PRINCIPLES OF THINKING AND THEIR ROLE IN PROFESSIONAL DEVELOPMENT OF SCIENTIFIC PERSONNEL

The article reveals the interrelationships between the philosophical interpretation of the principles of thinking and their role in the processes of training highly qualified personnel. Highly qualified personnel who are trained at the third level of higher education (postgraduate, adjunct) directly depend on the level of development of thinking. At the same time, the assessment of the development of thinking is conditioned by a clear and distinct idea of the foundations of the development of thinking in general. The author defends the point of view that the leading role in identifying the principles of thinking on which the training of highly qualified specialists is based is played by the addition in pedagogical science of formal logic and the standards of thinking set by it by non-logical ways of performing acts of thought.

Цель работы состоит в исследовании механизма регулирования развития высшего образования в современных экономических условиях. Проанализированы происходящие изменения в содержании образовательных программ и структуре подготовки обучающихся в бакалавриате и магистратуре. Выявлены новации в системе обучения в высших учебных заведениях в условиях перехода к цифровой экономике. Рассмотрены вопросы финансового обеспечения и специфики работы учреждений высшего образования как некоммерческих организаций. Установлена необходимость учета особенностей региональной экономики при формировании набора в региональные вузы. Выявлена ведущая роль «опорных» вузов в подготовке кадров высокой квалификации с учетом экономических специализаций регионов и особенностей пространственного развития России. Изучена сложившаяся практика финансирования университетов Великобритании, обеспечивающая привлечение средств в объемах, достаточных для их устойчивого функционирования. Сделан вывод о необходимости расширения подготовки специалистов для работы в STEM-областях. Обращено внимание на необходимость большей увязки и применения различных форм образовательной и научно-исследовательской деятельности в рамках региональных университетских систем. Элементами научной новизны являются предложенные меры, следование которым позволит улучшить подготовку профессиональных кадров посредством использования модели «6i» для управления научной деятельностью вузов в период перехода к НИО.2. В качестве рекомендации для дальнейших исследований можно также предложить изучение взаимосвязей между порядком финансирования и типами вузов в целях определения и последующего ранжирования совокупности факторов, влияющих на их финансовое обеспечение. The aim of the work is to study the mechanism for regulating the development of higher education in modern economic conditions. The author analyzes ongoing changes in the content of educational programs and the structure of training students in bachelor's and master's degrees. The research considers innovations in the education system in higher educational institutions in the context of the transition to the digital economy. The author highlights the issues of financial support and the specifics of the work of higher education institutions as non-profit organizations. The study emphasizes the need to take into account the peculiarities of the regional economy in the formation of enrollment in regional universities. The author reveals the leading role of «pivotal» universities in the training of highly qualified personnel, taking into account the economic specializations of the regions and the peculiarities of the spatial development of Russia. The research investigates the established practice of financing UK universities, which ensures the attraction of funds in amounts sufficient for their sustainable functioning. The author highlights the need to expand the training of specialists for work in STEM-areas and the need for greater coordination and application of various forms of educational and research activities within the framework of regional university systems. Measures to be followed will improve the training of professional personnel through the use of the «6i» model for managing the scientific activities of universities during the transition to R& D.2 As a recommendation for further research, we can suggest studying the relationship between the order of funding and the types of universities in order to determine and then rank the set of factors that affect their financial support.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

This article examines the evolution of priorities, main directions and conditions of the Russian Federation’s cooperation with Syria and Vietnam in the sphere of education, and it analyzes the historical experience of the cooperation between these states. The authors analyze the main tasks and areas of research for the cooperation of the Russian Federation with other states, the contextual priorities of their development, the needs of the labor market and the characteristics of the higher education systems. Particular attention is paid to a comparative study of the institutional and regulatory resources for the development of higher education systems of the countries under consideration. The authors emphasize the relationship between higher education and the national economy. The novelty of the research lies in rethinking the conceptual framework, objectives and key areas of interaction between countries that can together form the necessary basis for understanding the basic essence of cooperation between the Russian Federation and Syria and Vietnam in the field of educational policy, its state and development prospects. The authors identified features of the cooperation of the Russian Federation with Syria and Vietnam in the field of educational policy in the 2000s, which are expressed in their orientation to common priorities as expressed in international higher education documents, and the development of a consensus on the need to increase the volume of cooperation in the field of training highly qualified personnel in accordance with the requirements of the modern labor market.

