The problem of this research is explore licensing dan non-licecensing policy services in Bekasi Regency. That must be carried out properly to the community. but in practice, the implementation of licensing in Bekasi Regency is still not going well, this condition actually keeps the concept of licensing away from the ideal concept, standard rules regarding the institution and authority of the Investment Agency and One Stop Integrated Service which are not yet clear have triggered various problems in the permit processing process. existing businesses in Bekasi Regency. The researcher conducted an in-depth analysis using a qualitative descriptive analysis method where the results of this study concluded that efforts to improve and improve licensing and non-licensing services in Bekasi Regency were divided based on several series of priority choices. Determination of priority options based on parameters of depth of resolution efforts, length of time for problem handling and readiness of human resources executing policies, programs and government activities in Bekasi Regency. Errors in the interpretation of national regulations related to licensing and non-licensing policies will result in the unclear function of permits. The same function is regulated in different regulations so that it is over regulated. It is necessary to improve the licensing and non-licensing policies, where based on the results of this study there are still many permits that were born because of the discretion of the regional government, or were born in the daily practice of governing. Abstract The study aims to determine the policy of publishing identity cards for children in Semarang. The method of approach taken in this study is normative juridical. Data collection is obtained from the results of interviews and through library research. The data analysis method used is a qualitative descriptive analysis method. The results showed that the Regional Government of Semarang City in carrying out KIA issuance made PERDA No.4 of 2016, but its implementation was in 2017. Delay in the implementation of MCH due to the lack of coverage of ownership of birth certificates for children. The preparations made by the Semarang City Government in the context of the implementation of the MCH in 2017 are collecting data on children, discussing the additional benefits of KIA with several official agencies and the private sector, conducting comparative studies in regions that have implemented KIA and the basis of its arrangements. Preparation of the Regional Government of Semarang City in the issuance of KIA experienced several obstacles, among others, the unclear distribution of KIA forms, limitations and delays in budgeting, lack of competent human resources for the operation of SIAK. For ITU, the Semarang City Government made an effort to procure KIA sheets themselves, prepare computerized system training or SIAK, and make Mayor Regulations as technical implementation of Regional Regulation No.4 of 2016 concerning Implementation of Population Administration. Keywords: Child Identity Card, Policy, City of Semarang Abstrak Penelitian bertujuan untuk mengetahui kebijakan penerbitan kartu identitas anak di kota semarang . Metode pendekatan yang dilakukan dalam penelitian ini adalah yuridis normatif, Pengumpulan data diperoleh dari hasil wawancara dan melalui penelitian kepustakaan. Metode analisis data yang digunakan adalah metode analisa deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Pemerintah Daerah Kota Semarang dalam melaksanakan penerbitan KIA membuat PERDA No.4 Tahun 2016, namun pelaksanaannya pada tahun 2017. Keterlambatan pelaksanaan KIA karena masalah cakupan kepemilikan Akta Kelahiran anak yang masih kurang. Persiapan yang dilakukan Pemda Kota Semarang dalam rangka pelaksanaan KIA di tahun 2017 adalah mengumpulkan data anak-anak, membahas penambahan manfaat KIA dengan beberapa pihak dinas dan pihak swasta, melakukan studi banding ke daerah yang sudah melaksanakan KIA dan dasar pengaturannya.  Persiapan Pemda Kota Semarang dalam penerbitan KIA mengalami beberapa kendala antara lain ketidakjelasan pendistribusian blanko KIA, keterbatasan dan keterlambatan pemberian anggaran, kurangnya sumber daya manusia yang kompeten untuk pengoperasian SIAK. Untuk ITU Pemda Kota Semarang melakukan upaya yakni pengadaan blanko KIA sendiri, mempersiapkan pelatihan sistem komputerisasi atau SIAK, dan membuat Peraturan Walikota sebagai pelaksanaan teknis dari Perda No.4 Tahun 2016 Tentang Penyelenggaraan Administrasi Kependudukan. Kata Kunci: Kartu Identitas Anak, Kebijakan, Kota Semarang

