State Response, Community Development, and Covid-19

Almost all countries in the world are being hit by the Covid-19 pandemic, including Indonesia. The Indonesian government is trying to take steps to improve the welfare of its people in the midst of this pandemic situation. This paper aims to analyze how the state responds to the impact of Covid-19 and how community development is being carried out in the face of Covid-19. This paper uses descriptive qualitative research with literature study methods related to government policies for the welfare of the community in the Covid-19 pandemic which is associated with the state response and the community development process in Indonesia. The results of this study show that the state's response is through issuing health protocol regulations, providing assistance to reduce electricity rates, distributing basic foodstuffs, and cash. The state also improves emergency response mechanisms, conducts outreach, involves the community, conducts tracing intensively. The state also faces obstacles, however input from the public and global organizations is used as evaluation material which makes further response increases. Meanwhile, community development in dealing with Covid-19 is carried out through active and sustainable community strengthening based on the principles of social justice, cooperation and participation from the community in making it happen. One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. Abstract. Social media has become a tool that links almost all aspects of human life, from the technology of information to the cultural segment where archaeology is part of it. For more than two decades, social media not only has become an informal place to encounter and exchange of ideas but also holds important role to share about archeological knowledge to the public in Maluku. This paper attempts to observe the correlation between archaeology and social media to support the effort of expanding the archaological knowledge and cultural history in Maluku. The method used in this research is literature study. The results of the study indicates that social media has become one of the main agents in the publication of archaeological knowledge in Maluku and is very prospective for further development. Media sosial telah menjadi wahana yang bertautan dengan hampir seluruh aspek kehidupan manusia saat ini mulai dari ranah teknologi informasi hingga segmen kebudayaan, termasuk di dalamnya disiplin arkeologi. Sudah lebih dari dua dekade media sosial tidak saja menjadi ruang informal perjumpaan dan pertukaran gagasan, tetapi telah menjelma menjadi motor efektif yang turut menggerakkan dinamika akademis disiplin arkeologi, termasuk menjadi agen bagi interaksi arkeologi dan masyarakat. Media sosial berperan sebagai salah satu ruang paling efektif dalam meluaskan pengetahuan arkeologi bagi publik juga masuk di Maluku. Makalah ini mencoba mengamati hubungan disiplin arkeologi dan media sosial bagi perluasan pengetahuan arkeologi dan sejarah budaya untuk masyarakat di Maluku. Metode yang digunakan adalah kajian pustaka. Hasil studi menemukan bahwa media sosial telah menjadi salah satu agen utama dalam publikasi pengetahuan arkeologi di Maluku dan prospektif untuk terus dikembangkan ke depan.Kata kunci: Arkeologi, publik, media sosial, Maluku

The legal-financial status of the Agricultural Property Agency is complex. Rights and obligations of the financial nature of the public are interspersed with numerous powers and duties of the sphere of private law. Specific elements shaping financial status Agency are organizational relationship and the capital of other legal entities, including primarily with the Treasury and the companies controlled by the Agency. They occur in the context of normative pass Agency to the public finance sector and its companies to the category of public sector entities. In view of the takeover by the executive agencies, a significant part of the tasks previously performed by the state without legal personality, budgetary establishments, precisely in this area normative appeared completely unique opportunity to examine the impact of the construction of legal personality to changes in the shape of subjectivity.

China Fine Dust issue has emerged in 2013 and increase in 2014 so that South Korea suffered from the impact. Meanwhile, China as a contributor of the haze refuses to take responsibility for tackling this issue, so that South Korea must securitize. This study aims to describe the process of securitization of China Fine Dust issue carried out by South Korea to China by using the concept of securitization by Barry Buzan as an analytical framework. The research method used is a qualitative method with a descriptive approach. The data used in this research was collected through literature study. The securitization process carried out by the South Korean Government against China began with South Korea carrying out a scientific agenda to identify a threat with China's initial involvement of 48%. Then political agenda, which are three points; influencing the public to gain support, forming a domestic emergency policy, holding a bilateral meeting to convince China to work together because domestic actions are not enough yet. The continuation of political management shows that the agenda of securitization carried out by South Korea made China accept the issue as a threat and agreed to cooperate in tackling the haze issue by releasing several projects.

Community development offers a distinct approach to respond to the problem of diminishing free spaces where citizens can exchange views and learn about democracy and citizenship. It involves citizens as co-creators of the common world rather than as consumers. It has been supported by governments in different countries as a way of defusing tensions within communities, addressing the crisis of political legitimacy, encouraging citizen responsibility, as well as co-producing services with the state. This chapter tracks the ways in which community development has played these different roles over time and the implications for the relationship between state and citizen. It reviews its changing relationship with the state, and the critiques generated by different approaches and programmes. It concludes with an assessment of the challenges it faces in seeking to deepen democracy and foster creative citizenship, in the face of recurring attempts to shrink the state and leave the market as the principal mediating factor in society.

