Sociological analysis of up-to-date social practices, communication and interaction forms among community members, local and virtual groups is based on a number of methodological approaches that need to be reconceived today in connection with the digital transformations of social processes and structures. Socio-managerial approaches used in the era of traditional and modern society (modernity) do not cover the total social reality and do not reply to the tasks and social practices of the post-modern information society (“meta-modernity”). In these conditions, the rethinking is required for the implementation of the basic concepts such as democratic instruments of state regulation, once rejected by Plato and Aristotle and then again proposed at a new round of social development by K. Popper. The concept of participation, which returned to sociological, socio-anthropological and socio-economic discourse in the middle of the twentieth century, needs to be developed in the era of total digitalization, additionally accelerated by measures of social isolation in connection with the pandemic (the transition to remote work, the expansion of online services, etc.). The article attempts to present new aspects of the concept of participation in relation to understanding the models of distributed networks of economic relations (sharing) and, in general, to digital forms of social communications in society.

The development of the system paradigm in economic science leads to the formulation of a number of important questions to the political economy as one of the basic directions of economic theory. In this article, on the basis of system introspection, three questions are considered. The first is the relevance of the class approach to the structuring of the socio-economic space; the second is the feasibility of revising the notion of property in the modern world; the third is the validity of the notion of changing formations as the sequence of “slave-owning system — feudal system — capitalist system”. It is shown that in modern society the system approach to the structuring of socio-economic space is more relevant than the class one. Today the classical notion of “property” does not reflect the diversity of production and economic relations in society and should be replaced by the notion of “system property”, which provides a significant expansion of the concepts of “subject of property” and “object of property”. The change of social formations along with the linear component has a more influential cyclic constituent and obeys the system-wide cyclic regularity that reflects the four-cycle sequence of the dominance of one of the subsystems of the macrosystem: project, object, environment and process.

The indicators that determine the change in the macroeconomic situation in the economy of Azerbaijan in 2010–2017, as well as the conditions for increasing the effectiveness of state intervention in solving economic problems are analyzed. It is noted that it is not the size of the public sector that becomes important, but its qualitative component (management and redistribution of resources and revenues, coordination of government intervention in economic relations). The main reasons limiting economic growth are identified, and the mechanisms for overcoming them are disclosed, since economic growth is of particular importance in the transformational period of state development. It substantiates the assertion that the forms and methods of state regulation should be the result of a reasonable combination of the private and public sectors of the economy to more effectively achieve the goal of economic development of the country and increase the welfare of the population. To this end, it is advisable to limit the actions of market forces and find a rational ratio of market and government measures that stimulate economic growth and development.It is shown that in the near future the development of the economy of Azerbaijan should be focused on the transition to the integration of various models of economic transformation; at the same time, “attraction of investments” should be carried out by methods of stimulating consumption, and the concept of a socially oriented economy, which the state also implements, should prevail, thereby ensuring social protection of the population and at the same time developing market relations. Disproportions in regional and sectoral development are also noted, which are the result of an ineffective distribution of goods produced, inadequate investment in human capital, a low level of coordination and stimulation of economic growth and development.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

The article reveals the economic essence of the current state of higher education in Ukraine. It examines the main problems of state regulation of risks and challenges facing modern education at the stage of reform. The subject of the study is the very system of higher education in Ukraine. The purpose of the study is to analyze the state of the modern market of higher education in the country, as well as the features and trends of its development to date in the process of reform. The development of the national education system is shown together with its social and economic problems and challenges, as well as the political conditions that find the direction of the development of education in the country. It was revealed that the main risks in the education system of Ukraine can be considered a decrease in the number of highly skilled professionals, the closure of a number of educational institutions with a reduction in the contingent that lead to financial losses. In addition, among the risks studied, the low efficiency of training technologies and the low-level of graduates’ competence, corruption and low rating indicators in the world educational community are highlighted. The author specifies the existing external risks of the education system in the country and presents possible ways of overcoming them. And also draws the conclusion that the current conditions of the country’s existence and specifically the development of the education sector, the introduction of new models and training programs is a complex process. The reform of higher education today does not have significant results, therefore, it is suggested that the entire education system in Ukraine is integrated and fundamentally reformed, with the aim of overcoming existing discrepancies between the educational product and the needs of society. So, the author says that the modern structure of education should give to ensuring ideal conditions for the functioning and development of the education system, taking into account the needs of modern society and the existing problems in the educational sphere, which should give quality educational services and freedom of choice in education.