The purposes of this research are to find out the types of politeness strategies used to save the face of the characters in Once Upon A Time season 1 and to identify the dominant scale of social dimensions when using politeness strategies in Once Upon A Time season 1. This research uses qualitative-descriptive analysis method and to get the data needed in this research the writer did the following steps: watching the movies, transcribing the speech, searching the data, classifying the data, analyzing the data and drawing a conclusion related to the types of politeness strategies and the dominant scale of social dimensions. The source of the data used is taken from the serial film Once Upon A Time season 1 by Edward Kitsis dan Adam Horowitz. The results of this research show that there are four types of politeness strategies found in the serial film Once Upon A Time season 1. They are 10 data of bald on-record (28,6%), 8 data of positive politeness strategies (22,9%), 13 data of negative politeness strategies (37,1%) and 4 data of off-record consists (11,4%) and the most dominant scale of four social dimension scales is social distance scale 14 data (40%).

System changes from centralized to decentralized governance has provided an opportunity for local governments to regulate and manage Natural Resources (NR) and Human Resources (HR) in the region to create a welfare society can be characterized by the growth of regional economic growth. The research was conducted to determine the contribution and sub-sectors growth in the agricultural sector and a base and competitive sub-sectors so that it can be seen the leading subsectors of agriculture. The analysis method used is descriptive analysis will illustrate how the rate of growth and the contribution of sub-sectors in the agricultural sector. Location Quetiont (LQ) Analysis was used to determine the base and non-base sub-sector. While the analysis of Revealed Comparative Advantage (RCA) is used to see the sub-sector competitiveness. The combination of LQ and RCA analysis can then be used to determine the leading sub-sector. From the analysis it is known that sub-sector of the agricultural sector is a base sub-sector which has the potential to become the leading sub-sector. Meanwhile, from the RCA analysis is known that the base of the agricultural sector has a highly competitive sub-sectors are food crops, tree crops, livestock and forestry.

Harmoni adalah suatu kondisi yang serasi dari perbedaan dan pluralitas yang kemudian dengan bentukaslinya masing-masing dapat saling menyesuaikan dan menyatu dengan seimbang. Dalam Budaya jawadisebut selaras, yaitu terciptanya kehidupan yang nyaman dan indah dalam keragaman. Salah satu wujudharmoni Jawa secara visual dapat terlihat di sebuah permukiman di Yogyakarta, yang merupakan suatuwilayah permukiman warisan budaya Jawa dari abad ke-17. Digunakan metode analisis deskriptif kualitatifyang bertujuan untuk memaparkan keterkaitan dan jalinan semua aspek pembentuk yang mencerminkanproses adaptasi sehingga terbentuk harmonisasi permukiman. Pada masa kini, permukiman ini memilikikeunikan yang khas yaitu sebuah bentuk permukiman yang merupakan perpaduan yang harmonis daritiga budaya, yaitu budaya Jawa, Islam, dan budaya modern. Kondisi yang terbangun karena masyarakatnyataat pada tradisi budaya Jawa dalam melakukan adaptasi terhadap perubahan dan perkembangan jaman. Harmony is a synchronous integration of differences and pluralities which in their respective original statessucceed in adjusting to each other thereby forming a balanced union. In the context of Javanese culturecalled selaras, namely is the creation of a comfortable and beautiful existence within a diversity. One ofthe visual forms of Javanese harmony can be observed in a residential settlement in Yogyakarta, an areaof Javanese cultural heritage from the 17th century. A qualitative descriptive analysis method was usedaimed to describe the interrelationships and interweaving of all forming aspects reflecting the adaptationprocess which enabled the creation of such harmonious condition in a residential settlement. Today, thissettlement possesses a unique characteristic, that takes the form of a residential settlement where threecultures, namely the Javanese, Islamic, and modern cultures, are blended in harmony. This conditiondeveloped as a result of the community’s adherence to Javanese cultural traditions during their adaptionto changes and developments over the course of time.

