Purpose. The aim of the article is substantiation and use of cluster analysis methods for forecasting investment development of agricultural sector enterprises. Methodology of research. The theoretical and methodological basis of the article is the fundamental provisions of modern economics. The following methods are used in the process of research: analysis and synthesis – to study the object and subject of research; grouping, abstract and logical – for theoretical generalizations of research results and formulation of conclusions; tools of econometric modelling: method of cluster analysis, constructive and strategic forecasting – in the study of the state of the agricultural sector, substantiation of the directions of cluster formation, forecasting trends in the agricultural sector for the future; statistical analysis and generalization – to process an array of statistical and empirical data and formulate the relevant conclusions of the conducted study. Findings. The need to model the conditions associated with investment in an unstable external environment of the agricultural sector. The application of cluster analysis to study the state of the agricultural sector is proposed. The use of econometric modelling tools – methods of statistical analysis for forecasting the development of agricultural enterprises is substantiated. The cost of investments in agriculture of Ukraine is analysed. Originality. Recommendations for wider use of econometric modelling tools to ensure the process of planning and forecasting the development of the agricultural sector of the economy have been deepened. The scientific and methodological approach to forecasting the development of the agricultural sector for the future has been improved with the help of cluster analysis tools, which confirmed the rational use of territorial distribution by regions and growth of investment capacity of agricultural production and average labour productivity. Practical value. The obtained results of the study allowed to systematize the factors that most affect the results of financial and economic activities, and to identify three scenarios of agricultural production in clusters (in homogeneous groups of regions): realistic, optimistic and pessimistic forecasts, identify alternative trajectories of agricultural sector, compare forecasting volumes of agricultural production with domestic needs and estimate export growth. Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

Economic development is an important phenomenon that can positively impact societal problems such as poverty, lack of education, and insufficient infrastructure, among other ills. In this regard, technological advances are essential to making better use of resources. The agricultural sector is no exception. With the passage of time, advances in agriculture have allowed processes to be optimized, improving production practices and minimizing risks, by using innovative technologies (Schenkel, Finley, & Chumney, 2012). For this reason, the adoption and use of approaches to protected agricultural production grew steadily in the State of Sinaloa, Mexico during the last century and until today. Such technology assisted significantly in the economic development of the region. This inquiry sought to understand factors and forces that augmented expansion of protected agriculture, especially regarding tomato production, and its advantages compared to traditional systems, as experienced by producers in Sinaloa. Understanding such a phenomenon may provide important implications for improving the economies of similar contexts in need of economic development where agriculture is a viable sector. Basis of my research is the Southern Transdanubian Region. The statistical analysis showed that output, commensurable to the region's territory, can be performed only by the agricultural production. The Southern Transdanubia is the most important producer of corn and cereals, as well as in growth of sugar beet and soya in the country, and it has prominent role in growth of sunflower and rape, as well as in producing qualitative red wine. The significance of the agricultural sector is shown by the fact that despite the decrease of the food sector's importance, the food industry is the largest sector beside the energetics industry in the region. However, the competitiveness of the sector is not adequate, increase of which is essential from the aspect of the industry. One of the instruments is integration of the small growers.

The specifics of the formation of secondary phytocenoses on man-made tumors have been revealed. Cluster analysis methods are used as an instrument to identify the key parameters that affect the state of vegetation during natural recovery.

The purpose of the article is to determine the directions of integration processes in the development of entrepreneurial activity in the agricultural sector of the economy. Research methods. Using statistical and graphical methods, the state and trends of integration transformations of agricultural enterprises in Ukraine were assessed. Research results. The dynamics of changes in the number of agricultural enterprises in Ukraine during 2013-2019, their structure on the basis of legal status, scope and results of activities are analyzed and the relevant conclusions on the ways of development of integration processes in the agricultural sector are formed. The functioning of agrarian business entities of different sizes has been studied. The integration potential of small business entities in the agricultural sector has been identified. The dynamics of the main production indicators of small and micro enterprises is given, their share in the total volume of agricultural production is determined. Also, small forms of management due to integration and cooperative processes provide an opportunity to develop in rural areas, making financial contributions to local budgets, while large enterprises (agricultural holdings) usually have minimal impact on the development of rural economy and rural areas. The main segments of agricultural production (such as potatoes, vegetables, fruits and berries) in which households play a key role are identified. Priority areas for the development of personal farms have been identified, in particular, through the creation of family farms and their association in cooperatives, etc. The information base of the study is the scientific achievements of leading domestic and foreign scientists, analytical data of the State Statistics Service of Ukraine. On the basis of the obtained results the social and economic expediency of development of cooperative forms of management in the countryside and integration of small-scale agricultural producers is substantiated. Scientific novelty. It is proposed to turn personal peasant farms into family farms as components of integration formations in agrarian business. Practical significance. The state of business structures of the agricultural sector of the Ukrainian economy is assessed and the prospects and advantages of the development of integration formations and cooperation in the sustainable development of rural areas are outlined. Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.

