THE ROLE OF EDUCATIONAL WORK WITH PRISONERS IN THE PREVENTION OF CRIMES IN PENAL SETTLEMENTS

Проблема борьбы с преступностью в современной России является одним из приоритетных направлений государственной политики страны, условием обеспечения ее национальной безопасности. Пенитенциарная преступность выступает составной частью общей преступности и по многим показателям зависит от нее. Общеизвестно, что в местах лишения свободы совершаются преступления. Данные факты свидетельствуют о серьезных недостатках в деятельности уголовно-исполнительной системы, особенно это показательно, если преступления совершаются в колониях-поселениях, контингент которых представлен осужденными за преступления по неосторожности или положительно характеризующимися осужденными, переведенными из исправительных учреждений других видов. В профилактике преступлений важное место занимает организация применения основных средств исправления осужденных, одним из которых является воспитательная работа. В ходе анализа нормативной базы, регламентирующей проведение воспитательной работы, мы пришли к выводу, что многие особенности деятельности колоний-поселений не нашли отражения на законодательном уровне. Считаем, что правовая природа колоний-поселений наделяет администрацию учреждения широким спектром возможностей при организации воспитательного воздействия. С учетом наблюдений практических работников, полученных в процессе интервьюирования, мы предложили ряд изменений в нормативные акты, которые регулируют воспитательную работу. Их внесение в законодательство, по нашему мнению, будет способствовать совершенствованию организации воспитательной работы с осужденными, что в свою очередь позволит снизить уровень преступности в колониях-поселениях. The problem of combating crime in modern Russia is one of the priority areas of the country's state policy, a condition for ensuring its national security. Penitentiary crime is an integral part of overall crime and depends on it for many indicators. It is common knowledge that in places of deprivation of liberty crimes are committed. These facts reveal serious shortcomings in the functioning of the penal system, especially when crimes are committed in penal settlements, where the population is represented by those convicted of crimes by negligence or those transferred there from correctional institutions with different regime due to their conscious conduct. In crime prevention the organization of the use of basic means of prisoners’ correction, one of which is educational work, takes an important place. In the process of the analysis of the regulatory framework governing educational work, we came to the conclusion that many features of the activities of penal settlements were not reflected at the legislative level. We believe that the legal nature of penal settlement gives the administration of the institution a wide range of opportunities in organizing educational impact. Taking into account the observations of practitioners obtained during the interview process, we proposed a number of changes to the normative base that regulate educational work. Their introduction into legislation, in our opinion, will contribute the improvement of the organization of educational work with prisonerss, which in turn will reduce the level of crime in penal settlements.

Current trends in crime increasing indicate its prevalence among all categories of criminals. Particular attention needs to be paid to the issue of correction and re-socialization of persons serving sentences, especially for juvenile delinquents. This aspect determines the leading goal of the penal system of Ukraine. The attention of the state and its structures today is focused on correcting the juvenile delinquents’ behavior, their resocialization and crime prevention. After all, the working process with juvenile delinquents during this period determines their future life in society and the chances of returning to prison in the future. Therefore, it is important to unite the efforts of all professionals involved in the complex process of re-education of a juvenile offender, and to direct all methods, forms and tools based on individual programs of social and educational work. The issue of correction and re-socialization of convicted juveniles is currently of concern to both domestic and foreign scholars, whose position is determined by the offender’s age. We believe that current research on aspects of the re-education of juveniles who have committed crimes and are in prisons is an important and necessary task to identify new methods and ways to achieve the common goal pursued by the state for its future. The article describes the process of correction and resocialization of convicted juveniles. The components of the working process with juveniles serving sentences in correctional institutions of the penal system in Ukraine are analyzed. The content of the process stages of resocialization of juvenile convicts is revealed. The means of social and educational work used by specialists with juvenile delinquents during each of the periods of resocialization have been clarified. The article considers the purpose of probation programs for juveniles, which is the educational impact on the offender’s identity. Museums of anatomy occupy an important place among museums, being a source of empirical knowledge in the field of biological science. However, most museums of anatomy are organized on the basis of medical and pharmaceutical universities as an additional educational space for students to get the most complete picture of the human body structure and the changes that occur in tissues and organs when exposed to various negative environmental factors. Museums of anatomy created on the basis of pedagogical universities are capable of performing educational and research functions for a wide range of students. The paper describes the experience of using the funds of the Museum Human Anatomy in the educational process of students and schoolchildren at General Biology and Physiology Department of South Ural State Humanitarian Pedagogical University. The authors consider some activity areas of the museum related to the implementation of educational and research activities. The paper presents methodical recommendations aimed at improving schoolchildrens training for the practical part of the regional stage of the All-Russian Olympiad in Biology (grades 910), including an algorithm for performing practical tasks to determine and describe the humanorgans (bones of the skeleton), examples of Olympiad tasks with a matrix of answers.

