Development planning is a must for every level of government, both central and regional, as mandated in Law No. 25 of 2004 concerning the development planning system. Bengkalis Regency as one of the regions in Riau Province also conducts development planning. The aspects of development planning in the Regency include Malay culture as a derivative of the Riau Vision 2020. Planning aspects of Malay culture development is a manifestation of the elected Regional Vision and Mission and can be seen in its harmony with the Province. The formulation of the problem in this study is how is the form of development planning aspects of Malay culture in Bengkalis District in supporting the Riau 2020 Vision? This study aims to describe the form of development planning aspects of Malay culture in Bengkalis Regency in supporting the Riau Vision 2020. The results of the study indicate that the planning of the development of the Malay cultural center has referred to the Provincial government planning documents, both contained in the RPJMD to RKPD even though they are only quantity, not yet fully touched the quality of the substance of Malay culture. The planning contained in the Bengkalis Regency RPJMD document is limited to the Vision and Mission statement, while the objectives to the strategic plan are not formulated. Nevertheless specifically in the Office of Culture, Youth and Sports expressly formulated this in the OPD Work Plan.

This study aims to explain the local government's strategy in tourism development in East Nusa Tenggara Province, with a focus on: identifying tourism potential; leading tourism areas and destinations; identification of tourism problems; and local government strategies to achieve successful tourism development. This research uses descriptive analysis method. Data were collected through literature studies and documentation studies. Data obtained from secondary data through internet footprints based on the website of the West Nusa Tenggara Provincial Government and other related institutions. The results of the study concluded that first, West Nusa Tenggara Province was able to achieve the success of tourism development through a tourism potential identification strategy; determination of leading tourism destinations; stipulation of regional tourism strategy areas; and formulation of Regional Tourism Development Master Plans; The Tourism Office's Strategic Plan and the Tourism Office's Performance Plan, second, the tourism development planning system is formulated in stages, synergies and involves multi-stakeholders; third, sustainable tourism development through changing poor villages into tourist villages; fourth, developing tourism infrastructure and supporting facilities; marketing through tourism promotion; establish partnerships; improving the quality of tourism human resources; increasing the number and quality of tourism attractions. The success of the development in a region will be greatly determined by the quality of development planning. As planning became the sign posts are clear about what the needs of the citizens with has clear and measurable targets. Development Planning System emphasizes a combination of approaches between top-down and bottom up, which emphasizes the ways aspirational and participatory, so it is realized through the process of development planning or deliberation Musrenbang neighborhood start at various levels up to nationwide. This paper is the result of research that are descriptive studies library which describes the process of implementing E-Musrenbang in Surabaya with a variety of problems. E-Musrenbang successfully applied in Surabaya at least be innovations in development  planning system in which during this society wants a forum or social contacts among citizens with the Government in regional development planning. The application of the system of E-Musrenbang in Surabaya became an important lesson for the construction paradigm of society, where society is not only made of the objects but rather the subject of development. Keberhasilan pembangunan di suatu wilayah ditentukan oleh kualitas perencanaan pembangunannya. Sebagaimana perencanaan menjadi penunjuk arah yang jelas tentang apa yang menjadi kebutuhan warga dengan target yang jelas dan terukur. Sistem perencanaan menekankan kombinasi pendekatan antara top-down dan bottom-up, yang lebih menekankan cara-cara aspiratif dan partisipatif, sehingga hal tersebut diwujudkan melalui proses musyawarah perencanaan pembangunan atau Musrenbang di berbagai tingkatan mulai kelurahan hingga Nasional. Tulisan ini merupakan hasil penelitian yang bersifat deskriptif dengan studi kepustakaan yang menjelaskan proses pelaksanaan E- Musrenbang di Surabaya dengan berbagai permasalahannya. Sistem E- Musrenbang yang berhasil diterapkan di Kota Surabaya setidaknya menjadi inovasi dalam sistem perencanaan pembangunan dimana selama ini masyarakat menginginkan sebuah forum atau kontak sosial antara warga dengan pemerintah dalam perencanaan pembangunan daerah. Penerapan sistem E- Musrenbang di Kota Surabaya menjadi sebuah pelajaran penting bagi perencanaan pembangunan berparadigma masyarakat, dimana masyarakat tidak hanya dijadikan objek melainkan subjek pembangunan.

