Abstract The purpose of writing this article is to report the results of empirical testing of the effect of aleadership role on the management of operational car ( fixed assets ) and accountability ofvillage officials as well as its implications on public services. Engineering studies usingcross-sectional method on 110 respondents in the District Telukjambe East and West Telukjambe District of Karawang regency , then do an analysis of the number of respondents . The results showed ; leadership role and accountability of village officials are very weak on the management of the village operational car ( fixed assets ) and significant effect on the village car management of public services. Keywords : The role of leadership , management of operational car , accountability village officials and village community services . Abstrak Tujuan penulisan artikel ini adalah untuk melaporkan hasil pengujian empiris mengenai pengaruh peran kepemimpinan terhadap pengelolaan mobil operasional (aset tetap) dan akuntabilitas aparatur desa serta implikasinya pada pelayanan masyarakat. Teknik penelitian menggunakan cross section method terhadap 110 responden di Kecamatan Telukjambe Timur dan Kecamatan Telukjambe Barat Kabupaten Karawang, kemudian dilakukan analisis terhadap sejumlah responden tersebut. Hasil penelitian menunjukkan ; peran kepemimpinan dan akuntabilitas aparatur desa sangat lemah terhadap pengelolaan mobil operasional desa (aset tetap) serta terdapat pengaruh signifikan pengelolaan mobil desa pada pelayanan masyarakat. Kata kunci : Peran kepemimpinan, pengelolaan mobil operasional, akuntabilitas aparatur desa dan pelayanan masyarakat desa.

The business entity owned by the Village, as an economic institution at the village level, established to improve the economic welfare of the village community. One of the efforts made is to increase awareness behavior in saving. The behavior of villagers in saving  is often still short-term oriented, so most villagers have not been able to manage finances to anticipate their financial problems in the future. Therefore, research on the role of BUMDes as a village-scale economic institution in improving the financial management capabilities of the village community is very important to do. The purpose of this research is to find out how the role of business entities have    in improving the financial management capabilities of the community through  savings products with a savings pick-up system.  This research uses a qualitative approach with case study methods  in Village Owned Enterprises (BUMDes) Pakandangan Emas. Data collection techniques are conducted through interviews and observations in the field. This research found that Unit sharia savings business in BUMDes Pakandangan Emas can shape people's behavior  in long-term financial management. This behavior is formed mainly through a savings system that is directly picked up to the community.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

This chapter reports on a study investigating a community Web site project operating in a UK village community. The aim of the study is to determine the impacts the online business directory component of this community Web site is having on the small businesses in the village, including consideration of the benefits they are deriving from their participation in the directory, the problems they have encountered through their participation, and the effects their involvement is having on their wider Internet adoption strategy and decisions. The findings highlight the value of community Web sites for small businesses, both for those that have already adopted various Internet applications into their operations, as well as for non-adopters of the Internet. It is suggested that existing discussions of small business approaches to Internet adoption might usefully be extended to incorporate the role of community Web sites.

Community-Based Tourism (CBT) has become a new trend for local-based development. However, many villages have not developed this potentiality as a new commodity as a tourism-based community. For this reason, this article explains three important elements in the development of community-based tourism in the Sekapuk Village community, Gresik Regency, East Java, namely following the potential, participation, and development of Setigi tourism. This research highlights three critical issues concerning i) how the role of local communities in maximizing village potential, ii) how Community-Based Tourism practices work effectively in increasing community social awareness, and iii) how communities build new tourist destinations. The research method using observation in Setigi tourism, interviews with village leaders, managers of Tourism Awareness Group/Kelompok Sadar Wisata (Pokdarwis), local traders, and visitors. The indication of community has built Setigi tourist destinations by utilizing the potential of nature. Meanwhile, CBT is implemented in environmental conservation, tourism training, accessibility of transformation, and the development of communication systems. Setigi tourism is built based on social participation, which results in nature-based tourism destinations, the development of the Mbok Inggih kitchen, and the home industry. As a successful tourist village development, the village has achieved the icon of the Millionaire Village. Nevertheless, in the end, Setigi tourism still has limitations in optimizing the socio-cultural and socio-religious potential.

District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. It's just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy.               From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.

The purpose of this study was to analyze the role of Ohoidertawun villagers in the management of coastal tourism objects in the Ohoidertawun Village, Kei Kecil District, Southeast Maluku Regency. The method used in this study is a qualitative method, data collection techniques through observation, filling questionnaires, interviews, and literature studies. The results of the study explained that the role of the Ohoidertawun village community was categorized as interactive and independent participation. The form of participation is given in the form of ideas and energy. At the planning stage the community is involved in providing ideas that are made as a joint decision by the whole community to develop the potential of an existing attraction in the village into a destination that has a value of attraction for tourists. The community management stage took its own initiative to develop and carry out regional spatial planning in supporting tourism facilities by setting up shelters, food stalls, toilets, trash bins, guard posts. The tourist facilities at the Ohoidertawun beach object are carried out independently by the community themselves, without any assistance from investors or the tourism office in Southeast Maluku. While at the development stage, the community prepares cultural events that are elaborated with natural tourism, and culinary tourism becomes a tour package

