Purpose. The aim of the article is the analysis of the current state of vegetable production in Ukraine, identification of the main problems of its development, identification of areas for stabilization and improving the efficiency of the vegetable sub-complex in the future. Methodology of research. The methodological basis of the study was scientific papers on the formation and functioning of the vegetable market. The following methods were used: dialectical, abstract and logical, system analysis (theoretical generalizations and conclusions); mathematical and statistical, the method of expert assessments (when establishing a rating assessment of the level of vegetable yield). Findings. The analysis of production indicators, sown areas and yield levels of major crops for the period 2000-2019 in Ukraine, Europe and the world was carried out. The peculiarities of the development of the vegetable sub-complex in the system of the national food market are determined. Aspects of formation of food security of Ukraine on the basis of an estimation of levels of manufacture and consumption, volumes of export and import are considered. The level of food security of the country in 2015 and 2019 was determined by calculating the indicator of economic affordability of products and indicators of adequacy of consumption of different groups of products in Ukraine in 2019. The reasons of unsatisfactory condition of the vegetable sub-complex are analysed, the general strategy and priority directions of development of vegetable growing and melon growing and processing branch for the period till 2025 are stated. Originality. The study of trends in the development of the vegetable industry for the 20-year period (2000-2019) in Ukraine, CIS countries, regions of the world and a comparison of the rate of change of these indicators for this period was further developed. Practical value. The results of the conducted study can be used in the development of sectoral and regional strategic policy documents for the development of vegetable growing, as well as agricultural enterprises in determining further guidelines for their own development. The level of food security of the country in 2015 and 2019 was determined by calculating the indicator of economic affordability of products and indicators of adequacy of consumption of different groups of products in Ukraine in 2019. The reasons for the unsatisfactory condition of the vegetable and food subcomplex are analyzed, the general strategy and priority directions of development of vegetable and melon growing and processing industry for the period up to 2025 are stated, the volumes of vegetable and melon production for the future are determined. The scientific novelty is to establish trends in the development of the vegetable industry for the 20-year period (2000-2019) in Ukraine, CIS countries, regions of the world and compare the rate of change of these indicators for this period. The practical significance of the publication is to identify the main problems of development of the vegetable industry in the food market and to identify ways to solve problems in the future.

Представлен краткий обзор современного состояния производства органической овощной продукции в РФ. Указано, что за счет перехода на органическое земледелие в России появится возможность освоить значительную часть брошенных с. – х. угодий. Это приведет к увеличению рабочих мест, обеспечит внутренний продовольственный рынок отечественной продукцией высокого качества и сделает Россию конкурентоспособной на мировом рынке органической продукции.A brief overview of the current state of organic vegetable production in Russia is presented. It is indicated that due to the transition to organic farming in Russia will be able to develop a significant part of the abandoned agricultural land. This will lead to an increase in jobs, provide the domestic food market with high-quality domestic products and make Russia competitive in the world market of organic products.

The article describes the evolution of approaches to the concept of food security and its components in the world. Highlighted that the development is non-linear and the emphasis in the attention of the world community and political decision-makers to aspects of food security depends largely on the economic situation. In the 20th century, food security issues moved from the national to the global level, with subsequent involvement at the household, individual and nutritional levels. Noticed that the world tendency to synthesize and combine the problems of food security and nutrition security still does not find proper reflection in Russian scientific papers, legal documents and methods of food security assessment, indicating the possible direction of their improvement.

Ensuring food independence and food security are crucial problems of any State. Therefore, the issues of the export potential of food for different states, including Russia, in the modern globalized world characterize the agrarian economy of states as competitive and deeply integrated into the world economy. Participation in the international division of labor makes it necessary to maintain a balance between the interests of the national food market and the needs of the rest of the world. Of course, ensuring domestic consumption and food security is a priority of the agrarian policy of each state. At the same time, emerging threats to food security are increasing in a number of countries around the world under the influence of demographic problems, which also lead to excessive environmental costs. In this regard, the forgotten ideas of T. Malthus, once expressed by him about the relationship in the field of “man-nature”, especially with the growing importance of environmental and population problems, have recently become of interest. The article discusses some of T. Malthus’ views in relation to the new conditions of the modern world.

