The purpose of the article is to analyze the experience of introducing CSR in the Union State of Russia and Belarus and to develop directions for the development of CSR methods and tools in the context of the digitalization of the economies of Russia and Belarus.The article systematizes methods for assessing CSR at the macro and micro levels: compliance with international CSR standards; involvement in the UN Global Compact; indices for assessing the effectiveness of companies in the field of CSR; ratings and indices for assessing the effectiveness of CSR, developed by public and state organizations.The analysis of the experience of CSR implementation in the Union State of Russia and the Republic of Belarus is carried out. Identified barriers to the development of CSR in Russia and the Republic of Belarus. The directions of development of CSR methods and tools in the context of digitalization of the economies of Russia and Belarus are studied. Scientific significance lies in the development of CSR methods and tools in the context of digitalization of economies. The study used modern scientific literature on the digital ecosystem and CSR, statistical and analytical materials found on thematic Internet sites and in print media. The practical significance of the results lies in the possibility of their use by state and regional authorities, business in CSR strategies, as an integral part of the strategy for sustainable development of the economy, for making decisions aimed at increasing the stability and competitiveness of the economies of the Union State.

The pandemic, which began in 2020, has seriously exacerbated the problem of food security in many countries. The purpose of the research is to identify the main factors of the stability of the agro-industrial complex using the example of one of the Russian regions and to consider the possibility of applying the accumulated experience in other subjects of the Federation. The object of the study is the Republic of Mordovia, a relatively small Volga region, located in the zone of risky farming and consistently demonstrating high rates of agricultural production. The region produces 1.2% of the total volume of agricultural products while its area is 0.2% and a population is 0.54% of the values of these indicators in the country. The study used data from Rosstat, proceedings from authoritative international organizations. One of the main factors for the stability of the regional agri-food complex is the high proportion of agricultural organizations, which is significantly higher than the national average. However, the cultivation of potatoes and vegetables is mainly concentrated in personal subsidiary plots, therefore, along with the implementation of an agricultural policy aimed at the development of large-scale agro-industrial production, it is necessary to organize the purchase of products from the population. This will help raise the living standards of villagers and stabilize the demographic situation. Another factor in the sustainable development of agriculture in Mordovia is the correct choice of intra-industry specialization. The leading industry is animal husbandry, the success of which is largely ensured by the dynamic development of poultry farming: the region accounts for 3.6% of the poultry population in agricultural organizations of the Russian Federation, Mordovia ranks 10th in the country in the production of eggs in agricultural organizations. The current demographic situation poses a potential threat to the development of the agricultural sector. If in Russia 1990-2018 the number of rural residents decreased by 4%, while in the Republic of Mordovia - by more than 30%. Therefore, the priority task of the social and economic policy of Mordovia should be the preservation of the rural population and the creation of conditions for attracting and fixing migrants in the region

Creativity is a critical element of sustainable development. In current paper it is described through Social Identity by identifying the main factors that shape the background of creativity. We conclude that health, maturity, and positive attitudes of cultural change as well as the social stability, the environmental care and finally, the incentives, material and non-material, shape the human creative dynamism.

(1) Background: This article aims to answer the question of whether the Republic of Poland, by stipulating in the Constitution of 1997 the principle of sustainable development and ecological security, has created favourable conditions for the development of renewable energy. (2) Methods: The research is conducted using descriptive methods and—due to the legal nature of the publication and the crucial role played by the dogmatic method—it consists of the interpretation of legal acts and court decisions. (3) Results: Over the last few years, state authorities have introduced a number of regulatory and legal mechanisms to increase the stability of the operation of renewable energy sources, including the development of biomass or geothermal energy, as well as the development of energy clusters and cooperatives. This article characterises specific solutions and assesses their effectiveness. (4) Conclusions: The state authorities should take further specific actions aimed at achieving the sustainable development of the renewable energy sector in Poland. These actions should be primarily aimed at the use of huge resources of renewable energy sources, saving the consumption of energy resources, reducing the demand for final energy, gradually converting electricity production from coal to renewable energy sources (RES), and moving away from fossil fuels for heat production in favour of RES.

Sustainable economic development economic structure characterizes a complex system of indicators, reflecting the dynamics of economic growth, strengthen financial condition and increase of efficiency of use of the entire set and each type of resource, performance during the reporting period, obligations to employees, other businesses and government. The article identifies the main factors affecting the stability of development of economy of the enterprise, highlighted that sustainable development is a process of change in which resource use, investment, trends of technical development and change of the institutions are implemented in harmony, thereby increasing the potential to meet the needs and aspirations of man.

