Territorial and Agricultural Resources from the Rural Vrancea Area with Decisive Role in the Development of the Local Economy

Vrancea County is a predominantly rural area in which natural components are harmoniously combined in three major relief steps, which require a specific functional zoning from the economy point of view. Given the fact that mineral resources are found in limited quantities, the solution to the economic development of local communities in rural areas is the rational use of land resources and agriculture and zootechnic sector development, to which it can be also added the tourist resources, so as to exceed the subsistence level and to add extra value to the local area. This chapter focuses on the analysis of qualitative and quantitative indicators that reflect the current state of the resources of the land and agricultural background, their evolution over time, but also try to explain as more realistic the current status of the Vrancea motherland in a county and regional context.

With its rich cultural heritage, historical monuments, and natural resources, India is a world-renowned tourist destination. India’s tourism industry has emerged as a major economic driver, generating significant foreign exchange earnings. Tourism is a major global industry, contributing 11% of global GDP. Rural tourism in India has enormous potential due to India’s vast rural diversity. Rural tourism in India is envisioned to create jobs and a vibrant local economy by reviving old art and crafts and preserving rural India culture. A counter-urbanization syndrome has developed as a result of the stress of city living. This has sparked a surge of interest in rural areas. Other causes, such as increased wellness awareness, greater interest in heritage and culture, enhanced accessibility, and environmental sensitivity, are all contributing to the trend toward rural tourism. Following COVID-19, tourist recovery usually begins at a local level. Before there is a strong demand for foreign travel, tourists opt to stay closer to home for a weekend escape or travel locally. Road trips may become more popular. Drive-ins are more likely to be chosen by families and children, especially on weekends and during short vacations. This paper attempts explore the process of Rural Tourism from the point of view of empowering local people and fostering community development. This paper analyzes the current status of rural information in Chinese, and analyzes the influencing factors on the effect of information technology applied in the rural areas from a technology adoption point of view. Then using the integration theory of technology adoption model and network externality theory, it increases the factors of network externality and cost to construct a model of user behavior model of information technology in rural areas. Finally, it proves the validity of model factors by empirical research to provide theory for the further development of information technology in rural areas.

The article considers the problem of social security of rural residents from a socio-philosophical point of view in the context of the need to further strengthen it and improve the entire system of social and labor relations. The morphology of social security and its features in the conditions of modern agricultural production are revealed. Identified shortcomings of existing calculation of the minimum wage (SCMW) and the minimum subsistence level (MSL) as a factor in their failure to comply with the required level of social security of the rural population. The main causes and forms of devaluation of social security in rural areas (underdevelopment of industrial and social infrastructure, migration of rural population to megacities, etc.) are identified. Measures are proposed to strengthen the social security of the rural population, taking into account all its components.

Agrоtourism, as one of the most promising forms of entrepreneurial activity, is attracting increasing attention today, thanks to its rapid spread in both developed and developing countries. The article highlights that agrotourism entrepreneurship can play a decisive role in the development of a new strategy for sustainable agricultural development, since entrepreneurial activity is a driving force for rural economies. It is also an important counteracting factor to adverse socio-economic processes such as unemployment, migration, and the decline in the quality of life of rural residents. It is proved that agrotourism is one of the ways of developing entrepreneurship in rural areas can bring several advantages in three main areas of development. Within the economic dimension, agrotourism can be considered as a strategy of agricultural diversification. This can provide additional income and new employment opportunities for rural residents and, therefore, can reduce poverty and reduce migration in rural areas. From an environmental point of view, agrotourism can help conserve the environment, ecosystems and farmland and minimize environmental damage. From a socio-cultural point of view, agrotourism helps to preserve cultural heritage in rural areas, improve farmers' social status and empower rural people. The development of agrotourism and its positive effects can accelerate the process of rural diversification. The article also highlights a number of common problems that most often hinder the development of agrotourism, including problems of strategic planning, lack of financial and human resources, lack of adequate training and education, lack of professionalism. It is stated that at the state level the policy of promotion and promotion of agrotourism as the most promising form of entrepreneurship in rural areas should be actively pursued. The use of agrotourism potential in modern conditions of decentralization of management will lead to socio-economic development of the region by increasing the income of local budgets, increasing investment attractiveness, increasing employment of the population, especially in rural mostly depressed areas, preserving the landscape or its positive change, historical heritage.

