ITC Policy and Practice in the Fiji Islands

Since the establishment of Internet access in the Republic of the Fiji Islands in 1995, Internet policy has been developed in the country in the context of both national and regional development. Fiji has a significant tourism sector —15% of GDP in 2003 (Fiji Tourism Forum, 2003)—and Web-based information is an increasingly important source for potential visitors. The country also aspires to lead digital commerce in the region. In August 2004 the Qarese government affirmed its commitment to the “Bangkok Agenda Action Plan on Broadband and Information, Communication & Technology (ICT) development” (Bangkok Agenda Action Plan, 2004), an agreement calling for government action at a national, sub-regional and regional levels to encourage broadband access and usage. In addition to having one of the largest economies in the South Pacific, Fiji is host nation to a number of regional inter-governmental agencies, and this combination of national and regional interests is driving the rapid elaboration of ICT policy and utilization.

Tourism sector provides a significant contribution to the Gross Domestic Product (GDP) of the Republic of Indonesia, both through foreign exchange and economic turnover. Although the Indonesian tourism industry after the COVID-19 pandemic has changed with an emphasis on green and clean products, it is hoped that this sector will be lessened by the community compared to the previous era. Research and development of VR has been carried out in various fields such as games, education, aviation, medicine, the application of VR in tourism is still common, there is a need to implement tourism while staying at home. The results of the systematic literature review conducted provide an explanation of the starting point for research by applying VR and making 3600 videos for industrial tourism. Background The World Health Organization (WHO) has engaged in consultations with the alcohol industry in global alcohol policy development, including currently a draft action plan to strengthen implementation of the Global strategy to reduce the harmful use of alcohol. WHO’s Framework for Engagement with Non-State Actors (FENSA) is an organization-wide policy that aims to manage potential conflicts of interest in WHO’s interactions with private sector entities, non-governmental institutions, philanthropic foundations and academic institutions. Methods We analysed the alignment of WHO’s consultative processes with non-state actors on "the way forward" for alcohol policy and a global alcohol action plan with FENSA. We referred to publicly accessible WHO documents, including the Alcohol, Drugs and Addictive Behaviours Unit website, records of relevant meetings, and other documents relevant to FENSA. We documented submissions to two web-based consultations held in 2019 and 2020 by type of organization and links to the alcohol industry. Results WHO’s processes to conduct due diligence, risk assessment and risk management as required by FENSA appeared to be inadequate. Limited information was published on nonstate actors, primarily the alcohol industry, that participated in the consultations, including their potential conflicts of interest. No minutes were published for WHO’s virtual meeting with the alcohol industry, suggesting a lack of transparency. Organizations with known links to the tobacco industry participated in both web-based consultations, despite FENSA’s principle of non-engagement with tobacco industry actors. Conclusion WHO’s consultative processes have not been adequate to address conflicts of interest in relation to the alcohol industry, violating the principles of FENSA. Member states must ensure that WHO has the resources to implement and is held accountable for appropriate and consistent safeguards against industry interference in the development of global alcohol policy.

Although blended learning (BL) has emerged as one of the most dominant delivery modes in higher education in the 21st century, there are notable barriers and drawbacks in using BL for English language teaching and learning in Vietnamese universities. This study reports on research into the use of BL, conducted through semi-structured interviews with 30 English as a Foreign Language (EFL) lecturers from 10 different universities across the two major cities of Vietnam. The findings revealed that EFL lecturers identified eight groups of barriers and four groups of drawbacks to the successful implementation of BL. The most significant barriers included: lack of infrastructure and technology, institutional policies and support; lack of knowledge, experience and investment in using BL; lack of technological competence and information technology (IT) skills and lack of teaching time to employ web-based technologies and online resources in classrooms. Meanwhile, the most crucial drawbacks were: lecturers’ workload, ineffective use of BL, time consumption and demotivation. The authors point to the underlying factors contributing to these barriers and drawbacks and make implications for how some of these can be effectively addressed through constructive changes to policy and practice.

Indonesian tourism is an important sector in increasing state revenues. The tourism sector ranks third in terms of foreign exchange earnings. in 2014 The government established tourism as the leading sector in improving the economy to encourage regional development and employment. With the law of the Republic of Indonesia number 39 of 2009 concerning Special Economic Zones, hereinafter referred to as K.E.K is a region with a certain boundary with the jurisdiction of the Unitary State of the Republic of Indonesia which is determined to carry out economic functions and obtain certain facilities. Kab. Central Lombok is one of the places where there is a K.E, namely K.E.K Mandalika. In order to increase the income of the Lombok region where the development of K.E.K Mandalika is 1,175 ha and the author takes 21 ha of land at K.E.K Mandalika to develop a Resort with a waterfront concept in order to increase Lombok tourism. Based on background problems, the main underlyinh problem is the lack of supporting facilities to support activities in the Mandalika Special Economic Zone, therefore the need for accommodation in the Mandalika Special Economic Zone.Abstrak Pariwisata Indonesia menjadi sektor yang penting dalam peningkatan pendapatan Negara. Sektor pariwisata menempati urutan ketiga dalam hal penerimaan devisa. Pemerintah pada tahun 2014 menetapkan pariwisata sebagai leading sektor dalam peningkatan perekonomian untuk mendorong pembangunan daerah dan lapangan pekerjaan. Dengan adanya undang-undang Republik Indonesia nomor 39 tahun 2009 tentang Kawasan Ekonomi Khusus, yang selanjutnya disebut K.E.K (kawasan ekonomi khusus), adalah Kawasan dengan batas tertentu dengan wilayah hukum Negara Kesatuan Republik Indonesia yang ditetapkan untuk menyelenggarakan fungsi perekonomian dan memperoleh fasilitas tertentu. Kab. Lombok Tengah merupakan salah satu tempat dimana terdapat K.E.K yakni adalah K.E.K Mandalika. Guna dapat meningkatkan pendapatan daerah lombok dimana Pengembangan K.E.K Mandalika seluas 1.175 ha dan Penulis mengambil 21 ha lahan di K.E.K Mandalika untuk dikembangkan Resort dengan konsep waterfront guna dapat meningkatkan pariwisata lombok. Berdasarkan permasalahan latar belakang, permasalahan utama yang mendasar adalah belum adanya fasilitas pendukung untuk menunjang aktivitas di Kawasan Ekonomi Khusus Mandalika.