One of the most fundamental principles of Good Governance is the principle of participation. The more substantial public participation in the decision-making process the better the government's policy products. The national development planning system regulated in the form of legislation, has incorporated the principle of participation in such instruments. However, in some respects, the legislation has not been set ideally about the normative limits on the extent to which the public participation is real can be done, so as to guarantee the quality of the resulting product policies. The lack of seriousness of government in applying the principle of participation in the system of development planning finally Positioning society in symbolic participation, not on substantial partisipation.Keyword : Good Governance, Participation, Development PlanningSalah satu prinsip Good Governance yang paling mendasar adalah prinsip partisipasi. Semakin subtansial partisipasi masyarakat dalam proses pengambilan keputusan maka semakin baik produk kebijakan pemerintahan tersebut. Sistem perencanaan pembangunan nasional yang diatur dalam bentuk perundang-undangan, telah memasukkan prinsip partisipasi dalam instrumen hukum tersebut. Namun dalam tataran tertentu, perundang-undangan tersebut belum mengatur secara ideal mengenai batas-batas normatif mengenai sejauh mana partisipasi masyarakat itu secara nyata dapat dilakukkan, sehingga menjadi jaminan kualitas atas produk kebijakan yang dihasilkan.Ketidakseriusan pemerintah dalam penerapan prinsip partisipasi dalam sistem perencanaan pembangunan akhirnya memposisikan masyarakat dalam partisipasi simbolik, bukan pada partrisipasi subtansial.Kata Kunci : Good Governance, Partisipasi, Perencanaan Pembangunan

Departing from the problems of weak evaluation planning at local government level work unit, we conducted this study with the aim to get an overview of the evaluation work plan on working units, and the formulation of solving the problem and provide solutions. This research was conducted with a qualitative approach, using in-depth interviews and documentation of data, and then analyzed with domain analysis techniques.The results showed evaluation work plan in Bappeda still not effective. Bappeda only to evaluate the results of the work plan at this stage, while at the policy and implementation stages have not been carried out. Some of the main problems found in the evaluation work plan Bappeda are no guidelines for internal evaluation work plan, limited information technology support, the limited number and quality planners, and not the good aspects of the legality of the work plan.Recommendations for addressing concerns in Bappeda evaluation work plan are: strengthening the commitment of the planning; the establishment of guidelines for the evaluation of the work plan, the data developing regional planning system; to improve coordination, communication and development planning; increased monitoring of the quarter; utilization of evaluation results; and improving the quality and welfare of workers planner.

Budget implementation in government agencies has not been effective even though legislation has mandated that performance-based budgeting should be implemented gradually starting in 2005. Some researches on budgeting found a disregard for the prerequisites for the successful implementation of performance-based budgeting, which includes participation, competence, and the clear documents and budgeting procedures. In Indonesia, the reform of budgeting begins with the issuance of Act No. 17 of 2003 on State Finance and Act No. 25 of 2004 on National Development Planning System, which is a product of legislation that became a milestone of reform in national planning and budgeting. In universities in Indonesia budget management system changes begins to be applied especially after the implementation of autonomy in the management of higher education institutions, namely since the issuance of Government Regulation on Higher Education as State-Owned Legal Entity (BHMN), Public Service Agency (BLU), even the latter leads to the State University-Owned Legal Entity(PTN-BH). The change of financial management is not without reason, but is intended to more financial management of performance-oriented, transparent and accountable, the estuary of the increasing good governance. Pelaksanaan anggaran di instansi pemerintah selama ini belum efektif, padahal undang-undang telah mengamanatkan bahwa pelaksanaan penganggaran berbasis kinerja hendaknya dapat dilaksanakan secara bertahap mulai tahun 2005. Beberapa hasil penelitian tentang penganggaran menunjukan adanya pengabaian terhadap prasayarat keberhasilan pelaksanaan penganggaran berbasis kinerja, yang antara lain ditentukan oleh faktor-faktor pendukung seperti partisipasi, kompetensi, dan adanya kelengkapan dokumen dan prosedur penganggaran secara jelas. Di Indonesia, reformasi bidang penganggaran diawali dengan terbitnya Undang-undang Nomor 17 Tahun 2003 tentang Keuangan Negara Undangundang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional merupakan produk undang-undang yang menjadi tonggak sejarah reformasi di bidang perencanaan dan penganggaran nasional. Di lingkungan perguruan tinggi Indonesia perubahan sistem manajemen anggaran mulai diterapkan terutama setelah dilaksanakannya otonomi dalam pengelolaan lembaga pendidikan tinggi, yaitu sejak diterbitkannya Peraturan Pemerintah tentang Perguruan Tinggi sebagai BHMN, BLU, bahkan yang terakhir ini mengarah pada PTN-BH. Perubahan arah pengelolaan keuangan tersebut tidak tanpa alasan, namun dimaksudkan agar pengeloaan keuangan lebih berorientasi pada kinerja, transparan dan akuntabel, yang muaranya tentu pada meningkatnya good governance.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