As a research area, interior design took shape in the 20s of the last century, despite the fact that the practice of decorating living spaces dates back many hundreds of years. However, the "self-sufficiency" of design and its connection with architecture to this day is the subject of scientific discussions of urban specialists, historians, art historians, and anthropologists. The article discusses the leading artistic styles and trends that prevailed in architecture and design from the point of view of their mutual influence on each other. Time frame of the research: from the middle of XIX century to the first half of XX century. As a result of the research of foreign experience in the formation of interior design, the main stages of the movement development and its relationship with architecture in two formations were identified: activities directly dependent on architectural decisions, activities that determine the entire design process to a large extent: from the functional zoning of the premises to the features of the placement of utilities in the building. Entering the information era in art as a whole is characterized by the rejection of slogans that clearly delineate stylistic boundaries and determine the role of a designer in creating the living space. The determining factor influencing the integrity of the building’s appearance in a modern view is the harmony of the facade and the internal content, which was made possible thanks to the equal interaction of the architect and designer, starting from the first half of the 20th century.

In Austria approximately 70% of the population is connected to sewerage and to biological waste water treatment plants. Whereas the urban areas are already provided with these facilities to a very high extent, effort is still needed in rural areas to meet the requirements of the Austrian legislation. The way, this task should be solved has provoked much controversy. It is mainly the question, whether centralised or decentralised sewage disposal systems are preferable from the ecological and economical point of view, that became a political issue during the last 5 years. The Institute for Water Quality and Waste Management was asked to elaborate a waste water management concept for the Lainsitz River Basin, a mainly rural area in the north of Austria discharging to the Elbe river. Both ecological and economical aspects should be considered. This paper presents the methodology that was applied and the criteria which were decisive for the selection of the final solution.

A biorefinery integrated process based on lignocellulosic feedstock is especially interesting in rural areas with a high density of agricultural and agro-industrial wastes, which is the case for olive crop areas and their associated industries. In the region of Andalusia, in the south of Spain, the provinces of Jaén, Córdoba and Seville accumulate more than 70% of the olive wastes generated in Spain. Therefore, the valorisation of these wastes is a matter of interest from both an environmental and a social point of view. The olive biorefinery involves a multi-product process from different raw materials: olive leaves, exhausted olive pomace, olive stones and olive tree pruning residues. Biorefinery processes associated with these wastes would allow their valorisation to produce bioenergy and high value-added renewable products. In this work, using geographic information system tools, the biomass from olive crop fields, mills and olive pomace-extracting industries, where these wastes are generated, was determined and quantified in the study area. In addition, the vulnerability of the territory was evaluated through an environmental and territorial analysis that allowed for the determination of the reception capacity of the study area. Then, information layers corresponding to the availability of the four biomass wastes, and layers corresponding to the environmental fragility of the study area were overlapped and they resulted in an overall map. This made it possible to identify the best areas for the implementation of the biorefineries based on olive-derived biomass. Finally, as an example, three zones were selected for this purpose. These locations corresponded to low fragility areas with a high availability of biomass (more than 300,000 tons/year) in a 30 km radius, which would ensure the biomass supply.

This paper examines the perspectives of rural NEETs in the information society. Our analysis focuses on the situation of three European countries—Bulgaria, Romania, and Turkey—characterized by a high share of rural areas and a population of NEETs. From a methodological point of view, we use alternative research methods (secondary data analysis) with statistical methods (simple linear regression). From a theoretical point of view, we will opt for a multidimensional analysis perspective: the theory of digital divide, digital inclusion, virtual mobility, etc. Through data analysis, we expect to obtain a more complete and detailed picture of the ICT situation in rural areas (level of digital skills, level of digital inclusion) to demonstrate the importance of ICT in optimizing virtual mobility for the living conditions of the population, especially the NEET population.

The main aim of this paper is to demonstrate that clusters can support the sustainable development of rural areas through the creation of shared value. This is done via the close exam-ination of six different cases of rural clusters in Greece, Italy, Germany, Poland, Denmark, and Sweden. Qualitative as well as quantitative data weretaken from the clusters, which demonstrated that their main business approaches naturally coincided with the creation of economic, social, and environmental benefits for the local communities in which they operated. The case clusters were created in a top-down manner, aimed at boosting regional R&D activities and making the local economy more competitive and more sustainable. However, private initiative took over and al-lowed these clusters to flourish because meeting the regions’ economic, social, and environmental needs successfully coincided with the target of the clusters’ own development and profitability. The results show that clusters, with their potential for shared value creation, can constitute a powerful engine for the revitalisation and development of rural areas, addressing the significant challenges which they are currently facing.