The Holocaust maintains a status of inviolability in the Christian religious public sphere and also the mainstream media. The scale, gravity and sheer atrocity of the Holocaust still commands a response. The article argues that questions demanded by the Holocaust of the Christian church and the free world’s passivity in the face of genocide, led to a Christian support for the State of Israel driven by guilt and a sense of moral obligation which side-lined the impact of the State on the Palestinian people. With the Israel-Palestine conflict in its seventh decade, the imperative to overcome the hegemony of Holocaust memory is more urgent than ever. Seventy years after the Holocaust, its legacy in public and theological memory dominates questions of Judaism within the polity and the State of Israel. Two legal cases, which attracted media attention, illustrate how Holocaust memory is evoked in response to questions of Jewish practice in the European polity. Two further examples demonstrate how the pernicious influence of Holocaust memory and rhetoric colour responses to criticism of the State of Israel.

United territorial communities in the context of decentralization are authorized to carry out public procurement at their own discretion. However, additional responsibility reinforces the need to involve the institution of audit as a guarantor of the economic and social feasibility of the process. The purpose of the article is to determine the place of public procurement as one of the objects of the national audit system in order to increase the efficiency of management of united territorial communities. It was found that, despite the improvement of legislative regulation in the sphere of public procurement, the illegal, often “lobbied” use of budgetary funds requires increased control, both from the state and the public, and from the actual administration of the united territorial communities. The theoretical and methodological foundations of the state audit of public procurement were revealed. The directions of improving the state audit of the public procurement process in united rural territorial communities were proposed, while observing the priority of sustainable development goals. The capabilities of the electronic public procurement platform Prozorro were critically assessed. The reasons and prerequisites for the elimination of the corruption component of the public procurement process at the local (united territorial communities) and global (national economy) levels were identified. The need for IT-auditing in the field of legality and economic feasibility of using budget funds in rural territorial communities was proved. The impact of the audit on the general system of information and analytical support of management consists in assessing the effectiveness of activity processes, information processes and control procedures in order to improve the management model of activity and, accordingly, the decision-making system.

The Covid-19 pandemic was taking place in almost all countries around the world. Along with the increasingly vigorous government strategy in tackling the spread of the corona virus that was still endemic until now, the government had started to enforce the Large-Scale Social Restrictions (PSBB) with the signing of Government Regulation (PP) No. 21 of 2020 about PSBB which was considered able to accelerate countermeasures while preventing the spread of corona that was increasingly widespread in Indonesia. The research method used was normative prescriptive. The government put forward the principle of the state as a problem solver. The government minimized the use of region errors as legitimacy to decentralization. The government should facilitated regional best practices in handling the pandemic. Thus, the pandemic can be handled more effectively. The consideration, the region had special needs which were not always accommodated in national policies. The government policy should be able to encourage the birth of regional innovations in handling the pandemic as a form of fulfilling human rights in the field of health. Innovation was useful in getting around the limitations and differences in the context of each region. In principle, decentralization required positive incentives, not penalties. Therefore, incentive-based central policies were more awaited in handling and minimizing the impact of the pandemic.

Introduction. The theoretical bases of tax risks are considered and the author's approach to interpretation of their essence is offered. The directions of the COVID-19 pandemic's impact on tax revenues to the State Budget of Ukraine have been studied and the factors of intensification of tax risks have been determined. On this basis, scientifically sound recommendations for improving the management of tax risks in Ukraine in the economic crisis. The purpose of the article is to study the areas of intensification of tax risks in the context of the COVID-19 pandemic and the development of scientifically sound proposals for improving the management of tax risks in the face of new challenges for fiscal authorities. Results. The main directions of the impact of the COVID-19 pandemic on tax revenues to the State Budget of Ukraine are assessed. It is proved that the manifestations of the economic crisis are the main factors of intensification of tax risks in Ukraine, which are expressed in significant losses of budget revenues. Ways to optimize the mechanism of VAT refunds and directions of audit of tax benefits in order to minimize tax risks are proposed. The mechanisms of obligatory fiscalization of micro and small business settlements through the introduction of registrars of settlement operations on favorable terms for business owners without the need to hire additional employees are outlined. Possibilities of realization of the project of electronic customs as one of elements of creation of a positive business climate and minimization of tax risks are considered. Perspectives. Promising areas of research may be the study of psychological, administrative, technological, political factors of tax risks in Ukraine.