The selection of the 2017 DKI Jakarta governor was attended by 3 candidates, including the pair Agus Harimurti - Sylviana Murni, the pair Basuki Tjahaja Purnama - Djarot Saiful Hidayat and the couple Anies Baswedan - Sandiaga Uno. Basuki Tjahaj Purnama - Djarot Saiful Hidayat is a pair of incumbent governors who again competed in this gubernatorial election. The researcher focused on research to find out how the strategy used by the incumbent governor pair in facing the 2017 DKI Jakarta gubernatorial election. In this case, the author uses the Constructivist paradigm, namely, the truth of a social reality seen as a result of social construction, and the truth of a social reality is relative. The type of research used is descriptive, which describes a social situation as it is by using a qualitative descriptive analysis method. Based on this research regarding the campaign strategy of Basuki Tjahaja Purnama - Djarot Saiful Hidayat in facing the gubernatorial election, the researchers concluded that the pair Basuki Tjahaja Purnama - Djarot Saiful Hidayat possessed and re-demonstrated the real program that was directly felt by the community and also maximized the entire media to socialize their upcoming programs. Pemilihan gubernur DKI Jakarta 2017 diikuti oleh 3 pasangan calon antara lain pasangan Agus Harimurti – Sylviana Murni, Basuki Tjahaja Purnama – Djarot Saiful Hidayat dan Anies Baswedan – Sandiaga Uno. Pasangan Basuki Tjahaj Purnama – Djarot Saiful Hidayat adalah pasangan gubernur petahana yang kembali bersaing dalam pemilihan gubernur ini. Peneliti memfokuskan penelitian untuk mengetahui bagaimana strategi yang digunakan oleh pasangan gubernur petahana dalam menghadapi pemilihan gubernur DKI Jakarta 2017 ini. Dalam hal ini, penulis menggunakan paradigma Konstruktivis yaitu,  kebenaran suatu realitas sosial dilihat sebagai hasil konstruksi sosial, dan kebenaran suatu realitas sosial bersifat relatif.  Tipe penelitian yang digunakan dalam penelitian yaitu deskriptif, yang menggambarkan suatu keadaan sosial secara apa adanya dengan menggunakan metode analisis deskriptif kualitatif. Berdasarkan penelitian ini mengenai strategi kampanye Basuki Tjahaja Purnama – Djarot Saiful Hidayat dalam menghadapi pemilihan gubernur, maka peneliti membuat kesimpulan bahwa pasangan Basuki Tjahaja Purnama - Djarot Saiful Hidayat memiliki dan menunjukkan kembali program nyata yang sudah dirasakan langsung oleh masyarakat dan juga pasangan ini memaksimalkan seluruh media untuk mensosialisasikan program mereka yang akan datang.