Increased political participation of the village community after the reformation, marked by increasing interest in the community to run for village head elections and village decision-making. Increasing village community participation certainly has hope that the neutrality of bureaucracy is maintained at the village level. So that the climate of political contestation at the village level runs ideally in accordance with the values of democratic life. The purpose of this research is to find out the role of bureaucracy politicization in winning candidate village head Aditya Dimas in Pilkades simultaneously December 26, 2016. Then, knowing the factors that cause political behavior are not neutral village officials and forms of violations in contestation Pilkades Sitimerto December 26 2016. This research using qualitative research methods with a case study approach. The selection of qualitative methods with a case study approach was carried out because there were distinctive characteristics in the election of the head of the Sitimerto village in Kediri Regency. The results of this study show, firstly, that the practice of neutrality in village bureaucracy in the Sitimerto village case is not proven, that the village apparatus is not neutral in the village head election. Second, the factors that motivate village officials to be non-neutral in the case of the Sitimerto village head election are the widespread use of money politics as an attraction for material benefits to the village apparatus and political dinasty of incumbent. Third, a number of forms of violations of neutrality that occurred in the case of the election of the Sitimerto village head were proven that the village officials acted as cadres of the incumbent candidates and participated in distributing money politics to the villagers. Keywords: Kekuasaan, Demokrasi,Netralitas Birokrasi, dan Pilkades

Regional disparities between rural and urban areas in Indonesia are still being an important issue inthe economic development. The government has carried out an economic stimulus in the village,one of them is through the Village Fund program for village development. One of the potentialpositive effects of implementing the Village Fund in Indonesia is creating a local economicinstitution that is expected to be able to develop the competition between villages through Village-Owned Enterprises (BUMDes). This study aimed to find out the empirical evidence whetherBUMDes, as one of the programs driving the village economy affected the welfare of ruralcommunities by looking at the differences in the improvement of the village economy. This studyused BUMDes and Village Potential (Podes) data in 2014 and 2018, and Village Fund Allocationas a proxy for economic activity at the village level by using the econometric model approach ofPropensity Score Matching and Difference in Difference with a fixed effect model. The resultsshowed that villages that had BUMDes gave a greater effect than the ones which did not haveBUMDes in improving the economy of the village community.

AbstractThe research uses empirical juridical research with the management of BUMDes Bringsang in Bringsang Village, Gili Genteng Subdistrict, Sumenep Regency on Sembilan Beach which is in its administrative area. Efforts that can be made to encourage the movement of the village economy are through village entrepreneurship, which is a strategy in developing and growing welfare. This village entrepreneurship can be accommodated in the Village Owned Enterprises (BUMDes) which can be developed by the village government and the village community where the BUMDes is a business entity that is wholly or largely owned by the village through direct participation from village assets which is certainly separated in order manage assets, services, and other businesses for the maximum welfare of the village community. The role of BUMDes Bringsang in Bringsang Village, Gili Genting Subdistrict, Sumenep Regency in managing coastal areas in order to improve the welfare of the local community is by developing and developing nine beach tourism so as to improve the economy of the village community.Keywords: local community; the coast; welfareAbstrakPenelitian menggunakan penelitian yuridis empiris dengan pengelolaan BUMDes Bringsang di Desa Bringsang Kecamatan Gili Genteng Kabupaten Sumenep terhadap Pantai Sembilan yang berada pada wilayah administratifnya. Kewirausahaan desa ini dapat diwadahi dalam Badan Usaha Milik Desa (BUMDes) yang dapat dikembangkan oleh pemerintah desa maupun masyarakat desa dimana BUMDes ini menjadi suatu badan usaha yang seluruh atau sebagian besar modalnya dimiliki oleh desa melalui penyertaan langsung yang berasal dari kekayaan desa yang tentunya dipisahkan guna mengelola aset, jasa pelayanan, dan usaha lain untuk sebesar-besarnya kesejahteraan masyarakat desa. Peran BUMDes Bringsang di Desa Bringsang Kecamatan Gili Genting Kabupaten Sumenep dalam mela-kukan pengelolaan wilayah pesisir guna meningkatkan kesejahteraan masyarakat lokal adalah dengan cara membangun dan mengembangkan wisata pantai sembilan sehingga dapat meningkatkan perekonomian masyarakat desa.Kata kunci: kesejahteraan; masyarakat lokal; pesisir

The purpose of this study was to identify and describe the role of the Village Community Empowerment Institution (LPMK) in accommodating and channeling community aspirations in development in Mamasa Village, Mamasa Regency and the role of the Village Community Empowerment Institution (LPMK) in increasing community participation in development in Mamasa Village, Mamasa Regency. The type of research used is descriptive qualitative research. The results of the study indicate that the role of LPMK in accommodating and channeling community aspirations has not been maximized. LPMK does not schedule the right time to hold a meeting with each head of the environment, so it is not effective in conveying the aspirations of each head of the environment to LPMK.