The relevance of the paper lies in the need of garment manufacture in highly qualified technical designers, who can apply their artistic, creative and art skills in practice and have knowledge not only about design, clothing technology but also about artistic courses aimed at developing artistic and creative competence. The paper aims to study the components of artistic and creative competence of clothing technical designers in the scientific literature and analyze the essence of this competence. Methods: a classic analysis of psycho-pedagogical, scientific and methodological literature, legal acts and documents, educational and methodical documents and proceedings of conferences to generalize conceptual approaches to solving the problem under study to reveal the essence of artistic and creative competence of clothing technical designers; generalization – to integrate and group different classifications of artistic and creative competence into an integral unity, which manifests itself in the ability of the individual to work effectively in the professional field to formulate relevant conclusions. Results. The paper studies and reveals the components of artistic and creative competence of clothing technical designers. Also, it contains a theoretical analysis of recent publications on the study of artistic, creative, as well as artistic and creative competences. The article describes the individual components of higher education in the Tula region. The questions concerning the role of the state in the formation of the general educational vector and the degree of its influence on the training of highly qualified personnel are considered. The analysis of some statistical data characterizing the higher education system of the Tula region is carried out. The article proves the relationship between the higher education system and the prospects for the development of the labor market in the Tula region. The limitations that may affect the nature of interaction between market structures and the education system are identified. The prospects of interaction between educational and market structures for the formation of competitive labor resources in the cancers of the Tula region are formulated.

The Scholarship of Teaching and Learning (SoTL) has been suggested as an ideal vehicle for engaging faculty with professional development for teaching in higher education. However, previous authors have identified that faculty find writing about SoTL difficult. The aim of this chapter is to support educational developers (EDs) to collaborate with faculty to support writing. Two theoretical frameworks to support collaboration are proposed: the first, the Knowledge Transforming Model of Writing, to assist with the process of writing; the second, an adaptation of Brigugilio's working in the third space framework to support collaboration. The authors utilise both frameworks to reflect on their own SoTL collaboration and subsequently pose questions to support faculty and EDs to do the same. Ultimately, it is proposed that collaboration not only enhances the practices of faculty and EDs but improves what should be an important priority for the wider academy: the learning outcomes of students.

AbstractPolish experience in training specialists in international marketing in the context of globalization and integration processes has been studied. A range of theoretical resources, namely Market Entry Strategy for Poland; the articles dedicated to international marketing and economy development (W. Grzegorczyk, M. Viachevskyi, M. Urbanetst); program specifications and structures at Polish universities, namely University of Lodz and Collegium Civitas, have been analyzed. It has been defined that marketing is one of the most important activities in all types of organizations since it is a link between customers and companies in the context of global changes in business environment. The need of leading companies for their staff to be highly qualified, open for new opportunities, ready to take an initiative and comprehend the global needs and values has been justified. It has been clarified that both higher education institutions have the same strategic aims, aimed at highly professional specialists’ training, the cultural-based education of youth, stimulating for critical reflection, lifelong learning, and professional development. Positive aspects in Polish experience of training future specialists in international marketing have been defined. Perspectives for further research have been considered.

The concepts of «health saving competence», «healthy lifestyle», «value for health» and «interactive technologies» have been considered in the article. The problem of formation of health-saving competence of future specialists of information and telecommunication specialties in the process of vocational training by means of physical education at the present stage of development of pedagogical science is characterized. The importance of comprehensive students’ preparation is revealed, because its level has a significant influence on reducing the period of mastery of the specialty, on the increase of labor productivity, on the increase of professional mobility. In this regard, the socio-economic importance of qualitative training of highly qualified specialists, whose work in the context of modern scientific and technological progress is of particular importance, is increasing. The problem of research of theoretical and methodological foundations of formation of health-saving competence of future specialists of information and telecommunication technologies in the process of vocational training by means of physical education at the present stage of development of pedagogical science becomes of important scientific educational and social importance. The list of tasks of higher education institutions, both public and private, include: solving the problem of supporting and strengthening the health of student youth, creating an atmosphere of health saving in the system of their study, providing social and psychological physical and health assistance, i.e. improving the system of measures on implementation and protection of youth rights, which is clearly defined in the Constitution of Ukraine and the Law of Ukraine «On Higher Education».