Introduction: the paper analyzes scientific data related to the definition of the phenomenon “lengthy prison term” and demonstrates a relative and conditional nature of this phenomenon. Available scientific research findings in this area suggest that the duration of serving a sentence is an exclusively subjective measure for various criminals. Goal: to identify the impact of the length of prison sentences on convicts in the context of their reformation. Methods: we use general scientific research methods (analysis, synthesis, comparison, generalization). The work is based on the results derived from the analysis of relevant foreign and domestic studies. Results: by analyzing the influence of specific features inherent in correctional institutions, we reveal the following inconsistency: custodial sentences and lengthy prison terms contribute to the adaptation of convicts to prison conditions, development of negative changes in their personality, destructive conduct, etc. In addition, prolonged stay in a correctional institution reduces the impact of major means of reformation such as prison regime, educational work, and socially useful work. Conclusions: when determining the length of prison term, it is necessary to proceed not so much from the nature and degree of public danger of the act, but from individual features of the criminal’s personality, their social environment, and the motive for the crime committed. It is necessary to abandon the quantitative approach to determining the mea sure of punishment expressed in the length of the prison term. The article investigates and generalizes the interpretations of scientists and practitioners on such categories as “national security”, “economic security”, “foreign economic security” in order to form a systematic understanding of the essence of foreign economic security of agricultural enterprises and to determine appropriate security characteristics. The role of the external economic component in the activities of agricultural enterprises has been updated because they are subject to the influence of a wide range of exogenous factors due to the development of internationalization and globalization processes. The system of national security with reflection of logical connections between its main components was formed and the place of foreign economic security of agricultural enterprises was determined.

The article shows the importance of parental committees in educational work with juveniles sentenced to imprisonment, examines the current problems of legal regulation of the activities of parental committees in educational colonies of the Federal Penitentiary Service and suggests ways to solve them. The article is devoted to statistical data, domestic penal legislation, scientific literature on the topic of the article, the experience of educational colonies in organizing parental committees. The purpose of the study is to substantiate the high importance of the parental committees’ activities in the work with convicted juveniles, to highlight some of the gaps currently existing in the penal legislation that reduce the effectiveness of parental committees in educational work with convicted juveniles, to formulate specific amendments to the current regulatory legal acts. The methodological basis of the research was the statistical method, analysis, synthesis, induction, system-structural, formallogical methods, and the questionnaire method. As a result of the work carried out, the role of parental committees in educational work with juveniles sentenced to imprisonment is shown; the domestic penal legislation is analyzed from the perspective of organizing the activities of parental committees in educational colonies; a survey among the employees of 18 educational colonies is conducted; proposals improving the legislation on the organization of the parental committees’ activities in educational colonies are formulated. It has been established that a more precise definition of the legal status of parental committees will contribute to defining the rights and obligations of members of parental committees, which will have a positive effect on the effectiveness of their work in providing educational impact on juvenile convicts and assisting the administration in organizing the educational work. These decisions will have a positive effect on the organization of the process of reforming juvenile convicts in educational colonies of the FPS of Russia. Conclusions are drawn about the importance of defining the legal status of parental committees in educational colonies, the procedure for their formation, terms of functioning, the rights and obligations of members of parental committees, normative consolidation of requirements for their composition.of criminal and penal law, to the practical activities of courts, as well as institutions and bodies that execute criminal sentences.