Abstract This paper will explain the consequences of Indonesia's geopolitical location, namely in the Malacca Strait as an international trade route. The Malacca Strait is a crossing route for foreign ships to distribute goods to various regions. However, the strategic channel not only attracts sympathy from international entrepreneurs but also attracts these criminals and hijackers to obtain economic results from this activity. The Malacca Strait strategically makes pirates and pirates criminalize passing ships. On the other hand, the consequences of state legal matters are maintaining security and safety, and the comfort of crossings in the Malacca Strait. With a number of problems, both defense, governance and management infrastructure that cannot be seen in a fixed manner. In addition, its position borders on three countries, namely Indonesia, Malaysia and Singapore. With a qualitative descriptive analysis method, this paper explains the need for bilateral, trilateral and regional multi-level diplomacy approaches to solve problems. And the purpose of this article is that piracy occurred in the Straits of Malacca because of its strategic geopolitical structure and weak Indonesian defense. So, collaboration is needed, coordination through diplomacy and military projections as an effort to safeguard the sea area, sea control and military defense articulation. Thus, the authors hope that this article can add knowledge to the study of international relations, especially in marine studies. Keywords: Geopolitics, Maritime State, Malacca Strait, Piracy, Multilevel Diplomacy   Abstrak Paper ini akan menjelaskan konsekuensi dari lokasi geopolitik Indonesia, yaitu di Selat Malaka sebagai rute perdagangan internasional. Selat Malaka adalah rute penyeberangan bagi kapal-kapal asing untuk mendistribusikan barang ke berbagai daerah. Namun, saluran strategis tidak hanya menarik simpati dari pengusaha internasional tetapi juga menarik para pelaku kejahatan dan pembajak ini untuk mendapatkan hasil ekonomi dari kegiatan ini. Selat Malaka yang strategis membuat perompak dan pembajak mengkriminalkan kapal yang lewat. Sisi lain, konsekuensi dari urusan hukum negara adalah menjaga keamanan dan keselamatan, dan kenyamanan penyeberangan di Selat Malaka. Dengan sejumlah masalah baik pertahanan, tata kelola, infrastruktur manajemen yang tidak bisa dilihat secara secara terpisa. Selain itu  posisinya berbatasan dengan tiga negara yaitu Indonesia, Malaysia dan Singapura. Dengan metode analisis deskriptif kualitatif, makalah ini menjelaskan perlunya pendekatan diplomasi multi-level bilateral, trilateral dan regional untuk menyelesaikan masalah. Dan tujuan dari artikel ini bahwa pembajakan terjadi di Selat Malaka karena struktur geopolitik yang strategis dan pertahanan Indonesia yang lemah. Jadi, diperlukan kolaborasi, koordinasi melalui diplomasi dan proyeksi militer sebagai upaya untuk menjaga wilayah laut, kontrol laut dan artikulasi pertahanan militer. Dengan demikian, penulis berharap bahwa artikel ini dapat menambah pengetahuan untuk studi hubungan internasional khususnya dalam studi kelautan. Parking retribution is one main source for Regional Original Revenue (PAD). The employment of regional autonomy in Indonesia makes parking retribution as one source of regional revenues. This research was done in Transportation Institution Office (DISHUB) Manado City and Parking Technical Executing Units (UPT) that responsible in handling parking retribution management. This research aims to analyze the development of parking retribution revenues, to forecast the realization of parking retribution effectiveness from 2016 until 2020, and to give insight for improving the parking retribution effectiveness in the future. The used analysis method is descriptive analysis method. Based on this research results, it is shown that UPT DISHUB Kota Manado have met the realization target of parking retribution revenues by Regional Government Manado, excellently and effectively. After the effectiveness analysis has been done, it can be concluded that the realization of parking retribution revenues is still increasing, starting from 61.20% at 2008, until reaching 111.46 at 2012. Based on the forecasting of parking retribution revenues amount from 2016 until 20120, it is simplified that the realization of parking retribution is always increasing, between 2012-2016, it has increased up to 385.83% until reach 361.04% at 2020. Based on those forecasting, for improving the effectiveness of this revenues, it is suggested to parking UPT for conducting enhancement, start from fee policy evaluation, HR efficiency and effectiveness to routine monitoring in TKP, and Natural Resources improvement or using computerized system to minimize indiscipline.

This study aims to determine the system for the results of Mudharabah on Business Multipurpose Cooperative (KSU) Amanah Desa Bunobogu with Qualitative Descriptive Analysis method. This study uses primary data sources and secondary data relating to the annual revenue sharing system Mudharabah (2010-2014). The results of this study indicate that the profit sharing system is implemented by the Multipurpose Business Cooperative (KSU) Amanah Desa Bunobogu in the form of Mudharabah financing. With a guarantee statement on the process akadnya. In the event of negligence made by members who resulted in his business losing the goods made in the guarantee will be seized by the cooperative. Businesses that are established by members are mostly small and medium enterprises so often encountered bookkeeping that is not clear and just make a budget booklet at random. However, it does not become alaasan and hamper the growth of cooperatives which each year has increased the remaining results of operations. Unclear budget bookkeeping can result in member earnings manipulation, by lowering the profits earned and the effect on the revenue share installments

This study aims to determine the strategy of developing human resources through education and training at the Makassar City Manpower Office. Using a qualitative descriptive approach. The main instrument in this study is the researcher himself using a cellphone, and using a field note that is by recording data related to research found in the field. Data collection was carried out by using observation, interview, and documentation techniques. Analysis of the data used is data reduction, data presentation and conclusions. The results showed that the strategy of developing human resources through education and training at the Makassar City Manpower Office was in a fairly good category, seeing the focus in this study, namely: 1) determining needs has been determined quite well, 2) determining targets that are in in the good enough category, 3) the determination of the program content is in the good enough category, 4) the principles of learning get pretty good results, 5) the implementation of the program gets pretty good results, 6) identification of the benefits of getting pretty good results, and 7 ) the evaluation of program implementation got quite good results