Spirituality and a new religious awakening, are seen by religious elites as a stage of religious directness in carrying out religious traditions and rituals. New civilizations can instead be a threat to conventional religious traditions and rituals. Without the willingness of religious elites to criticize and re-interpret conventional ritual traditions and patterns, the functions of the world's major religions could fade. The world's major religions are increasingly alienated from the objective world and awareness of the lives of the people and their people. It seems that there will be a new form of religion or a new religion that is completely different from the tradition of religious rituals that have been carried out by the major religions of the world. While the religious elite is still attached to classical religious interpretations. But on the other hand, the emergence of modern society, encouraging the argument of secularization is part of modernization. The values underlying socio-political and economic relations also appear to be beginning to enter an irregular stage, when viewed conventionally, the spiritulitas of global civilization, rather than lies in the format of values, traditional systems and structures or modern rationality. New civilizations in social systems and Science and Technology (SCIENCE AND TECHNOLOGY) began to be directed at a more intuitive spirituality stage. Then came the act of social piety that proved impartiality over the duafa wal mustad'afin, workers and the poor who were oppressed by the economic system. The emergence of the term left theology only wants to explain about righteousness and belief based on the ability to perform acts of liberation of the proletariat. Forms of doing ethnicity question an understanding of modern society as a society of free and equal individuals as well as the idea, that membership of social class determines social identities. What kind of a challenge the obversation of processes of ethnicitation represents in regard of the theories of contemporary society should discuss more precisely. In front of this background it is supposed to see ethnicitation as an indeterminate collective name for intern heterogene social practices of social construction of collective identities. It is argued, that even so processes of ethnicitation often indicate conflicts between majorities and minorities and the structural and manifested discrimination of the latter, it can not be sufficiently and exclusively explained in this way.

The article deals with the consideration of the paremic text in the modern linguistic paradigm: approaches to the researches are presented, the text-forming and linguocultural potential of individual units is shown. The direct observation method was used as the main method in this work, followed by the use of descriptive-analytical, comparative, contextual and linguistic and cultural methods. The Study is based on examples from lexicographic sources and illustrations from the Internet. The article provides an overview of the main aspects of the paremiological studies. Paremias are considered as a folklore genre, the thematic and ideographic principle of classifying paremias is presented, the aspects of cultural linguistics (linguoculturological) and translation studies are substantiated, and peculiarities of historical and etymological discursive (functional) analysis are shown. Comparative linguistic and cultural analysis is recognized by the authors of the paper as an integrative aspect of the paremiological material description. The article analyzes the text-forming and linguoculturological potential of the paremiology in different languages. As an example of the realization of the text-forming potential of paremias, the functioning of the proverb Не рой другому яму - сам в нее попадешь (упадешь) (He who digs a pit for others may fall himself therein) is studied as the verbal part of the Russian and Lithuanian demotivators. The paper provides a linguistic and cultural analysis of paremias with a toponymical component in different languages. Despite the abundance of various toponyms, which are characteristic for different countries, in these proverbs are dominated the international component, which is associated with the universal laws of human thinking, which makes it possible to find their semantic equivalents in various languages. The relevance of this study lies in the fact that paremias are considered in various aspects from the standpoint of modern humanistic education. With the development of social communications in modern society, an intercultural connection is being strengthened, requiring linguocultural commentary.

The need to diversify the use of natural recreational resources and territories is a national issue of environmental management at the national and regional entities. This is especially true for unique natural areas and objects. The paper analyzes the current state and identifies trends in the development of recreational and tourist sphere of Ukraine. The analysis of normative-legal and organizational support of processes of of natural resources and territories use is carried out. It is established that a separate part of the main factors of production (facilities and fixed assets involved in the provision of health services) are privately owned by business entities, as natural recreational resources are owned by the state and local executive authorities. This situation is due to the need to reconcile socio-economic and environmental interests. The need to improve the permitting system for assessing natural resource potential, in particular natural recreational resources, as a tool for state regulation of economic relations on forms and property rights to natural recreational and involvement of socio-economic interests of territorial development and recreational tourism.