Abstract Background Measles is a vaccine-preventable infectious disease and it remains one of the leading causes of infant mortality globally. The World Health Organization (WHO) has adopted the goal of eliminating measles and rubella. Detection and control of communicable diseases would not be possible without accurate laboratory results regarding when and where a particular disease circulates. Methods WHO/Europe therefore works with all Member States to steadily improve the quality of the laboratory data in order to determine the Region's progress towards measles and rubella elimination. For this purpose coordinates the European Measles and Rubella Laboratory Network (MR LabNet). National labs in this network undergoes regular external quality assessment through an annual accreditation programme. Results In Italy, a Sub-national Reference Laboratories Network for measles and rubella (MoRoNET) has been developed since March 2017 and currently includes 15 laboratories. MoRoNet was developed following the indications of the MR LabNet. It is accreditate, coordinated and supervised by the National Reference Laboratory. Conclusions Strengthening the role of national laboratories in overseeing the performance of subnational laboratories has become a critical need in order to properly monitor the Region's measles and rubella elimination efforts. MoRoNet permits to Italy to develop a country-specific work plan for establishing national networks and oversight mechanism, including preliminary monitoring and evaluation indicators compliant with MR LabNet standards. This is very significant not only to optimize the participation in national and regional processes to verify disease elimination, but also to strengthen the quality of vaccine-preventable disease surveillance. Intensive urban development has created a shortage of urban green areas. The need to economically plan and use urban green spaces has fueled the redefinition of public spaces and parks so as to provide the residents with both recreation and relaxation facilities, as well as a forum for contact with culture. This paper discusses the case of the Stavros Niarchos Foundation Cultural Center (SNFCC) in the Kallithea district on the outskirts of Athens, near the Mediterranean Sea. It fills a gap in the research on the aspects of the practical functioning of such facilities. The methodology used in the research included an analysis of the literature, the SNFCC’s reports, and an in situ survey. The cultural center hosts a number of events aimed at promoting Greece’s natural and cultural heritage. The paper includes a detailed analysis of the events organized by the SNFCC in the period 2017–2020 and their immense impact on residents. The aim of the study is to show that the creation of the SNFCC with the park areas has functioned as a factor contributing to the improvement of the quality of urban space and the quality of life of the city’s inhabitants. The paper’s conclusions indicate that the sustainable SNFCC project, which fulfils the urban ecology criteria, has been very well received by the visitors—citizens and tourists alike. A program-centered innovation introduced by the SN Park has added great value to their lives. The project contributes to economic and cultural growth, as well as the protection and promotion of heritage.

In Italy, after the introduction of the Code of Cultural Heritage and Landscape in 2004, the Regional Landscape Plan (RLP) has acquired a coordination role in the urban planning system, for the implementation of policies for landscape protection and valorisation. The case study of the RLP of Sardinia is a paradigmatic application to the coastal area of the island, which is considered most vulnerable and subject to settlement pressure. The objectives of preservation and valorisation of the territorial resources should be transferred into local planning instruments by adopting strategies aimed at the preservation of the consolidated urban fabric, at the requalification and completion of the existing built-up areas according to the principles of land take limitation and increase in urban quality. The paper investigates the state of implementation and the level of integration of landscape contents in the local plans that have been adapted to the RLP, using a qualitative comparative method. In addition, the results of the plan coherence checks, elaborated by the regional monitoring bodies after the adaptation process, have been analysed to identify the common criticalities and weaknesses. The results highlight the lack of effectiveness of the RLP, after more than a decade since its approval, considering the limited number of adequate local plans and the poor quality of their analytical and regulative contents in terms of landscape protection and valorisation. Conclusions suggest some possible ways to revise the RLP, focusing on the participation of local communities and the development of a new landscape culture.

This study focuses on the performance of air conditioning design at the Dazhi Cultural Center and uses a computational fluid dynamics (CFD) simulation to discuss the differences in wind velocity and ambient indoor temperature between all-zone air conditioning design and stratified air conditioning design. The results have strong implications for air conditioning design and can improve the indoor air quality of assembly halls.