Purpose. The aim of the article is assessment of trends and challenges of the current development of the agro-food market in the context of globalization, substantiation of its own developments and proposals regarding the solution of actual scientific and practical problems of the agro-food market of Ukraine, taking into account the world experience of its regulation and infrastructure and institutional support. Methodology of research. Theoretical and methodological basis of the research are scientific provisions, which are reflected in the works of Ukrainian and foreign scientists on the relevant issues of scientific exploration. The following tasks are used in solving the tasks: abstract and logical method – in order to systematize the main stages of development of the European agro-food market in the conditions of globalization processes, to diagnose the current state of the domestic market of agro-food products and to formulate conclusions; analysis and synthesis – to identify relationships in the process of typing market organization in the regulation of individual markets for agro-food; monographic and comparative methods – in determining the comparative differences of the institutional development of global agro-food markets; graphic – when reflecting changes in the structure of the agricultural budget of the European Union. Findings. The basic stages of development and regulation of the European agro-food market in the conditions of globalization are identified and substantiated, infrastructure-institutional changes of its evolution are covered, starting with the price support of certain food markets and ending with the introduction of the system of direct payments to agricultural producers. A global assessment of the trends in the development of agricultural production is carried out and the agro-food market from the standpoint of food security, the problem of overcoming hunger in the world, the uneven distribution of income. Strategic guidelines for the future development of the EU and Ukraine's agri-food market have been determined on the basis of adherence to the principles of production of quality and environmentally friendly production of products, sustainable and balanced development of all elements of the social and economic system of the agro-food market. Threats of raw material variant of development of the domestic agro-food market are revealed, the factors of its effective development within the framework of socially oriented market economy are substantiated. Originality. The main stages of the infrastructure and institutional development of the European agro-food market have been systematized and regulated in the context of globalization. Diagnostics of the trends of the current state of the domestic market of agro-food products has been carried out on the basis of relevant world experience, which, in addition to existing scientific developments, will allow generalizing approaches in the sphere of formation and implementation of measures for the effective development of the agro-food market of Ukraine. Practical value. The global trends and challenges of the modern development of the agro-food market in the conditions of globalization are scientifically substantiated. The logic of the evolutionary progress of the studied market is implemented in the global experience of regulation and infrastructure-institutional support for the development of the agro-food market, which will be a prerequisite for the development of effective agrarian policy and its implementation at all levels of management of these market processes. The main components and features of financial and economic security of the food market are studied in the work. Thus, the conceptual and categorical apparatus of financial and economic security of the food market is analyzed, which includes such aspects as foreign economic, social, agricultural, food, agro-industrial, financial, as well as the aspect of product quality and safety. The factors of influence, economic conditions financial and economic security of the food market are studied. It is established that the main principles of food market security are the physical and economic availability of food; sustainability of food and stability of the food market; food quality and food safety for consumers; food self-sufficiency; food independence. The results of the scientific article also show that the main directions for the functioning of an effective state policy of food market security are: 1) the achievement of full food security in the production of agricultural products with the subsequent transformation of Ukraine into a major regional exporter of these products; 2) the formation of a strong agro-industrial complex, resistant to external and internal threats, based on the balanced development of all regions of the country; 3) the formation of foreign trade conditions for food security. It is determined that the main methods of public policy are administrative, economic, and legal. The paper also analyzes the structure and components of the financial and economic mechanism, which is a system of organizational, economic and legal measures taken to prevent threats to food market security. At the same time, the scientific work identifies potential opportunities to increase the level of financial and economic security of the food market: increasing the competitiveness of agricultural enterprises and intensifying their development; increasing the purchasing power of the population and their real incomes; creating financial reserve funds; providing quality information and analytical support, etc.

The article contains a review of underlying concepts and definitions of non-observed economy which are formulated in the international standards on this topic and used by the CIS countries for computation of GDP and other key indicators of the System of National Accounts. The article considers the methods used for measuring non-observed economy and some figures on the share of non-observed economy in GDP of the CIS countries and other selected countries of the world. Perfection of methods of measuring non-observed economy and raising reliability of its estimates requires improvement of general level of work on compilation of national accounts.

The article presents the author’s analysis of constitutional texts, regulations and analytical materials of the countries of the Commonwealth of Independent States in order to consolidate in them the consolidated powers of the chambers of parliaments associated with the implementation of food security. Analysis of legal acts of the studied group of states showed that the sphere of food security (as part of the agrarian and food sphere/function) is one of the eventual spheres of interaction between the chambers of parliament. In the course of the study, two approaches of states to the formalization of provisions related to food security in constitutional texts were identified. The first approach is to consolidate norms that indirectly affect the field of food security (Belarus, Kazakhstan, Russia); the second - in the absence of such provisions (Tajikistan and Uzbekistan). It has been established that the interaction of the chambers of parliaments in the field of food security is implemented through the adoption of laws, as well as through various parliamentary events (parliamentary hearings, round tables, seminars, meetings, etc.). It is concluded that the available options for interaction between the chambers of parliaments of states in the field of food security reflect their independent approaches, which are developed on the basis of legal doctrine and practice.

In 1961-2018 in the world as a whole, the gross harvest of potatoes increased from 290.6 million tons to 368.2 million tons, that is, 1.36 times. Over the same period, the production of vegetables and food melons increased from 197.7 million tons to 1,088.8 million tons (5.51 times), and fruits and berries from 199.9 million tons to 867.8 million tons (4.34 times). In a number of states in 1992-2018 the corresponding increase significantly exceeded the average values for the world as a whole, as a result of which their place in the global ranking increased, and the positions of some traditional producers of potatoes and fruits and vegetables decreased. For example, in terms of gross harvest of potatoes in 1992, Russia was in first place, and Poland was in third, while in 2018 they were in 4th and 9th positions, respectively. In terms of vegetable production, Italy and Japan were displaced from 4th and 5th places, which were taken by Turkey and Nigeria. In terms of gross harvests of fruits and berries, Turkey occupied the fifth position in total world production by 2018, although in 1992 it belonged to Italy. Quantitative and qualitative changes inevitably have a significant impact on both the volume of the world market and the parameters of international trade in potatoes, vegetables and melons, fruits and berries. Processes in foreign economic liberalization and economic integration contributed to an increase in the specialization and concentration of production of relevant plants in countries with more favorable natural and climatic conditions, as well as a gradual increase in demand for potatoes, vegetables and melons, fruits and berries from a number of states, including those that used to meet the needs of their population in large volumes at the expense of their own producers. The Russian Federation is one of the significant players in the world potato and fruit and vegetable market. Despite the increase in gross fruit and vegetable production in recent years, Russia’s positions in the global rating dropped from 7th to 10th place in vegetables and melons, from 20th to 31st place in fruits and berries. As for potatoes, there was a decrease in the volume of its production, as a result, Russia dropped from 1st place in 1992 to 4th place in 2018.