The market of one of the most basic participants of the market of housing and communal services – credit organizations is considered. A statistical analysis of mortgage housing lending in Russia was carried out, the classification of the regions of the Russian Federation according to two groups of indicators was carried out: according to the indicators of the housing and communal services market and indicators of the level of socio-economic development of regions by cluster analysis methods and it was shown that not all regions (36 regions) correspond to their levels of groups according to two groups of indicators. The reasons for the development of regions according to the state of development of the housing and communal services market are revealed.

Purpose: study, analysis, assessment of opportunities, advantages and prospects, as well as difficulties, barriers, risks and feasibility of creating, introducing and using innovative technologies for managing agricultural production on reclaimed lands. The methodological basis of the work is based on the study, generalization and comparison of structural, functional, technological, ergonomic and other significant factors of information systems that characterize their shortcomings and opportunities for the development of highly productive and environmentally sustainable agricultural production. Results: an analysis of the formation of digitalization of domestic agricultural production showed the need to attract actively private investment in the agricultural sector of the economy, which in turn led to the need for large-scale information coverage of the benefits and risks of digitalization as a powerful factor in increasing the investment attractiveness of agribusiness. The priority and promising directions of digitalization of the reclamation sector of the economy are identified and characterized. The advantages of using automated technologies for managing the reclamation regime of agroecosystems are shown, which ensure the cost-effectiveness of automation. Along with the indicators of the expected effect, the factors characterizing the complexities, difficulties and risks of failure to achieve the planned investment efficiency, which consideration contributes to the leveling (elimination) of these restrictions, are considered. Proposals are formulated to improve the information and analytical resource for substantiating the effectiveness of digitalization and the state influence on its formation based on the development of platform technologies. Conclusions: intensification of work on the analysis, assessment and coverage of the state of digitalization of the crop production system with the ability to access it for all interested participants in agribusiness will motivate the entrepreneurs to invest in the latter.

When studying the topic, the author analyzes the implementation of reforms and their impact on the development of the agricultural sector of the Republic of Uzbekistan. Special attention is paid to the pandemic crisis that has affected all spheres of the economy and the life of the population. The importance of the actions taken by the state in relation to the improvement of the agricultural sector, not only through the production of agricultural raw materials, but also in other ways, is revealed. One of these ways is the production of products that can compete on the world market, the production of semi-finished products, and others. Methods of analysis, synthesis, grouping, observation, and deduction were used in the study of the material. Using these methods, the authors were able to come to a better conclusion, and make suitable conclusions and suggestions. In conclusion, the ways to improve the efficiency of agricultural production, through the introduction of resource-saving technologies, innovative technologies, and especially the removal of state attention to the agricultural sector, are revealed. The article also focuses on the state of agriculture during and after the pandemic, and compares it with other countries of the world. The authors made proposals that are most suitable for the development of agriculture, ensuring food security and independence of the population.

In this paper, the authors analyse the trend of agricultural production, at the agricultural holdings and enterprises active within the mentioned sector, in the period after the economic crisis in 2008., based on the submitted financial reports. The fact is that Serbia has favourable natural resources, but the achieved results are significantly below the average of EU member states. This indicates low labour productivity, as well as low competitiveness of legal entities involved in the agricultural sector. The analysis points out to the basic factors that influenced this state of the sector, but also to the possibilities of its dynamic and sustainable development. There is believe that participants in the production and trade of agricultural products can make a significantly greater contribution to overall economic growth, employment, exports and the creation of new value, but they need an adequate business environment and support of agricultural policy.