Agri-food complex of the Republic of Belarus and its regional entities are at the stage when transition to new quality of economic growth based on forming sustainable competitive potential of industries and enterprises, maximum use of reserves of performance and efficiency growth, innovation and investment activities activation taking into account world market trends, is of particular relevance. In this regard, it is required to analyze the stability of regional agri-food complexes based on methodology considering their features, identify the enabling factors and conditions, assess the impact of negative trends and propose ways to improve regulatory mechanisms. The paper presents the results of research of methodological and practical aspects of ensuring sustainable development of agri-food complex. Criteria, evaluation indicators, principles and basic regulatory mechanisms were developed. Based on a special methodology for arranging a system of partial and integral criteria, the stability of agri-food complex functioning in the regions of Belarus was assessed, the main factors according to effect line were identified and classified. Methodological recommendations for assessing sustainability of agricultural production at the level of districts and organizations have been developed and tested on the example of Vitebsk region, they contain groups of indicators and algorithm that allows ranking objects according to potential for sustainability and achieved production and economic results, as well as applying differentiated approaches for state regulation. A functional model for controlling sustainable development of the regional agri-food complex is presented, including target, regulatory and regulated subsystems, based on pervasive arrangement and integration of control functions and tasks.

The paper covers the particularities of development of Don chromite field and improvement of applied technologies of underground mining using uncontrolled caving. The weakest point of the technology of uncontrolled caving and any other similar structures is mining operations under the caved mass that considerably affects the stability of mine workings and their safety during the whole period of stoping. This issue is one of the most important and urgent, especially at the transition of mining operations to deeper levels where technological particularities of the minefield are getting more complicated. Therefore, the Project Development and Substantiation of Parameters of Combined Geotechnology for Safe and Sustainable Development of Chromite Mineral Resource Mining for underground mining will be a new technological solution ensuring the replacement of exhausted mineral resources in the Republic of Kazakhstan in the conditions of transition of mining operations to deeper levels. Further development at the combined and sequential underground mining operations using the system of uncontrolled caving and the system of horizontal layers with stowing is essential.

Subject. The article discusses Russia’s economy and analyzes its effectiveness. Objectives. The study attempts to determine to what extent Russia’s economy is effective. Methods. The study is based on the systems approach and the statistical analysis. Results. I discovered significant fluctuations of the structural balance due to changing growth rates of the total gross national debt denominated in the national currency, and the stability of growth rates of governmental revenue. Changes in the RUB exchange rate and an additional growth in GDP are the main stabilizers of the structural balance, as they depend on hydrocarbon export. As a result of the analysis of cash flows, I found that the exports slowed down. Financial resources are strongly centralized, since Moscow and the Moscow Oblast are incrementing their share in the export of mineral resources, oil and refining products and import of electrical machines and equipment. Conclusions and Relevance. The fact that the Russian economy has been effectively organized is proved with the centralization of the economic power and the limits through the cross-regional corporation, such as Moscow and the Moscow Oblast, which is resilient to any regional difficulties ensuring the economic growth and sustainable development. The findings would be valuable for the political and economic community to outline and substantiate actions to keep rates of the economic growth and sustainable development of the Russian economy.

Subject. The article discusses the sustainability of regional economy development, its definition, and the substance of sustainable development. Objectives. We aim at performing a comprehensive analysis of indicators of sustainability and adaptability of regional development in the context of digitalization, formulating a strategy for economic behavior that takes into account the multidimensional nature of regional inequality and is focused on boosting the economic potential of regions. Methods. The study draws on dialectic and systems approaches, general scientific methods of retrospective, situational, economic and statistical, and comparative analysis. Results. The sustainability of the region focuses on improving the human welfare over long time horizon. This happens in three areas, i.e. maximizing the efficiency of resource use; ensuring justice and democracy; minimizing resource consumption and environmental damage. The stability of the region can be assessed by using one parameter, or by combining the parameters in accordance with the type of region and expected results. Conclusions. The adaptation of a region to changing conditions depends on its type (‘adapted’, ‘adaptive’, and ‘non-adapted’). Regional inequality has two main components: difference in economic potential and social satisfaction of residents. Another component, affecting the stability and adaptability of regions, is the level of their digitalization. However, some regions have only formally embarked on the path of digitalization. Moreover, a focus on smart technologies, solutions and digitalization often leads to ignoring the goals of sustainable development. Smart technologies should be aimed at ensuring sustainability within the framework of the smart sustainable city concept.