Free visit visa is a visa granted to foreigners upon arrival in Indonesia without paying a visa for a period of 30 days and cannot be extended. Visit visa free can be given at several Immigration Examination Sites (TPI) spread throughout Indonesia. The Ngurah Rai Special Class I Immigration Office personally supervises an Immigration Checkpoint, namely I Gusti Ngurah Rai International Airport. Regarding the implementation of a visit visa-free policy, the efforts made by the immigration ranks include: increasing the number of personnel, increasing supervision of landings and entry permits for foreigners, monitoring the use of residence permits by foreigners in various places, especially in the tourism sector and in various entertainment venues, there is cooperation between agencies in preventing prevention of visa-free use to minimize potential abuse of rules. The purpose of this study was to determine the application of visa-free policies at the Ngurah Rai Special Class I Immigration Office and to find out the legal consequences of the visa-free policy at the Ngurah Rai Special Class I Immigration Office. The research method uses empirical descriptive. The results of the study indicate that the application of a visa-free policy at the Ngurah Rai Special Class I Immigration Office is in accordance with the latest regulations, namely the Republic of Indonesia Presidential Regulation Number 21 of 2016 concerning Visit Visa Free. There are 169 countries around the world whose citizens can visit Indonesia without using a visa. It aims to improve bilateral relations, especially in terms of the tourism economy where the number of foreign tourists to Indonesia is targeted by the government of 20 million tourists by 2019. Legal Consequences Caused From Visa-Free Policies At the Ngurah Rai Special Class I Immigration Office, where according to one of the immigration functions is to select every intention of arriving foreigners, there are several cases of violations of law which can be easier to enter Indonesia such as foreign workers who work without complete permission in Indonesia.

Abstract This paper investigates the perceptions and practices of managers of the tourism sector with regards to change management. It has been suggested that change management is an inevitable element for tourism businesses to increase their speed of response to market and competitive changes. Logically, it can be argued that tourism managers are best placed to initiate and facilitate this change. The primary data were obtained through a survey, carried out in tourist agencies in the Republic of North Macedonia and evaluated by using the tools of descriptive statistics and the methods of comparison, induction, deduction and synthesis. The key findings indicate that the majority of the respondents were familiar with the term change management and they implemented the change management practices. However, work still needs to be done to help the remaining companies to understand the necessity of changing the paradigm. Regarding the practical implications, this paper can serve as a stepping stone for future research that can uncover the potential, experiences and outcomes of change management in the tourism sector in the country.

The purpose of the research is to assess the impact of the action plan of the Employment Roadmap on the unemployment rate in Kazakhstan.Methodology. Synthetic Control Method was used in this paper. The method, which compares one or more units exposed to the event and determines what would have happened if the unit had not been treated. In other words, this method creates a weighted combination of control states to create a single «synthetic» control group, in order to approach the counterfactual unit in Kazakhstan in the absence of a plan or Roadmap.The originality / value of the research based on the analysis, panel data from Kazakhstan and 13 donor pool countries for the period 2000-2019 were taken for modeling.Findings: As a result of the study, it was revealed that the unemployment rate would have been 2% higher in 2019 if Kazakhstan had not adopted an action plan in the form of an Employment Roadmap in 2009.

Current web-based administrative services are not only for government at the city or regional level, but now the village also needs it to support its government activities. According to Law No. 6 of 2014 the village is a legal community unit that has the territorial boundaries that are authorized to regulate and administer government affairs, the interests of the local community based on community initiatives, original rights, and / or traditional rights that are recognized and respected in the Republic of the Republic of Republic's government system. Indonesia. In the current technological era, there are many services for villages that use and utilize information technology so that the service process becomes easier, more transparent and faster. For this reason, in this study we had the opportunity to develop a web-based Village Service Information System in Leran village, in developing the system this time we used a prototyping method. This system will have several features, including: making independent reports, submitting a letter of introduction from the village and online, making a biodata of the village community, and also containing the profile of the village of Leran. The results of this research are a village service information system that can help the work of government officials in the village of Leran, and also facilitate the villagers in obtaining information about services or other information in the village of Leran.
