ASSESSMENT OF THE ORGANIC ANIMAL HUSBANDRY CONDITION IN THE WORLD AND THE FORECAST FOR ITS DEVELOPMENT IN THE REGION

The purpose of the study is to assess the current state of organic animal husbandry in the world and to give a forecast of its development in the region. In preparing the article, the following methods were used: statistical-economic, monographic, abstract-logical, calculation-constructive, and forecasting ones. The analysis of the world statistics showed a rapid increase in organic animal husbandry production in the world, and its distribution by industry largely depends on the traditional directions of agricultural production in countries and continents, in addition, the priority of the development of crop production over livestock production has been identified. In Russia, the same trend can be traced, therefore, recommendations for the development of organic animal husbandry in the region are developed and proposed, which are divided into three main areas: technological (changing the production technology), economic (changing the structure of costs and markets) and social (reorienting food preferences consumers), and clear recommendations are given for their implementation. In order for agricultural producers and investors to understand the feasibility and effectiveness of organizing or reprofiling livestock production under organic production in accordance with Federal Law dated 03.08.2018 No. 280-ФЗ “On Organic Production and Amending Certain Legislative Acts of the Russian Federation”, the value of gross livestock production was forecasted with and without organic production in the Saratov region for the period until 2030.

The results of an analytical review of the prospects for the development of organic production are presented. The organic food market is one of the most dynamically developing in the world. It has grown more than fivefold over the past decade. In connection with the entry into force of the Federal law "on organic products and on amendments to certain legislative acts of the Russian Federation" (2018), which is aimed at creating conditions for the sustainable development of organic agriculture in Russia in order to provide the domestic market with domestic environmentally friendly food products, through the implementation of the country's natural and economic potential, the intensification of agricultural production will allow Russia to become one of the world market leaders in "ecological agriculture"products.

The issue of food self-sufficiency in the region becomes the most relevant in times of crises and pandemics. To answer this question, it is necessary to analyze the current state of agriculture and identify trends inherent in the industry. The article assesses the role of agriculture in the economy of the region. The characteristics of the development of crop production and animal husbandry are given, quantitative and qualitative factors are analyzed, and production growth reserves are identified. The material and technical base of the industry is analyzed, the main directions of state support for agricultural producers are described, and a conclusion is formulated about the level of food self-sufficiency in the region under consideration. The directions of development of the industry to ensure the growth of gross agricultural production are proposed. The study is based on the statistical data of the Irkutsk region for the period 2005-2019.

Problems of technical service of machinery and equipment in animal husbandry are mostly related to the restructuring of the economic model of interaction between agricultural producers and organizations that supply and service of machinery and equipment. Currently, the entrance control of products and spare parts purchased abroad is not established, and the materials used to make parts in contact with milk (teat rubber, milk hoses, etc.) are not checked for compliance with the requirements of the Ministry of Health. (Research purpose) The research purpose is in justifying the structure of the engineering center for integrated solutions in the field of dairy farming based on the Federal Scientific Agroengineering Center VIM. (Materials and methods) The article presents the results of studying sources describing the past and present experience of organizing a system of technical service of machines and equipment for dairy farming in the Russian Federation and foreign countries that are leading in terms of milk production. Authors collected information from key equipment suppliers when visiting industry exhibitions (Euro Tier, AgroFarm, Golden Autumn, etc.). (Results and discussion) The article proposes the concept of creating an engineering center on the basis of the Federal Scientific Agroengineering Center VIM according to the developed structure. (Conclusions) The implementation of the proposed structure for creating an engineering center will eliminate the existing imbalance in the field of technical service of livestock enterprises, establish information, design, machine-technological and service support for the reconstruction and successful development of livestock enterprises in the industry.

Based on the analysis of statistical yearbooks "state of contamination of soils and objects of the natural environment of the Russian Federation with pesticides and toxicants of industrial origin", analysis of the incidence of workers and the population from exposure to residual pesticides and heavy metals, the need to assess soil contamination for organic farming purposes in accordance with the requirements of article 9 of the Federal law of 03.08.2018 No. 280-FZ "on organic products and amendments to certain legislative acts of the Russian Federation"is justified. For evaluation, a digital technology is proposed in the management of environmental safety and labor protection in agriculture, developed by scientists of the ITOSH-branch of the FGBNU FNAC VIM. It is proposed to solve the problems of detoxification of soils contaminated with heavy metals and residual pesticides identified during the assessment using the available domestic and foreign experience by various methods: physical, physical-chemical, and biological.

