steadily increasing globally, with the process gradually entering non-IT sectors as well. According to the authors of the report, the benefit of the method is in several directions: results are achieved in a shorter time, organizations become more productive, risk is reduced, costs are decreased, etc.In Bulgaria, agile project management is applied mainly to companies that are branches of large foreign IT companies, and activities. Many small companies, as well as public sector organizations, still apply the traditional project management approach and so they miss the added value of providing goods and services to their customers in an agile manner.In this paper the idea of implementing the agile project management in non IT departments of companies is presented. Emphasis is placed on the iterative nature of operational management, whereby projects are divided into separate parts, prioritized and “delivered” in small cycles. At the same time, the issue of terminology of this approach is discussed. The main terms are different from these in the traditional project management and require additional efforts to understand and implement it. Special attention is also paid to the agile management of research and educational projects in the universities.

ABSTRACT             IPTEKS-based community service has been done with the Entrepreneurship and Workshop unit of MAN Purbalingga. The objectives of the activities were (1) Transferring of soap making technology to produce natural soap-base; (2) Transferring of cold-process and hot-process methods for the creation of soap-souvenirs with various shapes and colors; and (3) Transferring the packaging knowledge for souvenir soap products. The methods applied include student education, training, and the diffusion of science and technology to produce souvenir soap. The post-test results showed that there was an increased knowledge of the partners on saponification reactions (0% to 50%), soap making principles (0% to 54.2%), as well as the understanding of raw materials, additives, and soap-making equipment. The three main factors that could encourage the partners to make soap were an eagerness on how to make soap (70.8%); business opportunity (62.5%), and wanted to make soap creations (29.1%). This community service activity was expected to provide benefits in the form of partnership ability to produce souvenir soap made from natural ingredients with various shapes and colors. Keywords: cold-process, hot-process, souvenir soap

In this paper, Thierry Bruhat considers the experience to date of the development of science and technology parks, or technopoles, in France. He discusses the different approaches to their establishment, their principal characteristics, and the ways in which the performance and significance of the technopoles can be fully evaluated. He stresses the ‘added value’ of the parks — their contribution to the endogenous economic development of their regions. With specific examples, he analyses their role as networking agents at the public—private sector interface, and catalysts in the innovation process, emphasizing the issues of site preparation, technopole structure, and the role of participants. The key to economic success, argues the author, is the pooling of the information and skills ‘which are often trapped in the compartmentalized worlds of industry, technology, and academia.’

Community service activities is aimed at the development of indigenous forest in order to preserve theenvironment of indigenous Balinese culture and appeal of ecological tourism through the creation ofnurseries, planting and plant arrangement taru pramana in Batubulan Sukawati Gianyar Regency. Themethod applied in community empowerment activities IbW (science and technology for the Region) is asfollows: (1) Coordination and communication are participatory with farmers' groups to create a program fromthe planning, operational and evaluation; (2) Guidance for the perception and understanding of theinnovations or programs implemented; (3) training to improve the skills of applied science and technologybeing transferred to the public; (4) Assistance is ongoing meetings between the chaperone with the targetcommunities so that science and technology are transferred can be carried out independently by thecommunity. The results obtained show that the dissemination of science and technology activities for theregions in Batubulan village, sub-district Sukawati, Gianyar can take place properly, the active participationof society and the adoption of science and technology is high. Active participation of partners in all activitiesof technology dissemination is high at 68%. Adoption of science and technology capabilities and partners'initiatives to produce seeds independently is quite high at 50%.

Bendahara sub-district, to be precise, Teupah mature village is a location that is the target place for the community service eam to make a product that is beneficial to the community. As we know that in a mature village, the majority of the population are farmers. So that the business opportunity that we provide to the community is to make Libuai Soap (Anti-Irritation Aloe Vera) products. The Libuai bath soap making training targets the local community, especially mothers and young women. This soap is used to clean the skin from dirt, dust, and bacteria that stick to the skin. The objectives of community service activities are: (1) providing training to the local community on how to make anti-irritant aloe vera soap products that are not yet known to the wider community; (2) providing knowledge to the public regarding the prospects and competitiveness of anti-irritant aloe vera soap products compared to other soaps; (3) provide knowledge to the public about the methods that can be used to market anti-irritant aloe vera soap products. Implementation methods in community service activities are planning, process, marketing and evaluation. The results of this activity are in accordance with the predetermined plan and the activities run well and smoothly starting from the planning, marketing, and evaluation processes. It is hoped that with the implementation of this activity the local community can process their own soap with other variations so that they can foster entrepreneurial opportunities.

The tissue holder that we make is also cheap and maybe this item is often heard from among the public. However, rarely do anyone make it decorated with sand, so we will try to make a tissue holder. The materials we use are readily available and cheap. The thing that is needed in making a tissue holder is creative. With creativity, unique and funny shapes will be created. From this tissue holder that we make, it is used for decoration and other uses. Adding added value to these objects so that they have high economic value and can become a business opportunity. By utilizing existing materials or objects, it can create or create a good and unique work that can be of high value and economic value. This tissue holder is useful as decoration and other uses. Apart from being  an artistic value.