The article describes the current state of development of the world and domestic market of organic products, countries where there are the highest rates of development of certified production, countries with the highest consumption of organic products per capita and countries with the largest areas of organic agricultural land. The organic products market in Ukraine has been analyzed from the beginnings to the present state, indicating all stages of development and the problems that have arisen, as well as the basic laws on organic production, certified organic products, countries and companies operating on the domestic market. The area of land with organic status, the total number of certification bodies, the number of operators in this market in the regions of Ukraine is indicated. In the article a comparative analysis of Ukrainian organic production with world production is conducted, the countries-leaders for the areas occupied by organic production are specified. The list of certified in Ukraine types of organic products, which are consumed both on the domestic market and exported to different countries of the world, is determined. The article deals with the dynamics of the internal market of organic products for 2002-2017 years. The basic principles of organic agriculture, which focus on the preservation of the environment and natural resources, are presented and a mechanism for promoting organic production by agricultural enterprise. The benefits of this production are also described, including: health benefits, environmental, social and economic benefits. The urgent problems of the organic products market are determined, directions of state policy in the field of organic production are proposed, which will promote the development of organic production in Ukraine and the circulation of domestic organic products in the world.

This article is dedicated to examination of the traditional structure of the Russian institute of mediation and its possible transformations in light of the provisions of the new draft law “On Settlement of the Disputes Trough Mediation in the Russian Federation". Based on the principle of historicism and systemic analysis, the authors consider the established structure of the Institute, and highlight the three stages in development: latent, euphoria and stagnation. It is assumed that such peculiarities of development are substantiated by its implementation “from the top”. The current state of the institute of mediation, despite the fact that it remains at the “initial” level of development, can be characterizes as a years-long stagnation. Therefore, the draft of the new Federal Law on Mediation, developed by the Ministry of Justice, which in case of enactment significantly changes the structure and functional concept of mediation, became the subject of intense discussion within the professional community, since the intended radical reform is planned to be implemented “from the top”, without consideration of the opinion of professional community and interested stakeholders. Having analyzed separate elements of the institute of mediation and changes therein, the authors came to the following conclusions. One of the three key reasons for the established situation in the area of mediation is the low level of professional qualifications of mediators; incompetence of mediators impedes conducting mass mediation and further development of the institute of mediation. The second reason consists in incompetence and disunity of the professional community of mediators, absence of an authoritative body nationwide. The third reason lies in discrepancy of the development of two vectors of mediation — traditional and academic as a special trend in reconstructive approach. The presented analysis allows reassessing the current state and potential of the Russian Institute of mediation, as well as forecasting further ways of its development.

Since 2016, the Russian Federation has been implementing the Concept for the Development of School Information and Library Centres, the main purpose of which is to create conditions for the formation of modern school library as a key tool in the new infrastructure of educational organization that provides modern conditions for teaching and upbringing.The study assesses the current state of school libraries in the Russian Federation. The authors analyze the regulatory and organizational basis of school libraries’ activities, present in detail the difficulties of implementing the Concept for the Development of School Information and Library Centres, taking into account the norms and requirements for the organization of school libraries space, as well as consider the issues of staffing the activities of school libraries.The authors conclude that today at least half of school libraries do not meet the requirements of the Federal Law “On Education in the Russian Federation” and Federal State Educational Standards for their activities; and the heads of educational organizations are not interested in the development of library as it requires serious organizational and financial costs, but does not directly affect the performance assessment of their work.The updated school library, filled with relevant content, supported by personnel, methodology, technologies and resources, has the ability to update the content of school education, create the necessary modern infrastructure and use effective mechanisms for managing educational activities. The authors propose a number of actions, the implementation of which at the federal and regional levels will increase the effectiveness of further activities for the development of school libraries and information and library centres.

Traditionally the Cushing’s disease (CD) is considered a rare disease. Since 2012 СD has the official status of an orphan disease in the Russian Federation. Now prevalence of this disease in the world are from 1,5 to 3,9 cases of CD on 1 million people of the population. The reason of CD is the adenoma of a hypophysis (сortiсotropinoma). The “gold” standard of therapeutic tactics of patients with CD is the transsphenoidal surgery. However in 20% of cases after the radical treatment  fail to achieve remission of pathological process. Now in an arsenal of the neuroendocrinologist we have various methods of  therapy, including various methods of drug therapy. The focus of  preparations are central type action:  analogs of a somatostatin. The representative of this group of preparations is Pasireotid who has proved the efficiency by results of the multicenter clinical trials. This review  focuses of the current   state of knowledge about methods of treatment of CD, about new therapeutic opportunities with application of analogs of a somatostatin.

The digitalization of agriculture is connected with the increase in the efficiency and sustainability of its functioning. The paper studies the dynamics of indicators of the development of agricultural production in the Samara region. First of all, agriculture of the region is represented by crop production, the share of which in the total volume for a number of years has been over 60%. The basis of the regional crop production is the production of high quality food grains. Cereals are one of the most demanded items in the export of agricultural products. For the period from 2009 to 2020 the gross harvest of grain crops increased 1.6 times. The Samara region is one of the ten regions of the Russian Federation in terms of sunflower production. The gross harvest of sunflower, which serves as a raw material for the main export position of the region namely sunflower oil, has increased fivefold over the period. Digital technologies, the need to use which is determined by general trends in the development of the world economy, create new opportunities to increase the competitiveness of products and further develop the export potential not only of a particular region, but also of the country as a whole.
